Abstract

Government has a role in maintaining resilience by organizing arrangements, fostering, controlling and controlling food availability. The Bandar Lampung City Government restructured the Department of Agriculture, Plantation and Livestock. Restructuring was carried out to maximize the government's duty to maintain food security, also because the conditions of food security in the city of Bandar Lampung were very worrying. This article aims to evaluate the implementation of the Food Security Agency's restructuring and describe the factors that support and hinder the implementation of the restructuring of the Food Security Agency and Implementing Counseling for the Extension of Food Security in Bandar Lampung City. This article uses the Good Governance paradigm based on the new management approach proposed by Hughes in Sulistio. This article uses a qualitative descriptive type with data analysis using the method proposed by Miles and Hubberman with the stages of data reduction, data presentation and ending with the withdrawal of the group. This article concludes that there is a restructuring within the Food Security Agency and Executing Agency for Food Security in Bandarlampung City, there are five organizational elements that influence the implementation of restructuring.

Abstract

This paper aims to identify the leadership style of Metro Mayor 2005-2015, Lukman Hakim. By using a descriptive qualitative approach, it was concluded that during the two periods of being Metro Mayor the leadership style used by Lukman Hakim was a democratic style. With a democratic style, Lukman Hakim's leadership can be considered quite adaptive to the dynamics of the demands of the development of government in Metro City. This is manifested in activities such as APBD surgery, one-stop service or fit and proper tests for officials of government bureaucracy in Metro City in order to realize the demands of the dynamics of democratic governance and clean governance. One result of bureaucratic reform done by Lukman Hakim as Mayor of Metro was the increase in the Public Service Index in 2012 due to the improved performance of the bureaucracy in providing services to the community. Abstract

This paper aims to provide an overview of the disclosure of brand equity in annual reports and corporate finance. This paper also aims to provide input to the Financial Services Authority (OJK) and the Financial Accounting Standards Board regarding the disclosure of brand equity in annual reports and corporate finance. This paper is written using a deep literature review and is followed by the presentation of descriptive data related to the calculation of brand equity. Considering the importance of brand equity for company management and investors, through this paper it is deemed necessary to advise OJK, the Financial Accounting Standards Board regarding disclosure of brand equity in annual reports and company finances.

Abstract

The Indonesian Migrant Workers' (TKI) Family Development Policy aims to solve TKI family problems in the fields of economic empowerment, family security and child protection. The study was conducted in Tlogosari Village, Donomulyo District, Malang Regency. This type of research is qualitative. The implementation was unsuccessful because it stopped at the preparation stage. In this study describes the implementation gap that occurs.

Abstract

Making and extending a driver's license is one of the common needs of the Indonesian people, especially motorists. Based on this, the Polrestabes created a Mobile SIM innovation called "Cak Bhabin's SIM" for the extension and creation of a new SIM that can be reached by the public by increasing the number of locations for the "Cak Bhabin" SIM. Problems arise due to dissatisfaction from the community, namely regarding inadequate seating facilities, lack of socialization regarding daily service schedules and quotas, and often the E-AVIS application is not connected to the National Police Traffic Corps. The purpose of this study was to find out how to improve the service quality of SIM "Cak Bhabin" Surabaya City Police in dealing with some of these problems and the factors that influence service quality improvement. This study uses a qualitative descriptive analysis method with primary data as the main reference. Collecting the data by conducting interviews and documentation methods. The results showed that the factors influencing the improvement of the service quality for "Cak Bhabin" SIM services included the number of locations for "Cak Bhabin" SIM service locations spread over 24 location points in each sub- district in Surabaya, facilities and infrastructure that were in accordance with Law Number 25 Year 2009, the creation of the Korlantas Digital application intended for online SIM extension and the creation of the E-AVIS application for making a new SIM, as well as schedules, requirements, fees, systems/mechanisms and service procedures which can be viewed on the internet.

Abstract

Boyolali Regency in 2018 carried out the division of sub-districts, namely the expansion of Musuk District which resulted in new sub-districts, one of which was Tamansari District. One of the factors causing the sub-district expansion policy is the large number of villages in the expanded sub-district area. Therefore, the purpose of this expansion is to bring public services closer to the village community. This study aims to examine the evaluation of PATEN implementation factors in Tamansari District as a new sub-district by using an analysis seen from the basic policy of the Minister of Home Affairs Regulation Number 4 of 2010 concerning Guidelines for Integrated District Administration Services and Boyolali Regent Regulation Number 34 of 2015 concerning Delegation of Part of the Regent's Authority to Camat in the Framework of Implementing Integrated District Services within the Boyolali Regency Government (substantive requirements, administrative requirements and technical requirements) and the theory of policy implementation factors belonging to Van Meter and Van Horn which researchers elaborated with Edward III (communication, resources, bureaucratic structure, standards and targets). policies, disposition of implementers, and indicators of social, economic, political conditions). Collecting data by interview, documentation, and observation. The results of the research on the implementation of PATEN are based on the policy basis, namely the substantive requirements, administrative requirements and technical requirements that have not been fully met even though some are not optimal. Administrative requirements for the type of company registration service (TDP) and industrial business licenses (SIUI) are not available, and technical requirements still have not been fulfilled, namely the place of payment and cash holder officers because in Tamansari District all services are free of charge. While the results of the analysis according to Van Meter and Van Horn with Edward III show that the supporting factors are the communication indicators; resource; bureaucratic structure; standards and goals; executor disposition; and social, economic and political conditions, but still found obstacles in these factors, communication; resource; standards and goals; and social, economic and political conditions.

This study aims to study Lampung's employment structure in detail from the Manpower, Labor Force and Labor Force Participation Rate based on age and education level completed before and during the Covid-19 pandemic. This study uses data from the processing of the Lampung Province National Labor Force Survey (Sakernas) contained in the publication of the State of the Lampung Province Workforce in 2019 - 2020. The data used in this study is data on the Manpower, Labor Force and Labor Force Participation Rate (TPAK), which is differentiated by urban and rural areas. In addition, the data used are also differentiated according to age and level of education completed. The use of descriptive statistical analysis was carried out to describe labor conditions in Lampung before the Covid-19 pandemic and during the Covid-19 pandemic. The study and analysis of employment and TPAK before and during the Covid-19 pandemic in Lampung showed that the composition of the workforce, labor force and TPAK in rural areas was greater than in urban areas. This occurs in all age groups and education levels.

Abstract

Madiun City as a Smart City is a city development concept by applying and implementing technology in an innovative, effective and efficient manner by connecting physical, economic and social infrastructure in an area so as to improve services and realize a better quality of life. Smartcity is a city area that has integrated information and communication technology in daily governance with the aim of realizing efficiency, improving public services, and increasing the comfort and welfare of its citizens. The purpose of this study is to examine and analyze the evaluation of the implementation of Madiun City government policies in the implementation of smart governance, smartbranding, smarteconomy, smartliving, smartsociety and smartenvironment programs on the smartcity concept.This study uses a descriptive qualitative method approach. Qualitative research is research that produces descriptive data in the form of written or spoken words from the people observed. The results of the research are the implementation of development programs and software development to support the Smart City program strategy in all aspects of the dimensions, 80% of which have been completed in 2021 from the target until 2024 and 20% are targeted to be fully active in 2022. The results of the implementation of the Smart program City DI Madiun City in each dimension obtained from the results of the review for 2021 it is stated that the Smart Governance dimension of the governance policy program and all applications implemented are declared active, the Smart Branding dimension is stated to have run well according to the targets and targets, namely focus In the development of business systems in the field of tourism and creative industries related to tourism, the Smart Economy dimension states the supporting software for the smart city program, which functions and has economic development targets that focus on improving the quality and quantity of business in business. In terms of Creative Economy and Agriculture, for the Smart Living dimension, it is stated that all OPD and work units within the Madiun City Government have and are actively running public service applications in order to realize development strategies and targets. In the Smart Society dimension, it is stated that it has created a socio-technical ecosystem of a humanist and dynamic society, both physical and virtual for the creation of a productive, communicative, and interactive society with high digital literacy. The software facilities supporting the Smart Society dimension have been carried out well in terms of operations and performance and in the Smart Environment dimension it is stated that they have been able to realize good, integrated, and independent environmental governance (Madiun Health and Comfort City) through the land resource protection governance system. , water, and air and integrate it with reporting and monitoring technology for soil, water, and air pollution.

Abstract

Over time, there has been a paradigm shift regarding the concept of security itself, where initially aspects that were considered as security issues only revolved around the military and national defense. Not only for Indonesia, but also for the world, Covid-19 has become a security issue or threat to the state, especially the community itself. This research analyzes how the process of securitization and desecuritization in an effort to reduce the number of Covid-19 cases in Indonesia. The method used in this research is a qualitative method, with the data collected from secondary data which includes news, agency reports, books and journal articles on the handling of the Covid-19 pandemic. This study analyzes that the securitization carried out by the government against this outbreak was less successful because of the inappropriate handling since the beginning of this outbreak. The government from the beginning only focused on the economic approach, this made there was no certainty in treating the Covid-19 case as a threat. In addition, this has also caused public trust in the government to decline and communication between government figures and the wider community to be poor due to various mistakes that continue to be made by the government.

Abstract

One of the important roles of SMK is to produce specific human capital, rather than general human capital. However, SMK faces problems including: less varied learning methods; the learning delivered has not been integrated with literacy; the lack of HOTS (higher order thinking skill) based learning models in learning; and information and communication technology (ICT) has not been applied to the manufacture of learning media. With a quantitative approach, the research team conducted a one group pretest and posttest design experiment to intervene in the research object (29 students of class XI ATR 1), with literacy activities for 15 minutes. Literacy activities by identifying animal feed ingredients and their nutritional sources, show changes in the form of increasing object abilities by an average of 30.86 points. The gain normality test (N-Gain) showed that 68.97% experienced a moderate change or as many as 20 students, seven people experienced a high increase (27.59%) and only one person (3.45%) experienced a low increase. Thus it was concluded that this study is in line with previous studies which revealed that literacy can improve students' reading abilities and interest.
