Abstract

The ability of the village apparatus in managing funds greatly determines the success of the use of village fund allocations in accordance with the objectives of community empowerment prioritized by the government through the Village Fund Allocation (ADD). This paper aims to describe accountability in terms of planning, implementation and accountability. The conclusion of this study is that at the planning stage the application of the principle of participatory, responsive, transparent; at the stage of implementing the principle of participatory, responsive, transparent; human resource competency factor.

Abstract

Generally librarian library public universities in the City of Bandar Lampung proposes to increases fungctional position of librarian over two years. This indicates that the performance of the librarian still low. The low performance of the librarian thought to be caused by several factors that influence. The purpose of this study are 1) to analyze and review the influence of competency to librarian performance, 2) analyze and review the influence of compensation to librarian performance; 3) analyze and review the infuence of organizational climate to librarian performance; 4) analyze and review of the influence of the work ethic to librarian performance; 5) analyze and review of the influence of competence, compensation, organizational climate and work ethic of librarian performance at state college library in Bandar Lampung. The type of this research is to descriptive and verification that describe the variables that the object of research, namely competence, compensation, organizational climate and work ethic to librarians performance and test the truth of a hypothesis through data collection in the field. The method used in this research is quantitative with total sampling technique. The collection of data through primary data and secondary data, using a Likert scale. Mechanical testing of the instrument through the validity and reliabilty test Data analysis using descriptive analysis and inferential analysis with data processing using SPSS. Hypothesis testing with multiple linear regression test classic assumptions include partial t-test and f-simultaneous test, test the coefficient of determination (R2), the normality test and heterokedatisitas multikorelasi test. The results of this study is partially competence influential is 65.4% to librarian performance, compensation influential is 62.6% to librarian performance, climate organizations influential is 59,4% to librarian performance and work ethic influential is 53% to librarian performance, simultaneously competence, compensation, organizational climate and work ethic take influence are 88,9% to librarian performance of University Library in the city of Bandar Lampung

Abstract

Performance of public sector employees as long as it is considered still low. Egovernment become one step in improving the performance of employees. This research aims to differentiate and analyze the performance of an employee before and after the implementation of e-government in Tanggamus Regency BPKAD. This research is explanatory with the quantitative approach method. Engineering data collection using the questionnaire, with 36 people samples taken from a population of 57 BPKAD employees Tanggamus Regency. Sampling techniques using Incidental with Slovin formula. The data were analyzed using the discriminant Analysis Method. Results of research are tested by a method using the variable performance of 3 employees. Indicates that there are significant differences in the variable quantity and timeliness of work before and after the implementation of the e-gov, while in variable quality of work does not indicate the existence of significant differences. The third variable is obtained from th performance of the employee before and after the implementation of the e-gov using Lambda Wilk's with the value significance . 0.000 α value 0.05< such shows that there has been a noticeable difference (significant) between the performance of the employee before the application of e-government performance with employees after the application of e-gov in BPKAD Tanggamus Regency. E-government has a real influence in terms of performance improvement officer. The application of e-gov is able to significantly increase the quantity of work and the timeliness, although in terms of the quality of work has not appeared a significant difference, in fully applying the e-government has brought real change in improvement the performance of employees. Abstract

Perkawinan anak atau sering disebut pernikahan dini merupakan fenomena di tengah masyarakat yang berkaitan dengan pernikahan remaja yang belum memiliki kesiapan untuk memulai kehidupan rumah tangga. Komnas Perempuan melaporkan bahwa selama tahun 2021, ada 59.709 kasus pernikahan dini yang mendapat dispensasi dari pengadilan. Angka ini menunjukkan masih maraknya pernikahan dini yang dilakukan baik didesa, maupun di kota. Eksistensi fenomena pernikahan dini harus dikaji lebih dalam untuk kemudian mencari faktor penyebab dan dampak yang dihasilkan, sehingga fenomena sosial pernikahan dini dapat dikurangi dan lambat laun di berantas dalam kehidupan masyarakat Indonesia yang selalu berdampingan dengan budaya dan lingkungan masyarakat yang terbentuk dari berbagai faktor yang melatarbelakanginya.

Abstract

Penelitian ini hendak mengkaji kapasitas mitigasi yang dilakukan oleh kompnen masayraakat miskin perkotaan di Kecamatan Panjang dalam meminimalisir penyebaran bencana covid. Penelitian ini menggunakan pendekatan kualitatif dengan studi fenomenologi, pengumpulan data dilakukan dengan wawancara mendalam dan dokumentasi. Peneliti menggunakan teknik purposive untuk menentukan informan. Hasil dari penelitian ini yaitu masyarakat miskin dalam melakukan kapasitas mitigasi dibantu serta didukung oleh komponen masyarakat internal seperti pamong, tokoh dan satgas covid setempat, dan bentuk kapasitas mitigasi yang dilakukan yaitu dengan melakukan melakukan pembangunan fisik berupa fasilitas pencucian tangan dilingkungan rumah, membuat masker dari kain sehingga bisa digunakan berulang ulang, pembangunan non fisik berupa keperduliaan masyarakat miskin terhadap masyarakat miskin lainnya yang terpapar covid, baik dalam bentuk memberikan bantuan makanan bagi masyarakat yang sedang menjalankan isoman, mengantarkan warga yang sedang bergejala covid ke puskeskel atau puskesmas,melaporkan masyarakat yang terdeteksi bergejala covid kepada RT atau satgas covid setempat, serta peningkatan pengetahuan dalam menghadapi bencana covid dalam bentuk mengikuti sosialisasi dan pelatihan yang diselenggarakan oleh pemerintah

Abstract

This study aims to see the implementation of policies and constraints on communication process, resources, disposition and bureaucratic structure in the implementation of the procurement of goods/services based on electronic (eprocurement). This research used descriptive method with qualitative approach. Data was collected through in-depth interview study, documentation and observation, while the technique of the validity of data was done through triangulation, including triangulation methods, data sources and the data itself.The results of this study showed that e-procurement have demonstrated their success, although it hasn't been optimal, which gained efficiency and effectiveness on a number of indicators. From the aspect of time, the procurement process with e-procurement system proved faster because it only takes 14-18 working days, the conventional system takes more than 30 days' work through e-procurement can reduce the potential for corrupt practices, for a meeting between the auction committee and the auction participants islimited a lot. At the time of the auction is still widely practiced in the conventional direct meetings between the auction partipants and the auction committee which has opened the chance of occuring "negative transactions". With the e-procurement system of bid documents submitted in the form of soft through the internet and can only be opened as scheduled. The limiting factor of e-procurement in terms of planning activities and budget planof PSU ìsn't Uxcluded by the planning department, the emergence of a sense of dissatisfaction of staff employees PSU due to not match the workload carried by the additional amount of income earned, inaccuracy in transferring staff employees of PSU. The learnings we can get from this stuis that there was a strong commitment from top leadership level to their staff level as the executors in the real activities which is the essential factor of the key of the success of the e-procurement implementationsystem in University of Lampung.

Abstract

This public service is becoming increasingly important because it is always in touch with a public audience that has a diversity of interests and goals. This research was written with a descriptive qualitative approach. Data obtained through in-depth interviews, documentation data and observations. The results of the study, it can be concluded that the services of the general sub-division and staffing at Sukadana Hospital are: (1) Sometimes there are other employees who are less satisfied with the performance that has been given. (2) Being able to establish a sense of justice means that there is openness in providing services that do not discriminate and give treatment to individuals or groups of people in the same situation. (3) Can do with a fast, timely, pleasant and reliable time. (4) Economical and efficient efficient services can be reached with acceptable rates and taxes on all levels of employees in Sukadana Regional Hospital, East Lampung Regency.

Abstract

After had being carried out nationalization and hostility against west countries, the New Order regime made important decision to change Indonesia economic direction from etatism system to free market economy. A set of policies were taken in order private sector could play major role in economic. However, when another economic sectors were reformed substantially, effords to reform the State Owned Enterprises had failed. The State Owned Enterprise, in fact, remained to play dominant role like early years of guided democracy era. Role of the State Owned Enterprises was more and more powerfull). The main problem of reforms finally lied on reality that vested interest of bureaucrats (civil or military) was so large that could’nt been overcome.

Abstract

Coordination is an important role in an organization to achieve the desired goals. To achieve effective coordination, which includes communication, clear objectives, and the existence of good relationships. Therefore the Bandar Lampung city government should realize effective cooperation, in realizing good city development, namely the green city program. This paper aims to get an overview of coordination between agencies in implementing a green city development program in Bandar Lampung and also to identify factors that constrain coordination in green city development programs in Bandar Lampung This paper focuses on the coordination carried out between agencies in the green city development program carried out by related agencies such as Bappeda, the Sanitation and Parks Service, the City Planning Office, and BPPLH. In uncovering this problem, researchers used the theory of Nine conditions to achieve the coordination of Tripathi and Reddy, and several other supporting theories. This type of research is descriptive research with a qualitative approach. This research was conducted at the related agencies in Bandar Lampung City. The results and conclusions from this study are the ineffectiveness of the coordination of the Bandar Lampung city government in the green city development program. Of the nine conditions to achieve coordination only five conditions can work. Constraints faced include obstacles to ineffective communication between SKPD, lack of understanding of SKPD about programs and the validity period of green city programs.

Abstract

Democracy and election implementation are like two sides of a coin that cannot be separated. The implementation of elections is one indicator of democracy in democratic countries. As a democratic country Indonesia conducts regional head elections at the level of the governor every five years. In Lampung Province a gubernatorial election was held in 2018. However, the implementation of the election was marked by money politics or the existence of money politics. Money politics is one of the violations in carrying out general elections. This paper aims to see the effectiveness of the role of the bawaslu in preventing money politics in the elections in Lampung Province in 2018. This study uses descriptive qualitative research, and uses secondary data types obtained from informants and uses data analysis techniques suggested by Miles and Hubberman (2002 ) which consists of data reduction, data display and conclusion drawing. This research concludes that the Bawaslu of Terbanggi Besar sub-district has carried out the task well but remains not optimal due to limited authority
