Abstract

Evaluative studies important in assessing training implementation. This research using Kirkpatrick's Evaluation Model, focuses on evaluation level 3 (behavior) and 4 (results) after Managerial Training for Field Workers at BKKBN DIY 2019. The analysis uses cross tabulation and field observations. The sample was 82 field workers participants for Managerial Training at the BKKBN DIY in 2018 who took part in remedial certification in 2018 also filled out online evaluation form. The evaluation of level 3, 42.7% of participants in the DS category, stated that the material received by the class during the training was "easy to apply". Then 45.1% of participants in the DS category stated that they "turned out well" in experiencing changes in behavior after the training and 46.3% of participants in the DS category stated that they were "motivated" to apply the material in field. Evaluation level 4 show there is no correlation: "remedial score" with "ease of material application in the field"-"changes in behavior after training"-"motivation to apply material in the field". Self-efficacy affects field workers graduation in remedial certification. Managerial training and certification need to be better designed especially the material and certification questions, so it is suitable with daily field work of field workers.

Abstract

The COVID-19 epidemic affects to the implementation of the Family Planning program. The implementation of procedures to prevent the spread of COVID-19 has prevented intensive family planning service activities and causing significant decrease in the number of active family planning participants in Indonesia. This study proposes the implementation of a prediction system as a solution to anticipating family planning dropouts when pandemic. The model is built through data mining classification techniques with historical data sources on the use of contraceptive tools/methods from the 2017 Indonesian Demographic and Health Survey. With accuracy level of 0.851, the system predicts duration of use of contraceptive methods in 3 alternative outputs, namely 1-3 months, 4-12 months and more than one year. The information can be used to anticipate the potential drop out of family planning participants. Program initiatives can be focused on family planning participants who are predicted to have low continuity of use of contraceptives. The results of predictions in regional units, can be used to map areas based on the level of continuity in the use of contraceptives. Program initiatives can be right on target, focusing on areas with low levels of continued use of contraceptives.

Abstract

The outbreak of the Covid 19 pandemic accelerated distance learning. Face-to-face learning activities in Civil servant or Aparatur Sipil Negara (ASN) training are replaced by e-learning, and this is a significant transformation. The purpose of this study was to investigate the extent to which the learning facilitators or Widyaiswara were prepared for ASN learning in facing the shift of the learning model from conventional face-to-face to e-learning. This research used a qualitative approach. The data mining technique employed was interviews with ten young, middle, and senior Widyaiswara. The author also carried out data from secondary sources in discussions in the Widyaiswara Community and information sharing activities, and other related library sources. The results indicated most of Widyaiswara were ready to face the change of the learning paradigm. However, Widyaiswara needs to develop digital literacy skills, such as the use of information technology for learning and creating an e-learning program/learning materials that meet the needs of training participants.
