Evaluation of learning is very important to know whether or not a learning system is implemented by educators. Because if an educator does not conduct an evaluation, there is no development in designing a learning system. Educators must create new Innovations to update learning systems that will be implemented in the classroom, ranging from materials, methods, media, learning resources, environments and assessment systems. In designing learning evaluations, educators should also pay attention to the basic principles of evaluation and the requirements that should be considered. The requirements are that the evaluation must actually use the right measuring instrument (Valid) according to its purpose, the test tool must be trusted (Reliabel) or produce the same results (Consistent), and the condition of the evaluation of the latter that is the evaluation must be practical or easy to use does not make it difficult for educators or learners. Keywords: Learning Evaluation Design, Learning Quality

The vision of National Education is the realization of the education system as a strong and authoritative social institution to empower all Indonesian citizens to develop into qualified human beings so that they are able and proactively respond to the ever-changing challenges. In connection with this vision, a set of principles was established to form the basis for implementing educational reform. The implication of this principle is a shift in the educational process from the teaching paradigm to the learning paradigm which gives more roles to students to develop the skills needed by themselves, the community, the nation and the State. Therefore we need a strategy and learning model that is in accordance with the quality standards of educators that have been set. Implementation of competency-based innovative learning models is learning done with the orientation of achieving students' competencies. Learning is faced in problem solving situations, so students become critical, creative, and able to solve the problems they face. Teachers need to design learning that is related to life problems or the context of students' lives. The teacher's role is as a facilitator, motivator and resource personKeywords: Learning Model, Innovative, Competency Based

The Cognitive domain of Bloom’s taxonomy often serves as a framework for categorizing objectives of education, designing tests, and designing curricula. The taxonomy in order covers: (1) knowledge, (2) comprehension, (3) application, (4) analysis, (5) synthesis, and (6) evaluation. The order has been made use more than fifty years as the basis for education objectives, designing tests and curricula. Revision on the taxonomy is done by changing noun in the taxonomy into verb in the revised taxonomy. This is in order to meet education objectives. Degradation of character appears to be the abandonment of local cultures by being replaced by foreign cultures which actually have a negative impact on the development of Indonesia’s young generation, especially in Bali. Therefore it is necessary to have a character education based on local wisdom so that the younger generation does not forget the Balinese culture. The vision of the government that fosters local wisdom-based character is “Nangun Sat Kerthi Loka Bali”. Through this vision, the provincial government of Bali issued a number of policies relating to the preservation of Balinese culture from the day of the use of traditional Balinese clothing, the implementation of the Balinese language month, to the use of local Balinese products. In addition to protecting the environment in Bali, a policy to limit the accumulation of disposable plastic waste is also applied. If this policy is carried out by all Balinese people on a continuous basis, it will shape the habits of the community which in turn can also shape character. Keywords: Tri Kaya Parisudha, Juvenile Delinquency
