Abstract

Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan bantuan keuangan desa pada pemerintah desa pakutandang kab. Bandung, metode yang digunakan yaitu metode penelitian kualitatif dengan pendekatan studi kasus dengan fokus masalah untuk mengetahui dan menganalisis implementasi kebijakan Bantuan Keuangan Desa dan untuk mengetahui dan menganalisis hambatan/kendala apa saja yang dialami dalam implementasi kebijakan Bantuan Keuangan Desa di Desa Pakutandang Kecamatan Ciparay Kabupaten Bandung. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara mendalam, observasi dan kajian dokumentasi. Hasil penelitian menemukan bahwa implementasi kebijakan bantuan keuangan desa pada Desa Pakutandang Kecamatan Ciparay Kab. Bandung belum optimal dan belum tepat sasaran pada masyarakat yang membutuhkan, alokasi bantuan dana desa lebih besar dialokasikan untuk penyelenggaraan pemerintah desa, sedangkan untuk alokasi pemberdayaan masyarakat belum optimal. Kendala-kendala yang dihadapi dalam implementasi bantuan keuangan desa yaitu sering terjadinya pergantian perangkat di tingkat Desa yang diikuti dengan perubahan perangkat desa baru yang belum memiliki pengalaman kerja yang berimbas pada penyelenggaraan pemerintahan dan tugas lainnya, sering terjadi keterlambatan dalam proses perencanaan , pelaksanaan, penyampaian laporan.

Abstract

One way of making public service closer to citizens in through providing service centres at subdistrict level. Large sub-disctricts should be blossomed so that service centres are not distant from citizens? reach. For this purpose, people of 8 villages at Meliau sub-district plan to form a new subdistrict. The underlying legal basis for the blossoming is Internal Affairs Ministrial Decree No 4 Year 2000 regarding Guidelines for Sub-distrci Formation, which cover three main aspects: width of territory, demography and number of villages. Through the territorial management, it is expected that: (1) governmental span of control can be optimized and service institutions are closer to citizens, (2) Social security and good order can be achieved, (3) Social prosperity can be increased, and (4) development programs in all aspects can be accelerated.

Abstract

This research aims at identifying how transparent and accountable service policy is implemented at PDAM Bandung City from the perspectives of PDAM employees and its customers. The result demonstrate good responses from the PDAM employees. Meanwhile, ustomer?s responses reflect that the implementation of transparent and accountable service policy has yet to improve. To diminish the gap, it is necessary for PDAM Bandung City to set some measures to deliver its services in more transparent and accountable ways. The measures include the improvement orpersonnel?s competencies and professionalism.

Abstract

In this globalization era, where strategic change and technology development happen so fluctuated and unpredictable, the management of civil servants needs such a specific and accommodative strategic. Through Law Number 43 Year 1999 on the Personnel Policy, the heads of institutions in the central and local government has got an access to manage the civil servants professionally, including the evaluation of their performance. It is declared in the law that the performance evaluatuon for civil servants should be effectively, accurately, flexibly and implemented. However, the on-going evaluation method does not fully accomodate the rules, especially in adapting the progress of the professionalism era. Besides, the method is often implemented ineffectively by the rating officials. This article attempts at discussing such malpractices and biases in the process of performance evaluation for the civil service. By the end of the article, a chapter on the future-oriented evaluation is presented as the alternative instrument to the performance evaluation method, esecially when an employee is focused on a future performance or position in his institution.

Abstract

Learning organisation has been a never-ending debate among scholars to be implemented within both private and public institutions. Unlike private sectors which have been the pioneer of being learning organisation, public sector has been struggling towards its application. Many factors have obviously played a part in worsening this condition. However, there is no excuse in not trying to implement learning organisation let alone discussing it. Shared leadership as the most crucial component of putting learning organisation into reality should receive special attention in conjuction with the other aspects. Therefore, it is high time to foresee what a leader can act on initiating, supporting and developing a learning organisation.

Abstract

ID card, within public administration context, has a lot of functions such as for applying for a job, proposing a loan to a bank, getting licenses, participating in a local vote, and so on. It has become a common administrative requirement for the people to obtain their civic rights. Of course, local government has the responsibility to provide ID card service for the people. Furthermore, the service delivery should always be improved to reach a state of demographic administrative order. In fact, a number of cases show that ID card service quality is still low, including that of Pakpak Bharat district. This article tries to provide recommendations for solving the problem.

Abstract

Self assessment system stipulated by tax policy has given taxpayers full trust in presenting data to perform their tax obligations. This means that as long as tax officers agree and accept taxpayer?s report, this can be assumed that the reportprovided is true. In order to examine tax compliance level, tax officer(s) will do tax audit. The scope of tax audit includes providing the audit strategic planning; reviewing the tax implementation; and providing recommendations from tax evaluation. The compliance to the provision of tax regulations represents the effort from taxpayer(s) and tax officer(s) in tax administrationframework.

Abstract

Multi-dimension crises including moral crisis (corruption) indicate the failure ofeducation. The lack of transparency and accountability in the field of politics andeconomy worsens the condition. Various research results show that corruption abolition should instigate from self-commitment at individual level. Each individul anticorruption commitment becomes the underpinning for collective commitment. Education in this case may become the medium for the collective commitment conscientization since commitment as a main characteristic of mature human being can be nurtured through education. Education thus makes humans to be more fully human. The state of being ?fully human? itself represents the anticipated objective of education. What needs to be noted is that education may become the development instrument for each individual and community if utterly facilitated with good morality of educators. Abstract

In line with the current socio-economical dynamic, grass-root organizations become more and more important. The formation of grass-root organizations should be complemented by the process of building their capacity so that the grass-root organizations positively bring in horizontal and vertical impacts. Among other elements of village government apparatus, which holds important roles, are Neighborhood and Hamlet Associations. Their existence and functions as grass-root organizations represent one main component of community-centered local government. The associations constitute the front-liners in giving services to community due to their closeness to the community. Therefore, capacity development for these grass-root organizations becomes an immediate necessity that needs positive response. A concrete policy should be formulated to leverage their existence and and functions so that they can contribute to the socio-economicdevelopment. Abstract

Alasan paling mengemuka dalam wacana pemekaran daerah adalah sejalan dengan semangat otonomidaerah; beberapa provinsi/kabupaten/kota dianggap memiliki wilayah terlalu luas sehingga diperlukanupaya untuk memudahkan pelayanan administrasi dan pemangkasan birokrasi dari ibu kota provinsi kedaerah dengan cara pemekaran, yaitu dengan penyatuan beberapa kabupaten/kota menjadi provinsi baru,maupun penyatuan beberapa kecamatan/kelurahan menjadi kabupaten/kota baru. Secara yuridis formal,Undang Undang No.32 Tahun 2004 (sebelumnya UU No. 22 Tahun 1999) dan PP No. 78 Tahun 2007Tentang Tata Cara Pembentukan , Penghapusan, dan Penggabungan Daerah (sebelumnya PP No. 129Tahun 2000 Tentang Persyaratan, Pembentukan dan Kriteria Pemekaran, Penghapusan danPenggabungan daerah), pemekaran wilayah administratif menjadi kecenderungan baru dalam strukturpemerintahan di Indonesia.Penelitian yang peneliti lakukan bertujuan antara lain : Untuk mengetahui potensi-potensi yang dimiliki oleh Kabupaten Pangandaran dalam meningkatkan kesejahteraan masyarakat; Untuk mengetahuipeluang dan tantangan yang dihadapi oleh pemerintah Kabupaten Pangandaran dalam meningkatkankesejahteraan masyarakat serta Untuk mengetahui upaya-upaya yang dilakukan untuk memanfaatkan danmengatasi peluang dan tantangan yang ada. penelitian ini menggunakan metode penelitian deskriptifdengan pendekatan kualitatif, sedangkan teknik pengumpulan data yang digunakan melalui wawancara,observasi, dan dokumentasi.Adapun hasil penelitian yang telah peneliti lakukan adalah Warga Pangandaran memiliki percayadiri cukup tinggi, karena merasa menjadi lumbung pendapatan. Selain itu, nama daerah ini sudah dikenalluas ke berbagai daerah. Pangandaran merasa telah banyak memberikan kontribusi ke Ciamis lewatpendapatan wisata, pajak hotel, restoran dan lainnya. Tetapi, imbal balik yang diterima Pangandaran dinilaikecil. Keinginan memisahkan diri dari kabupaten induk, muncul, karena adanya kekecewaan dalampenanganan pembangunan di Pangandaran. Infrastruktur yang banyak terbengkalai, serta jarak antaradaerah ini ke pusat ibukota kabupaten terlalu jauh, yaitu lebih dari 100 km dan pada tanggal 17 Juli 2007,dibentuk sekaligus ditetapkan Presidium Pemekaran Kabupaten Ciamis Selatan dan berkat perjuanganmereka keluarlah Undang-Undang Nomor 21 Tahun 2012 Tentang Pembentukan Kabupaten Pangandarandi Provinsi Jawa Barat; Daerah Otonomi Baru Pangandaran mempunyai nilai yang sangat strategis dalamstrategi pembangunan wilayah selatan Jawa yang digagas pemerintah; serta Dengan terbentuknya DaerahOtonomi Baru Pangandaran maka diharapkan Pangandaran dapat menjadi kota wisata mandiri denganmaksimal dapat mem'branding'kan namanya di dunia pariwisata.
