Sub-district represents the front-line government agent in delivering public services to citizens. Considering this strategic function, personnel work effectiveness is definitely required. Evidence shows that personnel work effectiveness has yet to improve. Based upon existing phenomena, personnel development through trainings and job promotion significantly correlates with personnel work performance.

Knowledge Management Systems are expanding across all types of organizations worldwide. The competitive benefits of KM efforts have been demonstrated in industries, governments and in the academic worlds. However, recent global analyses of such implementations highlight the fact that not all of them are successful. The main barriers relate to organizational culture and theimportance of the implementation strategy. The purpose of this research is to explore relationships between the successful implementation of knowledge management and specific organizational cultural orientations and implementationstrategy. Organizational culture is assessed through organizational trust and organizational solidarity variables, in addition, through collecting and connecting strategy. Depending on the degree of integration of these two cultural and strategy factors determination, we demonstrated that specific KM are more or less likely to succeed. The research findings were accomplished through a validated questionnaire distributed within PT Telkom and their units. Though limited in terms of variable, this study has the potential to assist other researchers in refining and modifying such approaches to maximize knowledge in this field.

Visiting developed Kota/Kabupaten in Indonesia by DPR/DPRD members as well as by government officers has been an increasing trend. On one hand, it shows a positive side that the fast and successful development in some regions have attracted other regions to know more. However, this visit will remain only as a visit with nothing else than spending the public money without any real benefit for the sake of good governance. Therefore, in this article benchmarking for best practices which has been popular in particularly private sectors around the world and gaining more popularity in public sector is discussed as an alternative to a mere visit in order to achieve superior performance of public sector institutions.

It is widely known that the country?s quality of public service is stil substandard.Theprocedures are full of twists and turns. The delivery is, most of the time, sluggish and an atmosphere of corruption seems to flourish within public service institutions. All these problems, without any doubt, reflect insufficient competence among public service apparatus. Actually, efforts to improve apparatus competence through trainings have many a time been conducted, however, the impacts have yet to be evident. This might be due to the fact that most of trainings have been conducted without feasible planning. In addition, commitment for apparatus competence upgrading from senior government officers seems to be lacking. Therefore, an alternative course of action is to be established to develop apparatus competence through proper trainings highly endorsed by a strong leadership.

Sustainable development is a planned, systematic process of satisfying the needs of economic, social and environmental welfare for current and future generations without jeopardizing people in the next generation. One of the principles in sustainable development is the participation of stakeholders. Each stakeholder has resources and roles that can be utilized proportionally.Sustainable development exterminates the old paradigm that the government plays role as the provider. In this concept, the government functions as the facilitator and citizen empowering agent. Awareness on sustainable development through environmental conservation, is believed to be social phenomenon of the fourth wave of civilization after the three previous ones: agriculture, industry, and information technology. It enables the nature to regenerate so that it can safeguard and preserve the natural affluence for citizen life.

So far, local governments have not managed their region-owned assets effectively and efficiently so that that they have not proportionally contributed to local revenue and local public services. This condition is mainly due to structural hindrances in theforms of: the indistinctness of job descriptions and functions, the lack of lucid managerial mechanism and standard operating procedures, and inadequacy of resources (human resource, facilities, and finance). The writer recommends that local government should endorse the structure of institution in charge of managing regionowned assets with translucent job descriptions and functions, clear and integrated authority transfer, comprehensible managerial mechanism and standard operating procedures, and sufficient resources comprising human resource, facilities, and financial resource.

Era baru pemilihan kepala daerah (pilkada) di Indonesia telah dimulai awal Juni 2005 lalu di Kabupaten Kutai Kertanegara, Provinsi Kalimantan Timur. Melalui pilkada ini masyarakat setempat secara langsung dapat memilih calon pemimpin mereka. Sampai akhir tahun 2005, pemerintah merencanakan untuk menyelenggarakan 225 pilkada serupa untuk memilih 10 gubernur, dan 215 bupati dan walikota, atau 450 pilkada selama dua tahun di seluruh negeri.Masih terlalu awal untuk mengatakan bahwa keberhasilan pilkada langsung di Kutai Kertanagara akan diikuti oleh daerah-daerah lain. Kita tahu, bervariasinya karakteristik antar daerah di Indonesia dapat berdampak pada perbedaan etnik dan budaya masyarakatnya. Konflik terbuka di antara pendukung para kontestan di suatu daerah penyelenggara pilkada karena alas an tertentu mungkin tidak akan terjadi di daerah lain. Namun demikian, ketimpangan electoral semacam itu diharapkan tidak akan mengurangi nilai-nilai demokratis di balik pilkada langsung. Di antara yang sangat berharga adalah kebebasan yangdiberikan pemerintah kepada masyarakat untuk memilih sendiri pemimpin daerah secara langsung. Kebebasan semacam ini merupakan pintu gerbang menuju keharmonisan kehidupan berbangsa dan,bernegara, yang menjadi dambaan kita semua.

One purpose of the establishment of Local Government Act Number 32 of 2004 is to increase the quality of public services such as permit (SIUP) service. In fact, deviation on the implementation process still occurs between public aspiration (das sollen) and the real services which is provided by the public institutions (das sein). This problem is emerged as a result of discrimination. Based on the observation, it can be found that the implementation of empowering and controlling mechanism toward employeess behaviour is not yet optimally conducted, so that the effort to increase the quality of permit service is still far from what the public would be expected. As a result, the researcher needs to examine and analyse the influence of the empowering and controlling mechanism of employees behavior upon the quality of public service provided by Boardof Industry and Trade of the City of Medan. This research uses the method of explanatory survey with quantitative approach. In terms of sample choices, a sensus technique has been chosen, while a The finding shows the existence of direct and indirect influences of the empowering and controlling mechanism toward the employeess behaviour. Besides, the quality of permit (SIUP)service has been positively and significantly influenced by the employees behaviour. Thus, the result of the research has been proven scientifically. However, the reseacher argues that other variables or factors (epsilon) are also influencing the quality of permit (SIUP) service.

Public policy formulation process can be seen as theresearch process of public policycovering the steps of identifying problems in thesociety,setting up relationship model, goal and target setting of problem solving, developing policy alternatives, setting up criteria for selection and making recommendations. In relation to good governance, public policy process both in central and local government should be able to reflect the characteristics of good governance. Public policy formulation process in regions requires the improvement of the local government agents competency, both the executives and the legislatives in terms of management and public policy analysis and the change in mental model.

Decentralization is expected to bring about better public services for local citizens. Some regions have proved that they are able to provide better services to their citizens through decentralization. Several of them have even been able to produce innovations in the form of prime public services in certain fields. These widely known prime public services lead to the emergence of public service ?best practices? in some regions. The question is how to judge that the service delivery in a region can be categorized into a best practice. This article tries to convey some theoretical and practical design and instrument for evaluating whether or not the local services can be acknowledged as ?best practices?. Thus in the future, there will be an objective guideline to evaluate ?best practice? services by using certain standardized term of reference.
