Abstract

Communication is a basic thing for humans, since baby we are able to speak or expressing. Communication is an exchange of verbal and non-verbal language between the informant and the recipient of information in order to understand each other for a particular purpose. In this era of advanced and rising technology, every government and commercial institution must be able to keep up with the times, especially in improving the reputation and to broadcast the information. By maintaining good communication and image, the public can see the quality of performance and it affects the work programs implemented by the government. Therefore, this study aims to assess the public relations performance of the North Sumatra Provincial Government in conveying information to the public. This study uses qualitative research methods and through observation techniques. The results of this study indicate that in carrying out its role, the Public Relations of North Sumatra Province carries out two-way communication. Public Relations disseminates the policies and programs of the North Sumatra Provincial Government using communication channels in the form of mass media, both outdoor media in the form of billboards and posters, speeches and presentations, websites, special publications and digital catalogues as well as in connection with other mass media. Public Relations also made efforts to get a response from the public on the performance of the North Sumatra Provincial Government.

Abstract

The development of cybercrime in several countries, especially regulations regarding espionage against foreigners. In the German Criminal Code they are called stragesetzbuches. This study discusses how propaganda is often carried out by unknown citizens. In Indonesia this vulnerability can be misinterpreted and suspected in terms of espionage. The purpose of this research is how to prevent espionage, especially by foreign nationals that occurs in Indonesia. The theory used is Cyber Intelligence Counter Operation Strategy. While the methodology used is qualitative in the process of obtaining data. In taking preventive and anticipatory actions against threats and disturbances to the security and order, so as to ensure the Sit. Kamtib properly requires the establishment and development of an early detection and warning system with functions in the intelligence domain with its parent. Intelligence must also build active and proactive communication with the widest community. The result of the research is to describe information on foreign nationals who enter the FPI (Islamic Defenders Front) base camp, which in this case is related to the issue of vulnerability to espionage propaganda in vulnerable issues in Indonesia at this time. So that solutions are needed for goodness and also the progress of security in Indonesia.

Abstract

The tourism industry has several goals, including to meet the physical, spiritual and intellectual needs of every tourist with recreation and travel and can improve the community's economy in order to realize the welfare of the community. Development StrategyHalal tourism is an alternative for the tourism industry in Indonesia along with the development of halal tourism which is part of the global Islamic economy industry. The rapid development of tourism has given rise to a new trend of developing halal tourism. However, its development still faces several obstacles and becomes a challenge in various parts of Indonesia. This study aims to describe the obstacles and challenges in the development of halal tourism in Indonesia and propose strategies that can be used to overcome these obstacles and challenges. This study uses a qualitative descriptive approach for data collection and uses content analysis techniques. The results of the study show that the obstacles to the development of halal tourism are the unprepared human resources and the lack of in-depth understanding of stakeholders and the community regarding the concept of developing halal tourism, community participation, which lacks innovation in promotional programs and inadequate facilities. Meanwhile, the challenges are the absence of regulations regarding the development of halal tourism in Indonesia and the lack of halal certification from the Indonesian Ulema Council.

Abstract

Enhancement ability human resources of service officers at The Ministry of Religion Office of Sabang City has so far been carried out in two ways, namely through education and training. Then also carried out an increase in ASN discipline in the preparation of financial reports so that employees doing their duties in a timely manner, with the right quality and comply with applicable regulations. The purpose of this research are to find out and analyze the improvement of ASN's ability in compiling financial reports at the Ministry of Religion Office of Sabang City and to find out and analyze the improvement of ASN discipline in the compiling financial reports at the Ministry of Religion Office of Sabang City. Researchers used qualitative methods in order to collect data with the technique of determining the informants was done by purposive sampling. The results showed that ASN ability still low, especially with regard to the level of education and training. Then civil servant discipline at the Ministry of Religion Office of Sabang City is still low, especially regarding getting to the office on time, this is still often not appropriate, as well as with the right quality because it is not on time then automatically it is not of the right quality, but employees obey the applicable rules. The conclusion of the study shows that Education is an important factor in improving human resources at the Ministry of Religion Office of Sabang City, but higher education is not a guarantee for someone to be placed in a structural position by the head. Then related to the training attended by the employees of the Ministry of Religion of Sabang City, they participated in various trainings and usually one training lasted for four days. Employees at the Ministry of Religion Office of Sabang City are still not disciplined in their work because they enter the office not on time, and return home not on time so that the results are not of the right quality but other rules are obeyed and obeyed. In terms of responsibility, they are still low, but they have a good attitude at work.

Abstract

Security and public order are important in running the government. The National Police of the Republic of Indonesia (POLRI) is mandated by Law Number 9 of 1998 concerning the freedom to express opinions in public, to organize security demonstrations by ensuring security and public order in accordance with applicable procedures. Demonstration by the Cianjur Police. Based on the results of the West Java Police Propam field examination contained in the Disciplinary Violation Preliminary Examination file number: DP3D-13/K/II/HUK.12.10/2020/Bid-Propam and the police report with the number: LP/6-A/I/HUK. 12.10/2020/Bid-Propam. This study uses a qualitative method with a single case approach, this research approach has a case dissection perspective by looking at aspects of personnel competence when securing demonstrations so that the expected approach will bring the best results. Cianjur Police personnel who have implemented Dikbangspes associated with competency theory have resulted in the view that 6 (six) Cianjur Police personnel do not have the expertise (Dikjur) and skills (short training) in the field of technical functions of the Sabhara Unit police. Then, there are three policy makers (Head of Ops, Kasat Binmas, and KBO Sabhara) during the process of securing demonstrations, have long service experience, namely Head of Ops KOMPOL Warsito has served for 33 years, Head of Binmas AKP Achmad Suprijatna has served for 30 years, and KBO Sabhara has served for 28 years.

Abstract

Zakat and taxes as an important subsystem in supporting the economy. In the view of Islam, zakat is part of an important and mandatory element because it is contained in the fourth pillar of Islam. Tax is an obligation imposed on taxpayers, which must be deposited to the State in accordance with applicable provisions and regulations. Taxes as one of the state revenues have not been able to alleviate poverty and provide prosperity for its people, while zakat is an Islamic teaching with a spiritual dimension that emphasizes the importance of economic welfare (social dimension). The existence of a law regarding the payment of zakat which can be deducted from the tax burden has not been properly socialized. The purpose of this study was to determine the perception of the people of Banda Aceh City towards zakat as a deduction from income tax payments. Research with descriptive qualitative research methods tends to use analysis with a Normative Approach and a Sociological Approach. The researcher uses a normative approach because the content of the research is related to the texts of the Qur'an, and a sociological approach because the researcher interacts with the environment according to social units, individuals, groups and institutions. The research was conducted in Banda Aceh City with the determination of informants carried out purposively. The results of the research on the Banda Aceh City Community's Perception of Zakat as a Reduction in Income Tax Payments that there is a perception of the Banda Aceh City community that there are those who understand and know about forgiveness of Law Number 38 of 1999 concerning zakat management, namely zakat payments can reduce tax payments. Article 180 paragraph (1) of Law Number 11 of 2006 concerning the Government of Aceh states that zakat is used as a source of Regional Original Income (Aceh) and districts/cities whose management is carried out by Baitul Mal Aceh in order to improve the welfare of the people of Banda Aceh City.

Abstract

The Separatist Terrorist Group Movement (KST) is a group that demands independence or secession from Indonesia. Public demand for the police as a public institution that maintains the national security of the Republic of Indonesia is a big responsibility that must be implemented. The Separatist Terrorism Group (KST) movement and researchers will also analyze the role of the National Police's Baintelkam Separatist Countermeasures Unit in collecting OSINT-based information which is then processed into intelligence information, especially in terms of identifying threats that could threaten state sovereignty. The type of research used is qualitative research, the data collection strategy chosen is a qualitative data collection strategy. The results show that the large-scale use of OSINT has created new contexts and perspectives that help intelligence and security services to better understand the complexities of certain security developments in local or national contexts. On the movement of KST, among others. The intelligence community analyzes and collects data from all available open sources to try to find interesting data in the large amount of free information available.

Abstract

The study discusses the impact of multinationals on labour relations in developing countries with special reference to Malaysia and Nigeria. The study discovered that several studies have been done on MNCs operating in Malaysia and revealed that the Malaysian government had used oppressive methods and strategies to keep trade unions in Malaysia dormant, so as to meet the urges of MNCs operating within the country. Malaysia has a history of no proper organized labour in the MNCs’ industries, because the managements of those industries are anti-union. Moreover, they just wanted to operate without any union interference, so that they can appropriate workers labour and maximized profit. For the case of Nigeria, there is organized and recognized labour but; their effort to protect members are sometimes dashed away by corrupt institutions that are empowered to monitor and evaluate MNCs activities. Bribery by MNCs to officials of these institutions have weakened the labour unions to carry out their mandate effectively. Hence, MNCs use the opportunity to override some labour laws like salary discrimination between expatriates and locals and ineffective human resource development. They usually fix higher salaries for their expatriates and low salaries for the local workers without being checked by the Nigerian authorities.

Abstract

The study deals with the actualization of maqamat and ahwal in modern life (study of the naqsyabandiyah Babussalam congregation, Langkat). The purpose of writing this article is to find out the following: 1) Understanding and practicing maqâmat and aḥwâl in the Naqsyabandiyah Babussalam congregation, Langkat; 2) Implementation of maqâmat and aḥwâl on the pilgrims of the Naqsyabandiyah Babussalam congregation, Langkat; and 3) Efforts to implement maqâmat and aḥwâl of the salik and congregations of the Naqsabandiyah Babussalam congregation, Langkat.. It can be concluded that the understanding of maqâmat and aḥwâl in the Naqsyabandiyah Babussalam Langkat congregation, the existence of a maqâmat linkage in the formation of akhlaq al-karîmah means that it can be understood that information on spiritual experience which is also known as inner view as a sign for the sālik when dhikr can also contribute to every sālik as a good Sufi as knowledge and as a driving force for changes in mental attitudes and noble character. So that it can help the sālik to undergo various maqāmat, in order to achieve a good state (aḥwāl). Abstract

The purpose of the study was to evaluate the performance of graduates from the Civil Engineering Department at the Pontianak State Polytechnic to know the assessment of service users from the Civil Engineering and Planning Department graduates on the ability to integrity (ethics and morals), professionalism, foreign language skills, information technology, communication, teamwork, and self-development. Our study method collects field data in interviews, surveys, and observation data. Researchers also use questionnaires distributed to alumni and alumni who use the services of contractors and consultants. The field passed the data research tracer study that determines the extent to which the assessment of alumni and graduate users on the performance of graduates of the Department of Civil Engineering and Planning at the Pontianak State Polytechnic at the same time received advice or input to improve the performance of graduates From the evaluation results above, it is hoped that the data obtained can improve the performance of graduates so that by itself it can increase accreditation for two study programs, namely the D-III Civil Engineering Study Program and the D-IV Housing and Settlement Planning Study Program—learning program and learning program. Thus, we hope that the results of this study will be helpful for all parties; academics, policymakers, and other researchers.
