Abstract

Manajemen merupakan sarana utama administrasi, sebab manajemen pada hakikatnya merupakan serangkaian kegiatan yang telah dilaksanakan oleh para manager untuk menunjang keberhasilan kerja dengan cara mengerahkan, menggerakkan dan mengarahkan segala sumber daya untuk mencapai tujuan secara efektif dan efesien. Sedangkan keberhasilan kerja dalam suatu instansi atau organisasi salah satunya tergantung pada satu kesatuan visi – misi dankemampuan dalam mengelola kerja organisasi yang menuju pencapaian visi – misi. Pengelolaan kerja sebuah instansi yang dalam ini di Badan Kepegawain Daerah Kabupaten Trenggalek pada dasarnya tergantung pada manajemen Kepala Badan, karena dengan manajemen yang baik, roda organisasi dapat berjalan dengan lancar, sehingga pegawai sekretariat yang berada di Sekretariat Badan Kepegawaian Daerah Kabupaten Trenggalek dapat bekerja secara efisien.Adapun tujuan yang ingin dicapai adalah ingin mendeskripsikan pengaruh Manajemen Kepala Badan Terhadap Kinerja Pegawai Di Sekretariat Badan Kepegawaian Daerah Kabupaten Trenggalek. Pendekatan Penelitian dengan menggunakan pendekatan kuantitatif dengan variabel bebas adalah Manajemen (perencanaan, pengorganisasian, penggerakan, dan pengawasan), serta varibel terikat yaitu kinerja pegawai (kedisiplinan, kerjasama, gairah kerja). Selanjutnya yang menjadi populasi dalam penelitian ini adalah sebagian pegawai sekretariat yang berada di Sekretariat Badan Kepegawaian Daerah Kabupaten Trenggalek, yang berjumlah 16 orang (sampel total), dan pengambilan sampel secara acak. Pengumpulan data dengaan teknik obsevasi, wawancara, kuisionar, dan dokumentasi. Analisisnya menggunakan teknik analisis Korelasi Product Moment menurut Pearson, dengan tingkat kesalahan 5 %. Hasil penelitian menyatakan bahwa terdapat korelasi yang signi kan antara manajemen terhadap kinerja pegawai, khususnya di Sekretarit Badan Kepegawaian Daerah Kabupaten Trenggalek. Semakin baik dalam melakukan menejemen kepegawaian semakin tinggi kinerja pegawai.

Abstract

In the City of Palangka Raya there are types of conventional boarding houses, modification boarding houses and semi-boarding boarding houses. The problems in this study are (1) How is the social interaction of students in life in the boarding houses of Palangka Raya City; and (2) What social behavior is formed in the process of social interaction of students in life in the boarding houses of Palangka Raya City. The method used is qualitative. The results of this study are (1) The interaction of students living in conventional boarding houses and semi-boarding boarding houses shows social behavior such as help and kinship. Whereas in the modified boarding houses there are individualistic tendencies. The same thing also happens with conventional boarding houses that are not present and / or far from their owners, the residents tend to be relatively more free; (2) The learning pattern of students living in conventional boarding houses and modification boarding houses tends to be only when they want to take exams and have assignments. While in the semi boarding boarding houses, in addition to studying at the campus also learn in the boarding houses (special places) that have been provided by the boarding houses owner. In addition, the salient social reality, the erosion of social values in the life of "boarding houses" in Palangka Raya include "freedom" to live in boarding houses, get pregnant outside of marriage and alcoholic behavior. In order to curb the deviant boarding houses residents, the role of the community, boarding houses, parents and religious leaders is needed. There is also a need for strict sanctions against deviant behavior.

Abstract

District/ city regional governments need to seek equal investment and income with other District/ City regions to avoid disparity/ inequality. This study uses strategic management theory and good governance. The research method in this text uses qualitative methods. The Government of Kediri Regency develops its territory to be used as a place of investment by building Gumul Lima Junction Kediri Regency. This effort was carried out with the 2012 KPM (Investment Office) work program. In the work program there was management at KPM in the form of planning, organizing, actuating and controlling. KPM implements strategy management, one of the strategy management tools through SWOT analysis (Strengths, Weakness, Opportunity, and Threats). So far, investors in SLG are still one investor, namely PT. Gumul Paradise Island. This is because it is difficult to get investors because it competes with Kediri City which is more strategically located. KPM in implementing strategic management uses SWOT analysis. Analysis is done by knowing the successes, failures, inhibiting factors, and supporting factors of the organization in carrying out its duties. After that, KPM gets a solution to the problems faced and can carry out the planning and development of work programs to face the challenges ahead. Establishing an atmosphere that is conducive to investing, investors need good and easy services in investing. This research was carried out in 2012, an interesting theme for further research on the development of investment in Kediri Regency.

Abstract

AbstractPangandaran is a tourist destination becomes a place that is vulnerable to the spread of HIV AIDS. HIV AIDS prevention campaign activities are very important. Various parties have carried out campaign activities to prevent the spread of HIV AIDS. The purpose of this study was to determine how the relationship between the exposure to HIV AIDS prevention campaigns with the formation of attitudes of care for people with HIV AIDS. This research was ordered by quantitative research with a survey approach. The population and sample of this research are high school students in Pangandaran. The data analysis was performed by Pearson correlation test. The results of the study note that most students or students are relatively often exposed to campaign exposure through banners, posters and whatsapps, while electronic television and radio media are relatively rare. There is a strong relationship between campaign exposure and caring attitude towards HIV AIDS sufferers. It is recommended to increase education or assistance for adolescents about preventing HIV / AIDS in direct or media campaigns in an effort to build positive attitudes and eventually will have behaviors that can avoid HIV AIDS. Besides that a positive attitude can also build awareness for people with HIV AIDS.Keywords: Campaign; HIV AIDS; AttitudeAbstrak Pangandaran sebagai kawasan destinasi wisata menjadi tempat yang rentan penyebaran HIV AIDS. Kegiatan kampanye pencegahan HIV AIDS menjadi hal yng sangat penting dilakukan. Berbagai fihak telah melakukan kegiatan kampenye penceghn penyebaran HIV AIDS. Tujuan penelitian ini adalah untuk mengetahui bagaimana hubungan antara terpaan kampanye pencegahan HIV AIDS dengan pembentukan sikap kepedulian terhadap penderita HIV AIDS. Pendelitian ini didesan dengan penelitian kuantitatif dengan pendekatan survey. Populasi dan sampel peneitian ini adalah siswa SMA di Pangandaran. Adapun analsis data dilakukan dengan uji korelasi pearson.  Hasil penelitian diketahui bahwa Siswa atau pelajar sebahagian besar relatif sering terkena terpaan kampanye melalui speanduk, poster dan whatapps, sedangkan  media elektronik tv dan radio relatif jarang. Adanya hubungan yang kuat antara terpaan kampanye dengan sikap peduli terhdap penderita HIV AIDS. Disarankan diperlukan peningkatan edukasi atau pendampingan bagi remaja tentang pencegahan HIV AIDS banik dalam kampanye langsung ataupun bermedia dalam upaya membangun sikap yang positif dan akhirnya akan memiliki perilaku yang dapat menghindari dari HIV AIDS. Selain itu sikap yang positif juga dapat membangun kepedulian terhadap penderita HIV AIDS.Kata Kunci: Kampanye; HIV AIDS; Sikap

Abstract

This research aims to describe the implementation of additional refinement income policy in Kediri Regency. The result shows that: 1. The process of compiling policy runs in a planned and system according to the stage of policy formulation. In identification issues of administration, the wording has been based on strategic topics such as a). The condition of the reality of the performance of employees tends to be lower, b). The level of welfare and income disparities rate for employees. In taking the model or the alternative selection of policy is an interracial process between bureaucracy elite actors in the district government of Kediri which influences the form of additional refinement income policy determination 2). The type of other refinement income policy of Kediri district government is acquired through three variables: position, presence, and employee performance; 3). In the implementation of additional refinement, income policy has been supported by the system, and the existing plan in the operation of finger online towards employee attendance and performance variables through the instrument of performance achievement is made at the end of the year. In the implementation of the other variables based on positions. In the application of the three variables seem less effective in terms of performance variables because it does not reflect the performance of employees every day, while in the acquisition of additional refinement income policy is still perceived disparities between staff employees with the structural employees consequently have not been able to improve performance significantly to the lower level employees.

Abstract

Abstract  Comunnity empowerment program (PRODAMAS) is an activity of the Kediri city government to improve community welfare. The target of the program is the community in the neighborhood in Kediri City, namely strengthening institutions, training, skills and social activities to increase the response to the awareness of participating in planning is a difficulty in itself. When building basic environmental facilities and infrastructure that should involve community members, the opposite often occurs, namely reluctance from residents because they feel that these activities only benefit certain groups. The result is that the implementation of basic environmental development is not satisfactory because it is not in accordance with the wishes of the resident. The supervision that is expected to arise by itself is ineffective because the making of development planning and the implementation of development activities that should be carried out by the community is still far from being expected because of the assumption that the task of supervising is a committee or government that has been formed so that the community tends not to carry out supervision. On the other hand, there is an attitude of society that is less supportive. For this reason, researchers are interested in analyzing the implementation of Kediri Mayor Regulation No. 40/2014 in Mojoroto District, Kediri City. The analysis used in this research is descriptive analysis. The results of the research and the focus of the research are that the planning stages have been carried out in accordance with the guidelines for implementing the implementation stages. Keywords: Prodamas; Implementation; Empowerment Abstrak  Program Pemberdayaan Masyarakat (PRODAMAS) adalah kegiatan Pemerintah Kota Kediri untuk meningkatkan kesejahteraan masyarakat. Sasaran program adalah masyarakat di wilayah Rukun Tetangga di Kota Kediri, yakni penguatan kelembagaan, pelatihan, keterampilan dan kegiatan sosial untuk menambah respon akan kesadaran berpartisipasi dalam perencanaan adalah sebuah kesulitan tersendiri. Pada waktu melakukan pembangunan sarana dan prasarana dasar lingkungan yang seharusnya melibatkan warga masyarakat sering terjadi hal sebaliknya yaitu timbul rasa enggan dari warga karena mereka merasa kegiatan itu hanya memberikan manfaat bagi kelompok tertentu. Hasilnya pelaksanaan pembangunan dasar lingkungan kurang memuaskan disebabkan tidak sesuai dengan keinginan warga. Pengawasan yang di harapkan timbul dengan sendirinya tidak efektif karena pembuatan perencanaan pembangunan serta kegiatan pelaksanaan pembangunan yang seharusnya dilakukan oleh masyarakat sedikitpun tampaknya masih jauh dari harapan karena adanya anggapan bahwa yang bertugas melakukan pengawasan adalah pihak panitia atau pemerintah yang telah dibentuk sehingga cenderung masyarakat tidak melakukan pengawasan. Disisi lain ada sikap masyarakat yang kurang mendukung. Dengan alasan itulah peneliti tertarik untuk menganalisis pelaksanaan peraturan Walikota Kediri No 40 Tahun 2014 di Kecamatan Mojoroto Kota Kediri. Analisis yang digunakan dalam penelitian ni adalah analisis deskriptif. Abstract

Dolly Localization closure by city officials to be one of the shocking news, because this localization is the localization of the largest in Southeast Asia. This study discusses the socioeconomic impact that caused by localization Dolly.  The method used for this study is the method to produce qualitative descriptive writing.  Source obtained through interviewers.  Research findings show that the socio-economic impact caused by the closure of the localization is perceived by businessmen who derive their life in the area of localization.  Business operators complained income levels started stated to decline, it is recognized by food and beverage stores, night guards, parking attendants, washerwoman to motorcycle taxi drives. Additionally described some of the public response over the closure.  Some who agree considered that the closing of this localization can build a better work ethic within the community, minimizing the demoralization in adolescent and children.  While less accepts believes that the closure of the localization of just creating illegal prostitution and could be worse than before.  The socioeconomic impact caused by the closure of the localization Dolly that closing localization gives a very mixed experience within the community. Localization of Dolly's closure contributing to changes in Putat Jaya village, both in social and economic terms. Community Putat Jaya discover new things after the closing of the localization of Dolly the form of peace and tranquility, little by little they have left old habits to lead a new life of prostitution that is region-free, healthy and clean.  From the results of these studies by the theory of social and economic change, changes that happen to be in with a social action, where people Putat Jaya must be changed and who made the difference is individual and collective.

Abstract

E-Government program is a form of the implementation of public services based information technology and communication that covertly designed to make the process of working in the government of into simpler ones, more accurate, responsive and transparent. With the establishment of presidential instruction no 3 2003, instructed that all government agencies apply for the e-Government program. BAPPEDA has implemented through a system of e-Government program information regional development planning or e-Planning. This study determines to reveal an understanding of the e-Government of policy on Regional Development Planning Board District Nganjuk. Technique data analysis using a technique qualitative according to data analysis Miles and Huberman. The research results show that of policy e-Government on Regional Development Planning Board District Nganjuk has been implemented by an instruction of the president number three years 2003; however, in practice, there are several problems can slow process implementation e-Government itself.

Abstract

AbstractDecentralization era brings more slice economy cakes to the local/regional level. However, the authority which given to the local government does not directly enhance local investment. Local bureaucracy still hampers the investment, but several local governments can reform their bureaucracy affecting the easiness of doing business at the local level. This paper presents the best practices of local government to initiate innovation in their business license office according to local needs. At least, those innovations come up with the thesis that there is no one size fits all. Decentralization is about to bring policy close to the most in need and come up with the variation. Keywords: Regional Bureaucratic Reform, Decentralization, Local Investment, Innovation, Business License Office Abstrak  Era desentralisasi membawa lebih banyak memangkas lebih ekonomi ke tingkat lokal/regional. Namun, kewenangan yang diberikan kepada pemerintah daerah tidak secara langsung meningkatkan investasi daerah. Birokrasi daerah masih menjadi penghambat investasi, tetapi beberapa pemerintah daerah dapat melakukan reformasi birokrasi yang berdampak pada kemudahan berbisnis di tingkat daerah. Makalah ini menyajikan praktik terbaik untuk pemerintah daerah untuk memulai inovasi di kantor izin usaha sesuai kebutuhan daerah. Setidaknya, inovasi itu muncul dengan tesis bahwa tidak ada satu ukuran yang cocok untuk semua. Abstract

Kepariwisataan sampai sejauh ini masih menjadi salah satu pendapatan negara. Banyak masyaarakaat yang hidupnya sangat bergantung pada kehidupan kepariwisataan. Oleh karena itu kepariwisataan harus terus digali dan dikembangkan. Banyak cara memperkenalkan dan mempromosikan keunikan dan keindahan alam maupun budaya masyarakat, bisa melalui promosi melalui mass media (media sosial), pentas di dalam maupun di luar negari atau melalui utusan atau pramuwisata. Demikian juga dengan keberadaan panji dan galuh di kota Kediri Provinsi Jawa Timur Indonesia. Permasalahannya adalah (1). Apa peranan duta wisata Panji Galuh Kota Kediri dalam mempromosikan dan memajukan pariwisata yang ada di dalam Kota Kediri ?. (2). Kendala apa yang dihadapi dalam menjalankan tugas dan peran sebagai duta wisata Panji Galuh ?. Menyadari pada karakter permasalahan dan agar bisa menjawab permasalahan secara lengkap maka pendekatan penelitian yang digunakan adalah pendekatan kualitatif. Penentuan informan menggunakan teknik purposive, dengan alasan bahwa peneliti sudah mengenal daerah penelitian, sehingga peneliti sudah mengetahui siapa saja yang dapat dijadikan nara sumber (informan kunci) guna menggali data penelitian. Adapun teknik pengumpulan data dengan wawancara mendalam, observasi partisipasi dan dokumentasi. Sebelum dianalisis data terlebih dahulu dengan uji validasi data, kemudian dianalisis dengann teknik Analisis interaktif dari Miles dan Huberman, yang miliputi data Reduktion, data display, dan Veri cation. Hasil penelitiannya adalah duta wisata Panji galuh di kota Kediri kurang berperan dalam mempromosikan keanekaragaman kepariwisataan di kota Kediri. Hal ini dapat terjadi karena kurangnya koordinasi antar instansi di pemerintahan kota Kediri maupun dengan lembaga wisata. Minimnya anggaran di dinas pariwisata untuk kegiatan promosi yang mengaitkan kegiatan panji dan galuh. Panji dan Galuh hanya merupakan kegiaatn rutin tahunan saja. Kurangnya kerjasama antar dinas pariwisata kkota Kediri dengan pihak luar terkait dengan kegiatan promosi wisata.
