Policy Implementation in Dairi Regency has different characteristics so that dairi district government program in empoweringthe community, especially through the National Program of Community Empowerment (PNPM) Mandiri needs to be adaptedto the characteristics of each region. In this case, the Dairi Regency Government has not paid attention to the needs of thecommunity and only made its own decisions in the implementation of PNPM. Thus, there needs to be an assessment of theprograms that have been implemented in three locations and study the positive or otherwise impact felt by the localcommunity. The results of this study found a discrepancy in the distribution of PNPM Mandiri assistance in the form of theprocurement of reading parks, while what the community needs is the procurement of clean water because the surroundingwells are experiencing drought. PNPM Mandiri assistance in the form of different programs channeled by Kabuaten DairiGovernment is used to build community settlements. If viewed from the information that has been obtained the distribution ofpnpm mandiri assistance funds. Dairi District Government should pay more attention to the community by holding a smalldiscussion forum that invites RT, RW, and influential community leaders so that the Dairi Regency Government canunderstand the proposals of local residents.

Normal hemoglobin levels generally differ in both men and women. According to the WHO normal hemoglobin levels in adultwomen 12.0 gr/dl, adult males 13.0 gr/dl, pregnant women 11.0 gr/dl. The prevalence of anemia is estimated to be about 14percent in developed countries and 51 percent of developing countries (Vanamala, et al, 2018). In 2011, the prevalence ofanemia in pregnant women was 29 percent and pregnant women aged 15-49 were 38 percent. The World HealthOrganization (WHO) is targeting a 50 percent decrease in the prevalence of anemia in WUS by 2025 (WHA, 2015). Anemiain pregnant women is a problem that needs to be taken seriously, because it has a bad impact on the fetus, the laborprocess and postpartum period. Fe tablets have been given to prevent anemia but the prevalence of anemia until now is stillhigh. Maternal Mortality Rate (AKI) and Infant Mortality Rate (AKB). Morbidity and perinatal maternal mortality are still high indeveloping countries. According to a 2014 World Health Organization (WHO) report, the world maternal mortality rate is289,000. The number of maternal deaths decreased from 385 in 1990 to 216 in 2015 per 100,000 live births. The WorldHealth Organization (WHO) estimates 800 women die every day from pregnancy complications and the birth process. About99% of all maternal deaths occur in developing countries. About 80% of maternal deaths are due to increased complicationsduring pregnancy, childbirth and after childbirth (WHO, 2014).

The role of Information Technology (IT) in supporting the organization's business activities is noticeably expanding. IT notonly provides improved efficiency and effectiveness of organizational performance but has also become an empowerment fororganizations to run their business processes and achieve organizational goals. Seeing the widespread utilization of IT, theGovernment, from the central to regional level, as a profit-oriented organization, needs to optimize the utilization of IT insupporting the achievement of national goals, namely improving people's well-being. The development and use ofInformation Technology (IT) products has become a primary thing among the public, because in recent years, IT has beenone of the necessary factors in supporting various jobs. Not only in for-profit organizations, in non-profit organizations, theuse of IT products has become a natural and frequent thing to do. Companies or organizations that do not use IT products incarrying out their duties, will have difficulty in many ways, given that many of the work that was once done by manual, hasbeen replaced with computerized systems that are proven to provide convenience, effectiveness, and efficiency in terms ofcost and labor. IT investments applied by non-profit organizations, when viewed by the amount of investment value, are oftenfound to be considerable investment value, considering that a non-profit organization really feels the need to use the ITproduct. When asked about intangible benefits, many do not have the appropriate data. The Medan City Government strivesto spur regional development towards a cultured, competitive and prosperous society. One of the important factors insupporting the acceleration of regional development is by optimizing the utilization of Information Technology (IT). Tooptimize the utilization of IT, the Local Government (Local Government) has a strategic planning (plan) of IT as a guidelinefor IT investment based on business benefits. The implementation of IT investments made by the Local Government can bejustified if the business benefits of the IT implementation can be clearly analyzed.

Data of the Indonesian Medical Discipline Honorary Assembly (MKDKI) shows that cases of malpractice by obstetricians arequite high. For example, the malpractice case that reached trial to the Supreme Court was a team of doctors consisting of dr.Ayu, dr. Hendi Siagian, and dr. Henry Simanjuntak at Dr. Kandau Manado Hospital against the victim, Julia FransiskaMakatey. Another case, the malpractice case resulted in the supreme court judge's ruling, namely Supreme Court Ruling No.365K/Pid/2012. The form of criminal acts committed by doctors in carrying out their profession is divided into threecategories, namely (1) criminal malpractice of willful nature; (2) Criminal Malpractice of carelessness; and (3) CriminalMalpractice that is opassive. The basis of the Supreme Court Judge's consideration in dismissing case No. 365K/Pid/2012 isthat medical actions taken against patients, whether in terms of diagnosis, therapeutic and disease management performed,have violated the law, propriety, decency and professional principles. the basis of consideration is that the Defendantperformed medical actions in accordance with the prevailing orational standards of procedure, competence, and ethics.

Personal hygiene is an activity in which done by someone directly and indirectly to keep her health to prevent the risk of aninfectious disease. Personal hygiene on the skin is the primary mechanism for reducing contact and transmission ofinfection, fungal infection Pityriasis versicolor. The amount of activity that sweats and the lack of hygiene personal cancertainly be a trigger factor for infected Malassezia furfur. To determine the relationship between personal hygiene with theoccurrence of Pityriasis versicolor among students at the Aisyiyah Orphanage House Medan. This study was an descriptiveanalitic using cross sectional design. The results were analyzed using Chi-Square. The population in this research were 65students. The sampling result is done by total sampling method. Data collection uses primary data in the from aquestionnaire consisting of 16 questions, then all of the sample will get wood lamp examination. The proportion of Pityriasisversicolor incidence was 40 respondents (61.5%) with the most teenager aged 14 years. Personal hygiene among childrenbased on the questionnaire was in the poor category that is 43 (66.2%) respondents . Statistical test showed that the p valuewas 0.0001 (p<0.05) and it means that personal hygiene affected the incidence of Pityriasis versicolor. There was asignificant correlation between personal hygiene to the incidence of Pityriasis versicolor in the Orphanage Aisyiyah Medan.

Menopause is defined as a permanent stop of menstruation due to the loss of ovarian follicular activity due to agingmanifested into aminorea 12 months in a row. Menopause is characterized by a decrease in estrogen levels that causesmany physical and emotional changes that cause many symptoms. Menopausal symptoms can be reduced by consumingsoy milk containing phytoestrogen isoflavones. This study uses a type of one group pre test and post test research design.The sample consisted of 23 women who consumed 250 ml of soy milk for 12 weeks. Menopause Rating Scale (MRS)questionnaires were given to menopausal women before and after consuming soy milk. The results are analyzed usingSPSS. After 12 weeks of consuming soy milk, there was a significant influence (p=0.004) of soy milk administration on theseverity of menopausal symptoms in Aisyid study mothers especially somatic and psychological symptoms.

Peer Assisted Learning (PAL) is a student-centered learning method with peers or called peer tutors as instructors and tutee(students) as taught by peer tutors. The process of learning with peers or what is known as the term PAL has long been usedas a learning method in medical science. This approach with the PAL technique allows friends or seniors to help their friendsor juniors in the learning process and provide support to improve clinical skills while studying in the medical world. To find outthe difference in clinical skills of Leopold examination in 2016 students of the Medical Faculty of the University of NorthSumatra Muhammadiyah who were facilitated by instructors with trained senior students. This type of research isquantitative, with the research design used is true experimental with post test only control design. Based on the Mann-Whitney Test results obtained a p value of 0.976 (p> 0.05), statistically showed that there was no significant differencebetween the clinical skills of the Leopold examination facilitated by instructors and trained senior students. There was nodifference between Leopold clinical examination skills facilitated by instructors and trained senior students.

Hypercholesterolemia and oxidative stress are still a health problem to date because they are associated with theemergence of cardiovascular disorders with various complications. Indonesian people have utilized many types of plants thatcan be used as alternatives to support health. In several studies, several plants have been found that can reduce bloodcholesterol levels, one of which is purple yam (Ipomea batatas). To find out how the effect of purple sweet potato fruit extract(Ipomea batatas) can reduce total cholesterol levels in wistar rats that experience dyslipidemia. This study was a Trueexperimental study, with the research design used was the Post Test Only Control Group Design. Research The results ofthis study use. Annova test analysis obtained the value of P Value as indicated by the value of Asymp. Sig is 0.005 whichmeans that there is an effect of purple sweet potato fruit extract (Ipomea batatas l) can reduce total cholesterol levels inwistar rats that have dyslipidemia. There is a correlation between the effect of purple sweet potato fruit extract (Ipomeabatatas l) against decline total cholesterol levels in wistar rats that experience dyslipidemia.

Women generally experience hyperuricemia during menopause because it is associated with a decrease in estrogenproduction. The presence of estrogen is very important to help regulate uric acid secretion so that it can protect women fromhyperuricemia. Isoflavones, including flavonoids, are often found in legumes, one of which is soybeans. Generally,isoflavones are found in soybeans and their processed products in the form of glycosides, which are inactive forms ofisoflavones. Flavonoids can contribute to reducing oxidative levels through inhibition of related enzymes, including inhibitionof xanthine oxidase action. This study aims to determine the effect of giving soy milk (Glycine max (L.) Merr.) on blood uricacid levels in menopausal women at Pengajian Aisyiyah. This study was experimental design of one group pretest and posttest with a sample of 40 menopausal women taken by total sampling. This study was conducted for 3 months andmeasurement of uric acid levels before and after administration of soy milk using a measurement of peripheral uric acidlevels. The results were analyzed using SPSS. Of the 30 subjects who met the inclusion and exclusion criteria, the averagevalue of uric acid pretest = 5.98 mg/dl and the average value of posttest uric acid = 5.51 mg/dl. There is a difference betweenthe value of the uric acid level pretest and posttest = 0.46 mg/dl. There is an effect of giving soy milk to uric acid levels withp=0.02.

In postmenopausal women, estrogen secretion decreased due to ovarian atrophy. Increased levels of total cholesterol occurafter menopause or after ovarectomy. The use of soybean phytoestrogens shows the effect of reducing lipid levels inmenopausal women. This study aimed to see the effect of giving soy milk to total cholesterol levels in postmenopausalwomen in mothers of Aisyiyah group. This experimental study used the design of one group pretest and posttest. Subjectswere 30 menopausal women aged 43-76 years who were given 250 mL soy milk. And data was processed using Wilcoxontest. The mean total cholesterol level before treatment was 241,03 mg/dL and after treatment 224.70 mg/dL, with adifference in the average reduction in total cholesterol levels of 16,33 mg/dL with p 0,002 (p<0,005). There is an effect ofgiving soy milk to total cholesterol levels in menopausal women.
