Abstract

North Moluccas is a malaria endemic area. The clinical prevalence decline from 81,3‰ in 2003 to into 38‰ in 2010. Such a sharp decline is considered as a great success of the Malaria Center development initiative that has been in operation since 2003. The purpose of this research is to know how the Malaria Center is developed in North Moluccas. The research was conducted using the Focus Group Discussion approach that was implemented involving the stakeholders in early April 2011. The result shows that the Malaria Center development initiative is indeed the key for the success in reducing the malaria prevalence in 2003-2009. Its strength point is the strategy in advocacy, partnership and empowerment that are catalytically created a malaria control system with a complete and sufficient size of elements include human resource, budget, logistic, laboratory as well as recording and reporting. This initiative may be replicated, perhaps with some adaptations, in other malaria endemic areas.

Abstract

Educational supervisor is a professional position that is intended to provide professional development. It is supporting the principals, teachers, and school institutions. Supervisor provides the supervision of academic, administrative and managerial to the education unit. Supervisor must have the competencies of personality, managerial supervision, supervision of academic, evaluation of education, research and development and social competence. Regional autonomy provides flexibility of creation in school management. Supervisor is assisting the school principal and teachers to develop educational programs that based on their self-environment as well as potential insight of the institution into the international relations. The main model which proposed by the ministry of education in the context of regional autonomy is the School Based Management (SBM) and the implementation of the Education Unit Level Curriculum (EULC).

Abstract

Implementation of Gender Mainstreaming is a strategy to achieve Gender Equality, started with Gender Analysis. Its efectiveness as a strategy influenced by significant factors. This article aims to analyse how the implementation of Ministry of Internal Affairs Regulation Number 15 Year 2008 and the obstacles occurred in Province of Central of Java and North of Sumatera, also how to increase Gender Mainstreaming effectiveness and strictly reach the goals. The Method of data analysis applied a descriptive qualitative approach. Based on data collection conducted in both local areas, founded that Gender Mainstreaming is uncommitted coverage yet. Implementation of Ministry of Internal Affairs Regulation Number 15 Year 2008 about General Instruction of Implementation of Gender Mainstreaming in the Local Area should be improved. Therefore, regulation of gender mainstreaming urgently needed to formulated in a part of comprehensive act.

Abstract

Sectarian conflict has increased in recent years. The physical and psychological harm is experienced by those who become the victim of violent conflict, especially the children. Government’s handling of the Ahmadiyah conflict seems slow. The process of postconflict rehabilitation of Ahmadiyah children who suffered in various regions, such as by providing facilities for the suffered family felt so less. It gives the impression that the victims get no proper attention from centre and local government. The method used in this paper is literature study, in which the data obtained is from books, articles, newspapers and websites. Government as policy makers has the power to provide protection to citizens who are in conflict situations. A positive process of dialogue must be done between central vs local governments, communities vs governments, and also communities vs communities, so that potential conflict can be anticipated, and therefore the problem can be solved immediately.

Abstract

Outsourcing is legitimate after Act No. 13 of 2003 regarding employment was passed. This paper tries to analyze the position of outsourced workers in the act from three dimension i.e. worker relations, worker unions, industrial conflict and its resolution. From the worker relations dimension, workers’ status is unclear because the outsourcing agreement made was between the employee and the outsourcing companies. There has been inconsistencies in application of working agreement, and this will reduce workers’ rights. From the trade unions dimensions, the practice of outsourcing will further minimize the function and role of unions within the company. From the industrial conflict dimensions and its resolution, if a conflict occur, the authorities who resolve the dispute is the outsourcing company. It happens because the agreement made is between the worker and the outsourcing company.

Abstract

This paper aims to address the subject matter, “Why does poverty still exist, while many theoretical and practical efforts put forward to the direction of the solution?.” In connection with the subject matter, the author describes some of the theories of poverty and some examples of poverty reduction. One practical example is taken from the results of field research on community Wudi, West Flores. The authors propose an alternative notion of a process approach in solving the poverty problem. The process approach consists of two things: 1) Active involvement of the poor in the assessment, planning, implementation and evaluation of poverty reduction programs; and 2) Sustainability of a poverty reduction program. Approach made the process so that poverty reduction programs not only shaped “project” alone, so it does not seem as activities just to spend the budget you have available. Philosophical basis of this approach is the concept of man which is a ‘creature is not at all be a’ but ‘a creature that continues to be’.

Abstract

The difficulty to get a job, no equality before the law and other violations toward citizen’s rights, are widening social gap among people. Those trigger conflict among people and within community. This study aims at presenting a clearer picture on how local wisdom play its part on social conflicts resolution. It uses literature study and concepts interpretation related to some understanding on social conflict and local wisdom.
