The development of these aspects includes the field of education. Autonomy in the development and management of education aims to make effective and efficient the management and utilization of educational resources, education equity, and improving the quality of education. This includes the establishment of education policy. Education policies are issued by local governments as support for central government policies that are tailored to the conditions of each autonomous region. The originator of the policy is none other than the solution offered by the government to the conditions or problems that occur in society. In the Strategic Plan (Renstra) prepared by the government, there are efforts to overcome educational problems, including improving the quality of education. Quality improvement covers all aspects of education, from tools to management. With optimal management of education management, it is expected that education problems can be resolved, one of which is increasing school participation.

Abstract

Indonesia is an archipelagic country that has many tectonic plates along its territory. This makes Indonesia a country with abundant mineral and coal resources. Thus, the mineral and coal mining industry has developed quite rapidly to date. Lots of mining companies, both local and international companies, carry out mining activities in Indonesia. Therefore, Law Number 3 of 2009 exists to regulate the activities of the mineral and coal industry in Indonesia. These laws and regulations will later be replaced by Law Number 3 of 2020 which updates many aspects of legality, especially in terms of permits. In this latest law there has been a paradigm shift from permits related to mineral and coal mining which became the authority of the regional government to issue these permits, being changed by withdrawing this authority to the central government. This implies that the authority of regional autonomy is being bypassed by the central government. So, can this help the development of mineral and coal mining or actually slow down its development? Therefore, this research will examine the impact of the new licensing regime. This research found that the centralization of mineral and coal mining permits is still not effective. Moreover, if during the implementation of the granting of the permit, the permit recipient makes a loss which affects the local community, the community cannot hold the regional government accountable.

Abstract

This paper addresses the importance of village fund management in Indonesia, a significant challenge given the sheer number of villages, totaling tens of thousands across the archipelago. The implementation of Good Governance principles in village fund management is crucial to ensure transparency, accountability, participation, and efficiency in fund utilization. This research aims to investigate how these Good Governance principles are applied in the management of village funds in Indonesia. The research methodology includes policy document analysis, case studies of implementation in selected villages, and interviews with stakeholders. Findings indicate that while efforts are made to apply Good Governance principles, challenges remain in practice, such as limited transparency in decision-making, inadequate community participation in monitoring, and insufficient accountability in fund utilization. Recommendations for improvement include expanding public access to information, strengthening independent oversight mechanisms, and enhancing awareness and capacity regarding the importance of Good Governance at the village level. These steps are expected to enhance the effectiveness of village fund management and support sustainable development at the local level.
