This writing is trying to analyze the Implementation Minimum Standard of Service particularly in PermittanceService related to create the accountable Jembrana Local Government. In order to reach the purpose, thisstudy is using qualitative method by observing the secondary data from various resources. This study shows thatJembrana Local Government is successful to implement Minimum Standard of Service particularly in PermittanceService through procedure assurance, time assurance and cost assurance. The implementation has the effect inincreasing indigenous region income, number of trader, employment and investment. The effects then, will createaccountable local government. Furthermore, Pematangsiantar Local Government can make this model to beimplemented in its region.

Dugong dugon is belong of the Order Sirinedae, family Dugonidae, known as a seagrass specialist and been categorized into endangerd species. In Bintan Island, these animals are found in the North season (December to February). This study aims to determine the potential of seagrass energy as dugong food which appeared in the Berakit and Pengudang village. Collecting of seagrass biomass was conducted in May 2015. A total of 40 transects squares measuring 1 x 1 meter used to take seagrass biomass. Seagrass energy is obtained by converting biomass into energy units. The result shows that seagrass energy in the Berakit village are 1.04 x 1012 Joule or can feed 51,000 – 88,000 dugong, whereas the Pengudang village are 6.64 x 1011 Joule or can feed 32,000 – 55,000 dugong. The potential seagrass derived from Halodule uninervis in Pengudang village can feed 589 - 1000 dugong. The seagrass in both of villages have great potential for dugong feed but the anthropogenic disturbances should be considered. It is suggested that seagrass on the eastern coast of Bintan Island need to be managed seriously.

Microalbuminuria is a physiological condition ofp atient in which albumin is excreted in urine at 20-200 pg/min or 30-300 mg/day. Determination of microalbumin content in the patient urine is very important for early detection ofmicroalbuminuria before nephropathy occurred. Detection ofrnicroalburnin in the urine is commonly performed by radioimmunoassay (R1A) technique. Human serum albumin labeled with 1251 is commonly used as a tracer and bound and unbound phases in the reaction mixture that can be separated easily and quickly with a coated tube method. Production of R1A kit of microalbuminuria involves preparation of antibody coated into two solid phases of polystyrene tube plain and polystyrene bottom star tube, HSA-'251 tracer and standard solution. The polyclonal anti-human serum albumin (anti-HSA) generated in the rabbit with titer 1 : 15000 was obtained after one year then was coated into polystyrene tubes, the tracer HSA-'251 was prepared using an iodogen method. Series of HSA standard were made by dilution of HSA with synthetic urine. The yield of HSA-121 tracer was about 83,94% with radiochemical purity of 92% and specific activity of 3,3576 pCi/pg. The microalbuminuria RIA kit shows good assay performance of 1, 05% NSB (Non Spesific Binding) and 78,6% B/T The polystyrene bottom star tube shows more higher BIT of bound and could be maintained within 70 days.

The assigned value of amylose content in rice is the key factor in the development of internal laboratory quality control system. To produce reliable data, quality control system becomes necessary. The aim of this research was to determine the assigned value of amylose content of several rice varieties through interlaboratory testing. This research was conducted in 2012 in Post-Harvest Physiology Laboratory of Indonesian Center for Rice Research (ICRR) and several laboratories in Bogor, West Java, as interlaboratory testing participant. Samples used in this research were 4 new superior varieties with different amylose content i.e. Lusi, Sintanur, Ciherang, and Inpari 12, and had been confirmed for their homogenity and stability. The Cochran’s, the Grubbs’, and the Z-score tests were used to determine the outlier data of the interlaboratory testing results and the competent laboratories as well. The assigned values obtained for each variety were Lusi 6.29% (±1.73); Sintanur 19.42% (±1.51); Ciherang 23.78% (±1.44); and Inpari 12 29.83% (±0.68). All tested varieties could be used as reference materials in determining the laboratory performance to analyze rice’s amylose content using iodine: potassium iodide (I:KI) binding method.

Anthracnose (Colletotrichum acutatum) is considered as the major disease in chilli. Resistant variety isimportant for controlling infection of disease, since fungicide application and other cultural controlled methodswere not effective. The aim of this research was to estimate combining ability and heterosis of chilli resistanceto anthracnose. Set population of half diallel crosses which involved 6 parents and 15 crosses with C. acutatumisolate BKT 04 were used in this experiment. Mature green fruit were inoculated using a microinjection method.Disease resistant percentage and lesion diameter were used for estimating of combining ability. Disease incidenceand lesion diameter were used for estimating heterosis. General combining ability of IPB C15 was high for diseaseresistance percentage and lesion diameter. Specific combining ability of IPB C15 x IPB C9 was high for diseaseresistance percentage and specific combining ability of IPB C15 x IPB C10 and IPB C4 x IPB C2 were high forlesion diameter. Negative heterosis was expected in disease resistance traits; IPB C15 x IPB C9 had negativeheterosis for disease incidence and IPB C10 x IPB C9 had negative heterosis for lesion diameter.

Literature has a spesific charachter. It informs many things to various kinds of readers. Postmodern literature art as a new genre brings impact on the ambiguity of meaning because of the logocentrism rejection. As a product of postmodern literature, Danarto 's literature work tries to deconstruct the convention about signifier and signified. Postmordern is to deconstruct the construction to create a new comfortable construction. The latest phenomena of literature progression of dark poetry, experimental poetry, minimalist poetry, and Danarto 's short story tend to ignore the stucture. It is hard to apreciate those literature works by applying modern theory. The appropiate theory to explore the meaning is deconstruction of Derrida.

Timber harvesting and TPTJ silvicultural treatment had signifi cant impact on carbon stocks in tropical natural forests. The objectives of this research were studying the impact of timber harvesting and TPTJ silvicul-tural system on carbon stock potency in the soil of tropical natural forests, and examining the characteristics of soil physical, chemical and biological properties in tropical natural forest and TPTJ logged over areas. This research was conducted in the IUPHHK of PT Sari Bumi Kusuma, Unit of Seruyan, Central Kalimantan province. Carbon stocks potency in the soil were measured in litter biomass, root biomass, and soil organic carbon, by using Brown equation (1997), where it was assumed that 50% of the biomass was carbon. Research results showed that wood harvesting and TPTJ treatment possessed signifi cant respond. Carbon stocks in TPTJ areas ranged between 93.3583–135.9631 tons of Carbon/ha, whereas carbon stock in primery forest was 122.7342 tons of Carbon/ha

This study aims to develop and validate the Novaco Anger Scale (NAS) in Indonesia. NAS is a psychometric instrument to measure the emotion of anger that focuses on the theoretical dimension of the concept of emotional upset. NAS is designed to measure aspects of cognitive, physiological, impulsive behaviour respons, and angry management. NAS had previously been adapted in Sweden. Sampel used is 29 students and 67 student of the University of Persada Indonesia Jakarta (N = 96). Data analysis conducted by factor analysis, analysis of construct validity and reliability test. The results showed that the NAS adaptation has good validity and reliability.

Palynological study of the Mentawir Formation, Lower Kutai Basin, East Kalimantan has been conducted on the 27 selected cutting samples of the 'X' Well in the depth of interval 100'-4.140 'which is situated in 'DNA' Field The purpose of this study is to determine the age and depositional environment and biostratigraphic sequence of the sediment. The age of the sediment is primarily marked by the last appearance of Florschuetzia trilobata at 850', range from Middle Miocene to Late Miocene. The Middle Miocene age occupies sediments from interval 850'-4.140 , whilst the Late Miocene age covers sediments from interval 100'-850'. Delta environment of the interval samples were deposited in lower delta plain (distal) to the delta front (distal). Based on the changes on the amount of the taxa group in the mangrove and freshwater ecology as well as the changes in the sedimentation, thus the biostratigraphic sequence of the 2 X2 Well with depth of interval 100'- 4.140' in 2 DNA2 field lies in the Transgressive System Tract to the Highstand System Tract.

In general, teachers used to teach the Islamic Religious Education (PAI) in the conventional method of learning. This research aims to determine whether the use of PQ4R elaboration strategies methods in learning can enhance students’ learning achievement systematically in SMP Negeri 15 Mataram. This research used a descriptive approach seeking to examine moredeeply the use of PQ4R elaboration strategies methods. The results showed that the average score of the subjects increased ranging from 74.91 on the precondition capability to 82.08 on the first act, and increased to 85.25 in the second act, and rose again to 87.20 in the third act. Thus, PAI learning using PQ4R elaboration strategies methods are proven to improve student achievement.
