Abstract

Bureaucratic reform is a process of renewal by using the transformation of the system or bureaucratic order in a better direction. In this study using secondary data collection methods in which this method collects data by examining books, scientific papers and documents which are certainly related to the problem of the researcher. The results of research on the impact of reduced performance in government organizations show that in 2010-2014 it has the same level every year, while for 2015-2019 it has increased in 2016.

Abstract

So great is the loss suffered due to the contamination of the Citarum River for decades. Starting from the damage in the Citarum Hulu watershed (DAS) to the pollution of industrial waste and domestic waste. Not to mention, flood disasters due to overflowing rivers and sedimentation that often occur in the Bandung Basin, especially Baleendah and Dayeuhkolot. The research method used in this study is descriptive analysis with the type of research being qualitative. The qualitative approach was chosen with the consideration that this method is expected to obtain real data and be able to examine research problems in depth so that the expected results can be obtained.  The use of this qualitative research approach is felt to be very appropriate in the study of public administration. The results of the research is an appropriate step in controlling the damage and pollution of watersheds. One form of government policy strategy by issuing Presidential Decree no. 15 of 2018 concerning the Acceleration of Pollution Control and Damage to the Citarum River Basin.  With the existence of the Citarum Harum Program policy, it is an environmental policy strategy by observing, controlling problematic environmental conditions and even having to immediately restore the image of the Citarum River which was once tarnished in the eyes of the world as the dirtiest river in the world. With a collaborative step that is able to cover the Siliwangi Kodam III Sector which is divided into 22 Task Forces along the banks of the Citarum River, this is a strategy in restoring the problems that occur in the Citarum River. This policy program will end in 2025, so there must be a follow-up to the next program as well as a success evaluation program so that it does not repeat itself like the previous policy programs which were considered less successful and cost a large amount.

Abstract

The Covid-19 pandemic that is currently occurring in Indonesia, especially in the DKI Jakarta Province, began to occur at the end of February 2020. This pandemic has made changes in various sectors, this indicates that the conditions that occur during a pandemic are conditions that cannot be predicted. Mr. Anies Baswedan as the Governor of Indonesia's capital city has a very big role in making effective decisions during this pandemic. One of the keys to the success of a leader is making an effective decision. In this research, it tries to describe the style of decision making by the Governor of DKI Jakarta during the Covid-19 Pandemic conditions. The research method used is qualitative research techniques with descriptive analysis methods, data collection using literature study. Based on data analysis, the decision to enforce the PSBB (Large-Scale Social Restrictions) is essentially very important and constitutes an informative, unprogrammed decision on decentralization based on facts and intuition.

Abstract

 The government as the provider of public services often creates dissatisfaction for the community, this shows that there is still a lack of implementation of good governance, which can lead to maladministration and harm the community. The purpose of this study was to describe the conditions of the implementation of Good Governance on the process of public services and the quality of public services provided by the District government to the community. The research method used is descriptive qualitative in order to explore the problems and modes of public service delivery in sub-district units. Based on the research findings, it shows that overall the implementation of public services observed from 9 aspects or elements in the four sub-districts in Pekalongan City can be said to be relatively good enough and even good in its implementation. In general, the problems that are obtained from the results of all observed aspects that occur in the four (4) districts are related to the 6th point of implementing competence, the 8th point of complaint handling, and the 9th point of infrastructure. The results of this study indicate that descriptively, the implementation of Good Governance which is observed from the aspects of transparency and accountability has generally been applied in the organization of the four sub-districts in Pekalongan City but has not been fully implemented properly. Meanwhile, inferentiallly the implementation of Good Governance has a positive and significant effect on public services in the four districts with different levels of influence in each District Office.

Abstract

Tambang Sub-district is one of the sub-districts located in Kampar Regency, Riau Province which also established the Covid-19 Pandemic with the current number of PKH recipients as many as 1,804 Beneficiary Families (KPM). This study aims to determine the implementation of the Program Keluarga Harapan (PKH) during the Corona Virus Disease 2019 (Covid-19) Pandemic in Tambang District, Kampar Regency and the inhibiting factors for the implementation of the Program Keluarga Harapan (PKH) during the Corona Virus Disease 2019 (Covid-19) Pandemic. ) in the Mine District, Kampar Regency. The concepts used by researchers are policy theory, policy implementation theory, and the concept of the Program Keluarga Harapan (PKH). The research method used is qualitative using a descriptive case study method with data collection techniques through interviews and documentation. The results of this study indicate that the implementation of the Program Keluarga Harapan (PKH) during the Corona Virus Disease 2019 (Covid-19) Pandemic in Tambang District, Kampar Regency is carried out by applying standards and targets, resources, relationships between organizations, characteristics of implementing agents, social environmental conditions. and economics and disposition of implementers. Then there are also inhibiting factors for the implementation of the Program Keluarga Harapan (PKH) during the Corona Virus Disease 2019 (Covid-19) Pandemic in Tambang District, Kampar Regency, namely the invalid PKH KPM data during the Covid-19 period, adjustments and calculations for PKH assistance during the Covid-19 period. 19 have not fully provided benefits, KPM PKH has difficulty accessing Health Facilities (Faskes) and Education Facilities (Fasdik) during the Covid-19 period, socialization of PKH policies during the Covid-19 period has not been effective, Standard Operational Procedures (SOP) for reporting problems of KPM PKH which intersect with the unstructured BPNT and problematic KPM PKH administration data in e-PKH.Keywords: Implementationi, Program Keluarga Harapan (PKH)

Abstract

Community knowledge regarding guidance on Hajj rituals is very limited. Kartasura Religious Affairs Office as a small part of the central government. Have responsibility for providing Hajj ritual guidance training for prospective pilgrims. With the Hajj ritual training is a form of training, in order to improve the skills of pilgrims. Both in accepting and understanding the material delivered in the guidance of Hajj rituals. This research was conducted to describe the 3 points of CIPP evaluation. Input evaluation includes clients (prospective pilgrims), and staff (presenters). Process evaluation (implementation) includes the program (material), and training schedule. Product evaluation (results) includes the results of interviews with pilgrims who have registered guidance for Hajj rituals at KUA Kartasura. Based on the results of the study, the Kartasura Religious Affairs Office provides services to pilgrims in accordance with procedures. Out of a total of 116 pilgrims taking part in the guidance of Hajj rituals at KUA Kartasura. Based on age, education, occupation, presenters, and pilgrimage ritual implementation schedules. It is in accordance with the Decree of the Director General of Hajj and Umrah Management. It's just that there is no manasik guide in KUA Kartasura that does not yet have a Hajj guidance certificate.

Abstract

The presence of the use of information and communication technology in government as a digital-government concept, is aim at helping the government optimize performance in providing services effectively and efficiently. One way for the government to take advantage of new technology is to provide the public with easier access to government information and services and to improve the quality of services provided. The purpose of this study is to describe the application of digital in public services in Sukajaya Village, Sumedang Regency, West Java Province as an effort to improve the quality of public services in the 4.0 era. This research method uses a qualitative descriptive approach, with data collection and techniques used are observation, direct interviews, and literature studies sourced from many articles in journals, books, relevant regulations, information media content related to the focus, and research problems. The results of the study indicate that the application of digital in Sukajaya Village is still in the cataloging stage, where this stage is the digital government process as a one-way communication relationship between the community and the government. In this stage, all forms of announcement information are posted in digital form. This research article concludes that Sukajaya Village in implementing digital government pays attention to government readiness factors, including resource readiness, IT readiness, cognitive readiness, innovation readiness, partnership readiness, cultural readiness, and structural readiness.

Abstract

The embodiment of maintaining and improving health status is the declaration of a clean and healthy lifestyle policy which is then shortened to PHBS. According to the Decree of the Minister of Health of the Republic of Indonesia No. 2269/MENKES/PER/XI/2011, PHBS is a set of attitudes carried out based on an understanding of learning outcomes to create independent individuals, families, and communities in the health sector and act actively in creating a healthy society. The main problem in this study is that the percentage of household PHBS program implementation in the Pameungpeuk Health Center working area only reached 24%, quite far from the 2014 Ministry of Health Strategic Plan target, which is 70% of households that have practiced PHBS. as well as the factors supporting and inhibiting the implementation of the PHBS program in household arrangements at the Pameungeuk Health Center. The method used is descriptive qualitative with interview, observation, and documentation studies. While checking the validity of the data using data source triangulation techniques. The author found that the implementation of the household PHBS program at the Pameungpeuk Health Center was carried out through the following processes (i) the logic of the policy, (ii) the environment in which the policy was operationalized, and (iii) the ability of the policy implementer. The results showed that the implementation of the household PHBS program in the work area of the Pameungpeuk Health Center was still not optimal and several obstacles were found in its implementation, namely the lack of human resources, incomplete facilities and infrastructure, lack of training for health promotion officers, and low community support in assisting implementation. this program.

Abstract

The purpose of this study is to evaluate the policy of providing free education in Pelalawan Regency. The method in this research is to use a qualitative research type with a case study approach with the research location in the Education and Culture Office of Pelalawan Regency. Data collection in this study was obtained through observation, interviews and documentation which were then analyzed through data analysis. The results showed that in evaluating policies on the provision of free education in Pelalawan Regency by using 6 criteria, the evaluation of Dunn's policies was not optimal. In the implementation of this policy there are still obstacles so that there are still not any that do not comply with the criteria for policy evaluation.

Abstract

Partnership between Pekanbaru City Government and the Private in Waste Management is a program planned by the Pekanbaru City Government which aims to assist the Pekanbaru City Government in carrying out the waste management process, in the waste management process in 2018-2020 divided into 3 zones, namely zone 1, Tampan District , Payung Sekaki, and Marpoyan Damai, zone 2 Sukajadi District, Senapelan, Pekanbaru Kota, Limapuluh, Sail, Bukit Raya and Tenayan Raya and zone 3 Rumbai and Rumbai Pesisir Districts. The research method used is descriptive qualitative method. The selection of informants uses purposive sampling technique. In collecting data, the authors use interview, observation and documentation techniques. The results of this study are the discovery of several facts that the Pekanbaru City Government is quite dependent on the private sector in the waste management process and the limited capacity of the Pekanbaru City Government in carrying out the management process. rubbish. The researcher also found several shortcomings that need attention to be improved, namely in the aspect of the existence of parties who are not included in the contract agreement between the Pekanbaru City Government and the private sector and suggestions or input from the private sector which are less appreciated so that the partnership program between the Pekanbaru City Government and the private sector is less run optimally.
