Abstract

This study seeks s to ascertain the effect of E-payment on Tax revenue generation in Nigeria, using Federal Inland Revenue Service (FIRS) as unit of analysis. Open Innovation theory it has been used to underpin the study. Sequential mixed method is employed and adopted; data were generated from both primary and secondary sources; descriptive and inferential statistics were used with the aid of SPSS version 23.0. It has been discovered that e-payment has positive and significant relationship with revenue generation of Federal Inland Revenue Service in Nigeria. This indicates that FIRS use electronic means in collecting revenue such credit cards i.e master card, visa card and verve card, and point of sale (POS) etc. Consequently, the study recommends that FIRS should to maintain the existing processes of e-payment of revenue such as credit cards; master card, verve card and visa card, and come up with advance additional initiative for revenue generation such as application software, which taxpayers can download and use in paying their entitlement/taxes. This would strengthen e-payment conveniences, viability, reliability, and above all FIRS reputation.

Abstract

This article examines the paradigmatic shift known as the linguistic turn within the field of public administration, exploring its profound implications for both theory and practice. Originating from philosophical discourse, the linguistic turn challenges traditional positivist approaches by foregrounding language and discourse as central to understanding administrative processes and outcomes. Through a comprehensive review of literature, this paper elucidates how this theoretical shift has reshaped the landscape of public administration. The study investigates the history and impact of linguistic theories on administrative practices, highlighting the emergence of discursive strategies in policy formulation, implementation, and evaluation. It critically analyzes how language constructs realities, shapes bureaucratic interactions, and influences policy effectiveness. Moreover, the deliberative development reveals how policy issues are framed through narratives and metaphors, influencing policy outcomes, highlights the importance of inclusive and rational deliberation in democratic legitimacy, advocating for participatory decision-making processes, and addresses the practical challenges of implementing inclusive deliberation in diverse societies, emphasizing accessibility and respectful dialogue. By integrating insights from linguistics, philosophy, and public administration, it argues for a more nuanced approach that acknowledges the linguistic dimensions of governance, promoting participatory, transparent, and equitable policy-making. The article suggests avenues for future research and practical implications for enhancing administrative effectiveness in diverse socio-political contexts.

Abstract

Direct Cash Assistance is a program issued by the government in the form of direct cash assistance or cash assistance. Direct Cash Assistance was created to ease the burden on people affected by the Covid 19 Pandemic. This study aims to analyse the effectiveness of the 2020 Village Fund Cash Assistance Program in West Kawangkoan District. This study uses the theory of effectiveness from Edy Sutrisno, which includes the following indicators: Programme Understanding, On Target, Timeliness, Goal Achievement, and Real Change. This research uses qualitative research methods with descriptive explanations, involving 13 informants consisting of 5 village heads, sub-district heads, and 7 community members. The results of this study show that the government has not optimised the data collection process. There are community members who fulfil the criteria as recipients of Direct Cash Assistance who are not recorded as recipients. The data collection process was not on target, as the government was still selective in data collection. In addition, the timing of the distribution of Direct Cash Assistance was ineffective. The distribution was delayed due to delays in the disbursement of the Village Fund. On the positive side, the Direct Cash Transfer had a favorable impact on people's lives during the Covid-19 Pandemic, helping to reduce the cost of living, although the impact was temporary.

Abstract

In Bahodopi District, rapid population growth and expanding industrial activities have led to a significant accumulation of waste, revealing shortcomings in infrastructure and public awareness despite the existence of regulations. This study aims to examine how the local government addresses waste management by applying two conceptual frameworks, namely the dynamic aspect and the regulatory aspect, along with the facilitator concept by Ryas Rasyid. Using a qualitative method with a descriptive approach, data were collected through interviews and observations involving officials from the Morowali District Government, the Bahodopi Sub-District Government, the village governments of Keurea and Labota, as well as members of the local community, supported by relevant reports and documents. The findings indicate that government actions are often reactive, occurring only during emergencies or periods of increased public attention, while Regional Regulation No. 5 of 2017 has not been implemented effectively. Major obstacles include inadequate waste management facilities, limited transport fleets, and low public awareness. This study is expected to contribute to the literature on waste governance by local governments in mining areas such as Morowali District.

Abstract

The sociology of knowledge examines how the subjective thoughts and ideological backgrounds of intellectuals influence their perception and understanding of reality. Ideological biases often shape their analysis, creating a gap between perceived and objective truth. This study aims to explore how these subjective conditions affect the ability of intellectuals to attain objective consciousness and the development of scientific knowledge within the framework of the sociology of knowledge. Employing a phenomenological qualitative approach, the research captures perceptions through interpretive analysis, drawing on the theories of Karl Mannheim and Clifford Geertz to analyze the interaction between cultural systems, ideology, and knowledge construction. The findings reveal that ideological influences significantly shape how intellectuals interpret facts and social phenomena, often leading to partial or biased understandings that hinder objectivity. The sociology of knowledge serves as a crucial tool in unveiling these subjective influences, encouraging self-awareness among researchers regarding their social and cultural conditioning. The conclusion emphasizes that achieving objective consciousness necessitates an awareness of the social and ideological factors that shape perceptions. The discipline offers vital insights into the relationship between subjective beliefs and objective realities, advocating for reflexivity and contextual understanding in scientific inquiry to foster a more accurate and comprehensive grasp of social phenomena.

Abstract

This study looks into the variables affecting public service performance (PSP) in Kampong Trabaek District Administration, Prey Veng Province, Cambodia. Although district-level public service delivery is essential to good governance, it continues to face obstacles like inefficiency, corruption, and a lack of funding. Work quality (WQ), work quantity (WT), timeliness (TI), effectiveness (EF), and independence (ID) are the five main dimensions that are examined in this study along with how they interact with PSP. This study aims to explore the current status of PSP in Kampong Trabaek District Administration and to investigate the relationship between WQ, WT, TI, EF, and ID in shaping PSP within Kampong Trabaek District Administration, Prey Veng Province, Cambodia. To systematically investigate these relationships, data were gathered from 91 district administration stakeholders and employees using a quantitative research design with descriptive and correlational analysis. The questionnaire in the form of Likert scale was the instrument used in this study. The results provide subtle insights into the roles that each dimension plays in PSP. Timeliness and independence showed a strong positive relationship with work quality, underscoring the value of high standards in encouraging responsiveness and accountability. Effectiveness and work quantity were found to be significantly correlated, highlighting the need for a balance between productivity and reaching desired results. Timeliness was found to be a crucial component that was closely related to every other aspect, highlighting its function in boosting public trust in government. Effectiveness was essential to guaranteeing fair service distribution and flexibility in times of emergency, while independence allowed local leaders to develop context-sensitive solutions but also revealed weaknesses in supervision and resource distribution. To sum up, this study emphasizes how crucial it is to take a comprehensive approach to PSP, balance operational aspects, and promote collaborative governance models in order to attain long-lasting enhancements in Kampong Trabaek District Administration's public service delivery.

Abstract

One Window Service Office (OWSO) plays a crucial role in delivering essential public services to local residents. The OWSO, which located in all districts and municipal within the provinces, aims to facilitate efficient service provision by eliminating redundant procedures and ensuring that citizens receive timely assistance. The office integrates a wide range of administrative tasks, including business registration, land management, tax collection, and civil documentation, under a unified system designed to minimize bureaucratic hurdles. This review aims to explore the extent to which the OWSO in Cambodia has contributed to improved governance and enhanced citizen engagement. This study adopts a qualitative case study approach to examine the effectiveness of public service delivery at OWSO in districts and municipal of Cambodia. By focusing on the OWSO, the study provides a detailed understanding of institutional practices, challenges, and outcomes related to public service delivery. A comprehensive review of secondary data was conducted to gather information on the establishment, objectives, and implementation of the Bavet OWSO. As results, this review indicate that while the OWSO has successfully simplified administrative procedures and improved service accessibility, its effectiveness is hindered by inadequate staffing, limited technological integration, and inconsistent enforcement of standardized procedures. Comparative analyses with similar initiatives in Indonesia, the Philippines, and Vietnam reveal that more digitally advanced and institutionally supported OWSO models achieve higher levels of efficiency and user satisfaction. These comparisons underscore the importance of investing in digital infrastructure, strengthening institutional capacity, and implementing robust anti-corruption measures to maximize the benefits of one-stop service centers. Additionally, the review highlights the need for enhanced citizen engagement and service awareness to ensure that residents fully utilize the available services and contribute to continuous improvements in service delivery.

Abstract

Decentralization has emerged as a key governance reform strategy aimed at improving administrative efficiency, enhancing citizen participation, and promoting equitable development. In Cambodia, decentralization reforms initiated in the early 2000s sought to transfer authority, financial resources, and decision-making powers from the central government to subnational levels, including provinces, municipalities, districts, and communes. This literature-based study evaluates the effectiveness of decentralized administration management in Cambodia, focusing on institutional capacity, service delivery performance, and governance outcomes. Drawing on case studies, comparative analyses with Indonesia, the Philippines, and Vietnam, and established theoretical frameworks such as New Public Management (NPM) and SERVQUAL, the review identifies both achievements and persistent challenges. Findings indicate that while decentralized administration in Cambodia has contributed to improved local governance and greater responsiveness to community needs, its effectiveness remains constrained by limited institutional capacity, infrastructural deficiencies, and the persistence of informal practices and corruption. The Kampong Speu Province case study illustrates how local governments have made progress in service accessibility and citizen engagement but continue to struggle with inefficiencies, uneven service quality, and weak accountability mechanisms. Comparative insights suggest that successful decentralization depends on robust institutional support, technological integration, and strong anti-corruption frameworks. This review concludes with policy recommendations aimed at strengthening human resource capacity, investing in digital infrastructure, enforcing transparency and accountability, and enhancing citizen participation in local governance. By addressing these areas, the Cambodian government can improve the functionality of decentralized administration and ensure more effective and inclusive public service delivery.
