Abstract

To perform its many responsibilities, the government needs to generate income from various and available sources. One of the sources is tax – value-added tax. Its acknowledged merits as an additional source of generating revenues for the government notwithstanding, VAT in Nigeria is fraught with difficulties. Given the foregoing, the study examined the associated issues with Nigeria's governance system and value-added tax administration. The study relies on the authors' observation of the events surrounding the VAT administration in Nigeria. Secondary data are sourced from the government's official documents, academic journals, textbooks, newspapers, magazines, and internet sources. The study showed that VAT, was introduced to get additional revenues to solve the problem of delivery of services, and the VAT transfer to the state government has a positive relationship with social development, while that of the local level does not. The study further revealed issues, of contentions surrounding VAT including - the constitutionality of the Federal Government to oversee the collection of VAT; and unfair disbursement of the proceeds from VAT to the component units of the federation. Furthermore, the study showed that the governance system of Nigeria has created an avenue whereby the VAT collection right, which normally should be an economic dispute, is tainted with politics and generates inter-ethnic issues. The study concluded that the value-added tax question is a pointer to the fact that Nigeria's fiscal federalism is problematic and, if not well-handled, can further polarize the country along different divides and impede its development.

Abstract

This research aims to assess the implementation of the policy on electronic report cards at Vocational School Negeri 1 Palu. The research employs a qualitative descriptive method, which provides a detailed description of the phenomena or issues being studied at the research site based on existing facts. Data collection techniques include observation, in-depth interviews with informants, and documentation to gather the required primary and secondary data. The study involves 5 informants. The theoretical framework used in this research is George C. Edward III's theory, which includes four indicators for the implementation stage of the electronic report card policy at Vocational School Negeri 1 Palu. These indicators are Communication, Resources, Disposition, and Bureaucratic Structure. The research findings indicate that the implementation of the electronic report card policy at Vocational School Negeri 1 Palu is progressing fairly well, as evidenced by the Communication indicator, where information about the policy dissemination was directly obtained from the Ministry of Education regarding the implementation of the electronic report card program. Another successful indicator is the Bureaucratic Structure, as the policy implementation on the ground meets SOP standards through a guidebook provided directly by the Ministry of Education. However, the indicators for Resources and Disposition have not been adequately addressed. This is evident from the inadequate facilities and the lack of understanding among policy implementers about the urgency of the policy, leading to delays in the electronic report card program. These issues need to be addressed to ensure optimal overall implementation in the future.

Abstract

Social and system as a fundamental building blocks of individuals in society become important elements of the cohesion and harmony of citizens. Social construction is contained in the creation of a harmonious order of society, upholding kinship relations inherited from predecessors, then metamorphosing into a collective conscience, a joint agreement of citizens, then processed into the basic values of citizenship. Donggala Regency, part of the Central Sulawesi region, has so far integrated its society based on the rules of tolerance between migrants and local communities, which they pass down from generation to generation to their children and grandchildren. The strong approach of cultural tolerance among all tribes in the area positions Donggala as a harmonious, safe, and peaceful area. Various social upheavals are not visible in social interactions in society. Donggala's cultural heritage from various tribes (migrants and natives) is integrated into social life while binding its people as a system. Such conditions make Donggala harmoniously integrated; its residents dynamize themselves based on cultural heritage and build social relations based on historical traditions supported by strong individual unity, so that they are integrated into a citizenship system wheretolerance becomes their social communication.
