The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

This Paper about public service Innovation of the investment Office and One Stop Integrated Service of Pandeglang Regency (Case Study of the Public Service Mall in Pandeglang) the purpose of the Public Service Mall This is for the realization of public services that are fast, easy, cheap, transparent by involving vertical agencies, State-Owned Enterprises / Regional-Owned Enterprises, and the private sector in one place. This study uses the theory of Rogers (in Nurdin, 2019: 30) five variables: relative advantage, compatibility, complexity, trialability, and observability. Approach The research used is a qualitative approach with a case study method. The findings of the research field concluded that the Public Service Innovation of the Investment Office and One Stop Integrated Service of Pandeglang Regency at the Public Service Mall in Pandeglang was not optimal because there were several problems such as the location of the Public Service Mall which was less strategic; the facilities and infrastructure provided are not adequate; service users are not yet fully technology literate; officers still lack discipline in punctuality of service hours, and absenteeism; and the less than optimal efforts of the Office of Investment and One Stop Services in Pandeglang Regency in socializing the Public Service Mall to the public. Abstract

Globalization as the estuary of cultural changes and values ​​in society brings drastic transformations. The use of mobile phones and the internet which are increasing every year also requires the government to be able to give innovation to the concept of public services that are integrated with technological changes that are currently happening. The Mobile government which is part of e-government is a concept that should be implemented by the government. The West Java Provincial Government as one of the components of government in Indonesia in taking advantage of these opportunities adapts to technology. Adapting technology as part of government governance is the main focus on implementing mobile government, especially on mobile applications to achieve equitable and integrated public services. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government. Abstract

This article discusses how to design the passing grade of field competency selection (SKB) for the needs of the recruitment process for prospective Government Employees with a Work Agreement (PPPK) who will fill the formation of Functional Positions at the Ministry of Maritime Affairs and Fisheries (KKP). The absence of government guidelines in designing the passing grade value for PPPK candidates triggers Ministries/Institution to design the passing grade value SKB as a necessity in the recruitment process. Research through empirical studies designed the passing grade value SKB for the KKP Functional Position using the Ebel method approach, the Trial Method, and the Judgment Method. The results of the study reveal that the technique of designing the the passing grade value SKB is very dependent on the technical policy of preparing questions so that it is easier, more precise in considering the standard setting method approach or determining the method approach to designing the passing grade value SKB.The passing grade value SKB for the Functional Position of the KKP Guiding Agency based on the three methods obtained results that have close values ​​or differences that are not too significant. The range of values ​​between the interval 45 – 55 absolute numbers. This data indicates that between the technical policy of problem formulation and determining the Ebel method as an approach to the standard setting method in designing the passing grade value is correct and inline. Abstract

The Children's Forum is a forum for children's participation in development that bridges children's aspirations to the government. Child-friendly Cities/Districts aim to ensure the fulfillment of children's rights in a city/district. Both were formed by the Ministry of Women's Empowerment and Child Protection, so their existence is interrelated with each other. In Banyumas Regency both have been formed, so that with the presence of the Banyumas Children's Forum, participation can be analyzed as an effort to create a Child-friendly City in Banyumas Regency. This study aims to find out how the participation of the Banyumas Children's Forum in realizing Child-friendly City in Banyumas Regency is viewed from the perspective of multi-stakeholder partnerships using descriptive qualitative research methods. The selection of informants used was purposive sampling technique. Collecting data using interview, documentation and observation methods and data analysis methods using interactive analysis methods. The results showed that the Banyumas Children's Forum was formed by a Decree of the Banyumas Regent, fostered by the Banyumas Regent, and facilitated by the facilitators. However, the relationship between the facilitator and the Banyumas Children's Forum has not been closely intertwined because the task of the facilitator is conditional if the Children's Forum needs assistance. For the Child-friendly City program, it is the responsibility of all stakeholders, including the Banyumas Children's Forum which is included in the Banyumas Child-friendly City Task Force. The Banyumas Children's Forum is included in one of the institutional cluster indicators, which are responsible for realizing Child-friendly City. Therefore, to help realize a Child-friendly City, a Children's Forum has now been formed in 27 sub-districts throughout Banyumas, and it is being targeted to establish a Children's Forum in all villages. The activities of the Banyumas Children's Forum are monitored and evaluated directly by the Banyumas Regent as the supervisor and the Head of the Section for the Fulfillment of Children's Rights of the DPPKBP3A.

Abstract

Village-Owned Enterprises (BUMDes) is a village economic institution that aims to help support driving the economy of rural communities. Pamulihan Village, where the majority of the people were farmers, really needed BUMDes in order to support and improve the village economy. The research objective was to analyze the level of participation of the Pamulihan Village Community in the existence of BUMDes in order to support village economic development. This research is a type of qualitative research with data collection techniques in the form of interviews and documentation. The results showed that 1) BUMDes Pamulihan Village had succeeded in giving a positive impact on improving the village economy and community welfare. 2) Management of BUMDES by the management is very orderly based on the regulations that have been set by the government, 3) BUMDES Pamulihan Village although not maximized in running its business units, based on the data collected, it was found that high community participation in welcoming the existence of BUMDes .

Abstract

This paper describes how the evolution of national development planning policies in Indonesia is mainly related to the philosophical, political and economic framework factors that influence it, as well as how the challenges and policy scenarios that can be taken in responding to the issue of amendments to the 1945 Constitution to establish the State Policy Guidelines as national development guidelines. The analysis found that changes in the national development planning policy model were driven by a number of factors such as the mainstream and the state's political direction, the configuration of existing political power and the dominant economic mainstream at that time. These factors not only affect the national development planning policy model, but also become a challenge in the planning and implementation of national development in Indonesia.

Abstract

This study found facts that contradict the issue of the importance of good implementation in a public policy, in the technology-based public policy program in the City of Padang Panjang PADUKO (Population Document Service Online), programs that can streamline community time and energy do not run properly in the City. Long Field. The purpose of this study is to see how the implementation of the PADUKO Policy at the Department of Population and Civil Registration of Padang Panjang City. This study was analyzed using the Merilee S. Grindle policy implementation theory which consists of two indicators, namely the content of the policy (context of policy) and the policy environment (content of policy). This research uses descriptive research method with a qualitative approach. Based on the results of research with Merilee S. Grindle theoretical analysis, it can be said that the application of PADUKO at the Department of Population and Civil Registration of Padang Panjang City is not good enough. There are several obstacles to the PADUKO policy, namely, inadequate human resources and a heavy workload, inadequate infrastructure, socialization strategies carried out by implementors are ineffective and not well targeted

Abstract

Agriculture is one of the top sectors that help to increase regional development in the Pandeglang regency. Based on this fact, the local government made spatial plans for 201-2031. One of the goals is to maintain the availability of agricultural land in the Pandeglang Regency outside of the LP2B policy. However, along with this policy, the impact of socio-economic in society has not been maximized. This study aims to see how the effect of the regional spatial plans of Pandeglang Regency on the socio-economics of farming communities, especially in Cimanuk District—using qualitative methods with a descriptive approach. The results of this research are that the implementation of the Pandeglang Regency spatial plans is in accordance with the existing objectives but has not been able to maintain the sustainability of the agricultural sector and has not provided a maximum positive impact on the socio-economic of the local community, especially for the farming community in Cimanuk District. This can be seen from the unstable increase in household welfare of the farming community, fluctuating health level, the decrease in the number of unemployed people is still not maximal, etc.

Abstract

The research was motivated because there are social problems in the form of access to employment opportunities for people with productive age disabilities in Banyumas Regency that cannot be resolved alone by local government, so collaborative governance efforts are needed together with non-government through Program Gerbang Penyandang Disabilitas Sukses (Gendis). This research to describe collaborative in the Program Gendis based on the collaborative governance theory of Rusell M.Linden through five stages: 1) Basic collaboration, 2)Relationship, 3) High stakes, 4) Consistuency for collaboration, 5) Collaborative leadership. The methods used in this study are descriptive with a qualitative approach. The research findings that Program Gendis has not been optimal because coordination and communication that can be the main key to forming collaboration and building trust do not have a clear direction resulting in synergy from stakeholders who have not formed bond with each other.

Abstract

Abstract This study tries to observe the implementation of Law No. 6 of 2011 concerning Immigration in the jurisdiction of Serang. The purpose of this study was to analyze problems related to the efforts of the Class I Immigration Office of Non TPI Serang in responding to the use of residence permits for foreign visits in the company and the obstacles faced. This study uses a contemporary qualitative analysis approach Critical Systemic Thinking with the Participatory Action Research (PAR) method. The presence of researchers in this study as the main instrument in data collection until the final report stage. Sources of data used in this study are primary data sources, such as internalization meetings or Forum Group Discussions (FGD), interviews, and narratives. The technique for determining the supporting informants is the purposive sampling technique. The results of the research from the formulation of the problem, show that there are still obstacles faced by the Immigration Office Class I Non TPI Serang in implementing Law No. 6 of 2011 concerning Immigration, such as: human resources, budget, geospatial-based data, facilities and infrastructure.
