Abstract

Unemployment and poverty are one of the central themes in community and state life. In Indonesia unemployment and poverty have never been the main themes in elections, but there have been quite a number of seminars, public discussions, workshops and launching government programs. According to the Central Bureau of Statistics, total unemployment and poverty in 2019 reached 38,000,686 people (37.70% of the total workforce).Facing poverty unemployment caused by impact pandemic covid-19, governmentcurrently has at least four programs namely Productive Labor Intensive, expanding plantations through inte- grated training, independent business, and TKPMP (Independent Professional Youth Workers). These programs have different orientation and target groups, which reflect the complexity of the problem of unemployment and poverty. However, it seems that these programs have not been implemented comprehensively, so that each program seems to be partial, not related to each oth- er especially with other departmental programs, the problem of poverty, vulnerable groups, and increasing unemployment need to get major attention. These problems also bring negative influences, such as increasingly loosened upsocial ties and weakening of values, and relationships between people. In addition to dealing with various neg- ative impacts of social change that are ignored by the concept of the theory, the phenomenon ex- perienced now is a very basic social cultural change. Information wave accelerationtechnology bring significant changes to poverty reduction which is an impact pandemic covid-19, both at the level of surface structure (attitudes and patterns behavior) and deep structure (value systems, outlook on life, philosophy and beliefs).Changes occur because of cultural contact between the meaning of the dialectics of new values with old values that dominate each other, which allows homoginesis and meoliberalisation in all aspects of life. This condition causes spit and uncertainty in the value of preventionpandemic covid-19 uses more modern values by marginalizing values transcendental. As a result there   is a prolonged impact of various forms of moral value distortionreflected in the style, style and lifestyle of people from poverty due to impact pandemic covid-19.

Abstract

Poverty is found in the majority of people whose inhabitants work in  the agricultural sector. The government has made some policy to improve the per- formance of farmers, both those that are on farm and programs that include added value to off-farm. But the results remain inefficient and ineffective. The main prob- lem of all that is the weakness of the farm management system, which is still done individually. The implication of the individualist management system for small- holders is the difficulty of moving from subsistence. In real terms they remain in a weak condition (powerless) in everything. As in land tenure, information, capital provision, procurement of agricultural production facilities, procurement of labor, marketing, processing, and so on. The problem of agricultural development is not the technological device, but the institutional structure in rural communities, which determines whether the technology has a negative or positive impact on income dis- tribution, institutional aspects will continue to play an important role in agricultural development, so a special effort to empower farmers is needed, among others done through cooperative farming.

Abstract

Bali in its development cannot be separated from principles that are firmly held by society such as the Tri Hita Karana concept - the human-human relationship,  the human-nature relationship and the human-God relationship. Therefore, including   all components of Balinese society (inclusive growth) in spurring economic growth is a must. The economic growth that occurs must be spread throughout all districts / cities in Bali, especially areas with high poverty rates as an effort to reduce the level of disparity between regions (districts / cities), considering that so far the Balinese economy still relies on the tertiary economy (services sector), and there are The development trend is more concentrated in the southern part of Bali, including Denpasar, Badung, Gianyar and Tabanan (Sarbagita).Based on the research results, it can be concluded that, among others: The im- plementation of good governance in Bali Province is getting better, as indicated by the achievement of LAKIP and LKPD scores for Bali Province, regencies / cities in Bali which are increasing from year to year. This has affected the economic conditions in Bali Province from year to year, which has experienced good development, this can be ob- served in the components of higher economic growth, the number of poor people and the decreasing level of inequality. The Provin- cial Government as the representative of the central government in the regions can pro- vide a stimulus to Regency / City governments that have implemented good governance in the implementation of good governance, so that it is expected to further encourage   an increase in economic growth and community welfare. Local governments in the Bali Province can further increase their innovation in implementing good governance in the implementation of their main duties and functions.

Abstract

History records that the archipelago is an area with more waters than land. This has been realized by the royal leaders in the archipelago. Since the days of the Srivijaya Kingdom, the Singosari Kingdom and the Majapahit Kingdom have made the sea a real force to build a kingdom. Sea or maritime is not only a support for economic power but more than that. Mari- time has become a geopolitical force to unite the archipelago. Geopolitical power has strength- ened the steps of the kingdoms in the archipelago to increase their political bargaining power against countries in the surrounding region and countries in the world. The strengthening of maritime as a geopolitical force will of course have implications for other sectors, especially in the development sector of land transportation and sea transportation. This implication is very well understood by the leaders of this country. But still until now, maritime development must be put forward because the strength and bargaining value of this country rests on maritime affairs. Apart from being a geopolitical power, there is also a very large economic power contained in it. Even though Indonesia was late in realizing this, President Gus Dur had formed a Department of Marine Exploration which is now the Ministry of Maritime Affairs. Indonesia’s maritime geopolitical strength has been identified in three main straits which are used by the international community as a passage for various ships with large weights so that Indonesia must be more closely monitoring these sea lanes. The three straits are the Malacca Strait, the Sunda Strait and the Lombok Strait. Indonesia must be able to regulate international maritime shipping so that it can play a strategic role in the world political arena.
