The purpose of this study is to determine the feasibility of the work plan made by the owner of the project plan what is in accordance with the implementation of the building plan of clinic RSUD Dr. Abdoer Rahem Situbondo using effective labor management using AHSP made by the project owner with AHSP SNI to know the need of human resources (project workforce) used as a reference in the calculation of construction project resources in accordance with the condition of the building project of clinic RSUD Dr. Abdoer Rahem Situbondo.              From the results, implementation of the building project Polyclinic RS obtained network planning results work duration rill 132 working days with the difference of working days 33 days faster than the plan 165 working days. In the implementation of the project does not happen delays, only on the work process there is a non-significant but not resolved. Effective manpower management is done by recruiting a disciplined, experienced, skilled and responsible workforce on the job so that a good job is achieved. Comparison of AHSP contract and AHSP SNI obtained AHSP efficiency 62% contract and AHSP SNI 61% with difference of labor difference happened that is 552 labor. Where there are major jobs that experienced a considerable margin on the floor work and the wall of the crew were 637 workers. a significant difference between the workforce of the plan and the realization work on the RS polyclinic development project, which is seen in reinforced concrete work with 70% labor efficiency, wall work with 75% labor efficiency, and roof skeletal work with the level of energy efficiency 66% workforce.Keywords: Project Performance; Human Resources; AHSP

In the existing condition of the breakwater at the fishery port of IPP Pancer there is a lack of efficiency to withstand the waves, because the breakwater condition has decreased the elevation caused by very large wave power, that is because the position of the port in IPP Pancer is the dominant southern sea with very large waves . So it will disrupt the placement of ships on the dock and also passing fishermen when loading and unloading fish because the elevation of the breakwater is too low. In order to protect the coastal fishery port of Banyuwangi District, the re-planning of breakwater construction is intended to evaluate the existing condition described above, in order to obtain an efficient breakwater construction planning result. In this breakwater planning evaluation, we get the type and type of breakwater on the sloping side with armor tetrapod with 1: 2 slope. For dimensions and breakwater elevation, it is known that the length of STA 0 - 780 m, 6.8 m breakwater elevation, 1.6 m wide end portion and 1.5 m of arm. Then for the tetrapod armor with 4.3 m3 of the tip and 3.4 m3 of the arm. Sehinggga of the evaluation is able to withstand the onslaught of waves, because of the calculation of breakwater stability is able to achieve a safe value of 1.8 Msf or 1.8 1 Msf.Keywords:Breakwater Planning

The plan for the construction of the Jalan Lintas Selatan (JLS) of Jember is the access of the southern road of Jember along 83,510 kilometers. JLS crossed 7 districts, which were Kencong, Gumukmas, Puger, Wuluhan, Ambulu, Tempurejo and Silo. As for Silo through Mulyorejo along 17.910 kilometers. Field conditions in JLS Mulyorejo are Perhutani land and farm village. The purpose and objectives of the Final Project (4 research sites) are to plan geometric and pavement thickness at JLS in Mulyorejo village with potential area with coffee and banana plants. In addition, Mulyorejo Village has a productive coffee management factory (PTPN.XII). From the research results (Horizontal arch): LC1 = 124.026 m, LC2 = 132.506 m, LC3 = 153.960 and LC4 = 220.868 m. For Vertical curvature: EV1 = -1.496 m, EV2 = -1.687, EV3 = + 0.6591 m and EV4 = -0.634 m.As for super elevation planning is + and - 2% transverse slope. In the thickness of pavement using the method of Bina Marga 2013 with CBR 7.5% (PU Bina Marga, 2016) with the following results: 4.00 cm thick AC WC, 13.5 thick AC BC, 15.00 thick LPA class A and 15.00 cm thick LPA class B.Keywords:Planning, Geometric and Pavement Thickness 2013.

Terjadinya bencana banjir di Kecamatan Panti Kabupaten Jember agak sulit diprediksikan sehingga akan kesulitan melakukan antisipasi. Pada tahun 2009 sekitar 8.936 hektare hutan gundul, maka tatkala turun hujan deras mudah menimbulkan banjir dan longsor, air bah yang datang berwarna coklat karena bercampur lumpur akibat longsorang yang terjadi secara terus menerus. Menurut catatan Satkorlak Bencana Kabupaten Jember, kejadian banjir tahun 2009 telah menimbulkan banyak korban diantaranya 250 orang meninggal, 120 orang tidak ditemukan atau hilang dan sekitar 86 hewan piaran hilang dan mati. Bencana banjir telah menimbulkan trauma bagi masyarakat, sehingga pada saat hujan terjadi dengan intensitas dan durasi yang tinggi timbul was-was dari masyarakat dan kekhawatiran peristiwa terjadinya bencana banjir dan longsor terulang lagi. Akhirnya secara psikologis masyarakat tidak dapat menjalani kehidupan secara tenang dan tentram.  Maka langkah antisipasi perlu dilakukan, yaitu dengan melakukan menciptakan sebuah teknologi sensor untuk peringatan dini banjir, sehingga kejadian bencana dapat diketahui beberapa jam sebelum terjadi dan kerugian akibat bencana banjir juga dapat diminimalisir. Bahkan dengan didukung ketersediaan sistim infomasi, sensor ini akan memberitahukan kepada masyarakat secara otomatis berapa lama lagi banjir akan terjadi termasuk besaran debit puncak yang akan terjadi termasuk tingkatan bencana yang akan terjadi. Adapun target khusus penelitian ini adalah diperolehnya sebuah alat sensor banjir yang integrasi dengan stasiun pengukur hujan sebagai sistim informasi peringatan dini banjir. Tahapan kegiatannya adalah pengumpulan peta administrasi wilayah, survey posisi dan tata letak stasiun hujan yang ada layout, perancangan sensor stasiun hujan, kalibrasi sensor, integrasi sistim informasi dan pemasangan sensor di lokasi penelitian. Sistim modifikasi stasiun hujan otomatis telah dibuat sebanyak 3 buah dan telah berhasil diintegrasikan dengan sistim informasi bencana banjir telah dibuat. Setelah dilakukan beberapa kali test lapangan diperoleh hasil bahwa sensor dapat merekam data tinggi hujan sampai dengan 200 mm dengan tingkat kesalahan kurang dari 10 % serta dapat menyajikan sistim informasi bencana yang terdiri dari debit banjir, tinggi air banjir dan status bencana.Kata Kunci : Bena, Sensor, Banjir, Stasiun, Hujan.

Water balance can be used as a guide to the presence or absence of water in an area. In the concept of the hydrological cycle that the amount of water in a certain area on the surface of the earth is influenced by the amount of water entering (input) and out (put) in a certain period. Balance input and water output somewhere known as water balance. Since water is dynamic, the water balance value changes from time to time so that somewhere there may be surplus or deficit. If the shortage and excess water is in extreme circumstances can certainly cause disasters, such as floods or drought. The disaster can be prevented or mitigated if good management of the land and the environment is carried out. The water balance is a water balance for agricultural land use in general. This balance sheet is useful in considering the suitability of agricultural land, arranging planting and harvesting schedules, arranging irrigation water supply in the right amount and time. It cannot be denied that some areas of Java and Madura have experienced water shortages, of all the water earth 97.5% is salt water, fresh water is 2.5%.This not entirely surface water and ground water. In Kabupaten Jember, especially in the area of underground water sampling (ABT) conducted by drilling wells in community development projects from the results of this study is expected to help and provide solutions to communities in the study area in the form of water buildings for storage of agricultural water reserves.Keywords:Reviewof Craft Balance

Menurut catatan Satkorlak Bencana Kabupaten Jember, kejadian banjir tahun 2009 telah menimbulkan banyak korban diantaranya 250 orang meninggal, 120 orang tidak ditemukan atau hilang dan sekitar 86 hewan piaran hilang dan mati. Bencana banjir telah menimbulkan trauma bagi masyarakat, sehingga pada saat hujan terjadi dengan intensitas dan durasi yang tinggi timbul was-was dari masyarakat dan kekhawatiran peristiwa terjadinya bencana banjir dan longsor terulang lagi. Akhirnya secara psikologis masyarakat tidak dapat menjalani kehidupan secara tenang dan tentram. Maka langkah antisipasi perlu dilakukan, yaitu dengan melakukan menciptakan sebuah teknologi sensor untuk peringatan dini banjir, sehingga kejadian bencana dapat diketahui beberapa jam sebelum terjadi dan kerugian akibat bencana banjir juga dapat diminimalisir. Bahkan dengan didukung ketersediaan sistim infomasi, sensor ini akan memberitahukan kepada masyarakat secara otomatis berapa lama lagi banjir akan terjadi termasuk besaran debit puncak yang akan terjadi termasuk tingkatan bencana yang akan terjadi. Adapun target khusus penelitian ini adalah diperolehnya sebuah alat sensor banjir yang integrasi dengan stasiun pengukur hujan sebagai sistim informasi peringatan dini banjir. Tahapan kegiatannya adalah pengumpulan peta administrasi wilayah, survey posisi dan tata letak stasiun hujan yang ada layout, perancangan sensor stasiun hujan, kalibrasi sensor, integrasi sistim informasi dan pemasangan sensor di lokasi penelitian. Sistim modifikasi stasiun hujan otomatis telah dibuat sebanyak 3 buah dan telah berhasil diintegrasikan dengan sistim informasi bencana banjir telah dibuat. Setelah dilakukan beberapa kali test lapangan diperoleh hasil bahwa sensor dapat merekam data tinggi hujan sampai dengan 200 mm dengan tingkat kesalahan kurang dari 10 % serta dapat menyajikan sistim informasi bencana yang terdiri dari debit banjir, tinggi air banjir dan status bencana.Kata Kunci : Bena, Sensor, Banjir, Stasiun, Hujan.
