Abstract

Research entitled “Analysis of the blue print of bank Indonesia for the development of Sharia banking in Indonesia period 2002-2011” aims to find out the blueprint of Islamic banking 2002-2011 issued by Central Bank of Indonesia, described the already realized targets of the blueprint of Islamic banking and those which not yet realized, also find out the factor which causes the targets the blueprint of Islamic banking were unrealized. This research is a descriptive research with in-depth analysis method. Data collection methods used was observations and interviews. The results showed that the targets of Indonesian Central Bank’s blue print covering the four things; first, adherence to the principles of Sharia; second, prudence; third, the improvement of operational efficiency and high competitiveness; fourth; stability and expediency of Islamic banking system for the economy. Blueprint objectives outlined in the strategic initiatives that are generally already implemented include: improving the understanding of Islamic finance, facilitating the formulation of norms of Islamic finance, conducting studies in surveillance and integrated arrangement system, refining the provisions of office network, developing “exit and entry” policy settings, enhancing the quality of human resources, creating strategic alliances with related agencies, devising the concept of the “takaful” deposit, pushing the involvement if rater institutions in banking activities, and encouraging an increasing in the role of financing with profit-loss sharing method. The objectives outlined in the strategic initiatives that have not been implemented were: the development of the concept of incentives for adherence to the principles of the Sharia, the development of real time supervision, the fulfillment of the needs of people who want Sharia banking services throughout Indonesia with 5% market share, the materializing of the Islamic banking “kaffah” functions, and the ability to serve all segments of the community. The factors those cause unimplemented strategic initiatives were the lack of knowledge and understanding of the people about Islamic banking; the lack of human resources with sufficient skill and capability in Islamic economy especially about the laws relating to Islamic banking, the scarcity of funds for socialization and information technology needs, also the assumption of 5% market share defined in accordance with the fact that the current Islamic banks consumers aren’t only muslims but also non-Muslim community

Abstract

In our modern time, people will not be able to live without having involved with the financial institution. Nowadays, most of the economic and business transaction is done through the financial institution especially banking system. It is no doubt that the financial institutions have played very significant role in supporting economic development. Since we are interested in interest-free banking system, we will investigate the role of Islamic banking in economic development in Indonesia. This research is literature and library research, in the sense that it reviews the role of Islamic banking in economic development conceptually and theoretically, it analyzes the role of bank in mobilization, allocation and utilization of its resources and make a comparative analysis between what have been done by Islamic bank vis a vis conventional bank in terms of their performance in mobilization, allocation and utilization of their resources in helping economic development. This research concludes that Islamic bank, despite it operates without interest and does its operation with the principle of profit and loss system; it performs well in doing mobilization, allocation and utilization of its resources for economic development. It performs well in saving mobilization, income and wealth generation and asset accumulation as well as credit financing within syariah framework by implementing principles such as Murabaha andMudarabah financing. This research also found that the Islamic bank average growth rate of asset, saving mobilization and credit financing during ten years of this study is better than that of conventional bank, though its return on asset (ROA) is still lower than that of the conventional bank. In line with this conclusion, what is urgent to be taken in further study is how far the Islamic banks channel their resources into riskier projects, such as Mudarabah financing projects, since the higher the risk, the higher the profit. It is also urgent to take further quantitative research on how far the presence of the Islamic banks has a positive impact on economic development.

Abstract

الإسلام هو الدين الذي يعلم الناس إلى قوة في الاقتصاد. هذا الجانب الاقتصادي مهمّ جدا، و في أصول الفقه كان واحدا من الأمور المحفوظة التي تشتهر بالأمورالضرورية للناس وهي : الدين والنفس والعقل والنسل والمال. وهذا يناسب الى الغرض من الشريعة هو حكمة البشر في الدنيا والآخرة. من ناحية أخرى، هناك المؤسسات الدينية التي لها القوة المعنوية، لذلك لها دور مهمّ في التمكين الاقتصادي للشعب. و وجدت في الإسلام المؤسستان التان تتعاملان مباشرة مع الناس وهما مدرسة داخلية و مسجد. ودورالمؤسسات الدينية فى تمكين الاقتصادي اثنان على الاقل , هما موعظة حسنة و أسوة حسنة . وهما من الأدوار المهمة التي يحتاج بعد ذلك إلى أن تنفذ في النشاط الحقيقي. ودور المؤسسات الدينية فى موعظة حسنة يمكن أن تتحقق في شكل زيادة في الموارد البشرية, منها خلال التدريب الجيد، والتعليم، و توفير الحافز على أهمية وجود اقتصاد قوي. ودور المؤسسات الدينية فى أسوة حسنة يمكن أن تتحقق في خلال إنشاء "بيت المال و التمويل" . تعامل بيت المال و التمويل على تمكين الاقتصادي بتحويل الأموال من المجتمع والعودة الى المؤسسات الصغيرة والمتوسطة، وخصوصا أصحاب المشاريع المسلمين الذين يحتاجون إلى رأس المال لتطوير الأعمال من خلال توفير التسهيلات التمويلية الموافقة على أساس مبادئ الشريعة الإسلامية مثل المرابحة، والمضاربة، والمشاركة ، القرض، وغير ذالك

Abstract

As one who has a high level of religious understanding will always attempt to run the Sharia, consistently. By keeping himself to carry out what God commanded and always trying not to do any act forbidden by God not only in worship studies but also in Fiqh muamalah, i.e. the relationship between fellow human beings—in this case—is the economy. If a muslim wanted to be consistent, then he/she will save his/her money or invest it in the Islamic bank and will not save/invest in interest/usury-based conventional bank. This research aims to study the influence of the level of religious understanding against the customer’s investment motivation in Bank Syariah Mandiri branch in Gorontalo. This research takes three months (August - November 2011), and the location of the research is Bank Syariah Mandiri Syariah branch of Gorontalo. This research uses a quantitative approach, and data analysis is carried out using statistical regression approach with the help of the program SPSS 17.0. The data used are the primary data and secondary data obtained through observation, documentation and questionnaires. The results of this research show that the level of religious understanding—consisting of iman, Islam and ihsan—of Bank Mandiri Syariah customers is relatively high. Investment motivation as well as the customer in the Bank Syariah Mandiri is also high. The statistical calculation based on the results obtained that there was a very significant influence in either partial or shared between the levels of understanding of religion on customer’s investment motivation on Bank Syariah Mandiri

Abstract

Along with the development of the Islamic banking in Indonesia, the need for the development of its products is also increasing and demanding. This is of course aimed to fulfil the Islamic banking market that needs such products. The development of the Islamic banking products must be in line with the market need as well as in accordance with shariah principle and in the form of Fatwa that is produced by National Shariah Council (Dewan Syariah Nasional). Up to now, there are a few Fatwa regarding the products which are constrained to be applied and implemented in the market. There are fatwa regarding saving and deposit and financing or channeling fund and fatwa regarding treasury that must be produced sooner. In short, Product innovation that is able to penetrate the market need as well as in accordance with shariah principle absolutely needed for the Islamic banking to increase its competitiveness domestically, regionally and globally in the era of free market competition and along with the opportunities and challenges.

Abstract

لقد جاءت الشريعة الإسلامية لرفع الحرج عن الناس ودفع الضرر وتحقيق مصالح العباد, ولتحل لهم الطيبات وتحرم عليهم الخبائث وتضع عنهم إصرهم والأغلال التي كانت عليهم ولتصلح شؤونهم في العاجل والآجل, في مقدمتها ونتائجها. وإن معرفة مقاصد الشريعة تمكن المسلمين من العيش باستمرار تحت ظل الشريعة الإسلامية, وتنظيم شؤون حياتهم وفقا لتوجيهات الشارع الحكيم فتقوم حضارتهم ويبنى عمراتهم على الحق والعدل. للدين الإسلامي مقاصد جليلة, وهذه المقاصد هي جلب المنفعة ودفع المفسدة. والمقاصد الإسلامي ثلاثة أنواع إما ضرورية وإما حاجية وإما تحسيتية. فالضرورية تشمل خمسة أشياء وهي حفظ الدين وحفظ النفس وحفظ النسل وحفظ العقل وحفظ المال. هذه الأشياء تسمى بالضروريات الخمس. فالمال ضرورة من ضروريات الحياة التي لا غنى عنها في قوته ولباسه ومسكنه, وهو الذي يشبع به حاجاته الضرورية والحاجية والتحسينية. فيجب المحافظة عليه لأنه من ضرورات الحياة التي لابد منها لتحصيل مصالح الدنيا والآخرة, لذا وضع الإسلام القواعد والضوابط لحفطه بوسائل إيجابية وسلبية. وبعد زمن طويل تطورت المعاملة وكثرت البنوك والإستثمارات, واحتاح الناس إلى قواعد وضوابط ترشدهم إلى الطريق المستقيم. فهذا البحث المتواضع سيتحدث إن شاء الله عن أهمية الإهتمام بالمقاصد الشريعة في الاستثمار في البنوك الإسلامية

Abstract

This paper is the result of field research on the operationalization of mudharabah savings product and the reasons for its application in Bank Rakyat Indonesia (BRI) Sharia branch of Surabaya. This study aims to answer questions about the operationalization of mudharabah savings product at BRI Sharia branch of Surabaya and the reasons for the application of the savings product in the bank, as well as how the Islamic legal review of the the operationalization of mudharabah savings product at BRI Sharia branch of Surabaya and the reasons for its application. In this study, the method used is verificative descriptive which illustrates the operationalization of savings product and the reasons for its application in the Surabaya branch of BRI Sharia and then performed an assessment of that operationalization. From the results of the study can be obtained that the operationalization of savings product at BRI Sharia Surabaya branch of has implemented the principle of omudharabah. Furthermore, in the view of Islamic law, the operationalization was pursuant to the principles of mudharabah as determined by it. The implementation of mudharabah principle in the BRI Sharia on the grounds that with the application of it, people are more interested in the profit-sharing, where the bank and the customer do not feel disadvantaged (gains and losses are shared), because from the beginning of the contract, the profit sharing ratio is determined, so it will create distributive justice. Furthermore, the application of these savings product is charged with tax and zakat on the results obtained from the savings. With the operation of mudharabah savings at BRI Sharia branch of Surabaya, Muslims are expected to participate and be proactive in supporting and assist the development of this product. It means that Indonesian Muslims have been trying to avoid usury in their muamalah activities and more than that the bank are expected to develop and improve its products, especially funding product, so it can compete with the funding products of conventional banks, then the Islamic banks may be qualified.

Abstract

The economy is one of the cornerstone of life. Economic indicators can be seen from the consumer price index which shows the rate of increase or decrease the price by year basis. The increase of prices causes inflation of the area. One of the areas in Indonesia who receives the impact of rising prices or inflation is Cilacap district. Cilacap is the largest district in Central Java that economic development would have a major impact on the economy of Central Java Province. The levels of the economy Cilacap district can be seen from the consumer price index (CPI), the higher the Consumer Price Index (CPI) will lead to increasing inflation. CPI is an index that describes the development of prices of goods and services occurs. This research has been done on the CPI forecast for some future period using the Autoregressive Integrated Moving Average (ARIMA). Data CPI in January 2009 to June 2011 are used as training data for modeling purposes and obtained the following results: Zt = 0.205744 + 1.5996) + 0.4822 Zt Zt-1-2-1.0818-3 Zt While data on the CPI from July to December 2011 is used as the testing data and the data is obtained by the model error rate 0.0893988%. Based on ARIMA model equations have been obtained, it can be used to predict the value of the Consumer Price Index (CPI) in January 2012 for 128.4362, 128.9642 by February, the month of March 2012 at 129.4865, April 2012 at 130.0053, May 2012 at 130.5222, June 2012 at 131.0378, July 2012 at 131.5527, August 2012 at 132.0672, September 2012 at 132.5814 and 133.0954 of the month in October 2012. The results of the consumer price index forecasting for the coming months look up every month, the increasing prices are possible because of mismatch between demand and supplies due to imperfect competition in the market. According to public opinion, the higher prices to be paid because people do a monopoly significantly to reduce the income of employees and the poor in general, and this is inconsistent with the spirit of the Qur'an and Sunnah, because it is not sociable and depriving the poor people also society completely.

Abstract

Fiscal policy beside monetary policy is usually used by the government to overcome the macro economic problems regarding stabilization in the short-run such as control of inflation to make it low inflation, alleviating poverty, achieving full employment and control of balance of payment to make it in balance or even surplus and in the long-run achieving economic growth, prosperity and sustainable economic development. This research tries to investigate the role of fiscal policy and its implication on economic development in an Islamic perspective conceptually and theoretically. It found that the instrument of fiscal policy in an Islamic perspective not only using tax and government expenditure but also zakah which could be utilized to counter cyclical fiscal policy. Zakah as one of the instrument of fiscal policy could also be utilized to achieve equitable distribution of income and wealth as the basic characteristic of zakah is redistribution of wealth taken from the rich and given to the poor ones. In the time of stagflation, zakah instrument could become powerful tool to overcome that problem through demand side and thus stimulate production. Although this mechanism is not as simple as we perceived, zakah does help overcome the macroeconomic problems on conditions that we also adopt and implement Islamic values and Islamic norms in our economy.

Abstract

The current domination of conventional economics makes Muslims are faced with historical expectations, as well as a considerable challenge, especially with regard to the economic system. The current world economic system, that is capitalism, has a basic principle of maximum benefit with limited resources. Efforts of capitalist are supported by the values of freedom to fulfill the needs. Humans have broad freedom to own property. This principle is incompatible with the principles of Islamic economics which recognizes the freedom of man on the values of tawhid, the right to own property on the basis of the benefit, prohibiting the accumulation of property, and equitable distribution of wealth. Related to the fulfillment of human needs, then its mechanism in Islam is set within a country. Islamic countries are very significant role in ensuring the welfare and needs of its people. In order to ensure the welfare of the people, the state will perform a variety of budget-related policies are referred to the State Budget (Budget). Budget policy in Islam is regulated through the institution called Baitul Mal. The basic concept for the allocation of Islamic government revenue is maslahah, because the ultimate goal of every Islamic government is to maximize the welfare of all citizens, ensure the fulfillment of basic needs of each individual as a whole, and encourage every individual to be able to meet his various secondary and luxurious needs according to his ability levels. Therefore, the government is obliged to create a fair economic distribution mechanism. Permanent sources of income for an Islamic state are fai', ghanimah, kharaj, jizya', ushur, and khums. While charity (zakat) is a tool of auto social self-help that becomes a moral obligation for the rich to help the needy and neglected.
