Abstract

Motorcycle theft has become one of the biggest problems in Garut Regency which has caused anxiety and insecurity in the population. Garut Regional Police has made an attempt to provide security and peace for the society, by doing preventive action such as doing patrol carried out by the Sabhara unit. The goal is to prevent motorcyle theft. Based on data of Garut Regional Criminal Investigation Police, the number of motorcycle theft has significantly increased. The objective of this research is to know how the Sabhara unit in substance operate and the attempt of preventing crime of motorcycle theft in Garut Regency. This research has used qualitative methode, with analyses descriptive type which is intended to be able to give detailed and actual informations, and to able to describe the symptomps, problems and the condition around Garut Regency so that this could help to evaluate in making programmes, plans and decision in the near future. This study refers to Article 28 section (2) and has been regulated in Article 28 section (1) Kabaharkam Regulation Number 1 Year 2017 dated February 16, 2017 which can be used as a reference in making Operational Standards Procedures created by the highest leadership, namely the Police Chief. By doing this study, writer can now analyse with some theories and concepts such as Iceberg Theory where in the fundamental substance shows that the Garut Regency Police Sabhara unit has not yet done the preventive activities for motorcycle theft in Garut Regency. Afterward with the management theory we can learn that the patrol activity is not yet done correctly and in tools of management concept we learn that men that haven't been trained formally yet also became one of the factors of obstacle. Results of this study are to teach and give advice of what could be done better in the future such as how to use time effectively, adjusting places and how to coordinate well between Sabhara unit officer and the people or society in Garut Regency during the patrol activity. And how to collaborate with the Binmas Unit in order to provide a symbol or counseling to the community surrounding about motorcycle theft. Furthermore is about how to optimize reporting through social media to monitor and check the implementation of Patrol. Keyword :Crime Prevention, Patrol Unit, Motorcycle Theft.

Abstract

Ada empat faktor yang menyebabkan terjadinya kecelakaan lalu lintas, yaitu faktor manusia, faktor kendaraan, faktor jalan, dan faktor cuaca. Faktor manusia sebagai penyebab terjadinya kecelakaan dikarenakan oleh kondisi pengendara menjadi penyebab utama kecelakaan, untuk itu dibutuhkan adanya upaya dalam mencegah terjadinya suatu kecelakaan lalu lintas agar angka kecelakaan dapat berkurang. Oleh karena itu penulis tertarik untuk melakukan penelitian dan menuangkan dalam bentuk skripsi dengan permasalahan “Bagaimana peran Dikmas Lantas dalam mengurangi Kecelakaan Lalu Lintas di wilayah hukum Polretabes Bandung?”. Kepustakaan penelitian yang menjadi rujukan adalah hasil penelitian Meivito Bayu W (2014) dari skripsi Meivito diperoleh kesamaan penelitian yaitu tentang lalu lintas dan perbedaan penelitian dalam skripsi ini adalah penulis memfokuskan pada kegiatan peran Dikmas Lantas dalam mengurangi kecelakaan lalu lintas di wilayah hukum Polrestabes Bandung. Sedangkan teori dan konsep yang menjadi landasan berpikir diantaranya teori Manajemen dari George R. Terry, teori Komunikasi dari Eerett M. Roger, dan konsep Ilmu Kepolisian dan konsep Dikmas Lantas dalam Vademikum Lantas (2009). Berdasarkan hasil temuan penelitian dan pembahasan dapat diambil kesimpulan bahwa: pelaksanaan Program Dikmas Lantas Polrestabes Bandung telah melakukan berbagai macam upaya untuk meminimalisir permasalahan tersebut seperti pencegahan pelanggaran dan kecelakaan lalu lintas serta dalam upayanya meningkatkan kesadaran hukum para pengendara kendaraan bermotor melalui kegiatan penyuluhan, pembina upacara, serta operasi rutin dan lain sebagainya. Faktor-faktor yang dapat menghambat optimalisasi Program Dikmas Lantas adalah faktor manusia, anggaran, metode dan sasaran. Sedangkan faktor yang mendukung adalah tersedianya sarana dan prasarana pendukung yang mampu memberikan daya tarik bagi masyarakat kota Bandung dalam mempelajari masalah lalu Iintas seperti tersedianya taman lalu lintas, Kampung Polantas dan monument kecelakaan, serta Terjalinnya kerjasama yang baik dengan stake holder. Adapun sarannya adalah pertu diadakan penambahan personil Unit Dikmas Lantas, Unit Dikmas Lantas harus mempunyai pendidikan S1, serta pernah mengikuti (Dik Bangspes Dikmas Lantas) sehingga pada pelaksanaan penyuluhan Dikmas Lantas lebih Profesional. Mengusulkan anggaran khusus untuk Unit Dikmas Lantas kepada Kapolres pada DIPA Polri sesuai dengan kebutuhan. Kata kunci : Optimalisasi, Dikmas Lantas, kecelakaan lalu lintas, tertib berlalu lintas.

Abstract

Traffic Corps of Indonesian National Police (Korlantas Polri) launched innovation from drive license (SIM) card to become a Smart SIM card. Nowadays, a Smart SIM card embedded with a sophisticated and modern chipset to improve Indonesian National Police public service quality. The advantages of a Smart SIM card are it is connected to Smart SIM application in android smartphone, can store police forensic data, and able to do an electronic money transaction that cooperates with Bank Republik Indonesia (BRI). The problems in this research are, first, how do implementation of Smart SIM to improve public service quality in Polres Purwakarta. Second, what factors impact Smart SIM users on improving public service quality by Polres Purwakarta. The study was conducted at the resident unit of Satlantas Polres Purwakarta and used a qualitative method, which included interviews, observation, and document study. The writer adopts primary, secondary, and tertiary sources then validated with data triangulation. Afterward, using data reduction, data presentation, and concluding on data analysis techniques. Based on the results of the study, Satlantas Polres Purwakarta had issued a Smart SIM card product and sought to implement the Smart SIM excellent program. Although it has not yet run optimally due to obstacles encountered, such as problems in member's skills with Smart SIM technology, difficulty in accessing the Smart SIM application, and electronic money is still on the probational period. People of Purwakarta also have not been able to accept the innovations given because of the habit of citizens who rarely use internet access online. Therefore, the traffic record data cannot be accessed properly by the public, which then causes Purwakarta not be able to use this facility. The writer advises Korlantas Polri to monitor the use of Smart SIM in small areas, especially the West Java Regional Police (Polda Jawa Barat). Primarily for public services to achieve the prime service functions of the police, increase community satisfaction, and public trust. Abstract

This research is motivated by the high level of success of the Bhabinkamtibmas unit in reducing the crime of motorized theft by counseling the public in the Majalengka Police jurisdiction. This research is discussed by using the concept and theory as a knife of analysis, which uses the concept of counseling, crime prevention, and the concept of Bhabinkamtibmas. This research was conducted with a qualitative approach, using descriptive research methods. Data collection techniques by interview, observation, and document review. The results of the study found that the conditions in the Majalengka Police Binmas Unit were still minimal, this can be seen from the number of HR needs and the availability of HR in each unit and the Sector Police that were still inadequate. This has an impact on the performance of the Police Force. The Guidance and Counseling in the Majalengka Regency was conducted through a lecture approach and visits to crowded places were carried out to facilitate the dissemination of messages. The factors that influence the efforts of binmas units to prevent acts of violation consists of two factors, namely internal factors and external factors. Included in internal factors include the lack of personnel of Majalengka Regional Police Binmas Unit and facilities and infrastructures that can support the results or educational outcomes. While external factors consist of the condition of the Majalengka area which inhibits the affordability of the Bhabinkamtibmas in reaching an area that is difficult to access, as well as minimal public awareness in absorbing kamtibmas messages which impacts on the lack of public awareness of environmental security and a sense of sensitivity to the law. The form of preventive measures undertaken by the Binmas Unit is to carry out counseling. The material presented in general only addresses Kamtibmas. Not explain in detail related to criminal acts Curanmor.

Abstract

The background of this research problem is student brawls that often occur in the Bogor City area. This study discusses the description of the implementation of the patrol unit sabhara Bogor City Police in an effort to deal with student brawls in the Bogor City Polresta, the factors that influence the implementation of sabhara patrol and the role of the unit in dealing with student brawls in the Bogor City Police jurisdiction. This study uses a qualitative approach with field research methods as well as data collection techniques with interviews, observations, and document studies. The location of the study was conducted in the Bogor City Polresta area. The theory used in this research is POAC management theory, role theory, and crime prevention theory, while the concepts used are management elements, patrol concepts, student brawl concepts, and Polri tasks. The results of the study show brawls between students in the Bogor City legal area are quite high in number and the resolution of cases is still lacking. This is due to the lack of optimal four-wheeled patrol in terms of personnel and planning patrol activities. The Bogor Kota Police conducted prevention efforts through the Sabhara Patrol. Based on research conducted, the problem of four-wheeled patrol is human resources, both from the police and from the community. The obstacles faced in implementing the four-wheeled patrol are internal and external constraints. Internal constraints, there are still some members who have not yet carried out vocational education and lack of equipment in conducting patrols and external obstacles, namely that people are still not participating in patrol implementation. Suggestions that can be given (1) can be carried out vocational education for members who have not had the opportunity to follow Dikjur, (2) reduce the maximum unused budget and allocate to the maintenance and maintenance of four-wheeled vehicles and SOP implementation of patrol implementation needs to be revised, (3) do disguising and cooperating with Intel units, (4) increasing the number of four-wheeled patrol personnel as well as adding facilities and infrastructure, (5) there is collaboration between Polri agencies, the government, and the community to reduce the number of brawls between students.

Abstract

Role of Two Wheel Patrol Unit Sabhara Cimahi Regional Police in preventing motor vehicle theft. Related to this, the purpose of this study is to describe the picture of a criminal case of motor vehicle theft, describe the role of the Two Wheeled Patrol Unit Sabhara Cimahi Police in preventing curanmor and describe the factors that influence why the occurrence of the curanmor and the constraints of the Sabhara Unit itself in preventing curanmor. The theories and concepts used are role theory, management theory, routine activity theory, management element concept, crime prevention strategy concept, and patrol concept. This research, the approach used is qualitative and the method used is analytical descriptive. Data collection techniques used were interviews, direct and documented observations, and study of documents. Furthermore, the data obtained were analyzed by data reduction, data display, and conclusions. The results showed that the crime of motor vehicle theft in the jurisdiction of Cimahi City was included in a prominent crime. Prevention efforts made by the Cimahi Police Sabhara Unit by optimizing the implementation of patrols ranging from patrols, implementation, routes, targets, and vulnerable times. The conclusion of the occurrence of motor vehicle theft is urged by the economic needs of the perpetrators and their ignorance and the unconsciousness of the community towards its own environmental security. The implementation of patrols is also less than optimal due to obstacles such as lack of budget for fueling motor vehicles, and the lack of patrol members. The advice that can be given in this research is the need for better management of Kasat Sabhara himself in carrying out his duties, especially in prevention efforts.

Abstract

In modern times the hopes / desires of the people namely the creation of traffic order and safety, and to realize this, synergy between the community and the National Police is needed. One of the National Police activities that is preventive in the traffic function is traffic education activities. This study aims to describe the implementation of traffic education activities in order to reduce the number of traffic violations in Purwakarta Police Station, dig deeper into the role of unit members in the Satlantas Purwakarta Police Traffic Unit and find out the factors that influence the Dikyasa unit in carrying out tasks to reduce the number violations of high school / vocational student traffic in Purwakarta district. This research is a descriptive qualitative analysis with field research methods. The focus of the research is the efforts made by the Purwakarta Police Traffic Unit in raising awareness of traffic discipline among high school / vocational high school students. Research data sources consist of primary, secondary and tertiary data. Data collection techniques using observations, interviews and document review. The validity of the data uses triangulation techniques. The data analysis process consists of data reduction, data presentation and drawing conclusions and verification. Based on the research that has been done, the results show that traffic education activities have less effect on reducing the number of Traffic violations in Purwakarta. Factors that influence the implementation of the Dikmas Lantas are inadequate number of Dikyasa Unit members, the function of the traffic education activities is not focused on one target, the material delivered is still in general and the condition of the community who have not responded to the rules. In carrying out the traffic education role, the Dikyasa Unit has carried out collaborations and made supporting programs. Then in the the traffic education activities communication process, it will require additional personnel and quality improvement of human resources by following specialization course, materials tailored to the needs of the community, media adapted to communicants, communicants are prioritized for high school students / Vocational Schools, as well as the effects / impacts arising from the traffic education activities are based on the objectives of Law No.22 of 2009 concerning Road Traffic and Transportation.

Abstract

The focus of this research is about the efforts of the Sabhara Unit in Preventing Theft by Weighting Through Two-Wheel Patrol in Cimahi Regional Police Station. The focus of this study is considered important because of the efforts. The problems raised in this thesis research are: (1) The description of the implementation of two-wheeled patrols in preventing criminal acts of theft by weighting at the Cimaho Regional Police Station, (2) There are factors that inhibit two-wheeled patrols so that theft occurs with weighting at the Cimahi Police Station (3) Efforts made by the Sabhara unit through a two-wheeled patrol in preventing theft by weighting. This study aims to analyze the Sabhara Unit's Efforts to Prevent Theft by Weighting Through Two-Wheel Patrol in Cimahi Regional Police Station. To analyze these problems, researchers used a qualitative approach with a holistic method. The use of conceptual framework in the form of theory and concepts is used as a knife of analysis by researchers in answering the formulated problems. Theories and concepts used by researchers are Management theory, Routine Activity theory, Sabhara concept, Patrol concept, Two Wheel Patrol concept. The findings during this research are (1) In the implementation of the two-wheeled patrol route the patrol route was determined based on the results of the monthly Cevahi police station anev meeting which was attended by the main officers of the Cimahi police station by looking at which areas there were many cases of theft by ballast. (2) Factors that influence two-wheeled patrols in preventing theft by weighting are still commonly found starting from within to outside factors so that the implementation of two-wheeled patrols is still less than optimal. (3) Efforts of the Sabhara Unit through two-wheeled patrol activities in preventing criminal acts of theft by weighting in the Cimahi Regional Police area by making efforts starting from planning, organizing, implementing, controlling and emphasizing on patrol routes based on monthly anev.

Abstract

This research is motivated by the criminal act of motor vehicle theft in the Garut police area which is still high, especially two-wheeled curanmor with the last 3 years increasing numbers. Repressive measures only resolve criminal acts that have occurred where the victim already exists and the loss suffered by the victim. Therefore, preventive efforts are better carried out by the Sabhara unit, so that the important point is the role of the Sabhara Unit, therefore research is conducted to find out the Role of Sabhara members in the implementation of Patrol, the factors that influence the implementation of this patrol towards the prevention of acts criminal motor vehicle theft. This research method uses a qualitative approach. Using descriptive analysis research methods, and was chosen because the results of the study in the form of translation and explanation. Data collection techniques by interview, observation, and document review. Meanwhile, teknk the validity of the results of research using data triangulation techniques. Based on the results of research that the efforts carried out by the Sabhara Police Garut Unit Patrol Unit are still not optimal or still have constraints in their implementation due to lack of several things such as infrastructure facilities, the number of patrol members, the budget, the number of police officers who implement dikjur, and public concern for environmental security . So that researchers have a suggestion that it is necessary to foster the ability of all patrol officers through appropriate planning and organization in the implementation of patrols and controllers are actively involved to control and supervise the implementation of patrols.

Abstract

Masalah kemiskinan dan pengangguran dapat mempengaruhi stabilitas keamanan negara salah satunya adalah kriminalitas. Setiap bulannya laporan yang masuk di Polres Garut berupa curanmor mengalami fluktuatif sehingga memerlukan perhatian yang ketat. Satuan Sabhara menjalankan tugasnya secara professional. Dalam hal ini Satuan Sabhara merupakan garda terdepan dalam pelaksanaan tugas patroli. Tujuan penelitian ini adalah mendeskripsikan pelaksanaan patroli satuan_sabhara dalam mencegah_tindak pidana_pencurian_bermotor, faktor yang menghambat serta mendukung patroli Satuan Sabhara dan upaya apa saja yang telah dilakukan oelah patroli Satuan Sabhara. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif. Lokasi penelitian ini berlangsung di Polres Garut, Jawa Barat. Teknik pengumpulan data menggunakan metode wawancara, studi dokumen dan observasi. Dalam menganalisa data, dilakukan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini mengungkapkan bahwa satuan sabhara Polres Garut telah melakukan tahapan yang sistematis, namun pada tahap planning, organizing, dan controlling tidak berjalan maksimal, Faktor yang mendukung kinerja satuan Sabhara adalah pengalaman berdinas anggota sudah lama. Untuk faktor yang menghambat adalah kualitas personel masih kurang. Polres Garut memiliki upaya – upaya untuk meningkatkan upaya patroli untuk mencegah tindak pidana pencurian kendaraan bermotor dengan metode Strong Point, akan tetapi belum terlaksana dengan maksimal dikarenakan dalam pelaksanaan giat Strong Point hanya memanfaatkan R4 tidak memanfaatkan R2 yang berdampak tidak dapat menjangkau tempat – tempat perumahan masyarakat yang rawan akan curanmor.
