Abstract

Theft of a motor vehicle is an event that lately often appears in the midst of society. The patrol conducted by the police, especially the Sabhara Police Sumedang unit, aims to foster community participation in uniformed police in the community so that the presence of the police can be useful to prevent the occurrence of kamtibmas disruption and other crimes in the community. The purpose of this study was to determine the description of motor vehicle theft, to find out what optimizations were carried out by the dialogic patrol unit to reduce curanmor, and to determine what factors influenced the implementation of dialogic patrols to reduce the curanmor by the Sabhara Unit of the Sumedang District Police. This study uses qualitative methods with descriptive analysis techniques. The location of this research is in the jurisdiction of the Sumedang District Police. All data were collected by observation, interview and document study methods. The validity of the data is used triangulation of sources, techniques and time. Data were analyzed using data reduction, data presentation and conclusion drawing. The results of this study stated that the number of muranmor in the Sumedang district police jurisdiction indicated that in 2017 there were 151 events, in 2018 there were 223 events and the last in 2019 there were 113 events and it occurred in urban areas such as Jatinangor, North Sumedang, South Sumedang , Cimanggung, and Cimalakama. Obstacles that exist in the implementation of dialogical patrol activities namely patrol activities cannot be carried out properly without the existence of supporting facilities and infrastructure. Related to the fuel budget is still a problem related to the implementation of patrol activities. For human resources, there is still lack of knowledge on patrol. The implementation schedule is not yet in accordance with the implementation.

Abstract

The purpose of this study was to determine the role of Bhabinkamtibmas in the context of preventing criminal acts of theft of two-wheeled motor vehicles in the jurisdiction of Depok Police Station. This study uses a qualitative approach with field research methods. Data analysis with data reduction, data presentation, and drawing conclusions. The results showed that the role of Bhabinkamtibmas in the framework of preventing criminal acts of theft of two-wheeled motor vehicles in the jurisdiction of the Depok Police Sector was not yet significant. Efforts made by Depok Police Bhabinkamtibmas in the framework of preventing criminal acts of stealing two-wheeled motor vehicles are guided by Article 16 of the Republic of Indonesia National Police Chief Regulation Number 3 of 2015 concerning Community Policing by promoting the Door to Door System program. The conclusion of this study is that the efforts of Bhabinkamtibmas in the context of overcoming criminal acts of curanmor have been in accordance with the Regulation of the Head of the Indonesian National Police Number 3 of 2015 concerning Community Policing, although it has not been effective. Recommendation. Depok Sector Police are advised to intensify counseling and outreach conducted by Bhabinkamtibmas.

Abstract

The background of this research problem is the acts of theft with violence that often occur in the Cirebon Regency. This study discusses the description of criminal acts of theft with violence in Cirebon Police, the role of Sabhara Unit patrols in preventing criminal acts of theft with violence in the Cirebon Police area, and the factors that influence the vigorous implementation of four-wheeled patrols of Sabhara Unit in efforts to prevent criminal acts of theft with violence in the Cirebon Police jurisdiction. This study uses a qualitative approach and data collection techniques by interviewing, observing, and studying documents. The research location was carried out in the Cirebon Police Region. The theory used in this research is the theory of routine activities and management theory, while the concept used is the concept of patrol, four-wheeled patrol, and theft with violence. The results showed that theft by violence was classified as a large number of criminal acts and the settlement of the case was still lacking. This is because there are deficiencies in the implementation of four-wheeled patrols, especially personnel, hard-to-reach areas and inadequate budgets. Cirebon Police conduct prevention efforts through Sabhara Patrol. Based on research conducted by the author, the problem of four-wheeled patrol is human resources, both from the police and from the community. The obstacle factor in the implementation of four-wheeled patrols is the lack of patrol personnel, the lack of fuel subsidies to support the implementation of patrols and the community itself does not want to participate in patrol implementation, especially to provide information about the situation and conditions around the environment. In addition, the vast area of ​​Cirebon Regency has resulted in several areas not yet reached by four-wheeled patrols. Suggestions can be given (1) Increasing the intensity of patrols in vulnerable areas and at hours prone to violent thieves, (2) Providing a budget to patrol at the beginning of the month so that patrol members no longer worry about unwanted problems in patrolling, (3) conducting training of Sabhara Unit personnel every six months so that personnel can understand the tasks and understand the proper implementation of patrols, (4) For patrol leaders it is recommended to use Whatsapp application for supervision of patrol implementation with video call feature so that members cannot lie in conducting patrols, (5) Utilization of timestamp camera applications in the documentation of patrol activities so that documentation can be held accountable to the leadership for its truthfulness.

Abstract

Penelitian ini dilatarbelakangi oleh adanya masalah sosial di bidang lalu lintas berupa kemacetan yang berakibat tidak tercapainya kamseltibcar lantas di Kota Bandung. Meningkatnya transportasi karena jumlah penduduk yang bertambah bukanlah sumber masalah satu-satunya, melainkan karena adanya pembangunan-pembangunan yang berdampak pada lalu lintas, sehingga memerlukan Analisis Dampak Lalu Lintas (Andalalin) guna mencegah kemacetan. Polrestabes Bandung bidang lalu lintas merupakan salah satu organisasi yang memiliki peran pada fenomena ini, maka perlu adanya kemampuan yang mumpuni berkaitan dengan Andalalin. Penelitian ini bertujuan untuk mengetahui sejauh mana kondisi kemampuan yang dimiliki personel satlantas Polrestabes Bandung dalam melakukan pengkajian Andalalin. Permasalahan tersebut dibahas menggunakan teori kompetensi, teori analisis SWOT, dan teori kerja sama, serta beberapa konsep peraturan perundang-undangan seperti UU No. 22 Tahun 2009, PP RI No. 32 Tahun 2011, serta Permenhub No. 75 Tahun 2015. Penelitian tersebut dilakukan dengan metode pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dengan wawancara, observasi, dan studi dokumen. Teknik analisis data dengan reduksi data, sajian data, dan verifikasi. Berdasarkan hasil penelitian menunjukkan bahwa masih kurangnya kemampuan yang dimiliki personel satlantas Polrestabes Bandung, yang dinilai dari indikator pengetahuan, keterampilan, dan perilaku. Adapun faktor-faktor yang memengaruhi kemampuan personel dianalisis melalui faktor internal yang terdiri dari kekuatan dan kelemahan, serta faktor eksternal yang terdiri dari peluang dan ancaman. Pelaksanaan Andalalin dibahas menggunakan konsep Permenhub No. 75 Tahun 2015. Kesimpulan dalam penelitian ini menunjukan bahwa secara umum personel satlantas Polrestabes Bandung belum mengerti tentang Andalalin. Maka penulis memberikan saran perlu adanya sosialisasi terkait Andalalin serta peningkatan peran Pusdik Lantas secara spesifik.

Abstract

The background of this problem appear because the high number of traffic violations cases, undisciplined society that have impact on accidents and the lack of information about Karawang resort police traffic. Carried out an approach with society through counseling by deliver messages using the Instagram application that conducted by Dikmas Lantas. This research aims to find out whether Utilization of Counseling With Instagram as Communication Media by Dikmas Lantas has been carried out properly, and factors that influence the implementation of counseling through Instagram that requires a system or mechanism to facilitate Dikmas Lantas’ duties. Theory used to analyze the focus of the research are management theory and communication theory. The concepts used are consept of utilization, Instagram, Dikmas Lantas, Kamseltibcar Lantas, Social Media, Perkap No. 21 Tahun 2007 Binluh, and Perkap No. 3 Tahun 2015 Polmas. Systematic reseach method is qualitative approach. This type of research is descriptive research. Data sources of this research are primary and secondary data. Data collection techniques are by interview, observation, and document review. Location is in Satuan Lantas in Karawang Resort Resort Police jurisdiction. Validity with triangulation. Data analyze uses Interactive Analysis model. The results of this research found that counseling by using Instagram application that analyzed by sections 8,9 Perkap No. 21 Tahun 2007, 11 poin B Perkap No.3 Tahun 2015, and communication theory. Management functions have not been implemented optimally. The influencing factors are supporting and obstacle factors which are analyzed by management elements. Conclusion from Utilization of social media Instagram by Dikmas Lantas in manifesting Kamseltibcar Lantas has been implemented but not yet optimally. Constructive suggestion comprise suggestion to optimize operational support. Dikmas Lantas should allocate credit budget. And optimize supporting factors implementing Kamseltibcar Lantas counseling through Instagram.

Abstract

Juvenile delinquency that occurs around the Purwakarta City Police Station jurisdiction is very unsettling to local residents. In addition, this juvenile delinquency has infected various social elements, it also makes the future of a teenager become a little constrained. This juvenile delinquency is usually done by unscrupulous elements. The researcher used several theories and concepts such as communication theory, management theory, Community Police Officers (Bhabinkamtibmas) concept, sambang concept, and role concept. By using a qualitative approach with a descriptive analysis design, this method was used in order to obtain the broadest picture of the problem that occurs. Qualitative approach provides descriptive data in the form of words orally delivered by the primary source during an interview. Therefore, an in-depth exploration of the problem can be carried out. The results of the study found that: (1) the development of juvenile delinquency had infected all elements of adolescents; (2) the role and the function of Community Police Officers (Bhabinkamtibmas) to prevent the rise of juvenile delinquency is still participatory and less functioning; (3) The influencing factors are found out to be internal and external. Internal factors such as human resources, budget, facilities, and infrastructure and leadership policies. External factors such as community participation, cooperation, and social communication. From the results of the study, the researcher provides a suggestion to Community Police Officers (Bhabinkamtibmas) to use the sambang system because it is considered to be more effective to enter the families of the perpetrators. In addition, the researcher suggests that the head of the district police to add more Community Police Officers (Bhabinkamtibmas) personnel in the Purwakarta city Police Station, to take a part in the vocational education of Community Police Officer (Bhabinkamtibmas), to provide a two wheeled vehicles such as motorcycle, and to consider the leader's policy.

Abstract

Crimes of motor vehicle theft are rife in the jurisdiction of Cirebon Police. In the past three years (2017-2019) there has been a crime of fraud which has always increased. In this regard, the role of the Turjawali Unit patrol becomes very important because the activities carried out by the Turjawali Unit will prevent the emergence of intentions and opportunities for perpetrators of fraud so that the implementation of patrol is a preventive effort by the National Police in providing security and peace to the public. Although the Satsabhara Turjawali Cirebon Police Unit has carried out petrol, the crime of motor vehicle theft still occurs in Cirebon Police jurisdiction, this is because there are still limited capabilities of the Turjawali Unit in carrying out patrols and also because the people are less concerned in securing motorized vehicles. Inadequate security results in the appearance of criminal intentions and opportunities for perpetrators to commit crimes. The motivation of perpetrators of motor vehicle theft is generally due to economic reasons. In conducting patrols there are internal and external problems. Internal problems include the limited personnel of the Turjawali Unit Sabhara Unit, no personnel has technical skills because there is no personnel participating in vocational education at FT Sabhara, limited facilities and infrastructure, budget limitations, and the lack of effective patrol methods. While external problems include the level of unemployment of society leads to criminality and lack of public awareness in securing motor vehicles. Matters relating to internal problems are expected to be more optimal and effective when managed properly using the management function theory of George F Terry while external problems are expected to be able to pay close attention to the routine activity theory of Marcus Felson and Robert K.Cohen specifically to prevent crime from occurring theft of motorized vehicles should be undertaken there are 3 (three) elements together which include: 1). Motivated performers. 2). Striking targets are making the attention of victims of crime; 3). The existence of safeguards that can guard over people, goods the target. From the results of the study, the researchers give suggestions, among others: Addition of personnel of the Turjawali Unit, improvement of the technical abilities of patrol members of the Sabhara Unit Turjawali Unit by holding education and training, increasing dialogical patrol programs with 4 wheels and 2 wheels, and increasing cooperation with the community and other agencies. Abstract

The development of the era that is currently entering industrial revolution 4.0 requires the Police to provide maximum service to the community. In line with the 7 priority programs of the National Police Chief, particularly on point 2, which is the strengthening of national security and order which includes early detection, Intelkam's technical functions as a unit of police functions that have the responsibility for early detection innovate by presenting special intelligence tools as an effort to increase capabilities, one of which is the Surveillance Car . The purpose of this research is to describe the utilization of Surveillance Car technology by the Intelligence Unit and find factors that influence the use of the Surveillance Car technology by the Intelligence Unit. This study uses a qualitative approach with descriptive analysis techniques. Theories and concepts used are management theory, consisting of elements of management theory and seven steps operational management, the concept of utilizing information technology. The findings of this study are the lack of knowledge and ability of human resources in mastering technology and the lack of utilization of Surveillance Car technology by the Intelligence Unit which is caused by many inhibiting factors. It was concluded that the utilization of Surveillance Car technology by Sat Intelkam was still not optimal and there were still factors that inhibited the use of the technology.

Abstract

Penelitian ini dilatarbelakangi oleh bertambahnya kasus curanmor roda dua yang diakibatkan oleh padatnya dan penuhnya lapangan parkir di Kecamatan Coblong. Upaya represif yang telah dilaksanakan tidak membuahkan rasa jera terhadap para pelaku sehingga diperlukan adanya upaya preventif yang dikedepankan. Untuk itu, dilakukanlah penelitian yang bertujuan mendeskripsikan peran Bhabinkamtibmas yang dilaksanakan oleh Unitbinmas Polsek Coblong dan faktor-faktor yang memengaruhi. Penelitian ini dilakukan dengan pendekatan kualitatif, menggunakan metode penelitian deskriptif. Lokasi penelitian dilaksanakan di wilayah hukum Polsek Coblong. Sumber data yang digunakan dalam penelitian ini adalah sumber data primer, sekunder, dan tersier. Teknik yang digunakan penulis dengan menggunakan teknik wawancara, observasi, dan studi dokumen. Untuk menentukan validitas suatu data penulis menggunakan teknik triangulasi. Teknik yang digunakan penulis dalam menganalisis data dengan menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, pelaksanaan penyuluhan yang dilaksanakan oleh Bhabinkamtibmas Polsek Coblong sudah dilaksanakan dengan baik, namun kasus curanmor yang terjadi di Kecamatan Coblong masih meningkat, karena penyuluhan yang dilaksanakan belum terfokus pada suatu masalah tertentu dan kurang efisien. Selain itu, banyak faktor-faktor yang menghambat peran Bhabinkamtibmas dalam melakukan penyuluhan seperti faktor sumber daya manusia, anggaran, sarana dan prasarana. Kesimpulannya, penyuluhan yang dilaksanakan oleh Bhabinkamtibmas belum sepenuhnya efektif. Upaya pencegahan yang dilakukan masih belum terfokus pada suatu masalah, fokus penyuluhan terlalu luas mengakibatkan sulit dipahami oleh masyarakat dan khususnya mahasiswa. Hambatan dalam penyuluhan juga dirasakan oleh Bhabinkamtibmas karena sulit untuk mengatur waktu untuk melaksanakan penyuluhan kepada mahasiswa. Oleh karena itu, perlu adanya pembagian tugas sesuai dengan Hubungan Tata Cara Kerja yang berlaku dan penyuluhan yang terpusat.
