Abstract

Indonesia sedang dihadapi oleh permasalahan tranportasi yang semakin meningkat seiring dengan bertambahnya jumlah masyarakat yang ada serta pemberlakuan otonomi daerah mempengaruhi tingkat perekonomian setiap daerah berbeda sehingga akan muncul tingkat pengangguran yang semakin meningkat serta potensi dari Curanmor itu sendiri, sehingga diperlukan peran Bhabinkamtibmas untuk menanggulanginya. Penulis mengajukan empat permasalahan dalam penelitian ini, yaitu tentang; (1) Bagaimana Modus Operandi Tindak Pidana Curanmor (2) Bagaimana pelaksanaan peran Bahbinkamtibmas dalam menanggulangi Tindak Pidana Curanmor (3) Apa saja upaya yang dilakukan Bhabinkamtibmas (4) Apa saja kendala yang dihadapi Bhabinkamtibmas dalam menanggulangi Tindak Pidana Curanmor. Dalam menganalisis permasalahan tersebut, peneliti menggunakan metode field and research dengan pendekatan kualitatif, dengan teknik pengumpulan data: observasi, wawancara dan pemeriksaan dokumen. Teori dan konsep yang penulis gunakan dalam penelitian ini yaitu teori manajemen, teori peran, teori komunikasi, konsep bhabinkamtibmas, konsep promoter dan konsep pemolisian masyarakat. Teknik analisis data yang digunakan meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian dan simpulan penelitian ini menunjukkan bahwa (1) Modus opeandi dari tindak pidana curanmor itu sendiri sering terjadi adalah dengan menggunakan kunci T atau kunci (2) Peran bhabinkamtibmas yang dilakukan di Polres Garut adalah kunjungan rumah ke rumah serta memberikan bimbingan kepada masyarakat dan komunitas namun peran tersebut belum optimal. (3) Kegiatan yang dilaksanakan di Polres Garut yaitu, sambaing door to door, anjangsana dan pembentukan FKPM. (3) Kendala yang mempengaruhi antara lain adalah kurangnya personil, sarpras yang digunakan, motivasi personil, kultur budaya dan pemahaman masyarkat yang kurang terhadap konsep bhabinkamtibmas. Dari temuan penelitian tersebut, penulis menyarankan kepada Kapolres Garut agar serius menghadapi permasalahn Curanmor mengingat angkat Tindak Pidana ini sangat tinggi setiap tahunnya dan mmerintahkan Bhabinkamtibmas lebih intensif dalam melaksankan tugasnya.

Abstract

Public transportation in Bandung has a long route and plays and takes a lot of time. This has caused many students to switch from public transportation to private vehicles such as motorbikes. The high number of students who use private vehicles without following self-awareness in an orderly traffic often leads to traffic accidents. The number of traffic accidents committed by students is the responsibility of the Dikyasa Unit. To overcome this the Bandung Polrestabes Dikyasa Unit provides Dikmas Lantas through the Safety Riding program. This research uses a qualitative approach with interviews to explore deeper facts. Resource persons in this study were selected by researchers based on certain considerations. Theories and concepts used by researchers are management theory, the concept of Safety Riding, the Dikmas Lantas concept, and the Student concept. The research findings show that traffic accidents by students in the city of Bandung are the result of lack of awareness from within the student, the influence of association, long distance to school, as well as the indifference of parents. But in its implementation the activity has not been carried out as it should and is not optimal. Factors that influence the implementation of the Safety Riding program carried out by the Bandung Polrestabes Dikyasa Unit in accordance with the theory of management elements, that these factors are divided into two namely internal and external factors. The internal factors include: the minimum number of peronil, the density of Dikyasa unit activities, inadequate budget. The positive factors or those that can support include: a high willingness to learn personnel, and Dikyasa units have a good strategy. External factors that can affect activities include: Lack of demand from schools, and students who do not fully support activities.

Abstract

This study aims to look at how the empowering role of Pam Swakarsa by Binkamsa Unit in preventing the crime of theft by weighting in Majalengka Police area. There are several factors that cause nozzle case occurs, the living environment, work environment, economic factors and others. The research on the role of security guard by the Binkamsa Unit is intended to improve the performance of the Binkamsa Unit so that it can provide maximum guidance to the Security Guard. Therefore, a study was conducted to find out the general picture of Curat criminal acts in Majalengka, the implementation of security guards by the Binkamsa Unit, and the factors that influenced the process of empowering security guards by the Binkamsa Unit. This research was discussed using concepts and theories, namely using the concept of criminal offenses Article 363 of the Criminal Code, the concept of the Binkamsa Sop Unit, the concept of roles, the concept of empowerment, management theory and the theory of management elements (6M). The approach used by researchers is a qualitative approach, using descriptive analysis methods and data collection techniques through observation, interviews, and document review. This study was discussed using concepts and theories, namely using the concept of Curat criminal acts article 363 of the Criminal Code, the concept of the Binkamsa Sop Unit, the concept of roles, the concept of empowerment, management theory and elements of research. in the past four years. The role of the security guards carried out by the Majalengka District Police Binkamsa Unit has not been maximized due to several obstacles. These constraints include the lack of personnel, the quality of human resources has not been evenly distributed, there is no budget that supports the empowerment process, lack of planning and administrative arrangements that are not orderly and still lack of coordination from the security service provider or security guard service users. From the findings of the study, the authors recommend the Majalengka District Police to increase the number of personnel and the provision of Dikmas Binmas personnel, make good planning so that each activity can be carried out, realize the amount of the existing budget, build good relations and communication with the security guards and security service users. in the Majalengka region. ur management (6M). Abstract

The background that underlies this research is an increase in the number of drug abuse in Indonesia, especially in the Majalengka area, which has increased in the last 4 years. Therefore, a study was carried out aimed at finding a general picture of the Majalengka area, binmas unit of Majalengka Regional Police and drug abuse that occurred in Majalengka. In addition, it is also to find out the factors that influence and the steps taken in conducting counseling to prevent drug abuse. This research uses a qualitative approach and uses data collection techniques through observation, interviews and document studies. The results showed that the role of counseling by the Binmas Unit in preventing drug abuse in the Majalengka District Police jurisdiction was still not optimal. Although there is cross-functional cooperation to conduct counseling so that the material conveyed by the community can be well absorbed, there are still obstacles in the organization in the form of a lack of quantity and quality of members, so it impedes organizing activities. Then the counseling that was done was also still not in accordance with the applicable rules, which in the article were done with eight methods, only done with three methods. Overall managerial activities are still hampered, the counseling activities carried out by the Binmas Unit have not been maximized. Guided by the results of research conducted, the authors suggest to support the success in counseling activities in preventing drug abuse in the jurisdiction of Majalengka Regional Police in the need for more education for Binmas Unit personnel about. Then the leadership's attention is needed on the quantity of personnel in the Majalengka Police Binmas Unit because it does not meet the DSP. In addition, the authors also suggest conducting training to members of the Binmas unit about the material to be conveyed to the public in the form of general knowledge about drugs, the dangers of drugs as well as the law that ensnare them.

Abstract

This research is focused on how the role of Bhabinkamtibmas in handling and preventing radical understanding in the Bandung Polrestabes area. The focus of this study is concerned as necessary since radicalism is able to jeopardise the existence of sovereignty and ideology. However, the presence of radical groups is not a concern for the leadership of Bandung Police. The issues raised in this research are: (1) What are the roles of Bhabinkamtibmas in preventing radical understanding in the Bandung Police Resort today ?; (2) What are the systems and methods of Bhabinkamtibmas in preventing radical ideas ?; (3) What are the support and inhibit factors in the role of Bhabinkamtibmas to prevent radical ideas?;This study uses a qualitative approach with descriptive methods. Sources in collecting data in the form of primary and secondary data sources, by observation, interview, document review techniques. Theories and concepts used are the Theory of Role, the Theory of Management related to POAC & 6M analysis, the theory of communication, as well as Bhabinkamtibmas Concepts, Promoter Concepts, Radicalisation Concepts, Radicalism Concepts, and Technology Utilisation Concepts. The findings of this study include: (1) Five roles have been implemented, yet still not global; (2) The method and system have not been achieved and the Bhabinkamtibmas program one day visiting five houses is not yet appropriate. Also, the standard of competence and mastery of material radicalism has not yet been met. (3) The supporting factors are organisational structure, support from the other functions, technology development, community support, and cross-agency collaboration. Whilst the inhibiting factors are geographical location, low level of education, limited coordination, high poverty, the spread of radical groups and radical understanding, in line with the weak supervision function of Kasat Binmas, the program of one Bhabinkamtibmas to visits five houses every day, organisational policies, inadequate regulations related to Bhabinkamtibmas, and lack of human resources. Based on the results of the study, the authors propose that competency tests and training programs might be carried out, compile sustainable action plans, technology development, anev of village classification standards, and improvement of funds related to salaries of Bhabinkamtibmas.

Abstract

This research aims to describe the role of Unit of the traffic unit of the police of Cirebon Polresta through Diknas then in reducing the breach of motor vehicle two wheel among high school students in the territory of Cirebon Polresta. The theories and concepts used by the authors in answering problems are management theory, communication theory, concept of the role, the concept of traffic violations, and the concept of Dikmas thus. The research was done with a qualitative approach and used the type of field research. The findings of this research is the role of the Dikyasa unit through Dikmas then in reducing the breach of motorised vehicle of two wheels among high school students in Cirebon Polresta is a vital thing, but still a little to the high school students. In the implementation of Dikmas then, the implementation of POAC management theory is needed to be applied to the role of Dikmas then and communication theory to be accepted by high school students. The research findings indicate an internal, unbalanced factor between the area of Cirebon Regency, the number of high school students, and the number of Dikyasa Unit personnel. In addition, there are external factors also derived from the lack of awareness of the driving of high school students in the road traffic. This factor makes the implementation constraints Dikmas then become less maximum. Based on the results of the research, the author suggests that the management of personnel members of Satdan, especially the member of Dikyasa Unit is done better and can maximize efforts in reducing traffic violations among high school students in Cirebon's Polresta law area.

Abstract

Penelitian ini dilatarbelakangi oleh maraknya aksi curanmor di Kota Bandung yang menimbulkan gangguan kamtibmas dan berujung pada keresahan di masyarakat. Oleh karena itu, diperlukanlah penelitian yang bertujuan untuk mendeskripsikan pelaksanaan patroli yang dilakukan Satuan Sabhara Polrestabes Bandung, dan mengidentifikasikan bentuk upaya patroli yang dilakukan untuk mencegah curanmor. Jenis penelitian ini adalah deskriptif analisis dan menggunakan pendekatan kualitatif. Sedangkan, teori dan konsep yang digunakan untuk menjawab permasalahan yaitu, teori revitalisasi, teori pencegahan kejahatan situasional (situational crime prevention), konsep curanmor, konsep patroli satuan sabhara, dan konsep manajemen oleh Collier.

Abstract

This research is motivated by the high number of criminal acts of curanmor in Kuningan Police. Related to this, the purpose of this study is to describe the picture of a motor vehicle theft, describe the role of the Kuningan Police Sabhara Patrol Unit in the prevention of curanmor and describe the factors that influence why the occurrence of the curanmor and the obstacles of the Sabhara Unit it self in preventing curanmor. The theories and concepts used are routine activity theory, management theory, management elements theory, role concepts, sabhara concepts, prevention concepts and patrol concepts. This research, the approach used is qualitative and the method used is analytical descriptive. Data collection techniques used were interviews, direct and documented observations, and study of documents. Furthermore, the data obtained were analyzed by data reduction, data display, and conclusions. The results showed that the crime of motor vehicle theft in the jurisdiction of the Kuningan police was included in a prominent crime. Prevention efforts made by the Kuningan Police Sabhara Unit by optimizing the implementation of the patrol role starting from the form of patrols, implementation, routes, targets, and vulnerable times. The conclusion of the occurrence of motor vehicle theft is urged by the economic needs of the perpetrators and their ignorance and the unconsciousness of the community towards its own environmental security. The implementation of patrols is also less than optimal due to obstacles such as lack of budget for fueling motor vehicles, and the lack of patrol members. The advice that can be given in this research is the need for better management of Kasat Sabhara himself in carrying out his duties, especially in prevention efforts.

Abstract

This research is motivated by an increase in motor vehicle theft rates in Purwakarta Police Precinct. The Republic of Indonesia National Police make preventive efforts, one of which is by conducting patrol activities to prevent the occurrence of motor vehicle theft. Therefore, a study was conducted to find out about the role of two-wheeled Sabhara patrol units in Purwakarta Polres in order to reduce the number of motor vehicle theft in the Purwakarta Regency area, as well as to find out what factors hampered the implementation of Sabhara's two-wheeled sabhara patrol unit. The theory used is crime prevention theory and the theory of patrols about patrol. While the concept used is the concept of role, the concept of patrol, and the concept of two-wheeled patrol. The study was conducted with a qualitative approach, a type of descriptive survey research, data collection techniques used were interviews, document review, observation and research instrument sheets. The results of the study found the conclusion that the criminal acts of motor vehicle theft that occurred in Purwakarta Regency often occurred because of the many factors causing the crime. The negligence factor of the community as well as from the party of the criminal offender who committed the crime due to certain factors. In this case the role of the sabhara two-wheeled patrol unit is still not optimal and there are many shortcomings at each stage of the activity. The shortcomings regarding the implementation of the Sabhara two-wheeled patrol were not yet optimal. While the inhibiting factors of the role of two-wheeled patrols in carrying out their duties are Sarpras factors, personnel factors, personnel capability factors, and community factors. Research suggestions to maximize the role of the sabhara two-wheeled patrol unit (1) pay more attention to the sabhara two-wheeled patrol unit in Purwakarta Police Station, (2) Routine check about patrol task implementation, (3) give patrol member chance to finish vocational learning, (4) increase vacilities and equipment to patrol member

Abstract

Provinsi Jawa Barat menempati urutan keenam kejahatan terhadap hak/milik tanpa penggunaan kekerasan dengan jumlah kriminalitas sebesar 4.841 di Indonesia setelah Provinsi Sulawesi Tengah (disadur dalam BPS Kriminalitas, 2019). Berdasarkan data yang diperoleh dari Intel Dasar Kabupaten Sumedang tahun 2019 wilayah Jatinangor merupakan wilayah rawan kejahatan. Mayoritas kejadian kejahatan adalah pencurian, dengan modus operasi merupakan pencurian kendaraan bermotor. Permasalahan yang timbul di wilayah Jatinangor tersebut menarik peneliti untuk mengetahui bagaimana tindakan kepolisian mengatasi curanmor dengan Satuan Unit Sabhara melakukan patroli untuk menekan jumlah curanmor yang terjadi. Manajemen organisasi Unit Sabhara dibutuhkan untuk mencapai tujuan berkurangnya jumlah curanmor. Pelaksanaan tugas pokok yang dimiliki Unit Sabhara telah tercantum pada Pasal 23 Perkabaharkam Polri no 1 tahun 2017 akan dianalisis menggunakan teori manajemen dari George R. Terry. Penelitian ini menggunakan pendekatan kualitatif dan metode studi lapangan (field research). Penelitian ini adalah penelitian kualitatif yang menggunakan metode wawancara, observasi, dan pemeriksaan dokumen. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa upaya pencegahan yang dilakukan patroli roda empat unit sabhara belum memberikan dampak yang signifikan untuk mengurangi angka tindak pidana curanmor di wilayah Polsek Jatinangor. Penelitian ini juga menemukan bahwa terdapat faktor-faktor yang mempengaruhi patroli roda empat unit sabhara yaitu, faktor pendukung seperti sarana dan prasarana yang memadai, anggaran patroli yang mencukupi, serta faktor penghambat seperti, peran masyarakat yang masih apatis, sasaran patroli dimana mobil patroli tidak dapat memasuki jalan/gang sempit, dan personel yang tidak memadai.
