Abstract

The research in this thesis was motivated by the increasing number of motor vehicle thefts in the Pemalang Police District, but not accompanied by the resolution of cases. The research in this thesis aims to: (1) describe how the performance of the Satreskrim Polres Pemalang in uncovering the crime of theft (2) To find out what efforts are being made by the Satreskrim Polres Pemalang to optimize the performance of members in uncovering the crime of theft (3) to find out What are the factors that influence the performance of the Criminal Investigation Unit of the Pemalang Police in uncovering the crime of theft. In this study the authors used a qualitative approach with field research methods. Data collection techniques were carried out through interviews, observation and document studies. The theory used is the theory of management theory, the theory of SWOT analysis of the concept of management of criminal investigations based on the National Police Chief Regulation No. 6 of 2019. From the research results obtained data, namely: there are still many Satreskrim personnel who have not attended detective vocational education, the number of personnel is still lacking if compared to the personnel list. The handling of motor vehicle theft by the Criminal Investigation Unit of the Pemalang Police is guided by Perkap No. 6 of 2019 concerning the management of investigations but in its implementation it has not been carried out optimally so that it affects the performance of personnel. The conclusion is based on the results of the author's research that the performance of Satreskrim members is influenced by factors that influence both internally and externally. The advice given by the author based on the research that has been done is to submit recommendations to the leadership regarding the addition of the Criminal Investigation Unit personnel and recommending the detective personnel to take part in research development and vocational education, as well as submissions related to the problem of adding infrastructure and budgets to support the handling of motor vehicle theft. .

Abstract

The Samapta unit has the task of preventing criminal acts through preventive efforts. One of the preventive efforts is control, protection, escort, and patrol. Patrol is an effort to prevent disturbances of Public order and safety through police actions, this is regulated in Perkabaharkam Polri Number 1-2017th. In the Klaten Regency area, the crime of theft with weighteened been a disturbing crime. The crime of theft with weighteened is a challenge for the Klaten’s Police in creating Public order and safety. Therefore, in this study, the researcher wanted to explore how the 2-wheeled patrol efforts in preventing the crime of theft with weighteened and what actions were made to decrease the number of these crimes. This research was prepared using a qualitative approach and based on field research. In discussing the implementation and efforts of 2-wheeled patrols to prevent the crime of theft with weighteened, this study was analyzed using POAC theory, SWOT theory, and the concept of 2-wheeled patrol in accordance with Perkabaharkam Polri Number 1-2017th, concern to Patrol. The conclution from this project is the implementation and efforts of the 2-wheeled patrol unit of the Klaten’s Samapta unit were not maximized. This was analyzed by using the POAC and SWOT theory by finding that the use of 2-wheeled vehicles was not optimal, did not follow patrol’s SOP, lack of personnel, lack of education on personnel capacity development, the utilization of equipment is still neglected, and didn’t accordance to Perkabaharkam Polri Number 1-2017th.

Abstract

Kamseltibcarlantas which stands for security, safety, order, and smooth traffic is a situation where traffic users feel good, and feel safe, free from fear of the threat of obstacles or disturbances. Kamseltibcarlantas in Surakarta has not been realized due to the high number of accidents, this study aims to find out how the efforts, and cooperation of the Surakarta Police Kamsel Unit in preventing traffic accidents to realize Kamseltibcarlantas. The approach chosen in this paper uses a qualitative approach. The reason the author took qualitative is to be able to see more deeply about social phenomena that occur in the field and to be able to provide problem-solving to find the efforts that have been carried out. And, so that the author can explain the results of writing and can explain the urgency of this writing. Based on the results of interviews, observations, and data processing at the Kamsel Unit of the Surakarta Police, it was found that there was a shortage of human resources, the absence of personnel conducting Dikjur/Dikbang, lack of budget, unbalanced Dikmas following the Head of Police's Juklak on Dikmas, and poor condition of facilities and infrastructure as well as support. owned by the Unit Kamsel Polresta Surakarta. Based on the results of the study, it was concluded that Kamseltibcarlantas had not been realized due to the lack of optimal accident prevention efforts by the Kamsel Unit caused by internal factors, namely human resources, budget, methods, and infrastructure as well as external factors including the lack of APILL on Surakarta roads, poor lighting, unorderly parking locations. , and the situation of the Surakarta area. So the Surakarta Police Kamsel Unit needs to optimize efforts to prevent traffic accidents.

Abstract

This research is based on the low crime clearance condition of Satreskrim Polres Klaten. This is evidenced by the case resolution report obtained from 2019-2021. In the 2019-2021 case resolution report, crime clearance crimes handled by the Klaten Police Station are generally in good condition, but especially in curanmor crimes, crime clearance has decreased every year and is in a very low condition. The author conducts research on the investigation of the curanmor crime with a qualitative research approach with descriptive types of research. There are two formulations of problems that will be the focus of research, including on the implementation of curanmor criminal investigations and about the competencies possessed by Klaten Police Satreskrim personnel. This method of collecting research data through interviews, observations, and document studies by validating data through engineering triangulation, source triangulation, and time triangulation. To analyze the problems in this study used several concepts and theories to analyze problems that have been formulated before. The concept used is the concept of investigation according to Perkabareskrim No. 1-4 of 2014 concerning SOP Criminal Investigation, and Precision Concept. While the theory used is Management Theory, Competency Theory, and SWOT Analysis Theory. The results found include the still not optimal implementation of curanmor criminal investigations and still not optimal competence possessed by personnel of satreskrim klaten police. Therefore, the author formulated several problem solving of the problems faced in a way and innovation formulated to optimize the implementation of curanmor criminal investigations and competencies possessed by Klaten Police Satreskrim personnel so that curanmor crimes can be revealed and crime clearance can be increased so that precise law enforcement can be realized.

Abstract

The background of writing this final project is the high number of accidents that occur on Jl. Surakarta veteran for the last five years. The purpose of writing this final project aims to describe the problems that cause problems and find solutions with the hope that the number of accidents on Jl. Surakarta veterans are declining. The author uses SWOT Analysis Theory and Management Theory then the author also uses the concept of Social Education and the concept of effort. With the research area at Polresta Surakarta, writing this final project uses a qualitative approach and data collection techniques of observation, interviews, and document studies. The results of this study found several problems in the implementation of traffic accident prevention on Jl. Veterans of Surakarta and also problems with the efforts of the South and West Security Unit to prevent traffic accidents on Jl. Surakarta Veterans. The conclusion that the author got during the research is not a concern that Jl. Veteran Surakarta is accident prone but Jl. Surakarta Veterans have been classified as accident-prone points by the Surakarta Police Traffic Unit.

ABSTRAK UPAYA KEGIATAN PATROLI LALU LINTAS DALAM MENCEGAH KECELAKAAN LALU LINTAS DI WILAYAH HUKUM POLRESTABES SEMARANG Satuan Lalu Lintas Polrestabes Semarang membawahi beberapa unit yang bertanggung jawab atas tugasnya masing-masing, salah satunya adalah Unit Turjagwali selaku penanggung jawab terselenggaranya keamanan, keselamatan, ketertiban, kelancaran dalam berlalu lintas (Kamseltibcar lantas) di Kota Semarang. Dapat dipastikan arus lalu lintas yang ada di Kota Semarang cukup padat. Hal tersebut berdampak pada jumlah kecelakaan lalu lintas yang masih tinggi terutama roda dua walaupun ditengah pembatasan sosial masyarakat. Penulis menggunakan teori Manajemen (POAC), Unsur manajemen (5M), konsep kecelakaan lalu lintas, konsep polisi lalu lintas, dan konsep upaya untuk mengupas temuan serta permasalahan yang ditemukan pada saat penelitian. Penelitian ini menggunakan pendekatan kualitatif. Fokus penelitian ada pada upaya patroli dalam mecegah kecelakaan lalu lintas roda dua dengan sumber data dokumen, observasi, serta wawancara anggota dan pimpinan, kemudian validitas data dibuktikan dengan triangulasi data, teknik analisis data berupa reduksi data, penyajian data dan penarikan kesimpulan. Temuan yang didapatkan saaat giat patroli yang dilakukan Unit Turjagwali Satuan Lalu Lintas Polrestabes Semarang ialah ketidak sesuaian pelaksanaan dengan Standar Operasional Prosedur (SOP) yang berlaku di lingkup Polrestabes Semarang serta ketidak sesuaian anggota yang bertugas dengan plotingan yang ditentukan sebelumnya, hal tersebut jg disebabkan kurangnya pengawasan pimpinan terhadap pelaksanaan patroli lalu lintas. Dengan demikian penulis memberikan pemecahan masalah berupa sosialisasi SOP terhadap anggota yang bertugas, serta meningkatkan pengawasan pimpinan terhadap anggota yang bertugas dan pelaksanaan patroli. Dalam peningkatan upaya patroli dalam mencegah kecelakaan roda dua ditemukan anggota yang belum melaksanakan pelatihan lalu lintas, kurangnya dana untuk pemeliharaan dan perawatan sarana dan prasarana, serta kurang tepatnya metode yang dipilih sesuai dengan sasaran patroli. Penulis memberikan pemecahan masalah dengan memberikan latkatpuan kepada anggota yang belum pernah mengikuti pelatihan, meminimalisasi anggaran opersional tanpa menurunkan kualitas operasional serta memilih metode patroli sesuai dengan sasaran. TEGAL RESORT POLICE EFFORT THROUGH TRAFFIC EDUCATION TO REDUCE TRAFFIC ACCIDENTS IN ORDER TO REALIZE TRAFFIC SAFETY EVAN ADHI PRATAMA, NO. AK 18,099, adhipratamaevan746@gmail.com Along with the times, the rate of increase in motorized vehicles continues to increase both in terms of number and technology. According to the Indonesian Central Statistics Agency, in 2020 the rate of motorized vehicles in Indonesia increased by 5.9% and every year in Indonesia motorized vehicles have increased by an average of 6.49%, but the increase in motorized vehicles is also followed by the number of traffic jams, violations, and traffic accidents. In terms of driving, there are still many Indonesian people who do not understand the proper and correct driving procedures. Most of these people can only drive without knowing good and correct driving procedures. This is a major factor in the occurrence of traffic accidents. The author limits the scope of the focus of writing by focusing on the object under study so that the problems discussed do not widen and the author uses a qualitative method in which the author focuses on problems that occur in the efforts of the Kamsel Unit in the implementation of social services and then in order to reduce the number of traffic accidents in the jurisdiction of the Tegal Police. . Seeing from the data that the author got, in the jurisdiction of the Tegal Police, there are still many traffic accidents that occur due to the number of traffic violations as well. In the application of this qualitative method, the author examines directly in the field, but not all events in the field are examined, only problems related to the object studied by the author. The author applies the concepts and theories that have been described previously where these concepts and theories will sharpen the author's analysis in focusing the problems that will be examined by the author. The Traffic Unit is the main implementing agency in the resort area under the Head of the Resort Police, led by Head of Traffic, Adjunct Police Commissioner Dwi Himawan Chandra, S.ik., M.M. So that the Tegal Police Traffic Unit is the main implementer of traffic problems in the Tegal Police jurisdiction.

Abstract

ABSTRAK Upaya Patroli Satuan Samapta Guna Pencegahan Tindak Pidana Pencurian dengan Pemberatan di Wilayah Polres Karanganyar Nama Taruna : Geraldo Wetebossy No. Ak : 18.226 Penelitian ini dilatarbelakangi karena tingginya angka tindak pidana pencurian dengan pemberatan di Karanganyar. Perlunya upaya pencegahan terhadap tindak pidana pencurian dengan pemberatan akan dibahas pada penelitian ini. Dalam melaksanakan tugasnya itulah, maka dalam Pasal 13 Undang-Undang Nomor 2 Tahun 2002 dijelaskan bahwa Kepolisian Negara Republik Indonesia memiliki tugas pokok dan fungsi guna mengatasi adanya ancaman, tantangan, gangguan, dan hambatan berupa potensi gangguan, ancaman gangguan, dan gangguan nyata. Metode penelitian menggunakan pendekatan kualitatif yang hasilnya diperkuat dengan adanya temuan-temuan, hasil observasi, studi dokumen, dan hasil wawancara dengan sumber-sumber informasi. Teknik yang digunakan untuk analisis data mencakup reduksi data, penyajian data, dan meyusun kesimpulan. Hasil penelitian menemukan bahwa pelaksanaan patroli untuk mencegah curat masih belum optimal dengan adanya aturan dalam Perkabaharkam nomor 1 tahun 2017 yang belum dilaksanakan serta analisis sarana manajemen yang masih memiliki unsur penghambat pelaksanaan patroli seperti dari sisi orang, uang, materi, mesin, metode, dan pasar. Berdasarkan hasil penelitian, penulis menyarankan agar pimpinan memerintahkan anggota untuk melaksanakan pendidikan dan pelatihan serta pemanfaatan aplikasi Whatsapp untuk mengoptimalisasikan pelaksanaan patroli dalam mencegah pencurian dengan pemberatan di Wilayah Polres Karanganyar. Abstract

Security, safety, order, and smoothness in traffic is a situation and condition that is desired by all road users. However, with the development of people's lives and economy, it will have an impact on increasing the number of vehicles and movement on the streets. Meanwhile, the area and volume of the road did not increase, coupled with the factors of road conditions, vehicles and the environment that influence each other. Grobogan is the second largest district in Central Java and is a growing district known for its damaged roads and high accident rate. Public education with Safety Riding aims as an early prevention so that people attach importance to how to drive safely from each individual. The Kamsel Unit Grobogan Police continues to strive to optimize the Safety Riding for the community with methods and innovations that are continuously updated so that people understand more and understand that it is not about being able to drive, but about how to be safer driving. In this study using qualitative research methods by collecting data described in the form of statements or language. The research approach uses inductive analysis, namely by testing a theory in problem solving through data descriptions. Using Management Theory from George R. Terry as an analyst based on the Law on LLAJ to obtain the expected conditions and solutions to the problem. Program Safety Riding by the Kamsel Unit which has been carried out based on theoretical and regulatory analysis, it is still found that there are deficiencies in the management stage so that it is not optimal. So, to optimize the program to reduce accidents, it can be done by equipping the equipment with interesting methods which, if carried out by competent members in the field of traffic, can certainly optimize this program.

Abstract

This research was motivated by the increase in drug abuse cases that occurred in Magelang district. The purpose of this study was to determine the implementation of guidance and counseling, the influencing factors and efforts to increase the role of the Binmas unit through guidance and counseling in the jurisdiction of the Magelang Police. The concepts and theories used by the author are the concept of counseling guidance, the concept of narcotics abuse, management theory, and competency theory. This study uses a qualitative approach with descriptive analysis research type that explains systematically supported by the data obtained and data collection techniques by interviewing, observing and reviewing documents. Based on the results of the study, the authors found the fact that there were things that had not been fulfilled in accordance with the regulation of the National Police Chief number 21 of 2007. In the implementation, namely the elements and functions of the stages, the efforts made to increase the role, and the factors that influenced the initial conditions were not maximized. and there are still problems. It can be concluded that the guidance and counseling activities of the Binmas unit are not optimal. Suggestions put forward are to utilize existing technology, increase the ability of personnel from knowledge and expertise and increase cooperation again both from within the police agency and outside the police agency.
