ABSTRAK UPAYA UNIT BHABINKAMTIBMAS DALAM MENCEGAH TINDAK PIDANA PENCURIAN KENDARAAN BERMOTOR MELALUI METODE BIMBINGAN DAN PENYULUHAN DI POLRES BREBES Muhammad Rafly Syahrial, 18.170, syahrialrafly@gmail.com Penelitian ini dilatar belakangi oleh kasus tindak pidana pencurian kendaraan bermotor yang meningkat secara signifikan di wilayah hukum Polres Brebes. Polres Brebes menerapkan metode bimbingan dan penyuluhan oleh Unit Bhabinkamtibmas untuk mencegah tindak pidana pencurian kendaraan bermotor. Tujuan dilaksanakannya penelitian ini adalah mengetahui pelaksanaan Unit Bhabinkamtibmas dalam mencegah tindak pidana pencurian kendaraan bermotor, faktor-faktor, serta upaya peningkatan dalam pelaksanaan Unit Bhabinkamtibmas dalam mencegah tindak pidana pencurian kendaraan bermotor. Teori dan konsep yang digunakan dalam penelitian ini adalah teori manajemen, konsep Bhabinkamtibmas dan konsep bimbingan dan penyuluhan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian field research dan didukung dengan pengumpulan data melalui wawancara, observasi dan telaah dokumen. Berdasarkan hasil penelitian, penulis menemukan fakta bahwa Unit Bhabinkamtibmas Polres Brebes belum bisa menyesuaikan tahap perencanaan, pelaksanaan dan pengorganisasian yang terdapat pada Peraturan Kapolri Nomor 21 tahun 2007 tentang Bimbingan dan Penyuluhan Keamanan dan Ketertiban Masyarakat, sehingga kinerja Unit Bhabinkamtibmas tidak optimal dan maksimal. Pelaksanaan bimbingan dan penyuluhan yang dilakukan oleh Unit Bhabinkamtibmas dipengaruhi oleh faktor pendukung dan penghambat yang diuraikan dengan analisis SWOT. Polres Brebes melaksanakan upaya peningkatan pada pelaksanaan bimbingan dan penyuluhan melalui unsur 6m dari teori manajemen. Dengan hasil penelitian, penulis memberikan saran dan masukan kepada Unit Bhabinkamtibmas dalam melaksanakan bimbingan dan penyuluhan agar memaksimalkan pada tahap perencanaan, pengorganisasian maupun pelaksanaan agar hasil pelaksanaan menjadi optimal. Abstract

Penelitian ini berfokus pada upaya analisis black spot oleh Unit Kamsel guna menekan angka kecelakaan lalu lintas dalam rangka mewujudkan kamseltibcarlantas. Tujuan penelitian ini ingin mengetahui bagaimana pelaksanaan analisis black spot oleh Unit Kamsel dan upaya meningkatkan peran Unit Kamsel dalam analisis black spot. Konsep yang digunakan yaitu konsep kecelakaan lalu lintas, konsep analisis black spot, dan konsep kamseltibcarlantas. Teori yang digunakan antara lain teori analisis SWOT, teori manajemen, dan teori kompetensi. Metode yang digunakan adalah metode penelitian kualitatif dengan jenis penelitian field research. Teknik pengumpulan data melalui wawancara, observasi, dan studi dokumen. Metode analisis data menggunakan interactive model yang terdiri dari reduksi data, sajian data, dan penarikan kesimpulan. Lokasi penelitian berada di Polres Sragen, Jawa Tengah. Angka kecelakaan lalu lintas di Kabupaten Sragen meningkat pada tahun 2021 disertai dengan munculnya black spot. Polri sebagai pemangku kepentingan lalu lintas dan angkutan jalan berkewajiban melakukan upaya pencegahan kecelakaan lalu lintas. Melalui Satlantas, terkhusus Unit Kamsel dapat dilakukan rekayasa lalu lintas terhadap lokasi black spot melalui analisis black spot. Hasil penelitian menunjukkan bahwa Unit Kamsel Satlantas Polres Sragen sudah melaksanakan analisis black spot namun belum terlaksana dengan baik. Pelaksanaan kegiatan belum sesuai dengan pedoman sehingga hasil analisis black spot kurang maksimal. Oleh karena itu perlu dilakukan upaya untuk meningkatkan peran Unit Kamsel dalam analisis black spot. Aspek yang perlu ditingkatkan yaitu kompetensi personel, sarana prasarana pendukung, anggaran pelaksanaan kegiatan, dan metode pelaksanaan kegiatan sesuai dengan pedoman.

Abstract

Radicalism is an understanding that aims to change or replace the basis of the state into the basis of its own understanding. Radical understanding is very dangerous because it involves the ideology of a nation. In Indonesia, there are often cases of terrorism related to Sukoharjo Regency. Starting from perpetrators who are domiciled in Sukoharjo Regency to terrorist actors who have studied at one of the Islamic boarding schools in Sukoharjo. This study describes the spread of radicalism in the jurisdiction of the Sukoharjo Police. The purpose of this research is to describe the optimization and implementation of giat guidance and explanation by bhayangkara builder of security and public order of the Sukoharjo Police in preventing the spread of radicalism in the jurisdiction of the Sukoharjo Police. In optimizing activities and implementing guidance and explanation activities, which are a preventive measure for the spread of radicalism in Sukoharjo, members of the bhayangkara builder of security and public order are guided by the Chief of Police Regulation number 7 of 2021 concerning bhayangkara fostering security and public order and the Chief of Police Regulation number 21 of 2007 concerning guidance for counseling public security and order. The analytical knife used in describing the purpose of this research uses the theory and elements of management by George R. Terry, the approach used in this research is a qualitative approach and data collection through interview, observation, and document studies. Based on the discussion of the research results, it can be concluded that the implementation of coaching and counseling activities still needs to be optimized from the human element and the methods used in the implementation of coaching and counseling activities. In the implementation of coaching and counseling activities, there are also several inhibiting factors, especially at the implementation and supervision stages, so that the implementation of coaching and counseling activities by bhayangkara builder of security and public order in preventing the spread of radicalism in the jurisdiction of the Sukoharjo Police is not optimal.

Abstract

The background of this research is based on the high crime of motor vehicle theft (curanmor) that occurred in Tegal City. As the holder of the prevention function, the Samapta unit is one of the Police Technical Functions that is responsible for reducing the problem of theft through patrols. Patrols are carried out to prevent the emergence of someone's intention to commit the crime of theft. So, the purpose of this paper is to optimize the implementation of patrols so that the crime of theft will not occur in Tegal City. The analytical knife used by the author uses several theories and concepts including: management theory, SWOT theory, Samapta concept, curanmor concept, patrol implementation management concept and patrol concept as an analytical knife. The approach used is a qualitative approach and the method used is a field research method. The sources of data/information that the author uses are primary data, namely the results of interviews and secondary data, namely in the form of document studies in the Samapta Polres Tegal City Unit. Data analysis techniques used are data reduction, data presentation, and drawing conclusions. From the results of the study, the implementation of patrols at the Tegal City Police has been carried out through several preparation stages, organizing stages, implementation stages and termination stages, but there are still obstacles encountered in the implementation of patrols, namely at these stages they were not carried out according to the SOP and did not get the implementation objectives. maximum patrol. Thus, the author provides problem solving as a suggestion in improving and improving the quality of the implementation of the patrols of the Samapta Police Unit of the Tegal City Police, it is necessary to hold patrol training or by asking the Head of Samapta for learning modules from Pusdik Samapta to be taught to its members so that the knowledge of its members can increase, as well as provide direction and also an understanding of what actions must be taken during the patrol.

Bhabinkamtibmas itself aims to carry out the development of security and public order, one of which is also to prevent the spread of radicalism that can cause disturbances to the security and social order, so that Bhabinkamtibmas is given additional duties in Perkap No. 7 of 2021 to carry out early detection of kamtibmas disturbances. The research location in this final project is the Tegal City Police Station. The problem taken is how the competence of Bhabinkamtibmas is and how to implement early detection efforts to prevent radicalism in the jurisdiction of the Tegal City Police. This final project is a qualitative research, using the field research method. This study uses several concepts and theories such as management theory, competency theory, and the concept of radicalism, as well as the concept of Bhabinkamtibmas. The results of the study indicate that the implementation of the activities is not in accordance with what it should be, and there are still constraints in the competencies possessed by Bhabinkamtibmas such as not being given a training session. Therefore, there is a need to solve this problem.

Untuk mengatasi hal tersebut perlu adanya upaya preemtif dari Polri yakni melalui Bhabinkamtibmas dengan berbagai macam kegiatannya seperti Bimluh. Dalam Tugas Akhir ini permasalahannya meliputi bagaimana peran dari Bhabinkamtibmas Satbinmas Polres Batang melalui Bimluh guna mencegah tindak pidana Curat dalam rangka Harkamtibmas serta apa saja upaya Bhabinkamtibmas Satbinmas Polres Batang melalui Bimluh guna mencegah terjadinya tindak pidana Curat dalam rangka Harkamtibmas. Penelitian ini menggunakan pendekatan kualitatif. Jenis penelitiannya adalah field research sedangkan teknik pengumpulan datanya melalui wawancara, observasi, dan studi dokumen. Untuk Teknik analisis data penulis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Sebagai pisau analisis penulis menggunakan teori manajemen, dan konsep Bhabinkamtibmas, Bimluh Kamtibmas, serta Pencurian dengan pemberatan. Dalam tulisan ini disimpulkan bahwa pelaksanaan kegiatan Bimluh oleh Bhabinkamtibmas masih belum maksimal dikarenakan adanya faktor penghambat baik dalam segi internal maupun eksternal.dan beberapa upaya dari Bhabinkamtibmas masih terkendala terkait alat bantu pelaksanaan bimluh serta faktor sarana dan prasarana. In this Final Project, the problem includes how the role of Bhabinkamtibmas Satbinmas Polres Batang through Bimluh to prevent Curat criminal acts in the framework of Harkamtibmas and what are the efforts of Bhabinkamtibmas Satbinmas Polres Batang through Bimluh to prevent curat criminal acts in the framework of Harkamtibmas. This research uses a qualitative approach. The type of research is field research while the technique of data collection through interviews, observations, and document studies. For data analysis techniques the author uses data reduction, data presentation, and conclusion draw. As a knife of analysis the author uses management theory, and the concepts of Bhabinkamtibmas, Bimluh Kamtibmas, as well as Theft by ballast. In this paper it was concluded that the implementation of Bimluh activities by Bhabinkamtibmas is still not optimal due to the presence of inhibitory factors both in internal and external aspects, and some efforts from Bhabinkamtibmas are still constrained related to bimluh implementation aids and facilities and infrastructure factors. Abstract

Traffic congestion is one of the problems in the field of traffic that still cannot be resolved in Indonesia. This study describes how traffic jams occur at the Semarang Police Station where the biggest congestion is at Simpang Bawen. The purpose of this study is how to describe the regulation, guard, escort, traffic patrol in preventing traffic jams at the Semarang Police Station. The Semarang Police Satlantas made efforts through turjagwali then traffic jams could be overcome. Turjagwali is an operational activity that is preventive in nature in preventing traffic jams. To discuss this research, the author uses George R Terry's Management theory, Albert Humley's SWOT Analysis theory, and the concept of Turjagwali’s Traffi. The approach used in this study is a qualitative approach. Data was collected by using interview, observation, and document review techniques. Meanwhile, data analysis was carried out by reducing data, presenting data, and drawing conclusions. The results show that the efforts that have been made by traffic police through turjagwali activities still need to be maximized, especially in human resources, administration, and implementation methods. This is influenced by internal and external factors. Internally, the mental discipline of members, the use of technology, the routine implementation of anev as supporting factors. Meanwhile, the guidelines for implementing the tasks are not yet complete and the quantity is not sufficient to become an inhibiting factor. Meanwhile, externally there is coordination with outside agencies and volunteers from the community as supporters, while the low awareness of the community for orderly traffic is an inhibiting factor. Based on the results of the study, the authors suggest to carry out cross-functional and sectoral coordination as well as the existence of both internal and external traffic functions. Also, the author suggests implementing a contra flow system, a one-way system, and an odd-even system.

Abstract

The writing of this final task is motivated by the large number of drug abuse cases in the Jepara region over the past four years. By prioritizing preventive methods, the Jepara Drug Squad performs a preventive role for the community in Jepara to prevent the emergence of intentions and opportunities in carrying out drug abuse so as to create public security and order, by taking preventive measures. The purpose of this paper is to find out how to implement the prevention of The Jepara Drug Satres and What are the efforts of the Jepara Drug Satres in prevention to reduce the number of cases of drug abuse. As an analysis knife, the author uses several theories and concepts, namely: management theory, effort concept, drug reserse unit concept, drug abuse concept, drug abuse prevention concept. With the research area at Jepara Police Station. This research is carried out with a qualitative approach, using field research types, as well as data collection techniques with observation, interviews, and document studies. The location of the research is in Jepara Regency. The results of the study found that there were several problems in the implementation of active prevention where problems were found at the planning, organizing, implementation and supervision stages. There were also several problems in prevention efforts to reduce the number of cases of drug abuse such as lack of support in the form of budgets and infrastructure and there has been no cooperation with the Community Development Unit. So continuing the results of the discovery of this problem, the author describes the steps for solving the problem. Referring to the stages of planning, organizing, implementing, and supervising the author describes any problems found. As well as solving problems of the factors that influence how the Jepara Drug Investigation Unit carries out its role in prevention.

Abstract

Drug abuse and trafficking are kinds of crime and criminal act that can threaten national interests and security. The Intelligence and Security Unit of Wonosobo District Police, as the executor of early detection task must play a role in preventing drug crimes among the area. Background of this study was The Intelligence and Security Unit only conducted certain operation tasks in preventing drug crime, but did not play a role in preventing it in daily task implementation. This study aimed to describe the implementation of intelligence investigations and the role of the intelligence and security unit of Wonosobo District Police in context of preventing drug crimes. The unit 4 of the intelligence and security unit in the field of state security actually should carry out the early detection tasks, such as intelligence investigations on drug crimes because the State Intelligence played a role in carrying out early detection efforts to prevent any threats might be arised and also threaten national interests and security. Problem description in this study used a qualitative approach with descriptive analysis method. The theories and concepts used in this study include management and role theory, also the concept of intelligence investigation as the analytical tools to describe the implementation of intelligence investigations and the role of its unit in preventing drug crimes at the Wonosobo District Police. The intelligence and security unit of Wonosobo District Police played a role and took part in drug-free operation around the temples by conducting early detection activities for drug crime regard to its prevention. Through the operation, The Intelligence and Security Unit used the main and special intelligence tools as aids in performing intelligence investigations against drug crimes. However, the unit had not played a role yet in preventing drug crimes, except in that operation. The unit should maximize the use of special intelligence tools and be a benefit to drug crimes prevention in Wonosobo District Police area by conducting intelligence investigations and developing networks for drug criminal cases.

Abstract

Polisi sebagai pengayom masyarakat berusaha untuk memelihara kamtibmas melalui patroli dialogis kendaraan roda empat. Peran patroli ini sangat penting dalam mencegah curanmor. Penulisan ini bertujuan untuk mendeskripsikan gambaran curnamor serta pelaksanaan patroli dialogis satuan samapta Polres Pati serta upaya dari patroli dialogis roda empat satuan samapta Polres Pati dalam mendukung pencegahan kasus curanmor di wilayah hukum Polres Pati. Penelitian ini dilakukan menggunakan pendekatan kualitatif dengan metode penelitian lapangan. Data dikumpulkan melalui wawancara, observasi dan telaah dokumen. Serta validitas data menggunakan triangulasi data. Penulisan ini menggunakan perbandingan milik skripsi Gerry Agnar Timur, Anthonio Effan, Rheza Kurnia Fajar. Teori yang digunakan dalam penulisan ini adalah Teori Manajemen, Teori Aktivitas Rutin, Teori Pencegahan Kejahatan, Teori Komunikasi. Sedangkan Konsep yang digunakan adalah konsep upaya, konsep patroli, konsep curanmor, konsep harkamtibmas. Terdapat beberapa faktor yang mempengaruhi kondisi awal seperti tahap perencanaan, pengorganisasian, pelaksanaan, pengendalian. Pada kondisi faktual ditemukan bahwa rendahnya masyarakat mengenai kepemilikan barang masih kurang, selain itu sedikitnya petugas yang memiliki pendidikan kejuruan, tidak sessuainya materi yang disampaikan, dan kurangnya respon masyarakat. Selain itu juga wilayah pati yang luas dan adanya pelaku yang mengulangi kejahatannya. Pemecahan masalah yang perlu dilakukan yaitu pebentukan grup Whatsapp untuk mengingatkan masyarakat, pencanangan kegiatan pendidikan kejuruan, pengadaan lembar checklist, menjalin kedekatan dengan masyarakat. Selain itu juga perlunya kerja sama dengan fungsi lain, dan pemetaan wilayah mantan pelaku kejahatan. Petugas perlu memperhatikan pola pelaku untuk melakukan pencegahan lebih dini serta manajemen yang baik untuk tercapainya tujuan patroli. Selain itu perlu inovasi melalui pemanfaatan teknologi yang ada dan penyesuaian agar kegiatan patroli dapat sesuai dengan peraturan yang berlaku.
