ABSTRAK KINERJA BHABINKAMTIBMAS MELALUI BIMBINGAN DAN PENYULUHAN GUNA PENCEGAHAN CURANMOR DI WILAYAH HUKUM POLRES PEKALONGAN KOTA Tandang Sofyan Subarna, No. Ak. 18.172, sofyansubarna@gmail.com ABSTRAK Meningkatnya jumlah tindak pidana Curanmor di Polres Pekalongan Kota menjadi latar belakang dalam penelitian ini. Terdapat beberapa penyebab tindak pidana pencurian kendaraan bermotor di wilayah hukum Polres Pekalongan Kota selain dari faktor ekonomi yaitu faktor pengguna kendaraan yang lalai meninggalkan kuncinya tergantung di kendaraan. Oleh karena itu anggota Bhabinkamtibmas memiliki peran penting dalam memberikan pemahaman kepada masyarakat agar selalu menjaga stabilitas Kamtibmas di daerahnya. Dalam hal ini, Bhabinkamtibmas melalui bimbingan penyuluhannya dapat menyampaikan pesan kamtibmas terkait perkembangan tindak pidana Curanmor. Tujuan dari penelitian ini yaitu mendeskripsikan kinerja pelaksanaan Binluh dan menciptakan peningkatan kinerja Binluh Bhabinkamtibmas guna mencegah Curanmor. Teori yang digunakan adalah teori kinerja dan teori kompetensi serta menggunakan konsep Bhabinkamtibmas, konsep Binluh kamtibmas dan konsep Curanmor. Selanjutnya metode penelitian yang digunakan adalah kualitatif dengan jenis metode deskriptif analisis. Fokus penelitian berupa kinerja Bhabinkamtibmas melalui Binluh dan tindak pidana Curanmor. Lokasi penelitian berada di wilayah hukum Polres Pekalongan Kota dengan menggunakan sumber data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan studi dokumen. Selanjutnya dalam hal validitas data yaitu menggunakan trianggulasi sumber serta teknik analisis data menggunakan reduksi data, sajian data, dan penarikan kesimpulan. Kesimpulkan kinerja anggota Bhabinkamtibmas dalam mencegah Curanmor sangat rendah. Permasalahan berupa anggota Bhabinkamtibmas tidak menyampaikan pesan Kamtibmas terkait kejahatan terutama Curanmor melainkan hanya penanganan Covid-19, tidak menggunakan sarana dan prasarana serta tidak memperhatikan hal penting dalam pelaksanaan Binluh. Permasalahan lain berupa kurangnya pengetahuan terkait perkembangan kejahatan, keterampilan dalam melaksanakan binluh dan sikap anggota yang harus di tingkatkan. Namun terdapat aspek positif anggota Bhabinkamtibmas. Hal tersebut dikarenakan faktor internal dan eksternal Bhabinkamtibmas. Solusi yang dilakukan yaitu memberikan himbauan, pelatihan, dan pengkajian Binluh yang baik dan benar. Selanjutnya tidak melibatkan Bhabinkamtibmas dalam kegiatan diluar fungsi Binmas. Memberlakukan pemberian hadiah kepada petugas yang memiliki prestasi kinerja baik serta hukuman kepada petugas dengan kinerja rendah. Setelah itu peringatan terkait pelaporan kegiatan serta mengoptimalkan sumber daya dan yang terakhir memberikan pelayanan prima dan komunikasi yang baik. Menggunakan metode Binluh seperti pemasangan spanduk dan selebaran pesan kamtibmas. Kemudian untuk meningkatkan sikap dari petugas melakukan pelatihan ESQ di Polres Pekalongan Kota. Abstract

This research is motivated by increase the drug abuse cases in jurisdiction area in Polresta Surakarta. The role of the police as preemptive and prevention function need to be questioned because the number of drug abuse in the hasn’t decrease and drug cases are the hightest criminality cases in Surakarta. This research was conducted which aims to know to how the implementation of education of Binmas Unit in Polresta Surakarta in order to prevent drug abuse in jurisdiction area of Polresta Surakarta. In this research, the author uses management theory to uses management theory to describe the implementation of counseling of Binmas Unit in rder to Prevent drug abuse in Surakarta. By using management elements, the authors hope to find out how the problems that exist in the efforts of the Binmas unit through counseling to prevent drug abuse in Surakarta Based on the results of this research, that the Binmas unit has not carried out outreach activities to prevent drug abuse to the fullest, and the conselling efforts have not gone well, so its recommended that the implementation of the health protocol of the Binmas unit involve BNN Surakarta and utilize media in providing counseling on drug abuse.

Abstract

This research was motivated by an increase in cases of vehicle theft crimes and accompanied by at least the number of disclosures of cases that occurred in jepara police. The resmob team itself is a team that has a task in terms of criminal investigation to find information, find suspects and find evidence. Vehicle theft itself is a conventional crime. Therefore, efforts are needed by the Jepara police department in this case the resmob unit to increase crime clearence of vehicle theft crimes. This research is aimed at describing the investigation conducted by the resmob team in improving crime clearence of vehicle theft crimes. and the analysis knife used on the concept of investigation, the concept of criminal investigation, management theory, competency theory. The results of the study found factors that influence the handling of cases, namely internal and external factors. For internal includes less than optimal management steps including, planning, organizing, implementing, and controlling accompanied by the competence of less than optimal personnel. And the external factor is that the ability of the perpetrator is getting better. Troubleshooting provided by the author in optimizing the investigation of the resmob team to improve crime clearence of vehicle theft crimes. Improve the abilities of the members with education and training. Optimizing all elements of management implementation. And cooperation with external parties to increase crime clearence

Abstract

Motor vehicle theft is one of the most common crimes in Indonesia. Theft is a crime that often occurs in the Sukoharjo Regency. Dialogic patrol is a police activity that is preventive in nature against theft. This is the background for the author to examine the implementation of the Dialogical Patrol of the Sukoharjo Police. This study aims to find out how the implementation, the influencing factors and what efforts can improve the performance of the Samapta Unit dialogical patrols to prevent theft at the Sukoharjo Police. The research approach used is qualitative. A qualitative approach is used so that the data obtained is more comprehensive, valid, reliable and objective. The object of the research is the implementation and personnel of dialogical patrols in the Sukoharjo Police Samapta Unit. This research was conducted for two weeks with research instruments in the form of interview guidelines, observation sheets and document review. Based on the results of interviews, observations and research data processing at the Sukoharjo Police Samapta Unit, it was stated that the quality of human resources was still lacking, the budget was not accurate, standard operating procedures were not implemented and the infrastructure was lacking support. In addition, the lack of knowledge and skills of the Patrol Unit of the Samapta Unit and the geographical conditions of Sukoharjo Regency. Based on the results of the data research, it was concluded that the implementation of dialogical patrols by the Samapta Unit at the Sukoharjo Police was not in accordance with the Perkabaharkam and efforts to improve the performance of the Sukoharjo Police Samapta Unit personnel were not maximized due to internal factors, namely human resources, budget, standard operating procedures and infrastructure and external factors including community and geographical conditions of Sukoharjo Regency. Abstract

The author's final project raises the issue of "How To Optimize The Role Of The Satsamapta Patrol Unit Sukoharjo Police In Preventing The Crime Of Theft And Violence (curas)?". This final project aims to identify how the Response Team patrols to prevent the crime of stealing have occurred so far. In this study using a qualitative approach with the type of field research research by conducting observations, interviewing resource persons and document studies. In addition, the data used is also obtained from document data and reports. This study uses 4m and 6m management theory as well as the concepts of legislation and the concept of the patrol itself. Satsamapta Polres Sukoharjo in matters concerning cases of criminal acts of robbery is quite rare, but there are still some reports that come in. The efforts of the Samapta Patrol Unit at the Sukoharjo Police have not been carried out optimally. One of them is human resources that are still inadequate in carrying out the patrols of the Rapid Response Team itself. Besides that, the lack of complete infrastructure facilities such as patrol motorbikes is still very minimal so that the implementation of Patrol by the Quick Reaction Team in the implementation of the crime of stealing has not run optimally. Efforts are needed to increase the competence and number of members to support the success of patrol activities. It is also necessary to conduct outreach and socialization to the community so that it can maintain good relations with the community in order to support the implementation of Patrol by the Quick Reaction Team so that the implementation of the Patrol of the Quick Reaction Team in preventing criminal acts of robbery in the Sukoharjo Police area can run optimally.

ABSTRAK UPAYA SATRESNARKOBA MEMINIMALISIR PENYALAHGUNA NARKOBA MELALUI REHABILITASI DI POLRES WONOSOBO JEREMIA TARIGAN, 18.009, jeremiatrg14@gmail.com Fokus penelitian dalam tugas akhir ini dilatarbelakangi oleh tindak pidana penyalahguna narkoba yang di tangani oleh satresnarkoba Polres Wonosobo belum mendapatkan rehabilitasi yang seharusnya menjadi haknya yang di amanatkan dalam undang-undang No. 35 tahun 2009 tentang narkotika dalam pasal 4 huruf d yang berbunyi “Menjamin pengaturan upaya rehabilitasi medis dan sosial bagi Penyalahguna dan pecandu Narkotika”. Penelitian ini bertujuan untuk: (1) mendeskripsikan penanganan penyalahguna narkoba oleh Satresnarkoba Polres Wonosobo, (2) menemukan dan mendeskripsikan beserta upaya-upaya yang dilaksanakan dalam meminimalisir penyalahguna narkoba melalui rehabilitasi. Pada kepustakaan konseptual untuk menganalisis permasalahan di atas, beberapa teori digunakan dalam penelitian ini, yakni; teori Manajemen, teori Koordinasi, dan teori Penegakan Hukum. Sedangkan konsep yang dipakai sebagai landasan teori, yakni; konsep Rehabilitasi narkoba, konsep Penyidikan menurut KUHAP, dan Konsep Pengedar dan penyalahguna narkoba,. Dalam penelitian ini digunakan metode kualitatif dengan deskriptif analisis untuk mengolah data dan penelitian lapangan (field research) guna mendapatkan data secara langsung dengan pengamatan-berperanserta. Sumber data primer dan sekunder, menggunakan triangulasi data untuk memperoleh validitas data. Hasil temuan selama penelitian ini yakni (1) pelaksanaan penanganan penyalahguna narkoba yang dianalisis dengan undang-undang No. 35 tahun 2009 tentang narkotika masih belum terlaksana dengan baik. Faktor yang menghambat penerapan rehabilitasi baik internal maupun eksternal berupa faktor anggaran, sarana dan prasarana (2) Upaya rehabilitasi yang dilaksanakan oleh satresnarkoba terhambat disebabkan oleh beberapa kendala yang ditemukan seperti kurangnya kuaIitas dan kuantitas personiI yang memiIiki kemampuan kuaIifikasi mengenai penanganan penyalahguna narkoba Simpulan dalam tugas akhir ini, pelaksanaan penerapan rehabilitasi guna meminimalisir penyalahguna narkoba belum terlaksana oleh Satresnarkoba Polres Wonosobo akibat dari banyaknya faktor dan kendala, sehingga perlu adanya peningkatan terhadap kemampuan dan pengetahuan personil, serta melakukan kerjasama dengan instansi lain yang ikut bertanggung jawab dalam meminimalisir penyalahguna narkoba, seperti BNN, Pengadilan, dan lain lain. Abstract

The crime of vehicle theft is a crime of theft with a special object of motor vehicle. One of the districts in Central Java that contributes to this crime rate is Tegal Regency. Geographically, the location of Tegal Regency is considered easy for cross-region actors to arrive. One of the prevention efforts carried out is to carry out patrol activities. Based on the background and identification of the problem can be determined the formulation of existing problems, namely how the performance of the Samapta Police Patrol Unit of Tegal Police in preventing vehicle theft in order to realize safety and public order and what efforts are made to improve the performance of the Samapta Police Patrol Unit of Tegal Police in preventing vehicle theft. In this study, a qualitative approach was used with primary and secondary data sources at the Tegal Police Station, as well as previous thesis in the research library. The method used is descriptive analysis, with the data collection techniques used are interviews and document studies. The theories used in this research are management theory, swot analysis theory and competency theory, while the concepts used are patrol concepts, vehicle theft concepts, performance concepts. The conclusion in this study is that the implementation of patrol unit performance and optimization form of patrol unit performance has not been optimal because the number of vehicle theft that occurred until the 2021 data is still the first highest crime rate in Tegal Regency, so that the author provides problem solving solutions to problems and suggestions, namely the first is the need for improvements in terms of patrol implementation management, in terms of preparation to control. Second, eliminating cooperation in the implementation of patrols, especially in vulnerable areas, then there are variations in the route and timing of implementation in routine patrol activities, and then optimize dialogical patrols by conveying messages – safety and public order message to increase vigilance in the community, as well as efforts made by the leadership must be supported by the implementing element to realize safety and public order and prevent vehicle theft crimes that are higher than other criminalities.

ABSTRAK OPTIMALISASI KINERJA BHABINKAMTIBMAS POLRES PEMALANG MELALUI KEGIATAN BIMLUH GUNA MENCEGAH TINDAK PIDANA CURANMOR DALAM RANGKA HARKAMTIBMA Wahyu Agung Jagat Karana, 18.050, wahyuagungjk99@gmail.com Kendaraan bermotor sangatlah dibutuhkan oleh setiap masyarakat Indonesia sendiri guna mendukung setiap kegiatan sehari-hari yang dilakukan bahkan merupakan salah satu kebutuhan sekunder yang paling dibutuhkan oleh masyarakat. Masyarakat sendiri menjadikan kendaraan bermotor sebagai ladang penghasilan cepat. Dilihat dari mudahnya masyarakat untuk mendapatkan kendaraan bermotor yang hanya melalui pembayaran uang muka ataupun secara kredit. Namun tidak sedikit juga masyarakat yang memanfaatkan hal tersebut dengan melakukan suatu tindakan menyimpang berupa suatu pencurian maupun tindak kejahatan-kejahatan lain yang dapat mengganggu situasi keamanan dan ketertiban dalam masyarakat. Tulisan ini menggunakan metode penelitian kualitatif dengan jenis field research. Kemudian untuk membahas permasalahan dari pengoptimalan dari bimbingan penyuluhan dalam menghadapi kasus curanmor ini, penulis menggunakan konsep teori manajemen dan konsep-konsep terkait fokus permalasalahan di dalam tugas akhir ini. Analisis data dalam penelitian ini menggunakan hasil wawancara mendalam, observasi dan data dokumen yang diperoleh dari sumber-sumber yang relevan. Hasil dari tulisan ini dapat disimpulkan bahwa pelaksanaan dari beberapa faktor, dapat diketahui bahwa faktor yang menjadi penghambat dan faktor pendukung Sat Binmas Polres Pemalang dalam melaksanakan bimbingan penyuluhan. sehingga disimpulkan bahwa pelaksanaan bimbingan penyuluhan yang dilaksanakan oleh Sat Binmas Polres Pemalang belum berjalan dengan optimal dikarenakan adanya faktor-faktor penghambat, baik dari internal maupun eksternal Kata Kunci : Optimalisasi, Bimluh, Satuan Binmas.

With the many phenomena in society, including vehicles theft problems. This research is motivated by data on increase in the number of crimes (JTP) Surakarta Police, accompanied by decrease in the settlement of criminal acts (PTP) theft of motor vehichles in the last 3 years. To overcome the decrease of crime clearance (PTP), there needs to be efforts of increase the role of the police criminal reserse unit in motor vehicles theft investigation based on Perkap No.6 of 2019 on Criminal Investigation. In this research, the problems include how The Role of Police Criminal Reserse Unit in investigation of motor vehicles theft and how to increase the surakarta of Police criminal reserse unit in the investigation of motor vehicles theft to increase crime clearance in The Surakarta Police jurisdiction. To Process the data, researcher use the theory of management, law enforcement theory, the concept of investigation, and the concept of motor vehicle theft. In this research was conducted with qualitative approach, type of case field research as well as data collection with interviews, observations, and document studies. For the data analysis technique, researcher uses data reduction, data presentation, and drawing conclusion. The results showed that the implementation of investigation in motor vehicles theft by The Police Criminal Reserse Unit has not been optimal. Abstract

Globalisasi memberikan dampak kepada kemajuan teknologi transportasi. Kemajuan teknologi tersebut tentunya diiringi dengan meningkatnya jumlah pengendara di ruang lalu lintas. Dalam pelaksanaannya, lalu lintas memiliki resiko yang serius, yaitu kecelakaan lalu lintas. Masalah kecelakaan lalu lintas di Indonesia dari ke tahun menjadi suatu problematika yang tidak ujung usai. Kecelakaan lalu lintas menjadi salah satu indikator penyebab kematian terbesar di Indonesia. Dewasa ini, kasus kecelakaan lalu lintas masih marak terjadi di wilayah hukum Polrestabes Semarang. Hal tersebut dapat dibuktikan dari data kasus kecelakaan lalu lintas di tahun 2021 yang diperoleh dari Unit Gakkum Satuan Lalu Lintas Polrestabes Semarang dimana kecelakaan lalu lintas di Kota Semarang menunjukkan angka sebanyak 781 kasus. Fakta di lapangan dari data yang diperoleh, penyelesaian kasus kecelakaan lalu lintas lebih banyak diselesaikan dengan cara damai antara pelaku dan korban dengan jumlah kasus diselesaikan dengan restorative justice sejumlah 668 kasus. Masyarakat lebih memilih proses penyelesaian yang instan daripada menjalani tahapan-tahapan proses persidangan. Angka tersebut jauh dibanding dengan data kasus P21 dengan total 8 kasus. Namun, belum terdapat pula kriteria-kriteria yang telah ditetapkan oleh Satuan Lalu Lintas Polri mengenai batasan kasus kecelakaan lalu lintas yang dapat diselesaikan dengan restorative justice atau kasus yang harus diselesaikan melalui peradilan. Berdasarkan fenomena tersebut, fokus penelitian tersebut yaitu bagaimana penerapan restorative justice oleh Unit Gakkum Polrestabes Semarang dalam penegakan hukum kecelakaan lalu lintas, dengan menggunakan teorti SWOT, teori peran, konsep penegakan hukum, dan konsep restorative justice. Sumber data penelitian didapat dari hasil wawancara dengan Kanit Gakkum Polrestabes Semarang dan anggota Unit Gakkum. Dari hasil penelitian, penulis menemukan bahwa belum adanya SOP yang menentukan kriteria-kriteria kasus seperti apa yang dapat di restorative justice dan mana yang tidak. Hal tersebut menunjukkan bahwa penanganan kasus kecelakaan lalu lintas masih berdasarkan subjektivitas penegak hukum.
