Abstract

Tingginya angka tindak pidana pencurian kendaraan bermotor (Curanmor) merupakan latar belakang penelitian ini dilaksanakan di wilayah hukum Polres Garut. Tindak pidana Curanmor menimbulkan keresahan yang berdampak pada dinamika kehidupan masyarakat. Hal ini menimbulkan kesan belum terlihatnya peran patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut dalam mencegah tindak pidana Curanmor. Tujuan penelitian ini adalah untuk mendiskripsikan peran patroli roda empat Unit Turjawali Satuan Sabhara Polres Garut, mengetahui faktor-faktor yang mempengaruhi terhadap peran patroli roda empat, dan mengetahui upaya untuk meningkatkan peran oleh Unit Turjawali Satuan Sabhara Polres Garut. Fokus penelitian adalah patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut. Data didapatkan melalui wawancara, observasi, dan studi dokumen. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analisis. Penelitian ini menggunkan konsep peran, konsep patroli, konsep peran, teori fungsi manajemen, teori unsur manajemen dan social crime prevention theory dalam menjelaskan permasalahan yang didapat. Penelitian ini menghasilkan temuan yaitu masih belum terlihat peranan patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut dalam mencegah tindak pidana Curanmor melihat beberapa aspek pelaksanaan yang belum sepenuhnya dilakukan sesuai dengan peraturan yang berlaku. Faktor-faktor yang mempengaruhi bersifat mendukung seperti sarana prasarana yang tersedia dalam kondisi baik. Terdapat faktor yang menghambat seperti kurangnya sumber daya manusia secara kualitas maupun kuantitas. Selain melakukan patroli roda empat rutin, upaya yang telah dilakukan dengan melakukan penambahan personel pada titik-titik tertentu yang memiliki tingkat kerawanan tinggi. Perlu adanya peningkatan sumber daya manusia secara kualitas maupun kuantitas, melakukan kerjasama dengan masyarakat, dan menekankan dialog dengan masyarakat pada saat pelaksanaan patroli roda empat.

Abstract

This research is motivated by many inputs and criticisms related to making conventional SIM that require a long time and the process is fairly complicated. In addition, there are many brokers or illegal services offer making a SIM that requires the applicants to pay a considerable amount of money as a reward. One way to overcome this problem is that the National Traffic Police Corps has made an innovation by creating an Online SIM program which does not require a long time to make a SIM and free practice of brokers, which has been implemented by all police station in Indonesia, one of which is the Bogor Police Station. On the issues discussed using management theory in the elaboration of P.O.A.C there is a fact that the program has a good planning, organization and implementation that has received a positive response from both the police and community leaders and supervision that has standards set by the leadership. And advocacy theory analyzes that the program is a policy change in making SIMs for the creation of modern and transparent public services. In the research that the author investigated there are several sources that are important write the basis of this study, namely previous research and some references that the author took from the book. And in this study the authors conducted research at Bogor Police Station. The results of the study found that the implementation of the Online SIM program in Bogor Police after being analyzed using management theory was assessed as an effective program and if analyzed using advocacy theory, the Online SIM program was one of the ways to make a change from the problems that occurred before. The program is an innovation resulting from current technological developments, so the Traffic Police Corps utilizes it to overcome the problems that occurred before, with this program is an effort to create a modern and transparent public service, and in the program there are good inhibiting factors as well as supporters for the implementation of the Online SIM program.

Abstract

The highest of criminal acts in the jurisdiction of Majalengka Regional Police is Curat. This relates to the task that is owned by the Sat Sabhara Patrol Unit which is the spearhead for taking preventative actions against the Curat crime. In this thesis the author tries to understand how the description of the implementation of patrols using motorized vehicles R2 to prevent felony. Starting from what caused the Curat crime to occur in Majalengka district as well as the factors that influence the Curat preventive action by patrol using R2 motor vehicles. The purpose of this research is to know the description of the occurrence of Curat crime, the description of the implementation of Patrol using R2 motor vehicles, and to know the factors that influence the implementation of Patrol activities using R2 motorized vehicles in preventing Curat. This study uses the concept of Patrol, management theory and routine activity theory with a qualitative approach which is to dig information to find facts. The findings in this study are the first, Curat crimes that occur due to the economic impetus of the perpetrators and the absence of the police which led to meeting the intentions and opportunities of the perpetrators of Curat. Secondly, the implementation of Patrol using R2 motor vehicles carried out by the Sat Sabhara Patrol Unit was affected by internal and external factors. Advice given by the first author, in conducting patrols, it must reach the entire area of ​​Majalengka to eliminate the intentions of the perpetrators. Second, revise the SOP for conducting patrols using two-wheeled motor vehicles based on the latest regulations. Second, for the Sat Sabhara Patrol Unit to increase the number of Sat Sabhara Patrol Unit personnel.

Abstract

ABSTRAK Penelitian ini dilatar belakangi karena banyaknya tindak pidana penipuan yang terjadi di Kota Bandung. Penipuan yang saat ini banyak terjadi adalah penipuan berupa Short Message Service atau telepon dengan meminta sejumlah uang. Tindakan penipuan dapat menganggu keamanan dan ketertiban masyarakat. Kepolisian Negara Republik Indonesia memiliki tugas dan tanggung jawab dalam melindungi masyarakat terhadap kemungkinan ancaman yang mengganggu masyarakat. Polri bertugas memberikan pelayanan kepada masyarakat untuk menciptakan kamtibmas yang salah satunya dengan sambang yang dilaksanakan oleh Bhabinkamtibmas. Penelitian menggunakan metode pendekatan kualitatif. Sumber data yaitu wawancara dan studi kepustakaan. Hasil penelitian merujuk pada teori yang telah ditetapkan yaitu teori peran, teori komunikasi, dan teori konflik. Hasil penelitian ditemukan bahwa Bhabinkamtibmas dalam melaksanakan kegiatan sambang berkunjung ke semua Rukun Warga dalam kelurahan atau desa dalam waktu satu minggu. Kegiatan sambang dipengaruhi oleh beberapa faktor pendukung seperti adanya Standar Operasional Prosedur, adanya dukungan masyarakat, proses penyelesaian masalah yang mudah, adanya kepercayaan masyarakat, dan dukungan sarana prasana. Adapun faktor penghambat yaitu terdapat warga yang kurang menyukai polisi, sulitnya bertemu dengan warga yang sibuk, serta keterbatasan jumlah anggota yang tertugas. Upaya yang dilakukan petugas Bhabinkamtibmas yaitu dengan meningkatkan kewaspadaan masyarakat, melakukan patroli, memantau siskamling, menyebarkan nomor telepon petugas, serta selalu mengingatkan akan penyebab terjadinya penipuan. Berdasarkan hasil penelitian, maka penulis menyarankan agar Kapolrestabes Bandung mengadakan pelatihan kepada anggota Bhabinkamtibmas. Kepada Kapolsek untuk bekerjasama dengan instansi lain untuk memaksimalkan kinerja Satbinmas. Serta kepada Kanit Binmas untuk melakukan mapping pada beberapa tempat yang sering terjadi tindak pidana penipuan. Abstract

This study was at The center of his lack of effectiveness regarding the use of E-Tilang as stipulated in the Law No. 22 of 2009 about traffic and road transport in the region of Polres Majalengka. This can be seen from the data indicating that there are still many violators who choose the Court of trial and deposit fines considering that there is currently an application of E-Tilang. E-Tilang is expected to provide easy service, fast and transparency for violators , However, in its execution is not as expected. Therefore, research aims to know the extent of the public knowledge related to the use of e-tilang and how to apply the use of E-Tilang condition today to know the extent of effective use of e-tilang in public life. The study was conducted with a qualitative approach, using descriptive methods of analysis, as well as data collection techniques with interviews, observations and study documents. The Results of the study found that the use of E-Tilang in the region of Polres Majalengka is currently still not effective. This is Due to a few Obstacles such as the lack of public awareness of Community law, which is thepayment access and lack of socialization related to the implementation of E-tIlang. Efforts to improve the effectiveness of e-Tilang use of traffic violations in the police majalengka iegive a place to the community related to what is e-Tilang and provide facilities BRI link when performing the action. Based on the results of the above studies can be concluded the effectiveness of e-tilang against traffic violations in the police majalengka has not been effective. The implementation of the field still has constraints. In addition, there are several factors that affect its use. Addressing this, the Majalengka police have made efforts to improve the effectiveness of E-t, suchAS The addition of BRI link advice and Sosialisi related e-Tilang mechanism as directed by Kapolres Majalengka.

Abstract

Tindak pidana pencabulan terhadap anak di wilayah Polres Kuningan setiap tahunnya meningkat dari tahun 2018-2019, tindak pidana pencabulan terhadap anak merupakan salah satu tindak pidana tertinggi yang terjadi di wilayah Polres Kuningan yang korbannya anak berusia 13 tahun hingga 17 tahun yang masih sekolah SMP dan SMA. Penelitian ini menggunakan teori pencegahan kejahatan, manajemen, konsep satuan pembinaan masyarakat, konsep Polmas, konsep Bimbingan dengan Penyuluhan, konsep Undang-undang Nomor 35 tahun 2014 tentang perlindungan anak untuk menganalisis permasalahan yang ada, dengan pendekatan kualitatif. Fokus penelitian adalah Optimalisasi Bhabinkamtibmas untuk mencegah tindak pidana pencabulan terhadap anak di wilayah hukum Polres Kuningan. Teknik pengumpilan data dengan wawancara, observasi dan telaah dokumen. Hal ini dilakukan dengan tujuan ingin mengetahui tentang tindak pidana pencabulan terhadap anak di wilayah Polres Kuningan. Peneliti menemukan bahwa anggota Bhabinkamtibmas sudah melaksanakan tugasnya dengan baik akan tetapi dalam pelaksanaannya belum optimal diakibatkan oleh beberapa faktor, faktor internal yang mendukung kerja sama antara Satuan Binmas dengan anggota Bhabinkamtibmas, sarana dan prasarana yang ada, tunjangan khusus, faktor penghambat keterbatasan personil, sarana dan prasarana yang masih kurang sedangkan faktor eksternal yang mempengaruhi masyarakat, tokoh agama dan tokoh masyarakat untuk faktor yang menghambat partisipasi masyarakat yang masih kurang, masih banyak pengangguran dan jarak tempat tinggal Bhabinkamtibmas dengan desa binaan. Berdasarkan hasil penemuan, penulis merekomendasikan perlunya ada jaringan sebanyak-banyaknya agar dapat mencegah tindak pidana pencabulan terhadap anak dan perlunya materi khusus tentang tindak pidana pencabulan terhadap anak.

Abstract

The spread of radicalism teaching is a problem in Kab. Ciamis, originated from the existence of a radical Islamic movement that wanted to establish the state of Indonesia to become an Islamic state so as to make people affected by the radicalist movement in Ciamis. For this reason, Sat Intelkam puts forward the Early Detection Act, the purpose of early detection is to find out the location of the spread of radicalism so that intelligence members can block the spread. In the discussion of this thesis the author uses Management theory (POAC), Management (6M), Radicalism Concepts, Optimization Concepts, and Promoter as a knife of analysis to discuss research findings and problems. This study uses a qualitative approach and type of research in the form of field research. The focus of research on Satkamkam in Ciamis Regional Police with the community in the District. Ciamis is the source of document data, then the validity of the data is proven by triangulating the data. Data analysis techniques include data reduction, data presentation and conclusion drawing. The results found the spread of radicalism in Ciamis was high. Early Detection Efforts analyzed by management theory are collecting information about dissemination, knowing the characteristics of the community, knowing the sources of teaching radicalism, and reporting it to the leadership in accordance with the main tasks of the Intelligence. Inhibiting factors, HR factors, time and place, community attention and support, while supporting factors in the form of budget and cross-sectoral cooperation. Based on the results of research, various efforts have been carried out in preventing the spread of teaching radicalism. The author recommends providing vocational education (Dikjur), adding personnel, and adding sarpras to support Early Detection activities to improve the effectiveness of the Ciamis Police Intelligence Unit performance.

Abstract

The theft of two-wheeled motor vehicles occurred in the Sumedang district community, especially in Jatinangor District, with the number of criminal acts reaching the first rank of other crimes in the past 3 years. Bhabinkamtibmas Jatinangor Sector Police have a main role preventing the criminal act. The purpose of this study includes, describing the general picture of criminal acts of 2-wheeled vehicles in Jatinangor sub-district, knowing the factors that influence it and analyzing Jabursilan program from Bhabinkamtibmas to prevent the act of crime. This research uses a qualitative approach and is carried out in Sumedang District, especially the Jatinangor Police Station. The research shows an overview of the area of Jatinangor Subdistrict, Jatinangor Sector Police and criminal acts of theft of 2-wheeled motor vehicles that occurred in Jatinangor Sector Police using ecological theory and the concept of motor vehicle theft. The implementation of the prevention of criminal activities for 2-wheeled vehicle in Jatinangor Police Station, Bhabinkamtibmas has a road-side overtime (jabursilan) program carried out by Bhabinkamtibmas, but certainly in a program there must be factors that support and inhibitors, from internal and external police.

Abstract

Research is motivated by the era of globalization which affects the level of community mobility. Traffic violations which are increasing every year, the use of tickets in enforcing the law for traffic violators and changes in the traffic mechanism in traffic unit of Polres Garut. Based on these things, the author examines the application of E-ticketing in enforcing the law for traffic violators in Polres Garut. The author uses research literature and conceptual literature. The theories and concepts used are management theory, innovation diffusion theory, application concepts, E-ticketing concepts, the concept of law enforcement, the concept of traffic violations. This study uses a qualitative approach, with field research methods. Data collection techniques used were interviews, observation and document study. Technical analysis of data through data reduction, data display and conclusion drawing. The author conducts research to analyze the general description of E-Tilang applications, the implementation of the use of E-Tilang applications in enforcing the law and the factors that influence the application of E-Tilang applications by traffic unit of Polres Garut. A change in the ticketing mechanism at the traffic unit of Polres Garut, from a conventional ticket to an E-Ticket. Even so, the application of the E-Ticket application is not in accordance with the SOP. Many people do not know and understand the application of E-Traffic. E-ticket is considered more complicated and the fines applied are more expensive. The lack of socialization by the Garut Regional Police Traffic Unit regarding applications and training related to E-Traffic has not been received by all members of the traffic unit of Polres Garut. It is recommended that in-depth education and training on E-ticketing be given to all members of the traffic unit of Polres Garut and regular outreach to the Garut community, evaluation of the application of the E-ticket application and the provision of budgets related to quotas and mobile phones in the enforcement of traffic violations in Polres Garut.
