Abstract

Indonesia is a state of law which means that all aspects of the life of the nation and state are based on law. The life of the nation and state is inseparable from the social life of the pluralistic Indonesian society. A pluralistic society raises the problem of socio-economic inequality. Socio-economic imbalances have an impact on poverty. Poverty triggers the emergence of street crimes such as theft by weight. This study aims to examine the implementation of the disclosure of the crime of theft by weight, the influencing factors and optimization efforts to increase the Crime Clearance of the Kendal Police. The research method uses a qualitative approach with the type of field research. Sources of data obtained from primary and secondary data. The data collection techniques used interviews, observation, and document review. The research location is Unit I General Crimes of the Kendal Police Satreskrim. The validity of the data using the triangulation method. Data analysis with interactive models through data reduction, data presentation, and conclusions and data verification. The results show that the disclosure of the crime of theft with weights refers to the standards of planning, organizing, actuating and controlling the Criminal Investigation Unit number 1,2,3 and 4 of 2014. Several influencing factors are the quantity and quality of human resources, budget, infrastructure, crime scene information and status quo. Efforts to optimize disclosure of theft by weighting utilize Kring Investigation as a quick response and reference in developing information networks. In conclusion, the implementation of the disclosure of the crime of theft by weighting is guided by existing regulations, but there are factors that influence it. Suggestions for optimizing Unit I by carrying out activities based on SOPs, complementing the shortcomings of Unit I, and improving the quality of human resources.

Abstract

Penulisan ini dilatarbelakangi oleh tingginya angka pencurian kendaraan bermotor (curanmor) di wilayah hukum Polres Wonosobo, berdasarkan data dari Satuan Samapta Polres Wonosobo menunjukkan kejahatan curanmor mengalami peningkatan pada tahun 2020 sampai 2021. Hal ini berkaitan denga belum optimalnya pelaksanaan patroli Satuan Sabhara guna mencegah timbulnya kejahatan tersebut. Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan patroli Satuan Samapta Polres Wonosobo, faktor penghambat yang memengaruhi patroli dan cara mengoptimalkan pelaksanaan patroli. Penelitian ini menggunakan konsep dan teori yang relevan dengan judul penelitian, antara lain konsep optimalisasi, konsep samapta, konsep patroli, konsep pencurian, teori manajemen dan teori aktivitas rutin. Penelitian ini dilakukan menggunakan pendekatan kualitatif, menggunakan metode deskriptif analisis, serta teknik pengumpulan data dengan wawancara, observasi dan studi dokumen. Penelitian ini menghasilkan temuan penelitian yaitu, pelaksanaan patroli Satuan Samapta Polres Wonosobo dalam mencegah tindak pidana curanmor masih belum optimal, dapat dilihat dari beberapa aspek, yaitu sumber daya manusia, administrasi, waktu pelaksanaan dan sasaran kegiatan. Terdapat beberapa faktor penghambat yang memengaruhi pelaksanaan patroli baik itu faktor internal maupun faktor eksternal. Selain itu, upaya untuk mengoptimalkan pelaksanaan patroli dalam mencegah tindak pidana curanmor dilakukan dengan mengoptimalkan fungsi manajemen pada Satuan Samapta diterapkan oleh Kepala Unit Turjawali, yang terbagi menjadi Perencanaan, Pengorganisasian, penggerakan, dan Pengendalian. Berdasarkan hasil penelitian, maka penulis menyarankan dilakukan peningkatan kualitas dan kuantitas sumber daya manusia yang ada,membuat rute patroli dengan mempertimbangkan situasi kamtibmas terbaru,memperhatikan waktu pelaksanaan patroli dengan jam rawan kejahatan, dan memberdayakan pecalang untuk membantu pelaksanaan patroli.

Abstract

The high unemployment rate is thought to be one of the causes of the increase in crime rates. One of the criminal acts that are of concern to the legal apparatus is the crime of burglary. The National Police is responsible for conducting community development in accordance with Law No. 2 of 2002 concerning the Indonesian National Police. This coaching task is carried out by who acts as the community police officer pearhead of the National Police in carrying out pre-emptive and preventive actions. There are two problem formulations that become the main issue, namely how the operational guidance of counseling by community police officer and how the efforts of the officer unit in preventing the criminal act of burglary. Furthermore, the author uses management theory, communication theory, and crime prevention theory as an analytical knife. While the method used in this research is descriptive analysis with the focus of research on the efforts of the community police officer through counseling guidance in preventing fraudulent crimes in the jurisdiction of the Grobogan police resort. From the results of the study, it was found that the implementation of counseling guidance by the community police officer of Grobogan police resort was not optimally carried out so that it had an impact on increasing the number of thefts by weighting. Therefore, it is necessary to take troubleshooting steps so that it can reduce the theft rate by weighting. The efforts of the community police officer unit in implementing counseling guidance have not been optimally implemented. Therefore, it is recommended to improve the performance of the Binmas unit by making technological innovations/breakthroughs such as the use of technology through the Binmas Online System (BOS V-2) application.

Abstract

This research is motivated by the high rate of burglary that occurred in the jurisdiction of the Boyolali District. Police has the duty and authority to maintain the security and public order, enforcing the law, and taking responsibility of protection and giving service to the community. The aim of this study is to analyze the role of community police officer in preventing the occurrence of the burglary case and the factors that affect the performance of community police officer, and also the method to optimize the role of community police officer in Boyolali District. This research was conducted using a qualitative approach and data collection techniques through observation, document study and interview to provide an overview of community police officer Boyolali District’s role in preventing burglary case. The theory that used for data processing is the theory of roles, management theory and SWOT theory. The results of the study shows that the role of community police officer in Boyolali District has not run optimally in burglary case prevention. This is influenced by factors internal and external. The lack of human resources and poor organization is the main internal factor that causes the prevention activities are not implemented optimally. The Covid-19 situation become the main external factor that makes it difficult to gather the community for counseling and educating in preventive actions purposes. The author suggests to increase the quality and quantity personnel of Boyolali’s community police officer resort by giving vocational training and education to increase the resources Boyolali’s community police officer. Increase the number of community police officer personnel in order to achieve the ideal conditions of one community police officer in one village so that they can work optimally to prevent criminal acts of burglary.

Abstract

The Precision Police was present as a concept that was promoted during the leadership of Police General Listyo Sigit Prabowo as the National Police Chief. One of the areas of transformation that is targeted in this concept is in the field of public services. One form of public service activity is the issuance of BPKB which is the main problem discussed in the writing of this final project. So that this final project was made with the intention of being able to get an overview of the issuance of BPKB carried out by the Pekalongan City Police with 2 main objectives following it, namely to be able to know service standards and the mechanism for issuing BPKB. In describing the various problems that exist, several library sources are used as a means to carry out an analysis consisting of research literature in the form of previous thesis writing and conceptual literature consisting of management theory regarding management functions and elements as well as several concepts regarding Regident Ranmor, Public Service and Police Precision. The research method is an inseparable part of a thesis writing so that in this final project the research methods used include a qualitative research approach with descriptive research type. Furthermore, the research location as mentioned above is the Pekalongan City Police Station. Then, in obtaining various data, the data collection techniques used were interviews, observations and document review. In the research conducted, it was found that the issuance of BPKB still needs to be improved in terms of the problem of the incompatibility of the preparation of service standards based on Law Number 25 of 2009 concerning Public Services and the implementation of the Precision Police concept in the BPKB issuance mechanism has not been maximized.

Abstract

The Corona Virus Disease 2019 (Covid-19) pandemic has affected not only the health sector, but also the economic sector. This condition causes changes in people's lives; on the one hand, people's needs increase, while their financial income decreases. This inequality has the potential to create crime vulnerabilities, one of which is the criminal act of theft by weighting experienced by the community under the jurisdiction of the Polres Pekalongan (District or Municipality Police). Cases of theft by weighting dominated other criminal cases at the Polres Pekalongan (District Police) from 2018 to 2021. Repressive efforts to combat the criminal act of theft by weighting seem not yet effective enough, so that preventive efforts are needed against the criminal act of theft by weighting through early detection activities. The National Police as a public servant strives to maintain the security and order situation in the community through the Community Policing function and the “Presisi Polri” concept. Therefore, Bhabinkamtibmas as the front guard carrying out the function of Polmas (Community Policing) is essential to preventing the criminal act of theft by weighting through the implementation of early detection. The study aims to determine the feasibility implementation in early detection of Bhabinkamtibmas of the Polres Pekalongan (District Police) for the prevention of theft by weighting in the context of a “Presisi Polri”. This research is qualitative research with a case study approach where data collection is done through interviews, observations, document studies, and focus group discussions (FGD) to a number of sources in the jurisdiction of the Pekalongan Police. The results of this study indicate that Bhabinkamtibmas needs to optimize its early detection ability through observation activities, seeking information and willingness to listen actively to map the security and security situation in its area of ​​duty. This is in line with the “Presisi Polri” Transformation, particularly in the fifth program, namely Strengthening the performance of Kamtibmas Maintenance through predictive policing activities.

Abstract

Crime is a complex phenomenon that can be understood from many different perspectives. This study aims to examine the level of understanding and perception of SIPSS applicants from the Department of Law related to Criminology material. The approach used in this research is descriptive quantitative. The data collection technique used a questionnaire with purposive sampling type, while for the technique in analyzing the data applied hypothesis testing on the analysis of variance through Friedman's two-way level. Data analysis using analysis of variance through the two-way Friedman level was applied to determine whether or not there were significant differences in values ​​in several population groups. Through this method, the sample data is arranged in a two-way table consisting of a number of rows and columns. This study concludes that the respondents have significant differences in preferences for the four models of explanations for crime. In this condition, registrants for the Source Police Inspector School (SIPSS) from the Department of Law have a certain tendency to understand the process of a crime based on the perspective they choose and they believe as the basis for understanding in explaining crime.
