Abstract

This research is motivated by problems caused by the consumption of illegally circulating liquor. Preemptive and preventive efforts are made to prevent the circulation of illegal alcohol. Therefore, a study was conducted which aimed to find out the progress of the implementation of these efforts through the efforts of Bhabinkamtibmas through counseling, as well as the influencing factors. This research was conducted with a qualitative approach, which is a type of descriptive research, as well as data collection techniques with interviews, observations, and document review. Then analyzed with data reduction techniques, data presentation, and drawing conclusions / verification. The results of the study found that the counseling efforts carried out by Bhabinkamtibmas were not yet maximal in terms of planning, implementation, and supervision and control. Analysis of the implementation of counseling does not affect the change in mindset of the community to obey the law. In addition, the lack of insight into the knowledge of members of Bhabinkamtibmas makes counseling of citizens only run as it is without meeting planned targets or goals. While the inhibiting factors are organizational factors, human resource factors, facilities and infrastructure factors, as well as the cultural factors of the people of Cirebon Regency and communication factors. Based on the results of the study, the authors suggest that even distribution of personnel in each police station is in accordance with the duties and functions of the members entailed. Providing online training through the zoom application to Binmas personnel, equipping officers with the ability to master technology and the science of social communication. Counseling efforts are targeted at young people, regional communities, places of education, and places of entertainment. Require Bhabinkamtibmas to guide Perkap Number 22 Year 2007 and Perkap Number 3 Year 2015, hone creativity and innovation in conducting counseling, and improve the quality of Bhabinkamtibmas, Kasas Binmas can develop Bhabinkamtibmas well in a planned and structured manner.

Abstract

This research is motivated by the phenomenon of traffic violations committed by students in the law area of ​​the Tasikmalaya Regional Police due to student disorder in traffic on the highway. Therefore, a study aimed at describing the implementation of the Police Goes to School program carried out by the Tasikmalaya Police Traffic Unit, identified the factors that influence and describe the efforts made in optimizing the Police Goes to School program. Theories and concepts used by the author in answering problems are Management theory, 6M Management elements, Communication theory, Optimization concept, Traffic Violation concept, Dikmas Lantas concept, Kamseltibcar Lantas concept and Enculturation concept. This research was conducted with a qualitative approach and using a type of field research. The results of the study refer to the implementation of the Police Goes to School program in educating students to a minimum. Analysis of the implementation of the program according to the theory of Communication and 6M elements shows that the implementation of the Police Goes to School program is not running optimally in its implementation because there are still many traffic violations committed by students. The implementation of the Police Goes to School program between planned activities and implementation has not been well implemented. The findings of the study indicate that factors affecting the field of human resources are still limited, lack of budget, lack of facilities and infrastructure, less innovative methods and school targets that are not achieved are all obstacles to implementation. Based on the results of the study, the authors suggest that the Dikyasa Unit create more innovative activities to attract the attention of students, form the KADET LANTAS organization to make students as traffic safety agents and empower the public relations field by utilizing the use of social media.

Abstract

Dilatar belakangi oleh terancamnya kamtibmas di Kota Cirebon yang disebabkan oleh tingginya angka kasus pencurian sepeda motor dalam kurun waktu tiga tahun terakhir. Maka berdasarkan UU RI No. 2 Tahun 2002, Polri memiliki tugas pokok memelihara kamtibmas dengan melakukan pencegahan melalui kegiatan patroli dialogis roda empat Satuan Sabhara. Ada tiga persoalan yang diajukan dalam penulisan skripsi ini, yakni gambaran umum tindak pidana pencurian sepeda motor, peran patroli dialogis roda empatdalam mencegah tindak pidana pencurian sepeda motor, serta faktor-faktor yang mempengaruhi peran patroli dialogis roda empat. Untuk menganalisis terhadap tiga persoalan tersebut, penulis menggunakan metode penelitian lapangan dengan pendekatan kualitatif. Sebagai pisau analisis dalam menjawab rumusan masalah penulis menggunakan teori dan konsep yaitu teori aktivitas rutin, teori peran, teori manajemen, konsep patroli, dan konsep tindak pidana. Adapun temuan penulisan ini yakni gambaran umum tindak pidana pencurian sepeda motor di Polres Cirebon Kota terjadi akibat tiga faktor yakni adanya pelaku yang termotivasi, korban yang sesuai, dan tidak adanya penjagaan yang mumpuni. Kurang berperannya Satuan Sabhara dalam mencegah pencurian sepeda motor dikarenakan buruknya manajemen kegiatan patroli dialogis roda empat yang dilakukan, dan faktor-faktor yang mempengaruhi yaitu faktor men, money, material, method, machine, dan market. Dari temuan penulisan tersebut, diharapkan kepada petugas patroli untuk melaksanakan tugas secara profesional. Kemudian disarankan agar dapat dilakukan penambahan personil dan mengadakan pendidikan kejuruan maupun pelatihan tentang patroli.

Abstract

SIM merupakan hal yang wajib dimiliki setiap warga negara Indonesia yang mengemudikan kendaraan bermotor. Namun dalam proses penerbitan SIM masih banyak ditemukan penyimpangan dan kualitas pelayanan yang buruk. Kurangnya sosialisasi kepada masyarakat juga menimbulkan ketidaktahuan masyarakat mengenai informasi yang berkaitan dengan pembuatan SIM sehingga hal ini sering dimanfaatkan oleh aparat yang tidak bertanggung jawab untuk melakukan penyimpangan dalam pembuatan SIM. Teori yang digunakan dalam penelitian ini didasarkan teori manajemen oleh George R. Terry, teori pelayanan oleh sinambela Konsep Pelayanan Publik, Konsep SIM, serta UU No 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dan UU No 25 Tahun 2009 tentang Pelayanan Publik. Pada penelitian ini penulis menggunakan pendekatan kualitatif dengan metode penelitian field research. Sumber data yang digunakan adalah sumber data primer dan sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, pengamatan, dan studi dokumen. Teknik analisi data yang digunakan adalah reduksi data, sajian data, dan penarikan kesimpulan. Hasil penelitian menemukan bahwa pelayanan SIM di SATPAS Polres Karawang belum optimal. SATPAS Polres Karawang masih banyak menemui kendala dalam memberikan pelayanan bagi masyarakat pemohon SIM, baik dari faktor internal yang terdiri dari SDM Polri, Anggaran, Sarpras, dan Teknologi serta faktor eksternal yakni kondisi sosial masyarakat. Adapun Langkah yang dilakukan SATPAS Polres Karawang dalam mengoptimalkan pelayanan kepada masyarakat yaitu dengan melakukan penerapan sistem FIFO (First In First Out).

Abstract

This research is backed by the high number of sexual violence in children in the law area of Cianjur Polres. The National Police of the Republic of Indonesia undertook the pre-emptive and preventive efforts of one of them through counseling guidance (binluh) in preventing child sexual violence. Therefore, research is carried out aimed at knowing the general image of sexual violence in children, the role of the Binluh by Bhabinkamtibmas in preventing sexual violence in children, as well as factors affecting the role of Binluh by Bhabinkamtibmas in preventing sexual violence in children. This research uses qualitative research approaches with analytical descriptive types. These research sources are primary, secondary, and tertiary data sources. Later, the data collection techniques used in the writing of this thesis are observations, interviews, and document studies. Furthermore, to test the accuracy and validity of data in this study using triangulation techniques. Data analysis techniques on qualitative research are data reduction, data feed, and conclusion withdrawal. Findings on the research show that the role of counseling guidance implemented by Bhabinkamtibmas is still not running with the maximum. The lack of this binary role is due to the management of activities that have not been in accordance with the existing SOP, the intensity of the binluh activities that are still lacking, the ability and qualifications of officers still do not meet the standards of existing rules, materials that are not controlled by the officers, or in terms Based on the results of the research, the authors suggest that the improvement of human resources, improving cooperation relationship with the relevant agencies, given the knowledge supply, carried out an approach to the community, as well as conducting similar research and including prevention efforts in review with different theories and concepts.

Abstract

This research is motivated by the high number of vehicle theft cases against other acts in the Karawang district police jurisdiction. The National Police need to take patrol actions to avoid meeting advocacy intentions and opportunities, specifically in the mix. Therefore, the purpose of this study is to describe the general description of motor vehicle theft and the role of four-wheeled patrols as well as the challenge factors that influence the role of four-wheeled patrol units in the Satsabhara Patrol Unit on preventing motor vehicle theft. The research used is descriptive qualitative with field research. Data sources include primary data and secondary data collected by interview techniques, participant observation, and documentation. Data validity is through the source triangulation technique, while data analysis is based on interactive data analysis. Knife analysis is based on role theory, management theory, and crime prevention theory. The results of the study concluded that the crime of two-wheeled motor vehicle theft (R2) ranks highest compared to other crimes in the Karawang district police jurisdiction. Four-Wheeled Patrol Activities (R4) Sabhara Unit Patrol Unit of the Karawang Regional Police conducted based on Operational Procedure Standards (SOP), divided into 3 (three) for preparation, implementation, and termination as well as in every monitoring activity. Four-Wheel Patrol (R4) Patrol Unit Sabhara Police Karawang has agreed to management principles, namely planning, organizing, budgeting and implementation, as well as supervision and improvement, have also been supported by the rules of the role according to expectations, norms, the form of relations with what they are and punishment. The role of consideration is done through social, asking situational, and accessing the community/community. Factors that hamper the role of empathy wheel patrol (R4) are the limited number of member patrols, limited fuel budget, and the less active community in helping police duties. Therefore the suggestion of this research is the need to further enhance cooperation with the community both with community groups, so that special public order security vehicle theft can be prevented as early as possible.

Abstract

This research is backed by the case of a brawl between students in the Bogor area of the city that many injured victims until the death toll. Often we see in television media about the case of juvenile delinquency namely brawl, so in this study will discuss about the factors that cause the occurrence of the brawl between students and how the execution of the task of Sabhara Patrol Unit in the effort to prevent the occurrence of the brawl between students to create a kamtibmas in Bogor Kota.The research method that the author chose is qualitative research. In qualitative research prioritizes the quality of the data gained and remembers short and limited research time. In qualitative research, the authors dive directly into the field to meet with the speaker and dig the information needed. This is because the information needed is descriptive, which is to theoretically explain the steps taken by the Sabhara unit Bogor Kota in optimizing the prevention of the occurrence of the brawl between students.For five years backwards from 2016 to 2020, there have been 36 laughs in the area of Bogor city. The role of Sabhara's unit already has focus on people, places, material losses, and goods. Factors of the cause of the brawl are divided into two internal and external. And, for the execution of patrol tasks based on planning, organizing, implementation, and control.The suggestion of the whole problem is the strict rule of the school in relation to students ' laughs, both at the reception of new students and all students who have been in school. Another suggestion is to conduct patrol and socialization activities related to the student's brawl in order not to make room for students to make a brawl in the territory of Polresta Bogor Kota.

Abstract

In the last 3 years, drugs crime is the most common case in the Bogor City area with 561 cases. Binmas Bintibmas unit has a role in efforts to tackle drug cases among high school students with guidance and counseling. This study is to analyze and describe the efforts and factors that influence the implementation of binluh by the bintibmas unit. Research location in Bogor City Polresta with the focus of the bintibmas unit. This study using qualitative methods with descriptive analysis techniques. Using triangulation (Moleong;2006:330) of data which is sources, theories and techniques adn using primary, secondary and tertiary data sources. Data validity including data reduction, data present, conclusion making and verification. This research uses management function theory, management element theory and Force Field Analysis theory and effort concept, binluh concept, drug abuse concept and bintibmas concept. The sub-optimal implementation of binluh carried out by the bintibmas unit is analyzed from the planning function, preparing the material to determine binluh targets, organizing, preparing competent officers, implementation and control, assessment and monitoring in binluh activities. In the implementation factor that influence binluh are internal factors that influence that are the factors of people, budget, infrastructure and methods of binluh and external factors are community awareness and factors of other functions also the effort doing with coaching and relationship and work procedures. The conclusion is binluh inhibiting factors carried out by the bintibmas unit are member competencies, extension materials, budgets, cooperation with other functions and agencies, binluh target determination and binluh methods.

Abstract

Fokus penelitian ni adalah pengaruh pelaksanaan Focus Group Discussion dalam mengurangi tindak pidana pencabulan di Polres Tasikmalaya. Fokus pada penelitian skripsi ini dilihat penting dikarenakan pelaksanaan Focus Group Discussion yang dilakukan oleh Satuan Binmas Polres Tasikmalaya diharapkan dapat mengurangi kasus tindak pidana pencabulan di wilayah Kabupaten Tasikmalaya. Penelitian ini terdapat 2 persoalan yang akan diteliti dalam penelitian ini, yaitu tentang: (1) Apakah faktor-faktor yang menyebakan terjadinya tindak pidana pencabulan di Polres Tasikmalaya? (2) Bagaimana pelaksanaan Focus Group Discussion yang dilaksanakan pleh Satuan Binmas dalam mengurangi tindak pidana pencabulan?, (3) Bagaimana tindakan Satuan Binmas yang akan dating dalam mengurangi tindak pidana pencabulan melalui Focus Group Discussion di Polres Tasikmalaya. Teknik analisa terhadap 2 persoalan tersebut, penulis menggunakan metode deskriptif analisis dengan pendekatan secara kualitatif. Penggunaan kerangka konseptual berupa teori dan konsep yang digunakan sebagai pisau analisis oleh penulis dalam mengupas rumusan masalah yang telah ditentukan. Teori dan konsep yang digunakan oleh penulis yaitu teori pencegahan kejahatan, Teori unsur-unsur manajemen, Teori konsep dasar manajemen. Dalam penggunaan konsep, penulis menggunakan konsep satuan pembinaan masyarakat, konsep Focus Group Discussion. Penelitian ini menemukan beberapa temuan yaitu (1) Terjadi peningkatan kasus tindak pidana pencabulan di Polres Tasikmalaya khususnya pada tahun 2019, (2) Tidak tersalurkannya materi Focus Group Discussion mengenai tindak pidana pencabulan kepada masyarakat terlebih materi mengenai pencabulan baru dilakukan sekali pada bulan Oktober tahun 2019 (3) Kurangnya pemahaman masyarakat mengenai Undang-Undang Perlindungan anak, hal ini dibuktikan karena mayoritaskejadian tindak pidana pencabulan terjadi pada lingkup internal keluarga atau inses, (4) kurangnya jumlah personel Satuan Binmas yang dapat menghambat kinerja Satuan Binmas. Oleh sebab itu, peneliti menyarankan kepada Polres Tasikmalaya untuk lebih mengintensifkan pelaksanaan Focus Group Discussion dengan materi penyadaran tentang pencabulan dan penekanan mengenai Undang-Undang Perlindungan anak, serta mengajukan penambahan personel untuk Satuan Binmas demi peningkatan kinerja Satuan Binmas Polres Tasikmalaya, serta melakukan penambahan dan pemeliharan, peningkatan kemampuan personel Satuan Binmas Polres Tasikmalaya.

Abstract

According to the phenomenon that occurs in society today, the improvements of technologies and pieces of knowledge affect the way society thinks and acts whereas having an impact in a criminal case such as theft. One of the popular theft cases in Indonesia is the case of theft using violence. In Bogor police jurisdiction, According to the recorded data in 2018 there were 29 cases of fraud and in 2019 there were 62 cases of theft using violence. Sabhara aims to implement the arrangements, guard, escort, and patrol (In Bahasa known as Turjawali), Crime Scene, and Society control in order to maintain the public order and security, as well as securing the headquarter to prevent the case of theft using violence in the society optimally. The purpose of this study is to describe the implementation of the Sabhara unit patrol and the factors that influence the Sabhara unit in preventing the case of theft using violence in the Bogor Police jurisdiction. This study uses a qualitative approach as the type of field research. The location of this study located at Bogor Police. The data collection techniques uses interviews, observation, and document studies. The validity of the data in this study uses data triangulation, interviews, observations, and document studies. The results of this study revealed the Sabhara unit is carrying out patrol activities aimed to prevent the intentions and opportunities of the perpetrators to carry out their crimes. In the implementation of patrol activities in order to prevent the case of theft using violence, most of the units had been carried out as the guidelines according to the SOP (Standard Operating Procedure). External factors that influence the implementation of Sabhara members are the method of implementing patrols which are considered to be appropriate also supported by the patrol location and target. Internal factors that influence the implementation are the human resources of Sabhara members themselves, where Sabhara members of Bogor Police are still outnumbered. As well as the infrastructure obtained by members of Sabhara in carrying out activities in the fostered area is still lacking.
