Abstract

Cases of criminal acts of theft with weights that occurred in the jurisdiction of North Jakarta Metro Police have increased for 3 years starting from 2018 to 2020. The reasons behind this weighted theft include economic demands and public awareness that is still lacking in the importance of maintaining environmental safety. This needs to be followed up so that the crime of theft by weight can be minimized. The implementation of Door to Door System activities by Bhabinkamtibmas in the jurisdiction of the North Jakarta Metro Police in preventing criminal acts of theft by weighting based on the results of research and field observations, it was found that the implementation of the Door to Door System was not optimal and the delivery of material was still general and not specific regarding theft with weights so that there are still many people in North Jakarta who are victims of criminal acts of theft with weights. From the management process that has been implemented to optimize door to door system activities in terms of mobilization and supervision, there are no obstacles, but in terms of planning and organization there are still obstacles so that the optimization of the door to door system does not run optimally. The implementation of Door to Door sambang by Bhabinkamtibmas in the jurisdiction of the North Jakarta Metro Police in preventing the crime of theft by weighting is influenced by several factors in accordance with the SWOT analysis theory in door to door system activities in preventing criminal acts of theft by weighting the jurisdiction of the Jakarta Metro Police so that by Knowing these 4 elements, it is hoped that the implementation of the door to door system can run optimally.

Abstract

The social problem currently experienced by the Indonesian people is the COVID-19 pandemic. This has a major impact on people's lives, but the implementation of COVID-19 prevention by the community is considered to be lacking, marked by low awareness of health protocols, in this study the aim of this study was to explore and find facts that led to the non-optimal role of Bhabinkamtibmas in increasing public awareness to prevent the spread of the virus. COVID-19 in the Denpasar Police. In order to analyze the research results, Management Theory, Optimization Concept, Consciousness Concept, and Bhabinkamtibmas Concept are used. Data analysis in this study used the results of in-depth interviews and document data obtained from relevant sources. This research was conducted in the Denpasar Police Legal Area and focused on the role of Bhabinkamtibmas in increasing public awareness. Bhabinkamtibmas plays an important role in fostering the community in the police strategy in the preventive sector. In Denpasar City, the spread of COVID-19 continues to increase and there are still many people who violate health protocols. This is influenced by internal factors and external factors. Internal factors include human resources, budget, facilities and infrastructure. External factors are many people who are constrained in the economic field of the community. From the protocol violations committed by the community, it is assessed that the role of Bhabinkamtibmas is still not optimal.

Abstract

Traffic violations are a problem that has been widespread in Pekanbaru City, starting from the diversity of cultures that make people have their own thoughts in taking action without thinking about the applicable rules. In preventing this, the traffic unit is through the implementation of the Traffic Dikmas, which aims to deliver traffic education to the public so that the public understands good and orderly traffic procedures. In the discussion of this thesis the writer uses the theory of Management (POAC), Management (6M), Traffic Violation, the Concept of Effectiveness, Dikmas Lantas, as an analysis knife to discuss the findings and research problems. This study uses a qualitative approach and the type of research is field research. The research focus is on the Dikyasa Unit Traffic Unit at the Pekanbaru Police with the community in Pekanbaru City as the source of document data, then the validity of the data is proven by data triangulation. Data analysis techniques were data reduction, data presentation and conclusion drawing. The results of the study found that the traffic violations of the people of Pekanbaru City increased from year to year. Efforts to prevent community traffic violations which are analyzed using management theory are to make safety appeals when 9 Dikmas activities have not been effective. The inhibiting factors are human resources, time and place, community attention and support, while the supporting factors are budget and cross-sectoral cooperation. Even though the Dikmas Traffic activities have been carried out to prevent traffic violations, the people of Pekanbaru City often commit traffic violations. Based on the research results, various efforts have been made to prevent traffic violations. The author suggests providing vocational education (Dikjur), adding personnel, and adding sarpras to support Dikmas Lantas activities in order to encourage community compliance to comply with applicable regulations.

Abstract

Technological developments that developed in the 4.0 era have many positive and negative impacts. From this negative impact, several criminal cases emerged in Indonesia which made many of the perpetrators develop by hiding information related to the crimes committed, so that many of these perpetrators were targeted by the police and put on the wanted list (DPO). Making law enforcement actors have to work in the progress of the times. So in fact, the performance of the police in uncovering various kinds of cases must be optimal by utilizing developing technology, one of which is the role of face recognition technology. The research approach used is a qualitative approach with the type of field study research. The data were obtained through interviews, observations, and document studies. The analysis of the performance of investigators used is the system theory of scientific perspective analysis, scientific perspective management theory and eigenface theory as well as the National Police Chief and relevant laws and regulations. Based on the results of the research, the performance of the Detective Unit and Identification unit is still not optimal. There are several vital obstacles, including the role of facial recognition technology (i) human resources are not maximized (ii) lack of management in budget expenditures for equipment operation and maintenance (iii) not yet firm in applying legal evidence in accordance with Article 184 paragraph ( 1) The Criminal Procedure Code ("KUHAP") states that legal evidence is: witness statements, expert testimony, letters, instructions and statements of the defendant as evidence for legal instructions in court (iv) limited facilities and infrastructure (vi) there is no crucial standard operating procedure (SOP) related to face recognition technology. Polrestabes Semarang has made efforts to implement the INAFIS application with several modes such as demographics, fingerprint scans, iris scans and photo scans (face recognition) to speed up investigator performance. It is deemed necessary to transform training and education methods for members, change and trim bureaucratic procedures, and strengthen synergies with various parties that can assist investigations and investigations both internally such as Bareskrim and Polda as well as externally such as the local Dukcapil and the central Dukcapil.

Abstract

The phenomenon of traffic violations that is increasingly happening today makes it impossible to create a safe and orderly community life, especially in this case the students who are the object of the traffic violation. Supervision carried out by parents and teachers at school is still not sufficient in handling students so they do not commit traffic violations. The most effective way is with the Traffic Dikmas activities scheduled by the Kendari Police Satlantas. But even though these activities have been carried out, they still have not been able to reduce the number of traffic violations committed by students. The concepts and theories used are POAC management theory, communication theory, and motivation theory. The results of the study found that the Kendari Police District Education and Community Service activities after being analyzed using the POAC management theory had been running for 2 months and were judged as the program implemented not optimally because there were still shortcomings in each stage of the activity and there were benefits from the side of knowledge about past community education activities, how the method was used. used in education, and reducing the number of traffic violations by students. While the inhibiting factors are environmental factors, behavioral factors, and also the influence of students' thinking which is less aware of traffic rules. In this study, the factors that support and hinder the optimization of the Kendari Police Satlantas activities for students to improve Kamseltibcar, namely from human resources, budget, methods, materials, machines, and markets as inputs to improve the performance of members of the later dikyasa unit in Kendari Police and Police. Some of the points conveyed by the author in this thesis aim to provide suggestions to improve the performance of the Kendari Police Satlantas in the future. Based on the results of the study, the authors suggest that members of the Dikyasa Unit at the Kendari Police in optimizing direct social education activities for students in order to improve kamseltibcar must make improvements in the HR sector, provide training and schools for direct members of the Dikyasa unit so that they can carry out direct social activities for students. by utilizing technology and adapting to the times, not with monotonous methods. The suggestion put forward by the next researcher is to analyze how students know about traffic rules.

Abstract

East Jakarta Police Department has the right to do law enforcement in East Jakarta Region. The most frequent of violation of the law in East Jakarta is teenagers brawl, where the violation can be enforced by Criminal Investigation Unit of East Jakarta Police Department. This research had used several theory and concept, which are the effectivity theory, deterrent effect theory and law enforcement theory. On the other hand the concept that had been used are the investigation concept, children and teenager concept, children and teenager investigation concept, and the law violation concept. This research used the qualitative approach with field study method on the law enforcement that had been conducted by Criminal Investigation Unit of East Jakarta Police Department towards teenagers' brawl in East Jakarta. The writer collected data with observation within the implementation of law enforcement, interview with subjects, documents collecting from Criminal Investigation Unit of East Jakarta Police Department. From this research, the writer conclude that the implementation of law enforcement by Criminal Investigation Unit of East Jakarta Police Department towards the perpetrator of teenagers’ brawl can’t be fully objected by Criminal Procedure Law and the conviction can’t be entirely based on Criminal Law Code, because the object of the law enforcement is between 12 to 18 years old, it is directed by the National Law Code No. 11 of 2012 about The Criminal Justice System For Children and Teenager. Other than that, the act of law enforcement is considered not effective because it does not cause a deterrent effect towards the perpetrator of teenagers’ brawl cases number from 2018 to 2020.

Abstract

The large number of vehicles in Buleleng Regency has an impact on the traffic situation and conditions in Buleleng Regency. Various kinds of problems that occur include congestion, traffic violations, and traffic accidents. To minimize the occurrence of traffic accidents, the participation of related parties, especially the police through the Traffic Unit, is required.The researcher uses management theory, SWOT analysis theory, crime prevention theory, and the concept of traffic accidents as an analytical knife. The research approach used is a qualitative approach with the type of research in the form of field research. The technique of collecting data is through interviews, observations, and document studies which are then analyzed by data reduction, data presentation, and drawing conclusions. The research was carried out at the Buleleng Police Station, the findings obtained by the researchers can be concluded that traffic accidents in Buleleng Regency for the 2016-2020 period experienced fluctuations and were dominantly caused by human factors, vehicle factors, road factors, and weather/natural factors with the dominant being caused by human factors. Satlantas efforts in preventing traffic accidents are manifested in several efforts, namely: preemptive efforts, socializing traffic rules and utilizing social media; preventive efforts by making banners calling for orderly traffic at traffic accident-prone points and patrolling at traffic accident-prone points; repressive efforts by carrying out motor vehicle raids together with relevant agencies. The research also found various obstacles faced by the Buleleng Police Traffic Unit, including the lack of adequate internal and external facilities and infrastructure, the lack of budgetary direction, and the low awareness of the orderly traffic of road users in Buleleng Regency. From these findings, the researcher gave recommendations to the leadership of the Buleleng Police to provide supporting internal and external infrastructure, design a more targeted budget, and further intensify coordination with related agencies in terms of adding road infrastructure.

Abstract

Dialogical patrols as a preventive effort should be able to reduce the number of motored vehicle theft criminal cases. However, in reality, cases of motor vehicle theft in South Tangerang City are still high. In this thesis, the author tries to analyze the implementation of dialogical patrols and the factors that influence the implementation of dialogical patrols based on George R. Terry's management theory and AIDDA communication theory. The purpose of this research is to describe the implementation of the dialogical patrols carried out by the Sabhara Unit of the South Tangerang Police and to analyze the factors that influence the implementation of the dialogical patrols themselves. This study used a qualitative approach with interviews to dig deeper into the facts. Resource persons in this study were selected based on their positions and functions. Data analysis in this study used data reduction, data presentation and final conclusions in qualitative research. The findings of the study indicate that motor vehicle theft crimes are still common in South Tangerang City. So the South Tangerang Police Sabhara Unit conducts dialogical patrols to prevent and reduce the occurrence of motor vehicle theft crimes. Apart from officers, community participation is also very much needed so that prevention of motor vehicle theft can be optimal. There are still obstacles in the implementation of dialogical patrols by the Sabhara Unit of the South Tangerang Police, including the lack of quality and quantity of members of the Sabhara patrols so that the messages of social security cannot be conveyed properly to the people of South Tangerang City. There are still obstacles in the implementation of dialogist patrols by the South Tangerang Police Sabhara Unit, among others, the lack of quality and quantity of Sabhara patrol members so that kamtibmas messages have not been conveyed well to the people of South Tangerang City. Abstract

This research is motivated by the increasing problems of the Covid-19 virus pandemic, especially the jurisdiction of the Semarang Polrestabes. The central government has also tightened community activities. Based on the order of the National Police Chief through a telegram regarding the establishment of the "Kampung Tangguh Nusantara", the Semarang Police Station established the Great Temple Alert Village program. In this case, the researchers focused on conducting research in the Polaman Village of the Mijen Police Sector on the grounds that the ability of Bhabinkamtibmas in implementing the program was considered more successful than other villages in the Mijen Polsek area. The purpose of this research is to find out the role of Bhabinkamtibmas in implementing the Kampung Siaga Candi Hebat program which can reduce the crime rate and suppress the spread of Covid-19 in the Polaman Village, Polsek Mjen. As a knife of analysis is the Bhabinkamtibmas Concept, Management Theory, SWOT Analysis Theory. This research was conducted with a qualitative approach and used descriptive analysis and data collection by interview, observation, and document review. Research located in the jurisdiction of the Mijen Police. The results of the research show that the implementation of the Kampung Siaga Candi Hebat Program can reduce the crime rate and the spread of Covid 19 in the Polaman sub-district of the Mijen Polsek, even specifically the reduction of Covid 19 is considered successful compared to other police jurisdictions in the Semarang Polrestabes line. The author also found several obstacles, especially the public's lack of understanding of the program, but slowly Bhabinkamtibmas has succeeded in providing a good understanding so that this program can run smoothly. In conclusion, that the program has succeeded through the maximum role of Bhabinkamtibmas and the authors suggest that the leadership should give an award to Bhabinkamtibmas, Polaman Village, Mijen Police, so that Bhabinkamtibmas participate in the Binmas Dikjur, so that the costs of the program are fully borne by the Police.

Abstract

The high demands of the community for the realization of a bureaucracy that is transparent, accountable, free from corruption, collusion and nepotism (KKN) have resulted in bureaucratic reform is something that must be done by Government agencies. In effort prevention and eradication corruption, President Republic Indonesia (through Inpres Number 17 Year 2011) instruct to the Minister and Head Institution Country and Head Area for take steps that required corresponding Duty, function, and authority each in order prevention and eradication corruption Year 2012, with refer on Priority Development National in Plan Development Period Intermediate National Year 2010-2014 and Plan Work Government Year 2012. This study aims to determine how the efforts to realize and the factors that hinder the Bekasi City Metro Police Satintelkam in realizing the Integrity Zone through public services of the Bekasi City Metro Police SKCK. This research uses George Terry's POAC Management Theory and the concept of Efforts to analyze the research results. Approach that done researchers is approach qualitative. In doing research, researchers use method descriptive analysis. Research this have focus that is How an overview Implementation SKCK for manifest service prime (service excellent) by unit Intelligence Police Metro Bekasi City. Data obtained from interviews, observations, and document review. The validity of the data through the triangulation method. Data were analyzed through data reduction, data presentation, and then drawing conclusions. The results showed that the effort to realize the integrity Zone was successful at Polres Metro Bekasi City in terms of implementation, organization, supervision and control. However, it is necessary to add public services to eliminate inhibiting factors such as making more public service places so that public interest does not increase and accumulate at a certain point.
