Abstract

This research is motivated by the high number of criminal acts of theft, be it ordinary theft, stealing, stealing, and robbery. The Kerinci Police took action to prevent the crime of theft by carrying out patrol activities carried out by the Sabhara Unit as the spearhead to prevent the theft. This study aims to describe the role of the sabhara unit patrol in preventing the crime of theft, and the factors that influence the implementation of the Kerinci sabhara unit patrol. This study uses a qualitative approach as well as data collection techniques with interviews, observations, and document studies. From this research, it can be seen a real picture of the prevention efforts carried out by the Kerinci Sabhara Police unit against the crime of theft. To process the data obtained, the researcher uses management theory and crime prevention theory, the concept of patrol, the concept of sabhara, the concept of the crime of theft and preventive measures. The results of the study found that the role of the Sabhara patrol unit had not been fulfilled optimally in accordance with Perkabaharkam Number 1 of 2017 concerning Patrols, because there were internal and external factors that hindered the implementation of the patrol, namely the lack of patrol member personnel, the number of members who did not participate in the Sabhara Dikjur, lack of facilities. infrastructure and the community have not played an active role in helping provide information to patrol officers. Based on the results of the study, the authors suggest the need for patrolling in accordance with SOPs, increasing the intensity of patrolling, increasing the number of personnel and personnel capabilities through the activities of the Dikjur Sabhara and adding facilities and infrastructure. Thus the role of the patrol unit of the Kerinci Sabhara Police in preventing the crime of theft can be fulfilled optimally.

Abstract

This study was conducted to examine how the practice of patrolling 2-wheeled vehicles by the Sabhara Police Unit of South Tangerang in order to prevent the occurrence of the crime of motor vehicle theft. The reason for reviewing the research is that preventive measures are better than repressive measures or law enforcement. Motor vehicle theft is a prominent crime in South Tangerang City in 2018. The theories used in this research are management theory, crime prevention theory, communication theory, routine activity theory, police science and the concept of police patrol. The approach used in this study is a qualitative approach. A qualitative approach is used so that the author can explore related matters and also get a specific and real picture of the problems that caused 306 cases to be suppressed so that it decreased to 201 cases in 2019 and 278 cases in 2020. adopted in this study and the method used in this research is the case study method. The conclusion of this study is that the high number of cases of motor vehicle theft in the jurisdiction of the South Tangerang Police is influenced by several things, namely the number of incidents, the mode used by the perpetrators, and the last is the pattern of the place where the cases are committed by the perpetrators targeting housing/settlements carried out at odd hours. victim rest. The implementation of this dialogical patrol is very important to be carried out with the aim of creating communication between police officers and the community. The decline in the number of motor vehicle thefts in the following year compared to previous years, according to the evaluation by the South Tangerang Police, is a joint success of the South Tangerang Police and the community in preventing the crime of motor vehicle theft. Factors that affect dialogical patrol activities consist of external factors and internal factors. Suggestions in implementing dialogical patrol activities are the need for community participation efforts in crime prevention. There is a need for SOPs on dialogical patrol activities. Control over members of the leadership must always be carried out, so that in the implementation of activities there is no manipulation and activities can run optimally. Patrol members can also coordinate with bhabinkamtibmas in carrying out patrol activities involving residents in their area

Abstract

This problem arises in the background by the theft case in the city of Bandar Lampung. With an approach with the community through binluh by conveying security and security messages, especially in preventing theft by using the Whatsapp application carried out by bhabinkamtibmas. This study aims to optimize the use of Whatsapp as a communication medium by bhabinkamtibmas in carrying out their duties, as well as factors that influence the use of Whatsapp which require a system or mechanism to facilitate the task of bhabinkamtibmas. Concepts and theories to analyze the research focus. The research concept includes communication media, Whatsapp is used to prevent theft, bhabinkamtibmas in conveying messages, the concept of prevention, the concept of theft, Perkap Number 21 of 2007, Perkap Number 3 of 2015. Theories include Prevention Theory and Communication Theory. The research method systematically is a qualitative approach. This type of research is descriptive analytic. Primary and secondary data sources. Data collection techniques with Interview, Observation, and Document Review. The location is in the Binmas Unit Polresta Bandar Lampung. Validity by triangulation. Data analysis using interactive analysis models. The results of the study found that the use of Whatsapp which was analyzed with articles 9 and 10 of Perkap No. 21 of 2007 and Perkap No. 3 of 2015. The prevention of theft can be done with a prevention approach and the implementation of bhabinkamtibmas duties in accordance with competence. The conclusion of the optimization of Whatsapp social media by bhabinkamtibmas to prevent theft cases can be run optimally. Constructive suggestions include suggestions for further optimizing the implementation of the use of Whatsapp for conveying messages on theft prevention to the public as well as communicating with prevention which can be done primary, secondary or tertiary.

Abstract

This research is motivated by the large population of Indonesia and the development of transportation technology, resulting in traffic problems, namely traffic violations. Traffic violations are caused by a lack of knowledge and understanding of the rules and ethics in good and correct driving. Efforts made to prevent traffic violations are focused on pre-emptive efforts, namely Dikmaslantas, where the purpose of Dikmaslantas is to provide knowledge and understanding of traffic to the public so that they know and understand good and correct traffic procedures. This research was conducted through a qualitative approach, using field research research methods. The concepts and theories used are the Effort Concept, the Dikmaslantas Concept, the Traffic Violation Concept, the Traffic Order Concept, management theory, and communication theory. Data collection techniques through interviews, observations, and document studies. Techniques of data analysis by means of data reduction, data presentation, and drawing conclusions. The results of the study found that traffic violations committed by the people of the city of Tangerang were still high. The efforts made by the Kamsel Unit through the Dikmaslantas are providing counseling to the community, making banners, billboards and banners, collaborating with relevant agencies, and collaborating with radio stations. The factors that influence the implementation of Dikmaslantas consist of supporting factors and inhibiting factors. Based on the results of the study, conclusions and suggestions from the author are increasing the number of personnel, increasing the budget, adding facilities and infrastructure. Added traffic lessons in schools so as to reduce traffic violations. The community can play an active role in minimizing the occurrence of traffic violations by complying with applicable laws and regulations.

Abstract

Fenomena pelanggaran lallu lintas yang semakin marak terjadi saat ini membuat kehiduoan masyarakat yang aman dant tertib tidak dapat terciptakan, apalagi dalam kasus ini para pelajar yang menjadi objek dalam pelanggaran lalu lintas tersebut. Pengawasan yang dilakukan oleh orang tua dan guru yang ada disekolah tetap saja masih belum cukup dalam penanganan kepada para pelajar agar tidak melakukan pelanggaran lalu lintas. Cara yang paling efektif adalah dengan adanya kegiatan Dikmas Lantas yang dijadwalkan oleh Satlantas Polres Kendari. Tetapi walaupun telah terlaksananya kegiatan tersebut tetap saja masih belum bisa menurunkan angka pelanggara lalu lintas yang dilakukan oleh para pelajar. Konsep dan teori yang digunakan adalah teori manajemen POAC, teori komunikasi, dan teori motivasi. Hasil oenelitian menemukan bahwa kegiatan dikmas lantas Polres Kendari setelah dianalisis menggunakan teori manajemen POAC telah berjalan selama 2 bulan dan dinilai sebagai program yang dilaksanakan belum optimal karena masih terdapat kekurangan di setiap tahapan kegiatan dan terdapat manfaat dari sisi pengetahuan mengenai kegiatan dikmas lantas, bagaiman metode yang digunakan dalam dikmas, dan pengurangan angka pelanggaran lalu lintas oleh pelajar. Sedangkan factor-faktro yang menghambat adalah faktor lingkungan, faktor perilaku, dan juga pengaruh pemikiran pelajar yang dimana kurang mengetahui tentang peraturan berlalu lintas. Dalam penelitian ini telah dianalisis faktor-faktor yang mendukung dan menghambat optimalisasi kegiatan dikmas lantas satlantas Polres Kendari terhadap pelajar untuk meningkatkan kamseltibcar yaitu dari sumber daya manusia, anggaran, metode, materil, mesin, dan market sebagai masukan untuk meningkatkan kinerja anggota unit dikyasa lantas di Polres Kendari maupun Polri. Beberapa poin yang disampaikan penulis dalam skripsi ini bertujuan untuk memberi saran untuk meningkatkan kinerja Satlantas Polres Kendari kedepannya. Berdasarkan hasil penelitian maka penulis menyarankan agar anggota Unit Dikyasa di Polres Kendari dalam mengoptimalkan kegiatan dikmas lantas terhadap pelajar guna meningkatkan kamseltibcar harus melakukan pembenahan di sector SDM, memberikan pelatihan dan sekolah untuk anggota lantas yang di unit dikyasa agar bisa melakukank kegiatan dikmas lantas kepada para pelajar dengan memanfaatkan teknologi dan menyesuaikan dengan perkembangan jaman, tidak dengan metode yang monoton. Saran yang diajukan peneliti selanjutnya adalah menganalisis bagaimana pengetahuan para pelajar mengenai peraturan berlalu lintas.

Abstract

The existence of the Covid-19 pandemic in Indonesia has caused problems in the health and economic fields which are marked by an increase in theft crimes in Batu City. The "PRESISI" National Police Chief Priority Program related to increasing the role of Pam Swakarsa as regulated in Perpol Number 4 of 2020 is expected to be able to increase the role of the Batu Police Binkamsa Unit. Therefore, a study was conducted that aims to describe and analyze the role of the Binkamsa Unit in preventing theft during the Covid-19 pandemic, identify the factors that influence the occurrence of theft, and find efforts to increase the role of the Binkamsa Unit in preventing theft. In this paper, the analytical tools are routine activity theory, management theory, and role theory. While the concepts used are the concept of Binkamsa and the concept of predictive policing. This study uses a qualitative approach and data collection through interviews, observations, and document studies. The research conducted is located in the jurisdiction of the Batu Police. Based on the research findings, the role of the Binkamsa Unit in preventing theft during the Covid-19 pandemic is still lacking at the management level, especially in planning, implementation and supervision. In addition, there are factors that influence the occurrence of theft in terms of perpetrators, victims, and the lack of adequate security. The efforts to increase the role of the Binkamsa Unit in preventing theft are analyzed using predictive policing theory. There are three choices of actions that can be taken, namely increasing resources, a specific crime approach, and a problem approach.

Abstract

During the Covid-19 pandemi, which began in 2019, it disrupted all aspects of society especially in security and orderliness. One of the examples is the number of criminal acts of the theft case in Polrestabes Surabaya jurisdiction is increasing. Bhabinkamtibmas is the figure of future police which is prioritizes prevention in the implementation of its duties through the pre-emptive and preventive functions. Bhabinkamtibmas provides counseling, guidance, accommodating complaints, hopes and social problems of residents, as well as finding solutions to these problems. Bhabinkamtibmas is also very influential in order to carrying out its duties. In terms to preventing criminal acts, one of it is the serious theft action. This thesis aims to describes the condition of Bhabinkamtibmas in Polrestabes Surabaya, in preventing the serious theft action and the factors that also affect the performance of it. This thesis is prepared by using a qualitative approach and field research type. The qualitative approach is implemented because it needs a direct approach to get the actual data about Bhabinkamtibmas. Field research type is flexible and evolve as suitable as the reality that discovered by the researcher. The results of this study is indicating that the role of Bhabinkamtibmas in preventing serious theft at Polrestabes Surabaya has not run optimally. There are many factors that influence it, one of the examples is Bhabinkamtibmas duties are very hampered caused by Covid-19 pandemi. Bhabinkamtibmas does effort to optimize the role of it, by using social media as supporting facilitiy for its job and make an innovation so the serious theft prevention can be easily achieved.

Abstract

The background of this research arises because of the high number of cases of theft of motor vehicles in the jurisdiction of bandarlampung police which continues to increase every year. This must be taken to reduce and even eliminate the criminality of theft of motor vehicles in bandarlampung city. Bandarlampung Police Intelligence Unit is tasked to carry out early detection to prevent the occurrence of cases of theft of motor vehicles. The purpose of this study is to describe an overview of how the implementation of early detection, what faktors affect the implementation of early detection, and how optimizations made by the Bandarlampung Police Intelligence Unit in early detection of criminal theft of motor vehicles. As an analysis review to discuss this study, researchers used several concept theories, namely management theory, routine activity theory, optimization concept, intelligence concept, early detection concept, and curanmor concept. This research was conducted with a qualitative approach that seeks to obtain a more in-depth picture of a phenomenon by using data collection techniques in the form of interviews, observations, and document studies. The results showed that early detection of motor vehicle theft crimes still has to be improved because the high number of motor theft cases is still high and increases every year, this is influenced by several supporting faktors and inhibitions both internal and external. From internal faktors, among others related to human resources members, as well as facilities and infrastructure, while external faktors include the condition and negligence of the community itself and coordination of each technical function of the police is not good. Advice from the author for bandarlampung police (1) so that Satintelkam members can optimize the gathering of intelligence networks and the public (2) increasing quantity and quality of human resources and improve facilities and infrastructure (3) optimize the implementation of tasks by the head of the Unit or unit.

Abstract

The Industrial Revolution 4.0 brings progress in the field of technology that must be utilized properly by the Police as law enforcers in carrying out their duties in the field. Researchers see that there is a criminal act that has not paid attention to its disclosure on the grounds of the lack of witnesses and evidence as well as the location of the fictitious perpetrator. The crime is a crime of online fraud. Based on the background of the problem and the research conducted, the author will explain the crime of online fraud on behalf of the Mayor of Salatiga with a criminal penalty of Article 378 of the Criminal Code by investigators, the use of CDR analysis techniques with postal check applications used by investigators, and the factors that influence the use of analytical techniques. CDR is in the investigation of online fraud by the Criminal Investigation Unit of the Salatiga Police Satresmob. The results of this study are online fraud crimes on behalf of the Mayor of Salatiga are subject to Article 378 of the Criminal Code but it would be more appropriate if they were subject to Article 28 paragraph (1) of the ITE Law which is more burdensome for the perpetrators. The CDR analysis technique has been put to good use in investigating online fraud crimes on behalf of the Mayor of Salatiga, but the tracking technology is only limited to knowing the BTS location from the perpetrator's phone number, so technology development such as the use of the "Direction Finder" tool is needed. The use of CDR analysis techniques is influenced by several factors, namely the quality of human resources, investigation budget, investigation infrastructure, cell phone numbers, calling activities, collaboration with MC Polri and Telecommunication Service Providers. So it is necessary to improve the quality of human resources, investigative budgets, investigative infrastructure, record call data, collaborate with MC Police and Providers so that CDR analysis techniques can be utilized more optimally in any online fraud investigation.

Abstract

Drug abuse in the Muara Enim Regency area is based on data on revealing drug cases owned by the Narcotics Unit of the Muara Enim Police, which increased in 2019. The increase in data on disclosing drug abuse cases can be said to be for those carrying out the pre-emptive and preventive functions of a failure. Bhabinkamtibmas is the spearhead of the Binmas Unit because it interacts directly with the community in the kelurahan/village. Therefore, the author takes the title "The Role of Bhabinkamtibmas in Preventing Drug Abuse in the Legal Territory of the Muara Enim Police Station." The theory used is management theory and role theory to analyze overcoming drug abuse, while the concepts used by the author are the concept of prevention, the concept of Bhabinkamtibmas and the concept of Narcotics to better understand in depth the meaning of Bhabinkamtibmas and drugs. The purpose of the study was to describe and analyze the role of Bhabinkamtibmas and the influencing factors in overcoming drug abuse in Muara Enim Regency. This research was conducted with a qualitative approach with data collection techniques using interviews, observations, and document studies to obtain a comparison between theory and practice. The results showed that the constraints found were the quantity and quality of personnel, inadequate budget, inadequate infrastructure, and inappropriate implementation methods. While the role of Bhabinkamtibmas is to provide guidance and counseling to the community in its fostered villages. Suggestions from the author for the Muara Enim Police Station (1) add the quantity and quality of personnel (2) provide vocational or training (3) carry out planning regarding the budget and infrastructure (4) make method guidelines as a reference for implementation.
