Abstract

Penelitian ini membahas tentang penerapan denda pada akad mudharabah, yang bertujuan mendiskripsikan secara luas, tentang akad mudharab dengan mengemukakan penerapan denda pada akad mudharabah. Penelitian ini adalah penelitian kepustakaan yaitu penelitian yang melampirkan data-data yang berhubungan dengan pokok-pokok permasalahan yang ada. Penelitian ini menggunakan metode analisa deskriptif kontrastif dengan pendekatan linguistik terhadap sumber-sumber rujukan, yang bersumber dari buku-buku,dan jurnal. Mudharabah merupakan akad kerjasama yang melibatkan dua belah pihak yang salah satunya adalah pemilik modal dan pengelola modal, yang keduanya memeliki kesepakatan jika ada yang melanggar akan dikenakan sangsi atau denda sesuai kerugian, dan hal ini sering terjadi dalam kehidupan sosial masyarakat terdapat kelalaian diantara salah satu pihak. Jadi tujuan penelitian ini adalah untuk mengetahui penerapan denda pada akad. Hasil dari penelitian ini menunjukkan bahwa keuntungan dan tujuan dari setiap aktivitas bisnis itu adalah meraih keuntungan, termasuk mudhârabah. Dalam mudhârabah, keuntungan harus memenuhi empat syarat : Satu Keuntungan hanya diperuntukkan kedua pihak yang bekerja sama, Dua Pembagian keuntungan untuk semua pihak yang terlibat tidak hanya untuk satu pihak saja. Seandainya dikatakan, “Saya bekerja sama mudhârabah denganmu dengan keuntungan sepenuhnya untukmu” Maka ini dalam madzhab Syafi’i tidak sah. Ketiga Keuntungan harus diketahui secara jelas. Ke empat Dalam transaksi tersebut ditegaskan prosentase bagi pemilik modal (investor) dan pengelola. Sehingga keuntungannya dibagi dengan prosentase bersifat merata seperti setengah, sepertiga atau seperempat.

Abstract

The development of Bengkalis Regency from to year has caused an increase in people’s lifestyles, one of which affects the vehicle ownership sector in Bengkalis Regency which in increasing. The vehicle does not always move, there are times when the vehicle stops, making the parking lot the most important element in transpormation. The high public demand for parking order is made a regulation that can improve parking order to the maximum, namely through Bengkalis District Regulation Number 1 of 2016 concerning Public Order. Parking problems that often arise is the practise of careless parking at the edge of the road which causes congestion. The main problem in this study is how to control careless parking by the Bengkalis District Transportation Office in Jalam Jendral Sudirman and Jalan Tengku Umar and what are faced in controlling. The research method used is a qualitative method by collecting data through interviews and documentation conducted to informants who are considered competent in providing information. The results showed that Bengkalis District Transportation Departement had not been maximized in controlling using the repressive and preventive pilicies of indiscriminate parking. And obstacles in the effort to control careless parking by the Bengkalis District Transportation office on Jalan Jenderal Sudirman and Jalan Teuku Umar are the lack of awareness of the people in Bengkalis Regency in obeying traffic signs and the lack of personnel owned bt Dishubkominfo in efforts to control careless parking at Jalan Jenderal Sudirman and Jalan Teuku Umar in Bengkalis Regency. Keywords: Control, Random Parking, Transportation Department, Preventive Efforts, Repressive Efforts.

Abstract

PKH " Program Keluarga Harapan " or the family hope program is such a program that provides cash assistances particularly for poor families in order to improve the quality of their human resources which include education, health and social welfare. Originally The PKH program is a program created by the Indonesian Ministry of Social Affairs which is based on the Decree of the Coordinating Minister for Poverty. And This research is aimed at regarding the implementation of the Minister of Social Affairs Regulation No.1 of 2018 concerning the Family Hope Program in Providing assistance to the Poor society Particularly in Berancah Village, Bantan District. And this study also to determine the obstacles of this program in providing all the  assistances. The type of this research is a descriptive qualitative research which used a sociological approach. Additionally, the Data sources of this study were obtained from primary data and secondary data. Moreover, In data collection techniques, researchers used interview and documentation methods. Then the technical data analysis which used in this research is data reduction, data presentation and conclusions. The results of this study indicate that:  firstly, the implementation of the Minister of Social Affairs Regulation No.1 of 2018 concerning the Family Hope Program in Providing assistance to the Poor society Particularly in Berancah Village, Bantan District is running pretty well, it is proven that recipients of PKH education components for elementary, junior and high school categories can buy their children's school supplies. On the other hand, for the health component, namely the category of pregnant women and toddlers, they can have their nutrition fulfilled. Otherwise, for the social welfare component for the elderly and disabled categories, they can be helped to seek treatment and able to make ends meet. Secondly, the obstacles of this program in providing all the assistances are included internal and external factors. Keywords: PKH, Family Hope Program, Poor Community.

Abstract

Simpanan Mudharabah adalah tabungan dengan akad mudharabah dimana pemilik dana (shahibul maal) mempercayakan dananya untuk dikelola bank (mudharib) dengan bagi hasil sesuai dengan nisbah yang disepakati sejak awal. Simpanan Mudharabah  merupakan paling  popular  diterapkan perbankan syariah atau lembaga keuangan syariah. Fokus penelitian dalam skripsi ini adalah : (1) Bagaimana Perspektif pada akad mudharabah di Koperasi Serba Usaha Pinjam Baitul Mal Wattamwil Syari’ah Semen Kediri? (2) Apakah implementasi akad mudharabah Koperasi Serba Usaha Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri?. Pembahasan ini bertujuan untuk (1) mengkaji akad mudharabah di KSU Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri. (2) untuk meneliti implementasi akad mudharabah di KSU Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri. Penelitian ini menggunakan pendekatan kualitatif, yaitu suatu prosedur penelitian yang menghasilkan data berupa kata-kata tertulis maupun lisan dari orang yang diteliti, dengan ciri-ciri sebagai berikut: memiliki latar belakang alami, manusia sebagai alat pengumpul data, analisis data secara indukatif dan penelitian bersifat deskritif. Dalam pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian ini adalah (1) Definisi akad mudharabah di Koperasi Serba Usaha (KSU) Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri, bahwa akad mudharabah merupakan tabungan dengan akad mudharabah dimana pemilik dana (shahibul maal) mempercayakan dananya untuk dikelola bank (mudharib) dengan bagi hasil sesuai dengan nisbah yang disepakati sejak awal. (2) implementasi akad mudharabah di (KSU) Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri, terbagi  dalam  dua  bentuk  yakni   bentuk  penghimpunan  dana  dan penyaluran  dana pada KSU Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri  terdapat beberapa akad antara lain akad mudharabah, mudharabah beserta simpanan mudharabah (Simuda) dan lainnya, Simpanan Pokok Khusus (Simpokus),Simpanan Berjangka (Sijaka), Simpanan Pendidikan (Sidik), Simpanan Pensiun Barokah(Sipensi Berkah). tergantung kebutuhan masyarakatnya yang mengajukan Simpanan, Simpanan yang menggunakan akad mudharabah merupakan salah  satu  dari bentuk kerjasama yang bersifat amanah, tolong menolong. Transaksi jual beli pada Koperasi Simpan Pinjam (KSU) Baitul Mal Wattamwil Rahmat Syari’ah Semen Kediri juga terdapat persyaratan apabila seorang nasabah melakukan penyetoran dan penarikannya dapat dilakukan setiap saat atau sewaktu-waktu. Kata Kunci: Implementasi, Akad Mudharabah.

Abstract

Penelitian ini berkaitan dengan Hermeneutika Muhammad Al-Ghazali menyebutkan bahwa al-Qur`an (islam) tidak menyukai peperangan, perusakan dan tindakan apapun yang menimbulkan kerugian. Tetapi sikap cintai damai ini tidak berarti istislam (menyerah begitu saja) atau mau menerima kezhaliman dan penjajahan. Perang dibulan-bulan haram memang dilarang, tetapi jika kaum kafir menyerang pada bulan itu, maka kaum muslimin wajib membela diri. Dalam konteks inilah kita memahami surah al-Baqarah ayat 90. Inilah ketentuan dan hukum jihad menurut al-Qur`an. Tidak ada dalam al-Qur`an perintah untuk memerangi siapapun yang tidak melakukan penyerangan. Penelitian ini deskriptif kualitatif dengan menggunakan data-data primer dari pemikiran Muhammad al-ghazali, data sekunder dari buku, jurnal ilmiah nasional, dan sumber-sumber lainya. Hasil penelitian menunjukan bahwa ada keberagaman menggunakan makna jihad berkaitan dengan waktu dan geografis yang beragam. Namun saat terpaksa, larangan itupun bisa dilakukan untuk berjihad sebagai bentuk mempertahankan diri dan menjaga kehormatan menjaga nyawa dan agama.

Abstract

The purpose of this study was to examine the financial performance of the district Bengkalis by  the area financial independence ratio in the 2014-2018 budget period and the area financial effectiveness ratio in the 2014-2018 budget period. This research is a descriptive study and the data is secondary data obtained from Bengkalis. The data analysis technique used is the ratio analysis technique to measure the financial performance of goverment. The study show that 1) The area financial independency ratio on average  at 6.36%-9.64% with a very low category 2).The effectiveness ratio on average at 59.31%-90.02%, overall with a tendency not effective. Implications for institution life are policy makers need to continue and increase the Locally Generated Revenue with maximizing the potential of the area. Keywords: Financial Performance, Independence Tatio, The Ratio of Effectiveness

Abstract

Trade is the main root of national development and regional development, which aims to create an advanced and independent society and physically and mentally prosperous. The goal of traders is to get high income to meet their needs. Several factors that affect the level of income include capital, location and working hours. The purpose of this study was to determine the effect of capital, location and working hours on the income level of traders. A questionnaire in the form of a questionnaire was used to collect data. The total population of the study was all traders in Selatbaru Beach, which consisted of 40 people, all of whom were used as research samples. In analyzing data; Researchers used multiple linear regression quantitative analysis. Hypothesis testing using the t test shows that "the three independent variables studied were proven to have a significant partial effect on the dependent variable traders' income". Then through the F test it can be seen that "the three independent variables studied simultaneously affect the dependent variable, namely the income of traders". The Adjusted Square R2 figure of 0.767 shows that 76.7% of traders' income variables can be explained by the three independent variables in the regression equation. While the remaining 23.3% is explained by other variables outside the three variables used in this study.Key words: Capital; working hours; location; income; multiple regression analysis

Abstract

Analysis of the Creative Economy Approach of Pandanus Mat in Muntai Village, Bantan District, Bengkalis Regency in terms of Islamic Economic Perspective. Creative economy is starting to be recognized as having a very strategic role in economic development and business development. In accordance with the instruction of the President of the Republic of Indonesia No. 6 years of support for creative economy development. This support is expected to further develop towards creative economy craftsmen. There are 14 sub-sectors of the creative industry, one of which is crafts. The creative economy craft sector in Muntai Village, Bantan District, Bengkalis Regency refers to the creative economy of pandan mats. The craftsmen who produce pndan mats are housewives as an effort to improve welfare, one of which is by working on the side in order to increase family income. This research uses descriptive qualitative research. By using 15 respondents plus one collector and village officials as informants in Muntai village, Bantan district, Bengkalis district. The research method uses observation, interviews and documentation and utilizes primary data and secondary data. The main problem in this research is that it leads to the pandan mat, which is one of the traditional crafts that was formerly in great demand by the community, but over time the pandan mat craft has started to be shunned by the community. The role of the government is also very minimal in the development of this pandan mat craft so that there is no encouragement for craftsmen to activate and increase their business. Craftsmen tend to turn the pandan mat business into a side business. This study aims to determine how the creative economy approach of pandanus mats in Muntai Village, Bantan District, Bengkalis Regency and the creative economy development in Muntai Village, Bantan District, Bengkalis Regency from an Islamic economic perspective. Keywords: Creative Economy, Pandan Mat Craft.

Abstract

Merawat nkri melalui nilai-nilai islam moderat saat ini mempunyai tantangan ayng sangat berat. Era reformasi pada tahun 1998 membawa pemahaman islam tekstual telah merubah wajah islam yang ramah, santun, dan menghargai perbedaan berubah menjadi untoleran baik sesame muslim maupun non-muslim. Perkataan takfiri terhadap sesame muslim dan keinginan kuat mendirikan khilafah islamiyah di media sosial, menunjukan bahwa perjuangan penyuluh agama dalam merawat nkri dengan nilai-nilai islam moderat mempunyai tantangan kuat di masyarakat. Tujuan penelitian ini sebenarnya untuk menemukan format berdakwah atau menyampaikan materi yang sesuai dengan karekteristik ajaran islam moderat yang mampu menampilkan wajah islam yang damai di  kabupaten kepulauan meranti. Penelitian ini menggunakan penelitian lapangan. Teknik penelitian ini dengan menggunakan wawancara, angket. Setelah data terkumpul peneliti melakukan analisis secara kuantitatif dan kualitatif. Dari hasil penelitian ini menunjukan bahwa ada ketidaksingkornan antara pengajian dan pemahaman terahdap nilai-nilai islam moderat.

Abstract

This research is done by the researcher’s concern about the income of the fishing community due  the lack of an internal installing rumpon control system  for fisherman in Bantan Sub Disrict by the Bengkalis Ministery of Maritime Affairs and Fisheries. By applaying the Rumpon intallation control system can increase fisherman income. Islam has taught the concept of leadership that  able carry out the controlling role. It is related to the income of the society. There are two formulations, 1) how is an internal rumpon installation control system can increase fishermans’ income in Bantan sub district. 2) Is an internal rumpon instalation control system in increasing has accordance with Islamic economic. This is a field research with qualitiative approach. There are 25 samples. The research finding shows the internal rumpon instalation control system that have done by the ministery of maritime affairs and fisheries is not effective. The data have showed that the income of the fisherman is not increase after the instalation, less of socialization about the system to the fishermans. The application of the internal rumpon instalation control system is not accordance of Islamic economic. Actually,  the installation of internal rumpon control system aim is to increase fishermans’ income and the welfare of the fishing community. Keywords: Interal Control, Rumpon, Income.
