            Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. Anticipation act in disaster management is important, including non-natural disasters such as the COVID-19 pandemic. This research aims to examine the government colaborative action in dealing with covid-19 non-natural disasters in Lampung Province. This research is an experiment study, using pretes-post design methods with group control. The population in this study was 84 people from stakeholders in regional disaster management, the group was divided into 2 groups: groups that intervened through model and groups that intervened with disaster relief without model. The sample of the study results is carried out with representative criteria and relevant criteria. In this study a large sample based on that criterion was 70 people who were divided into 2 groups. The instrument used is a questionnaire. Based on the results of the known paired t test there is a difference between the pretest and postest values in each group namely the experiment group (p=0,001) and the control (p=0,001), based on the t test based on the value of the p=0.006 result, which means there is a difference in disaster management knowledge in the significant stakeholder group between the post test group I and the control group.

The Corona Virus Disease 2019 (Covid-19) pandemic has an impact on changing work patterns around the world. This also includes public services in the population administration (Adminduk) sector in Indonesia. The Ministry of Home Affairs has issued a letter No. 443.1/2978/Dukcapil dated March 16, 2020, concerning Adminduk Services and Virus Corona Diseases (Covid-19) Prevention. This letter was sent to the Head of Population and Civil Registry (Dukcapil) offices in all Province and Regency/City. This letter consists of some instructions to conduct for Adminduk service efficiently and effectively during the Covid-19 pandemic. Therefore, as an implementation this instruction, a study about innovation of Adminduk service during the Covid-19 pandemic to find out innovation by Dukcapil offices. A problem formulation as a research question as follow, what is innovation of Adminduk service can make by Dukcapil offices during the Covid-19 pandemic? The study was conducted in the second quarter of 2020. Research methods using library research, reference, documents, and data which relevant. An accidental sampling technique is used to take 15 Dukcapil offices. Next, secondary data was collected, and analyzing data used qualitative descriptive technique to identify an innovation of Adminduk service. The result of this study showed, the Adminduk service innovations during the Covid-19 pandemic, in 3 (three) types, covering an online application, Covid-19 health protocols, and pickup the ball innovation. The Dukcapil offices are relevant need to copy an Adminduk service innovation alternative types, with accordance according to local condition, for overcome the Covid-19 pandemic constraints, and use them as input for public service can be function in the new-normal era.

This study is aimed at investigating the strategy formulation in the development of religious tourism in Mount Haruman by using a SWOT analysis and Quantitative Strategic Planning Matrix (QSPM). The latter was used to determine the recommended strategies to be implemented. The research employed a descriptive qualitative research with a case study approach. The data were collected by using in-depth interviews and distributing questionnaires to a number of key informants around Mount Haruman. The results showed that there were a number of alternative strategies used. The religious tourism managers of Mount Haruman were able to develop their natural potential by holding special events, providing navigation, increasing promotion, providing and developing various facilities, improving the quality of human resources, establishing cooperation and community ownership, planning and developing tourism, maintaining and repairing infrastructure, as well as improving visitor awareness. Based on the analysis of all alternative strategies through QSPM, the strategy that should be implemented and treated as a top priority is to increase promotion. It can be carried out by utilizing information and communication-based technology that is currently developing. This study aims to identify and explain tax literacy and leadership agility at the awareness of indigenous peoples in paying taxes. Based on the report, land and building taxes' income is still low for the indigenous peoples of "towani tolotang" South Sulawesi. The research method used is descriptive qualitative with the Nvivo-12 plus program's help by taking a sample of 55 respondents of the traditional leader "uwwa" who spread to the community. Data collection techniques through in-depth interviews and documentation. The results showed that the level of tax literacy has a significant effect on the level of awareness of paying taxes. Its influence is strengthened by applying leadership agility in the form of sensitivity, leadership unity, and resource fluidity. The implication is that with a high level of tax literacy involving leadership agility, the level of awareness of paying taxes will also be higher. This study investigates the roles of four demographic factors, namely the types of position held, age, educational level, and length of work, behind civil servants' readiness to work from home by employing the Readiness for Organizational Change Theory (Holt et al, 2007). Primary data (n = 383) were collected from online survey with non-probabilistic sampling. The results from linear regression analysis show that individual working position, age, and educational level significantly impact their readiness to carry out telework effectively. This finding may serve as a basis for policymakers in designing proper work-from-home policies and procedures for civil servants in the future. Nevertheless, follow-up studies with different designs, theoretical frameworks, and more diverse respondents are encouraged to better understand these early findings.

Province Bali province seeks to build synergy in addressing the spread of covid-19 with the involvement of indigenous villages. This is certainly a big question about its effectiveness and provides a new perspective in government governance at the local level. The purpose of this research is to analyze the dimensions of synergy between local governments and indigenous villages in Bali Province and their impact on the handling of covid-19 in Bali. The results showed that the cultural and social dimensions were able to position the indigenous village into an important pillar in the pattern of governance in Bali. Through the policy of the scope of indigenous villages (such as awig-awig and perarem) and pecalang as a security party in the scope of indigenous villages are able to synergize with local governments, especially in overseeing the implementation of health protocols. The synergistic with good local governance concept, such as : dimension of the economic aspect shows that through indigenous village funds, the local government provides the same space for indigenous villages involved in the handling of covid-19. The political dimension related to synergy is further strengthening the commitment of the Governor of Bali to reposition the indigenous village as part of governance in Bali. The synergistic impact is to provide great space for various parties, especially indigenous villages in the participation of each policy in the region. Leadership is an important factor that we cannot avoid from the success of community empowerment in an area. Apart from the role of regional leadership that supports all innovations and creativity in society. Aceh Province has great potential to develop superior commodities such as coffee, patchouli, rattan, fisheries, potential for natural beauty and culture. The Covid-19 pandemic which infected almost all regions in and had a significant impact on economic conditions both at the central and regional levels, including in the province of Aceh. This research examines the extent of the role of regional leadership in empowering the people of Aceh during the Covid-19 pandemic and seeing what are the factors that affect regional leadership in empowering the community. The research method used is a descriptive qualitative approach and uses library research techniques. The results of his research show that regional leaders play a role as policy makers, coordinate and communicate with various related parties, carry out empowerment, monitor, and evaluate. Factors that influence internally: personal awareness of the duties and responsibilities of leaders, strong commitment, clarity of division of tasks, good communication between actors. The pandemic in Indonesia requires a moving from offline learning to online learning to reduce the spread of COVID-19. However, that practice facing some problem like the increment households spending for internet access, and inequality access technology. As a form of accountability and responsibility for these problems, the Indonesian government by the Ministry of Education and Culture made a policy of subsidizing internet quota for all teachers, students, and lecturers for four months. This subsidy was made to support distance learning during the pandemic. This article aims to examine the implementation of the internet quota subsidy policy. The literature review method is carried out by looking at previous research related to aid/subsidies policies during the crisis, policy implementation, and internet quota subsidy in Indonesia. The sources were collected from articles, reports, and mass media. The results show that looking at the output and the initiation, this policy has been running quite well as part of the government's agility response. However, this policy was not effective enough to support distance learning during the pandemic as a whole in Indonesia. Taxpayers are an important factor in the self-assessment system. The peer effect is one of the ways to gain taxpayers’ compliance. This study tries to explore the relationship between peer’s information and tax decisions on individual taxpayers. This study is based on experimental methods to determine the effect of information on individual behavior. The result showed that there was a significant influence between peer’s information and taxpayer decisions. Moreover, the compliance depends on what information is provided. The statistical method discovers that both filing and reporting information affect the taxpayer’s decisions. The Directorate General of Taxes can take advantage of peer’s information in conducting socialization and counseling in a segmented manner with the help of pillars of social norms. This study aims to look at how entrepreneurship in tourism captures opportunities in the Covid-19 phenomenon that is endemic in Indonesia, and explains the essence and orientation of opportunities to develop the potential of leading entrepreneurship-based tourism. The approach used is quantitative and qualitative techniques, related to philosophical considerations, the application of quantitative and qualitative approaches, and the mixing of these two studies in one study. The results showed: 1. Tourism potential in Sinjai Regency, 2. The development of local and foreign tourists in Sinjai Regency. Tourism potential and tourism development in Sinjai need to be supported by the tourism industry based on entrepreneurship in each tourist destination, through several functions, such as preparing various breakthroughs in preparing and overcoming various unexpected problems both now and in the future, such as: regulating the tourism industry by planning activities operational and procedures in carrying out activities with international standards by formulating standardization policies, recommendations and technical guidance, evaluation, reporting and implementation in the development of the tourism industry, also provides professional facilities in the tourism industry with guidance and technical guidance for tourism businesses regarding standardization, norms, criteria and verification, ease of business by mapping and promoting business investment in the tourism industry through coordination, cooperation, in the context of smooth implementation of tasks. Local governments, entrepreneurs and the wider community are expected to capture the various opportunities available to increase sources of income in supporting development.
