Abstract

This study is intended to determine the deforestation reduction policy in Rokan Hilir. This study focused on prevention of deforestation in Rokan Hilir. Deforestation in Rokan Hilir is due to land and forest fires, illegal logging and forest clearing also be used as land conversion. With the formulation of research problems that How deforestation reduction policy in Rokan Hilir and the factors that affect deforestation reduction policy in Rokan Hilir. Based on the above, the study aims to identify and analyze deforestation reduction policy in Rokan Hilir. The research method is qualitative descriptive research data collection was done by interview and documentation. From the results of field research shows in forest fire prevention has not run optimally, it can be seen from the response such as the creation of the canal. Not all districts made canal just a few. Later in the prevention of illegal logging, there is still a lack of law enforcement efforts to make the perpetrators of illegal logging with companies and people still continue to deforestation. Later in the prevention of land conversion has not run optimally. This is evident from the lack of decisive action or sanctions against companies that do encroachment of forest areas and in charge functioned into plantations. The factors that affect the implementation of the policy response to deforestation in Rokan Hilir, through the theory of policy implementation, namely: Target and policy standards, performance policies, resources, communication between implementing agencies, Characteristics implementing agencies, economic environment, social and political and Attitudes implementers. In this study, the authors conclude that the Government Rokan Hilir either through the Forest Service has not been serious in handling the destruction of forests (deforestation) that occurred in Rokan Hilir. But the Government should Rokan Hilir especially its policy making in addressing deforestation in Rokan Hilir.

Abstract

The existence of the institution as People's Consultative Assembly [MPR] in the Indonesian legal and political system reform era has lost its real existence. This is due to the Assembly in the era Old Order and New Order is a tool for the rule to justify the truth in defense of the regime. While in the reforms era that have transformed the politics of law [the law of political reform], the Assembly as a whole are voters product democratic institutions 'half aspirational', representative democracy areas that can not directly create and produce regulations [legislation]. Based on the background mentioned, this paper aims to [i] Explaining the position of the Assembly as an institution of the state in the Indonesian legal and political system; [ii] Explains MPR decrees in the hierarchy [structure] of the Indonesian Legal Politics. Based on the rationale of this paper conclude two things. First, as an institution 'half aspirational', MPR has a function and authority as 'judge consent of the governed' in determining [the good, bad and fail or succeed] the implementation of the rule of law in the future. Second, because being 'judge consent of the governed', then the laws the MPR in the hierarchy of law if the Constitution as Constitutional-philosophical, the Decision [TAP] MPR can be Constitutional-Legal-Sociological Considering as a basis for policy making [ragulation] related matters a special thing for the benefit of the people.

Abstract

Tulisan ini mengkaji tentang rencana pemekaran Kabupaten Mandau dari Kabupaten Bengkalis Propinsi Riau. Mulai dari isu strategis awal yang dibangun oleh elit yang ada di Kecamatan Mandau dan Pinggir hingga gerakan perjuangan pada tahap naskah akademik. Tulisan ini juga meninjau proses perjuangan, rencana perjuangan selanjutnya, faktor-faktor pendorong, partsipasi masyarakat dan peran elit politik terhadap rencana pemekaran serta sebab kegagalan perjuangan. Sebab, sampai saat ini realisasi Mandau sebagai kabupaten masih jauh dari harapan. Padahal, dari sisi geogerafis, jumlah penduduk, kekayaan alam, dan sumber daya manusianya sangat memadai untuk dinobatkan menjadi sebuah kabupaten.

Abstract

Overseas Singingi as the former "zelfbestuur van Singingi", a highly respected and recognized by the Indian colonial government as a source of law Belanda.Adat life (living law), and developed in indigenous communities containing the values, norms or rules can bind and be a guide in the daily behavior of public life. Indigenous values are so smooth and coincided with the teachings of Islam ". “adat syarak jointed, jointed syarak kitabullah(Al-Quran)". In the life of society, nation and state, there are three main elements of institutional living and growing in community (indigenous), which each run and side by side, harmonious and balanced, namely Indigenous, Religion and Government, among closely related and can not be separated, as in sinonimkam customary phrase, "Tali Tigo Sapilin", Furnaces --Tigo Sejarangan "The function and position the three elements above, as one element of an institution that live and thrive in the community, which is the regulator of the behavior of citizens . And governance as one of the Agency for help and be a partner with government in the smooth running wheels of government, community and religious development. The function and role of traditional authorities in public life, namely as a main component holder or upstream of the traditional powers itself, which govern the behavior of the rate environment and citizens offspring nephew respectively. Abstract

The focus of this research is to find the law political model on the conflict situation in case DAS Siak years 2009-2014. This focus of this research is to find the factor influence of the conflict land DAS Siak from the law perspective. Method of this research is to identify; (1) the law factor and; (2) the non-factor conflict law by Berhard Limbong concept,and (3) the indentify structural factor. The result of this second years study is about the law model of land the Siak riverside area. And the good goverment and the DAS society value.

Abstract

Background research problems. In the Rural Development Planning Meeting (Musrenbangdes) aims to accommodate all the aspirations of the community to set priorities according to the needs of community activities in order to overcome the existing problems. The program proposed in Musrenbangdes Chart Manunggal an elite formulation refresentasi only and not based on the level of the priorities and needs of the community so that there are many developments that communities need that should be included in the proposed development plan will be but is not recommended in the proposed development plan. And also the lack of participation of stakeholders and communities in the implementation and lack of socialization Musrenbangdes representatives of government agencies Kepenghuluan about Musrenbangdes. Success or failure in the implementation of Musrenbangdes, can be seen from the quality of Musrenbangdes as well as effective, efficient and keoptimalannya in Musrenbangdes implementation and the factors that affect the implementation of Musrenbangdes. The purpose of this research is known that in order to know the process of village development planning meeting (Musrenbangdes) chart Manunggal look of the stages Musrenbangdes and the factors that cause not suksenya development planning Kepenghuluan Chart Manunggal theoretical concepts used are as for the cause of weak governance capacity of villages in village development planning (Asmara Hadi 2001) and the factors that influence the process of preparing the development rencanan villages / wards (Raharjo Adisasmita). The method used is a method of qualitative research study conducted by the descriptive data in the data collection, research using interview techniques, documentation and literature studies using informants as sources of information. Results of this study, a portrait that from the results of the implementation of Musrenbangdes Chart Manunggal said not optimal and maximum efficiency and effectiveness has not been done so that the results Musrenbangdes priotitas not based on the scale and needs of the community at large so that actually perceived benefits and impacts positively by the public.

Abstract

Every president has a different style of political communication between another. Typology political communication style that uses high political communication context and low context of political communication. President SBY is one president who uses high-context communication while President Jokowi using low context communication, in which the language used is easy to understand, straightforward and not winged so as to avoid different interpretations. President Jokowi communication style in addressing issues of public policy in the mass media is not different when conducting a press conference, the "main shoot straight". Similarly, ministers, causing a political uproar because not coherent between the president and his aides. This study contains the formulation of the problem as follows; First, what are the public policy issues are addressed by the President Joko Widodo in the mass media. Secondly, how political communication styles President Joko Widodo in addressing public issues through the mass media? This study used a qualitative approach and type of penelitain descriptive research strategy research library. Data retrieval technique using 1 (one) way, the documentation of the various mass media, both print and online. This study shows there are 2 (two) typology distribution policy issues regarding the administration of President Jokowi, namely (a) issues into tranding topic in the online media and social media, (b) issues popular in audience the general public as much 12 (twelve) policy issues. Furthermore, political communication Jokowi not managed properly, often a difference between the president and his aides. Therefore Jokowi form of political communication team in charge of providing information to the public. Political communication style is low context cultures adjust communication society because it is influenced by tradition and Mataraman Culture.

Abstract

The Interim Replacement between the time (PAW) mechanism of six legislators of Riau at 2014-2016 period through the long mechanism and give rise to polemics both at the elite level and on the society. Strating from the proposal for dismissal by the regional council (DPD) of political parties, approval at the meeting of DPRD, verification of the KPUD of Riau Provinces, the letter proposal that then forwarded to the Minister for issued official announcement of PAW. Delays in the Minister’s decree related determination replacement PAW of the six legislators Riau who participate in 2015 election implication for the vacancy delegation in constituency of the six legislators who resigned. This is administratively highly influential DPRD of Riau in decision making and for the local elections also will impact to reduced their delegations in government. This research used the turnover between the time (PAW) concept and theory of political delegation institutions. This research type is descriptive with qualitative approach, the data collection technique used depth interviews and documentations. The results showed that the mechanism of the six legislators Riau PAW 2014-2019 period after the enactment into regional head candidates in the elections of December 2015 the dynamics of the level of Parliament and political parties Bearers and take quite long. That condition has implications for vacancies in representative institutions (parliament) Riau province where administratively is not full members of Parliament in decisionmaking so that the delay in setting the budget Riau in 2016.

Abstract

This research was conducted in the village of Tinjoman Lama District of Padangsidimpuan Hutaimbaru Padangsidimpuan City with three research question How are the government’s role in improving welfare of farmers in the village barking Tinjoman Lama? The purpose of this study to determine government’s role in improving the welfare of farmers in the village barking Tinjomam Lama District of Padangsidimpuan Hutaimbaru Padangsdimpuan City. This study is a descriptive quantitative research. The population in this study were all barking farmers in the village of Tinjoman Lama. The sample of this study a total of 36 respondents (50%) of the overall polpulations using random sampling technique, that is by knowing all the farmers barking then randomized based on the name for the next interview. To collect the data the researchers use methods of document , observation and interview by using the interview guide as a reference to obtain information in analyzing the research data used quantitative analysis and descriptive described. Based on the study concluded lack of government’s role in improving the welfare of farmers bark that can be seen from the absence of assistance in the form of marketing, production quality improvement, education / training in agriculture, provision of quality seeds and fertilizers or appropriate technology.

Abstract

This study is motivated the identification of policies issued by the regional Government of Rokan Hulu in the form of Regulatory region number 1 by 2015 on the determination of the village and Indigenous Village. Political dynamics based on various interests against the manufacture of, and decision-making in the process of formation of the corresponding local regulations determination of Indigenous Villages in the Rokan Hulu is impacted to a very significant amount of changes from the initial draft of the number i.e. 21 (twenty one) the village became Customary 89 (eighty-nine) the Indigenous Villages who have passed. Type of this research is a qualitative descriptive data analysis techniques. The research aims to describe the State of the real situation in a systematic and accurate fact analysis unit or related research, as well as observations of the field based on the data (information). Method of data collection was done with interviews, documentation, and observations through fieldwork (field research). The results of the research on the process of discussion of the draft local regulations and mutual agreement about Designation of Indigenous Villages in the Rokan Hulu is, showed that the political dynamics that occur due to the presence of various political interests, rejection orally by Villagers who were judged to have met the requirements of Draft Regulations to be formulated and the area for the set to be Indigenous Villages, and also there is a desire from some villages in the yet to Draft local regulations in order to set the Indigenous village, there is a wide range of interests of these aspects influenced the agreement to assign the entire local village which is in the Rokan Hulu become Indigenous village, and the village of Transmigrationinto administrative Villages where the initiator of the changes in the number of IndigenousVillages in the Rokan Hulu it is the desire of the local Government of its own.
