Abstract

This paper was presented as an attempt to understand the relationship of culture and democracy in the contemporary era [political reform] in perspective Structuration in Sulawesi Selatan. Cultural relations and democracy as a political system becomes an important era of reforms ongoing regime. In this context, political culture can be a pattern for rebuilding a democratic political behavior, especially that coming, raised and developed from the values of the local community, such as in Sulawesi Selatan. From this culture can be the foundation to build democracy ‘patterned’ local. Based on this argument paper is aimed at, [i] Identify and analyze the interaction of the instruments ‘culture of democracy’ in the contemporary Sulawesi Selatan. [i]. Formulating a contemporary democratic culture in South Sulawesi. To help explain and answer relationship with the democratic culture used the theory of Democracy, Political Culture and Structuration. The review of this paper shows that [i] Instruments and cultural interaction of democracy that exists in Sulawesi Selatan, Wajo Eclectic is a form of government, a special selection mechanism that leaders and representatives tiered, based on the relationship of the people and leaders of law as well as agreements made together. Furthermore, the interaction between these instruments indicate if the form of government, election mechanism as well as representatives and leaders of government’s relationship with its people have significance to the structure [political institution], not the actor or elite with ties to the past. [ii] Based on these conditions, the formulation of political culture in the era of political reform [contemporary era] in Sulawesi Selatan is characterized by [a] The strong primordial and paternalism and, [b] Culture conflictual still strong, do not show the cultural values inherited from the previous., Based on this argument appears that the structure remain more influential actor who should have the value of integrity and independence.

Abstract

The process of preparing a work programs of regional goverments is an integral part of the state financial system which assosiated with establishment of APBN and APBD. This studies will analyse the political processes during the discussion and establishment of Riau Province APBD in 2016. In general, there are 3 stages of discussion and establisment of Riau Province APBD in 2016 namely a discussion of KUA PPAS, framing a RANPERDA APBD, and establisment of APBD. However a discrepancy in the implementation schedue to the prevailing regulation lead to a non optimal discussion RKA SKPD, RAPBD and RANPERDA APBD where the entire process is done on December 2016. The political process on discussion and establishment of APBD on DPRD of Riau Province is observed on discussion of KUA PPAS that involving TAPD and Budgetary Board. The general overview of DPRD fraction to the RAPBD will be answered by local goverment and then DPRD plenary session wil be held to made a decision that supported by all DPRD members toward RAPBD to APBD, the plenary session will be concluded with the final opinion of The Mayor.

Abstract

This paper aims to outline the political situation and the political strategy of political parties in the face of political contestation in the realm of local politics. This article objectively the underlying thoughts on some of the problems faced by political parties, namely; First, that the majority of political parties have not been able to build a party structure to the deepest levels lower in real terms, and the Second, political parties tend to show the face of the management of the party that the conventional / traditional, less utilize information technology systems and the lack of measuring instruments used by political parties in facing political contest, especially in the realm of local politics. Moreover, political parties also have not been able to demonstrate clearly the number of cadres, Party members and sympathizers at various levels of the party structure. This paper on the theory of thought underlying political strategy Peter Schroder. In the data-collection efforts, this paper emphasizes the qualitative data acquisition with a literature study. The study concludes that the political strategy that can be done by political parties in the face of political contest local include strategic political mapping, preparation of planning, building resources, analysis of internal and external environment, strategize major influence voting behavior, mobilization, imaging and coordination.

Abstract

This paper will examine the strategies to empower the Kampung Adat community through the development of institutional capacity in The Regency of Siak. The Regency of Siak is one of the districts that have established Desa Adat territory. Based on the Siak District Regulation No.02/2015 specifies eight Kampung Adat located in the district of Siak. Regulation for Kampung Adat setting in Siak district has gone through a long process started from; First, the opportunities of formation the Kampung Adat after the issuance of Law No. 6 2014 about the village. Secondly, the formation of team to determine and the establishment of Kampung Adat. Third are socializing, inventarization, identification and assessment as well as recommendations from the Regent. Fourth is the release of regulation of Kampung Adat in Siak district, Fifth is getting the Registration Number from the Provinces and Sixth is getting Kampung Adat Registration Code from Ministry of Internal Affair. But there is a hiatus periode on the process of determination of Kampung Adat in Siak district due to several things, such as yet issuance of Kampung Adat Code from the Ministry of Internal Affairs, the lack of regulation related provincial level Structuring the Kampung Adat, and the lack decree as technical guidelines for the process of reviving traditional village. Siak district government through BPMPD address this hiatus conditions with suggestion to the administration of the Kampung Adat and Adat leaders in particular to immediately arranged a draft form of village institutions or Adat regulations until provincial regulations and codes of Kampung Adat officialy released. This strategy is to accelerate the progress of forming the institution of Kampung Adat and to avoid longer hiatus on establishment. Strategy of community empowerment through the development of institutional capacity both government institutions, community organizations and traditional institutions have been prepared by the Government of Siak, it can be seen from the activities that are directed to the strengthening of the institutional capacity of government Kampung such as: capacity building for the selected Penghulu, The chairman LPMK and Chairman BAPEKAM for periode 2015- 2021, Bimtek government, kasi PMD districts and porters for all Siak Region, as well as coaching the village headman, the head of customary, traditional institutions chairman and chief BAPEKAM for all Siak Region. But then again BPMPD is not yet specifically arrange the activities to directly relate to the Kampung Adat because of the code for Kampung Adat is not yet obtained. At the level of Village Institution has also drawn up a planning document for development and have incorporated programs related to community development and empowerment, but still using the previous nomenclature which is Village.

Abstract

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru goverment in 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Orderliness. Closure this brothel inflicts positive and negative impact for society.The research was conducted to obtain early stage formula for the government to take action against the prostitution activities. This research uses policy research approach with a qualitative method, because in prostitution activities and prohibition by goverment is an assessment that needs to be done by analyzing documents and unstructured interview. The results showed that after the closing of the Teleju brothel have an impact on the deployment of a prostitution and affect the economy of the surrounding residents. Government seeks to tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and provide training. The effort is considered to be less than the maximum because the handling is not based on the root of the problem and not programmed properly. There are several causes of failure of government to overcome the prostitution problem in Pekanbaru, including: policy content is less focus on the prostitution problem, the government did not proceeds with data, lack of financial support, contra productive programs between local government with the police and TNI, and the policy object is difficult to be given understanding.

Abstract

In the Pekanbaru City Regional Regulation No. 8 of 2012 concerning Disturbance Permits in Article 3 has been explained that this permit is valid for five (5) years and shall re-register every year by paying a levy. But in reality there are many employers who do not pay the levy each year, mainly in the district Charming. The approach used in this study is qualitative and classify informant research include key informants, key informants and informant extra. Data collection techniques used in the form of in-depth interviews and secondary data analysis with qualitative analysis techniques procedure; reduction, data presentation and verification / conclusions. The results showed that the retribution permit interference in Pekanbaru has decreased, even though efforts are minor nuisance levels continue developing States at any time for the purpose of investment employers by various businesses. Resistor in retribution disorder is an enumeration of objects levy is less good, less than the maximum dissemination and awareness of the poor to pay the levy.

Abstract

This study examines the institutional strengthening Sokop village in the district of Meranti Islands. The village of institutional issues Sokop be a reflection of the condition of the villages are located in coastal areas and outer islands in Indonesia. Limitations accessibility of information, transport and communication are key issues faced by the region (read-Village Sokop) so that the development of institutional capacity and its derivatives is not as advanced and as fast as the accessibility of the region are within easy reach. By putting itself on the theoretical framework of institutional strengthening these studies focus to see phenomena institutional Village Sokop especially from the aspect of good governance and administrative capacity Sokop Village Government officials. This study used a qualitative approach and to optimize the study, the authors used the strategy phenomenology. The results of this study indicate that the institutional capacity of the village government Sokop not support in efforts to achieve regional autonomy, it is characterized by weak institutional role Desa Sokop in building independence of the village, institutional structuring and management of village governance, weak financial management, and lack of community participation in development village (participatory development).

Abstract

Government which includes local government (province/city/district) is a state organs that has an authority in fulfilling its function to achieve its goals. The function of government includes arrangement, development, empowerment and services. Those functions are interrelated, especially to assest the limitation to fulfill the availability of clean water in Meranti District. This issue is already faced before the expansion of the district. The district belongs to peat area with the characteristic of dark red water in colour, thus force the local government to provide clean water from the dark red water.

Abstract

The problem of rural-urban inequality can not be separated from the development paradigm that assumes that considered better urban and rural areas are higher or the subordination of urban areas. The problem is growing with the increasing levels of poverty in Indonesia, which was recorded by the BPS period March 2015 as much as 28.59 million (11.22% of the total population of Indonesia) in both urban (10.65 million) and rural (17.94 million soul). The poverty rate is increasing 860 thousand inhabitants of 27.73 million people in the period of September 2014, with details of the number of poor people in urban areas amounted to 10.36 million and 17.37 million rural people. This paper attempts to analyze the development of villages and cities in Indonesia from the perspective of regional development and migration. Strategy is needed in rural development the city is by adopting the concept of regional development and migration that it contains substances sustainable development of both macro and micro, so the construction of rural cities will be able to run well and in line with the Nawa Cita third Indonesian development of the region penggiran by strengthening areas and villages within the framework of the Unitary Republic of Indonesia.

Abstract

This study aims to describe the economic development of Maredan kampong 2014-2016. This research uses R.William Liddle (2004) conceptualization that is “Restricted Pluralism”. This political analysis is included in the pluralist paradigm of modern political economy. In this analysis, research attempts to answer the main questions, such as whether Maredan village economic development politics? This question is answered by identifying: (1) What are the preference and preferences of building a penghulu? What is the position of the actor in the village development policy process? The results of this study revealed that The choice of Maredan village development policy is determined by the actions of the village heads and institutions in linking the market and the will of the government as a manifestation of the inherent authority. The ability to “reconcile” these two interests is the current policy of village development in Maredan. There are many issues of governance and village development That appear on the surface. But the most prominent political color of economic development in Maredan is the economic factor that affects Maredan society.
