The development dynamics of Pekanbaru City is so rapid and accompanied by rapid population growth has brought consequences on increasing the volume of waste from the community. The rapid growth of population, industry, investment and trade in Pekanbaru City produces domestic waste of approximately 1,100 tons per day. With the amount of waste generated in such a way, the environmental conditions of Pekanbaru City, especially the community settlements, fall into the category of complex hygiene issues. This research is based on the problems of school-age irregularities that occur due to the negative globalization has been followed and affect the life of the community, especially school-aged children in Indragiri Hilir Regency. By using qualitative research method, that is by explaining, describing result of research to describe an event and process and certain condition from result of collecting research data by using data collecting technique in the form of literature study to conduct study on literatures related to research title, interview ( Interview) to dig information through question and answer communication to informants or respondents from this research and by conducting documentation of documentation related to this aspect of research which then the data in the analysis by grouping, describing, researching the data to then be described And presented in descriptive form to complete the scientific work of the title of this study. Faculty of Social Science and Political Science is one of the faculties in Riau University as spearhead of higher education services. This faculty provide services both academic and non”academic in accordance with Standard Operating Procedures (SOP) have been established by University. Therefore, sustaining it requires an ethics in the public service to civitas academica. The problem formulation in this research is (1) How is the application of ethics public service in Faculty Social Science and Political Science year 2015-2016? (2) What is the impact application of ethics public service to the quality of public service in Faculty Social Science and Political Science year 2015- 2016?. This research to aim (1) To describe application of type public service in Faculty Social Science and Political Science year 2015 -2016 and (2) To analysis of quality public service to quality public service in Faculty Social Science and Political Science year 2015-2016. The results of research to show is the services provided by Faculty Social Science and Political Science is of administrative services, facilities and infrastructure. Then, in terms of quality of service provide has met the minimum service standard in accordance with guidelines or regulations of the rector on public service on campus to the civitas academica. Nonetheless, still many types of public service which should be improved example academic portal and facilities and infrastructure in lectures. Therefore, the faculty take a strategy to optimize expectations the civitas academica and utilization of information technology to overcome it.

The need to improve the competence of human resources needs to get serious attention from the local government. The human resources is a resources or operates other resources available within the organization. Alternative programs commonly used by an organization to improve the capability or competence or human resources is education and training (Diklat). The high demands of increasing the competence of apparatus in every SKPD in the Province Government of Riau bring the consequences to the many need education and training. Where, all the needs of the competences of development that match with the specifications and needs of the job in the field is certainly difficult to fulfill everything. This is due to various limitations, including a) Limited funds for education and training, b) Limited facilities and infrastructure of training institutions, and c) Limited manpower / human resources. Paying attention to Mid-Term Plan Develompent (RPJM) of Riau Province 2014-2019 (Bappeda of Riau Province, 2014), it can be put forward the priority agenda in fulfilling the needs of competence development for the apparaturs in the environment of the provincial government.

Bencana asap Riau tahun 2014 telah menyebab banyak warga masyarakat yang menderita sakit seperti asma, iritasi kulit dan terkena pneumonia. disebabkan lambatnya pemerintah menyelesaikan masalah kabut asap di Riau, maka berbagai organisasi masyarakat sipil bangkit melakukan berbagai upaya membela masyarakat yang pada akhirnya mampu memaksa pemerintah pusat terlibat dalam menyelesaikan masalah asap Riau. Kajian ini bertujuan untuk menganalisis faktor yang menyebabkan munculnya kesadaran berbagai organisasi masyarakat sipil dan berbagai upaya yang dilakukan organisasi tersebut di Pekanbaru mendesak pemerintah daerah dan pemerintah pusat agar segera membebaskan masyarakat dari kabut asap. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan penelitian antara lain: pihak organisasi masyarakat sipil yang bergerak dibidang lingkungan, organisasi intra dan ekstra kampus yang peduli dengan masalah asap, forum komunikasi pemuka masyarakat Riau, dan Pemerintah Provinsi Riau dan Pemerintah Pusat.Hasil kajian menunjukkan bahawa. Proses penyadaran dilakukan dengan mengundang elemen-elemen OMS berdiskusi secara berulangulang guna menyakinkan bahwa kabut asap ini tidak akan selesai tanpa upaya penegakan hukum yang tegas terhadap pelaku, terutama perusahaan besar. Akhirnya mereka memiliki kesadaran yang sama, memiliki rasa percaya dan bersepakat melakukan gerakan bersama. Ada dua upaya yang dilakukan oleh masyarakat sipil riau, yaitu perjuangan melalui jalur hukum formal (Litigasi) dan perjuangan dengan tidak melalui jalur hukum formal (Non litigasi).

This research is motivated target PAMSIMAS village election in the village of Banglas Barat years 2014-2016 in accordance with the decree of the minister of public works decree No. 79 / Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers program PAMSIMAS at the district level conducted by the planning office and the department of public health office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti, while implementers at the village level is done by the village government, KKM, SATLAK, BPSPAMS and community facilitator team. The research directs the factors that influence the management of the PAMSIMAS program. Research to know the factors that influence the management of PAMSIMAS program.The type used in this research is descriptive research with qualitative research approach. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation and interviews. Technical analysis of the data used is descriptive qualitative data analysis. The result of the research shows that there are several factors that influence the management of PAMSIMAS in terms of the content of the benefit factor policy and the degree of change to be achieved which is still a constraint, while in terms of policy environment the role of Village Government and Local Government is still minimal in doing support in terms of material as well development of PAMSIMAS facilities that have not been able to reach all PAMSIMAS beneficiaries.

Inisiasi pemekaran Kabupaten Rokan Hulu baik diprakarsai oleh elite yang berkeinginan membentuk Kabupaten Rokan Darussalam, maupun yang diprakarsai oleh Bupati Rokan Hulu “Achmad” diwarnai oleh pertentangan dua pihak yang setuju pemekaran dan yang menolak pemekaran. Pertentangan bukan karena substansi yang ingin dicapai dalam pemekaran. Semua pihak sepakat bahwa pemekaran Kabupaten Rokan Hulu perlu dilakukan supaya terjadi peningkatan kesejahteraan masyarakat, peningkatan kualitas pelayanan, dan percepatan penanganan kesenjangan pembangunan antar wilayah di dalam daerah. Faktor krusial adalah dimensi kekuasaan dalam upaya pemekaran tidak ditempatkan dalam perspektif konsesus integratif melainkan dalam perspektif konfliktual antagonistik pada kondisi keterbelahan masyarakat Rokan Hulu.

The demands of services that priority the needs and demands of society will be difficult to be realized without the responbility of every apparatus government. The complain and even critics who often delivered about the low quality of public services at all levels has become the theme of daily conversation. All the evidence for the low quality of service received by society. The importance of building responsilbe government services because the society has the right to obtain services that prioritize the objectives development. This is based on the idea that the government is actually formed to provide services to the society and in fact the government to gain power in a democratic state is a mandate of society. The organizations of government are often referred to as ’society of services’ (public servant). In reality, not all officials government / administrators have realized the importance of service. The closer relationship between the service with the responsibility, the lack of undersatnding of the government apparatus for the importance of the service indicates the weakness of the responsibility of the apparatus government. The complaint from society of poor and disappointing services from the government and the flow of stories power abus. One of the causes, of all that is the lack of government responsibility to the society. An understanding of how to bulid government services is responsibility.

The term there is no legislation under development of Pancasila as the basis of the state, but the position of Pancasila is unshakeable. The anti-Pancasila attitude must also be anti-diversity that can live as a nation and a state [national crises]. Without affirmation or not in the legislation, Pancasila is the ‘foundation and ideology of the state’. Based on the fact that there is irrelevant when the question arises, whether Pancasila is still needed as the basis of state and nation, or is Pancasila still needed as a source of national law that explicitly needs to be affirmed into the 1945 Constitution and the sanctions of Pancasila tabulatively? This paper is an assertion of [reinforcement] of the Pencasila as an ideology into the 1945 Constitution or not, highly dependent on the winning electoral regime and the ‘election-winning political party’. Pancasila as ‘the foundation and ideology of the state’ becomes the determinant of ‘as close as the regime of the results of the practice of direct democracy’. Therefore, the affirmation of the essentials in building a lasting and harmonious life of fellow children of the nation in the future. Recognizing the reintroduction of the Indonesia’s identity of essence of Pancasila as the ideology of nation and state is based on ‘national consensus’. This awareness is resilient, so that a country that has been established for more than 73 years does not experience an identity crisis.
