Abstract

This study aims to determine and analyze the implementation of the Non-Smoking Area (KTR) policy, and the factors of whether or not KTR is complied with by the apparatus in the West Kalimantan Provincial Health Laboratory Technical Implementation Unit . This study used a qualitative approach in which the data were analyzed descriptively. This research was conducted at the West Kalimantan Province Health Laboratory Technical Implementation Unit , while the parties who were used as informants included: Head of the West Kalimantan Province Health Laboratory Technical Implementation Unit, and apparatus or staff at the West Kalimantan Provincial Health Laboratory Technical Implementation Unit as well as those that don't smoke nor those who have habit smoke the patient was determined purposively. The results showed that there were still officers who smoked in the KTR and in places provided for smoking every day. The weak supervision of KTR implementers has made the environment in the West Kalimantan Provincial Health Laboratory Technical Implementation Unit not yet free from exposure to cigarette smoke. Moreover, the sanctions given were limited to warnings and formalities in nature. As for the factors that cause non-compliance with the KTR because there are still elements of the leadership who still have smoking habits. The lack of coordination between policy implementers and officials who have smoking habits, makes smoking awareness still requires seriousness in implementing KTR which is not just a follow-up to other activities/programs in the West Kalimantan Provincial Health Laboratory Technical Implementation Unit . On the other hand, the KTR policy is complied with because the KTR is a national program that must be supported and its implementation must be reflected. Moreover, the West Kalimantan Provincial Health Laboratory Technical Implementation Unit is an element of government agencies that must support and implement as appropriate.

Abstract

This study aims to analyze public sentiment toward the JKN Mobile application to understand user perceptions regarding the speed and convenience of BPJS Health services. A total of 4,518 user reviews from the Play Store, App Store, and the X platform were collected and processed using a text analysis approach that included data cleaning, tokenization, sentiment labeling, and accuracy checking to ensure consistency. Although the number of reviews varied across platforms, which may create representation bias, this factor was considered when interpreting the findings. The results show that negative sentiment dominates more than 70 percent of all reviews. Most complaints relate to technical problems such as login failures, OTP code errors, slow application response, and system instability during busy periods, while some positive comments highlight the benefits of online registration, digital queue retrieval, and easy access to membership information. The dominance of negative sentiment not only reflects technical issues but also indicates user interaction dynamics that require further investigation to generate deeper and more unique insights. These findings have important implications for service improvement and policy development, particularly the need to strengthen server capacity, enhance authentication reliability, and establish continuous technical monitoring procedures. For policymakers, the study underscores the importance of setting measurable performance standards to ensure the reliability and effectiveness of digital health services delivered through the application in Indonesia.

Abstract

This study analyzes the implementation of the SAFE4C Program in building a safe and child-friendly environment in five villages of Malang Regency (Madiredo, Pandanmulyo, Ngijo, Petungsewu, Pandanlandung) using a qualitative multiple case study approach. Based on the LPA East Java–UNICEF Partnership Agreement (PCA2022278, June 6, 2022), the program targets the establishment of Village Child Forums (FAD), DARA Task Forces, and supporting infrastructure. Data were collected through participatory observation (12 coordination meetings, 5 village assistances), in-depth interviews (n=25), and document analysis (2022 decrees, LPA reports 2023–2025, SIMFONI PPA). Thematic analysis revealed 100% institutional outputs (decrees, 50 trained facilitators, 50 FAD members), an 18% increase in case reporting (SIMFONI PPA, 2025), and 65% victim resilience via MHPSS. Challenges include age miscommunication in FAD (Madiredo), gender/hamlet imbalance (Ngijo), Perdes delay (20%), and low facilitator activity (42%). 2026 development plans include FAD reorganization, infrastructure integration, and Perdes enactment. This research fills the empirical gap in SAFE4C village-level implementation and recommends replication in 70 East Java villages with annual monitoring for post-UNICEF sustainability.
