Abstract

A person in need of Social Welfare Services (PPKS) is someone who cannot carry out their social functions properly because they are experiencing disorders, so that their living needs are not met physically or spiritually. The large number of PMKS in the city of Surabaya has created discomfort among the community. This research is to describe and analyze the implementation of the PPKS Program in improving Social Welfare for homeless people and ODGJ at UPTD LIPONSOS Keputih, Surabaya City. The research method is a descriptive qualitative approach using literature study. The results and discussion are that the implementation of the PPKS Program at UPTD LIPONSOS Keputih, which is based on Perwali Number 118 of 2021, has not run optimally. This is due to the lack of patient support staff (HR) and the amount of budget to manage UPTD LIPONSOS Keputih. The number of staff is not proportional to the number of patients resulting in staff being overwhelmed. Apart from that, the insufficient budget means that the provision of facilities for patients is also inadequate. So, the factors that influence the implementation of the PPKS Program at UPTD LIPONSOS Keputih must be considered for the success of the implementation, especially the human resource and budget factors for managing UPTD LIPONSOS Keputih.

Abstract

This research is entitled "Implementation of the KUA Revitalization Program at the Office of Religious Affairs in Southeast Pontianak District". This study aims to analyze the Factors Influencing the Implementation of the Sub-District KUA Revitalization Program at the Southeast Pontianak District Religious Affairs Office. The KUA Revitalization Program is an implementation of the Decree of the Minister of Religion Number 758 of 2021 concerning Revitalization of the District Religious Affairs Office. Revitalization of the sub-district KUA aims to improve religious services to the community and improve the quality of life for religious people. However, in reality the Revitalization of the Sub-district KUA at the Southeast Pontianak Sub-District KUA is not yet in accordance with the Decree of the Minister of Religion Number 758 of 2021 concerning Revitalization of the District Religious Affairs Office, so the author tries to analyze the factors that influence the implementation of the KUA Revitalization using George Edward III's theory. According to George Edward III, the factors that influence implementation consist of four variables, namely, communication, resources, disposition and bureaucratic structure. The author examined the KUA of Southeast Pontianak District using descriptive research with a qualitative approach. The recommendation from this research is that the Southeast Pontianak Subdistrict KUA must follow the technical guidelines for the revitalization of the Subdistrict KUA that have been established by the Ministry of Religion.  Keywords: revitalization, implementation, KUA

Abstract

Kebudayaan merupakan identitas yang harus dipertahankan yang membawa kebanggaan sebagai salah satu pilar nasional. Kebudayaan Indonesia sangat unik karena setiap wilayah memiliki ciri khas tersendiri. Akan tetapi globalisasi telah memperhadapkan bangsa Indonesia pada dinamika pelestariannya. Dampak globalisasi sebagai modernitas zaman telah banyak menimbulkan krisis kebanggaan pada masyarakat yang akhirnya meminggirkan kebudayaan tradisional bangsa. Hal ini pula mengakibatkan mudahnya Negara lain melakukan pengklaiman terhadap kebudayaan bangsa.Budaya merupakan hasil cipta dan karya dari rasa dan karsa manusia yang digunakan untuk mempermudah aktivitas manusia. Tujuan dari penelitian ini adalah menggambarkan inovasi baru untuk melestarikan kearifan lokal sehingga melalui inovasi baru strategi ini bisa memulihkan dan mempersiapkan pariwisata Bulukumba  di masa yang akan datang. Metode penelitian yang digunakan yakni jenis penelitian kualitatif deskriptif dengan studi kepustakaan. Hasil dan Pembahasan ini menggambarkan Village of Phinisi dapat dijadikan sebagai pusat kebudayaan lokal kabupaten Bulukumba yang  mampu menjadi daya tarik tersendiri bagi pengunjung domestik maupun mancanegara untuk berkunjung. Dengan kedatangan para pengunjung tentunya akan memberikan pengaruh terhadap pergerakan perekonomian daerah dan negara yang diakibatkan oleh proses kegiatan yang terjadi didalamnya. Village of phinisi akan memberikan berbagai manfaat dalam segala aspek kehidupan. Dengan adanya village of phinisi di kabupaten Bulukumba, maka budaya lokal akan dapat dilestarikan dan pengetahuan budaya masyarakat akan semakin mendalam. Dengan adanya penelitian ini, diharapkan mampu agar masyarakat maupun pemerintah dapat bersinergi menjaga dan menjunjung tinggi nilai kebudayaan lokal sebagai pilar nasional. Kata Kunci: Inovasi Desa, Teknologi Sosial, Kearifan Lokal.

Abstract

AbstractMaritime security in archipelagic regions presents unique challenges due to the complex geographical, environmental, and socio-political factors at play. This study aims to explore key factors influencing maritime security in archipelagic regions and propose a sustainable maritime defense model that prioritizes adaptability and flexibility. Using qualitative research methods, secondary data from government reports, academic publications, and archival records is analyzed to identify these factors and design the defense model. Findings reveal that factors such as geopolitical tensions, transnational crime, and environmental vulnerabilities significantly impact maritime security. The proposed defense model integrates adaptive technologies, flexible operational procedures, and enhanced interagency collaboration to address these challenges effectively. The empirical outcomes of testing the model in diverse archipelagic environments demonstrate its effectiveness in enhancing situational awareness, response capabilities, and adaptability to emerging threats. Lessons learned from case studies inform future improvements to the defense model, emphasizing the importance of technology integration, operational flexibility, collaborative efforts, capacity building, and continuous evaluation. In conclusion, the study contributes insights into sustainable maritime defense modeling in archipelagic regions, providing valuable guidance for policymakers, defense strategists, and maritime security agencies.  Keywords: adaptability, archipelagic regions, flexibility, maritime security, sustainable defense model

Abstract

Rumah Bakau Jayapura is a community working in the environmental sector. This community represents a new social movement that practices the principles of environmentalism. The strategic goal of social movements is to influence public policy. The aim of this research is to examine the influence of the Rumah Bakau social movement on government policies. This descriptive research uses documentation and observation techniques. The researcher uses the Galego analysis model to describe the relationship and influence of social movements on politics. Results provide information about the goals, strategies and effects of social movements. Rumah Bakau has a utopian goal: to save the environment. The goal of this community is simply to seek recognition of the environment as a new entity that also needs to be included in decision making. Rumah Bakau strategy consists of direct and indirect actions. However, this community failed to influence public policy. This research concludes the importance of choosing a social movement strategy for it can be successful.

Abstract

Planning that is never in accordance with implementation is a deviation from regulations, violations of norms and non-compliance with laws and regulations. This research aims to analyze the implementation of space utilization policies based on the principles of coastal area sustainability in Pariaman City. The method used is a combination of qualitative and quantitative methods with a spatial approach using a Geographic Information System (GIS). The research results show that there is a harmonization analysis between Law Number 26 of 2007 Article 5 and Law Number 1 of 2014 Article 9 with the RTRW which is in principle appropriate. However, implementation in the field shows that there are built-up areas in zones that should be protected and buffer areas. The community's lack of knowledge about zoning, customary rights, and the city government's priorities for economic development through the tourism sector in coastal areas are the main factors in this deviation. This condition threatens the ecology and coastal resources, so it is necessary to strengthen policy implementation that involves effective community and government participation.

Abstract

The lack of optimal performance of employees holding the Functional Position of Personnel Analyst within the Regional Secretariat of West Kalimantan Province has prompted the author to conduct a study. The main problem in this study is to analyze the factors that support the increase in the performance of Employees in the Functional Position of Personnel Analyst in the Regional Secretariat of West Kalimantan Province. Personnel within the Regional Secretariat of West Kalimantan Province. This research is a descriptive qualitative research. The results of this study indicate that these three factors have benefits for improving employee performance. The average employee for the Functional Position of Personnel Analyst at the Regional Secretariat of West Kalimantan Province has the ability to work because of the length of experience and tenure of service. Employees of the Functional Personnel Analyst Position at the Regional Secretariat of the Province of West Kalimantan have good work motivation because of the TPP (Additional Employee Income), but the performance of employees of the Functional Position of Personnel Analyst at the Regional Secretariat of the Province of West Kalimantan is weakened due to minimal or inadequate work facilities.that involves effective community and government participation .Keywords: Employee performance, work ability, motivation and work facilities.

Abstract

Sustainable fisheries resource management is a major challenge, especially in a maritime country like Indonesia, which has abundant fisheries potential but often experiences problems such as overfishing and ecosystem damage. Community participation, education level, access to information, government policy support, and the existence of local institutions are believed to influence the effectiveness of such management. This study aims to analyze the influence of these factors on the effectiveness of fisheries resource management. The method used is multiple regression to identify the relationship between independent variables and dependent variables. The results of the study indicate that all factors studied have a positive and significant effect on the effectiveness of fisheries resource management, with community participation and access to information having a very large influence. This study provides important insights for policy makers to strengthen these factors in order to improve the effectiveness and sustainability of fisheries resource management

Abstract

Kebijakan Adiwiyata yang dimulai sejak tahun 2006 bertujuan untuk menciptakan sekolah ramah lingkungan dengan mengintegrasikan pendidikan lingkungan hidup dalam kurikulum dan mendorong pengelolaan sampah berkelanjutan, seperti pemilahan, pengurangan, dan daur ulang, serta melibatkan siswa, guru, dan staf dalam tim pengelolaan lingkungan. Meskipun telah diterapkan di banyak sekolah, kebijakan ini menghadapi tantangan seperti kurangnya fasilitas yang memadai, kurangnya pelatihan, serta rendahnya kesadaran dan partisipasi dari seluruh elemen sekolah. Penelitian ini menggunakan pendekatan kualitatif dengan metode kajian pustaka untuk menganalisis dampak kebijakan Adiwiyata terhadap pengelolaan sampah di sekolah, dengan cara mengumpulkan literatur yang relevan dari tahun 2019-2024 melalui google scholar, semantic google scholar dari hasil pencarian ditemukan sebanyak 16 artikel yang relevan. Hasil penelitian ini diharapkan dapat memberikan gambaran tentang tantangan dan solusi dalam implementasi kebijakan, serta rekomendasi untuk perbaikan pengelolaan sampah di sekolah. Kesimpulan dari artikel ini menunjukkan bahwa kebijakan Adiwiyata telah menunjukkan dampak positif terhadap pengelolaan sampah sekolah seperti pengomposan, daur ulang, dan inisiatif pengurangan plastik, serta pembuatan Eco-Paving Block, namun kendala seperti pembuangan sampah sembarangan dan faktor eksternal seperti banjir masih menghambat efektivitasnya. Oleh karena itu, untuk mencapai hasil yang optimal, penting untuk meningkatkan pengetahuan, keterampilan, dan sikap siswa, serta memperkuat kolaborasi antara sekolah, siswa, dan masyarakat untuk menciptakan budaya hidup bersih yang berkelanjutan.

Abstract

The purpose of writing this thesis is to find out, explain, and analyze the process of implementing the Pontianak City One Data Policy for Regional Development Planning at the Pontianak City Communication and Information Service. This thesis uses a descriptive research type and qualitative approach. The results obtained are: implementation of Pontianak City's One Data Policy for Regional Development Planning, although it requires improvements in the stages of organization, interpretation, and application, generally running on track according to the Pontianak City One Data Action Plan for 2022. New theoretical findings in the policy implementation process are needed: intense and simultaneous coordination and communication between implementers; empowerment of human resources in the smallest implementing units to overcome human resource shortages; and the commitment of all implementers to the action plan that has been determined. Recommendations formulated: direct coordination with BAPPENAS to clarify the integration of the Pontianak City One Data portal; coordinate with the geospatial data supervisor to accelerate the management of geospatial data; conduct outreach to the Pontianak City One Data policy and portal to the public; compiling and implementing the SOP for the Implementation of One Data for Pontianak City; improve human resource competency; and increasing the amount of indicator data, updating data regularly, and displaying time series data.
