Abstract

This study aims to find out and analyze the process of implementing the Independent Data Updating Policy for State Civil Apparatus through the MySAPK Application at the Regional Personnel Agency of West Kalimantan Province because there are still many State Civil Apparatuses who have not updated their independent data or are still incorrectly filling out independent data updating through the MySAPK application. the. The theory used in this study was the theory proposed by Charles O. Jones about the policy implementation process. This study used the qualitative method with descriptive research. The results showed that the Implementation of the Independent Data Updating Policy for State Civil Apparatus Through the MySAPK Application at the Regional Personnel Agency of West Kalimantan Province has been running but not yet optimal because there are still problems in policy implementation. It was proven by a) Organization; the absence of the Organizational Structure and Work Procedures which were created for a clear division of tasks and responsibilities; furthermore, the facilities and infrastructure supporting the policy program have not been optimized, such as the internet network and the MySAPK application which is still frequently maintained; b) Interpretation; the consistency of users and officers in delivering information on program implementation is still low and there is a lack of socialization and assistance; c) Applications; lack of monitoring and evaluation of the program by the Responsible Officer and staff. Recommendations from this research are: 1) There should be improvements or additions to facilities and infrastructure that serve to support the implementation of the policy, such as making an MOU to increase internet bandwidth in overcoming internet network problems; 2) Applying reward and punishment as a tool for fostering and monitoring users so as to increase seriousness and awareness in implementing the independent data updating policy; 3) There should be a gradual implementation of monitoring/supervision by the Officer in Charge so that periodic policy evaluations can be carried out. Keywords: Implementation, MySAPK Application, Independent Data Updating

Abstract

ABSTRACTThis study aimed to find out the factors that influenced the implementation of online learning during the COVID-19 Pandemic by using an emergent curriculum that began  with online learning to the latest developments in Limited Offline Learning. The research site was Madrasah Aliyah Negeri 1 Pontianak under the guidance of the Regional Office of the Ministry of Religion of Kalimantan Barat Province. This study used the descriptive research method with a qualitative approach until getting an in-depth picture according to the actual method with a qualitative approach until getting an in-depth picture according to the actual conditions or what was in the implementation of online learning which was done by observation techniques, then interviewing so that they could find things that were not disclosed by the informants, lastly, documentation in which the researcher recorded and collected events/information that had passed with recorder and soft-file/hard-file. The results of this study showed that there were four main variables that influenced the implementation of online learning, namely communication, resources, disposition, and bureaucratic structure. In terms of communication, there were differences in the information conveyed by The Madrasah Principal and the teacher, it was also not effective in using e-Learning which was often disconnected due to the network so problems arose during learning. The resources factor  was that the funds/budgets received by the madrasah could be allocated according to their designation to support the learning process for students, especially for internet data so that learning could run well although limited. The disposition factor was the attitude of the implementor that supported the online learning policies. Meanwhile, the bureaucratic structure factor was the current SOP which needed to be reviewed again to adjust to current developments. The researches suggests that soft/hard skills training should be given  to teachers for student character education because currently student character education cannot be implemented and there is a decrease in the level of student discipline and learning innovation, the additional internet data budget should be given for both students and teacher as much as twice than the currently given, and there should be involvement of all parties in SOPs that involved many stakeholders.

Abstract

Khalid Fahrudi. One of the main factors that play a role in the realization of Clean Government and Good Government is bureaucracy. This is a demand of the community so that the bureaucracy reforms itself, bureaucratic reform must lead to the satisfaction of bureaucratic services for the community. Referring to the Presidential Regulation of the Republic of Indonesia Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010 – 2025 where the West Kalimantan Provincial Government must be committed to implementing the bureaucratic reform process. The area of change in Human Resource Management is one of the focuses of the West Kalimantan Provincial Government in the implementation of bureaucratic reforms which of course are also carried out by regional work tools, including the Development Administration Bureau as a new work unit that was formed. Therefore, this study is intended to provide an overview of how the implementation of the Implementation of Bureaucratic Reform in the Development Administration Bureau of the Regional Secretariat of West Kalimantan Province, especially in the area of changes in Human Resource Management. This research uses a descriptive method with a qualitative approach. In the process of data collection as well as data triangulation the authors used the method of interviewing with several different groups of informants and documentation methods. The results of this study indicate that the lack of resources and limited authority makes the implementation of programs/implementation activities not optimal. The absence of SOP support means that implementers do not fully understand in detail how to implement good programs/activities, so that the implementation of bureaucratic reforms, especially in the area of human resource management, is on average only able to fulfill 58.8% of indicator.

Abstract

Riau is the area with the highest number of COVID-19 cases, ranking seventh nationally and the highest in Sumatra. This study aims to analyse the quality of information on the Riau Government's COVID-19 website. This study uses a qualitative approach, with data obtained through observation and documentation. In addition, the Riau Government must also regularly update data and adjust website features with public data.

Sindy Putri Dwitami. Procurement of goods/services electronically (e-procurement) is one of the government's efforts to create value for money (maximum value of benefits) through the use of technology. Abstract

In addition to being known through the beauty of its landscape, Banyuwangi Regency is also known as one of the largest gold-producing areas in Indonesia. The gold is none other than the result of mining activities by the private sector which is directly supported by the local government. The gold mine is located on Mount Tumpang Pitu in Sumberagung Village, Pesanggaran District. Mining activities carried out have had various impacts on the surrounding community. One of the impacts that can be seen is the increase in income as well as the welfare of residents around the mine. However, there are also potential risks that are ready to threaten the community itself. Therefore, this research aims to reveal the complexity of the community through the flow of risk in the face of mining activities carried out at Mount Tumpang Pitu through the perspective of the risk community proposed by Ulrich Beck. This research is qualitative research with a phenomenological approach. The results showed that mining in Mount Tumpang Pitu, in addition to benefiting the private sector as mining managers, also contributed to advancing the welfare of the surrounding community. However, on the other hand, some risks have occurred such as mud flooding in coastal areas. This research concludes that mining risk is a boomerang effect of modernity which then leads the community to individual reflectivity. Therefore, it is necessary to increase the prudence of attitudes and actions by all parties involved with mining in Mount Tumpang Pitu.
