Abstract

This journal article aims to investigate and analyse the policy decision-making related to reducing the use of plastic bags in Surabaya City. This analysis involves an in-depth understanding of the factors that influence policy decisions, the challenges faced, as well as the implications of the implemented policies. The method used in writing this article is a literature study. Literature research is a scientific activity carried out to explore research data or information. The results showed that the policy of reducing the use of plastic bags in Surabaya based on the view of the theory of policy implementation from George C. Edward III is that the communication aspect has not run properly. Edward III is that the communication aspect has not run optimally, the resource aspect is also still not carried out optimally, the disposition in the implementation of the use reduction policy is quite good in its cognition, and the bureaucratic structure aspect has run quite well.

Abstract

Trans Jatim Buses is a public transportation system developed by the East Java Provincial Government to improve connectivity between regions and reduce traffic congestion in the Gerbangkertosusilo agglomeration area. However, in its implementation, the management of Trans Jatim Bus faces various collaborative challenges between regions. Differences in regulations, fiscal capacity, and sectoral interests in each region are factors that hinder the effectiveness of this service. This study aims to identify the main challenges in inter-regional coordination and examine the factors that support and hinder the success of collaboration in the management of Bus Trans Jatim. The method employed is a literature review, analyzing the Collaborative Advantage and Collaborative Inertia theories proposed by Huxham and Vangen (2005). The results of the study indicate that inter-regional collaboration in managing the East Java Bus Service remains suboptimal due to differences in objectives, unequal participation, weak institutional coordination, and power dynamics. Therefore, a more structured cooperation mechanism is needed from the provincial government and the establishment of binding regulations as a legal framework for more participatory inter-regional cooperation that is oriented towards common goals.

Abstract

Rural areas face significant challenges in adopting digital technology due to limited internet infrastructure, low digital literacy, financial constraints, and sociocultural resistance. However, Generation Z has emerged as a key driver of rural digital transformation, utilizing e-commerce, AgriTech, digital marketing, and e-learning to boost economic and social development. This study aims to analyze the role of Generation Z in rural digital innovation, explore key challenges, and propose strategic solutions. A qualitative research approach with case study analysis was employed, examining youth-led digital initiatives in various rural regions. The findings indicate that digital technology has increased market accessibility, improved agricultural productivity, and enhanced educational opportunities for rural communities. However, achieving sustainable digital transformation requires strengthening digital infrastructure, implementing youth capacity-building programs, fostering government-private collaborations, and encouraging community engagement. The study recommends policy interventions to expand broadband access, financial support for youth entrepreneurs, and intergenerational digital literacy programs. Future research should focus on the long-term economic impact of digital transformation and the integration of artificial intelligence and blockchain in rural development. Abstract

The European Union Deforestation Regulation (EUDR) is a challenge for all plantation producers. Jambi Province, which is famous for its palm oil and rubber products, finds itself with a new regulation that will bind the terms and conditions for its sales and purchases. This EUDR was originally effective on December 31, 2024. However, its application was delayed until December 31, 2025. The purpose of this study is to see the preparation of Jambi Province in welcoming the EUDR. Using a qualitative research method, open interviews. Interviews were conducted with the Head of the Agriculture Department, and PTPN IV regional 4 and head of the marketing team from the Ministry of Agriculture. The results of the interview showed that currently Jambi Province through the Sustainable Palm Oil Regional Action Plan (RAD KSB) program through BioCF funding and Palm Oil Profit Sharing Funds is trying to carry out ISPO certification for oil palm farmer groups in Jambi Province. However, in the process, this activity was deemed insufficient due to budget constraints which resulted in the certification target being only a few small groups in 2025. Head of the Marketing Working Team made a recommendation to involve third parties in acceleration efforts. So that the limited funds do not need to be used for tagging, enough for data verification with the village government. By adopting the recommended scheme, it is hoped that Jambi Province can be better prepared to face the end of 2025 when EUDR has begun to be implemented.

Abstract

West Sumatra Province has an area of approximately 4,229,730 hectares, with approximately 54.43% or approximately 2,300,000 hectares being state forest areas. This forest area consists of conservation forests, protected forests, and production forests. The authority of the West Sumatra Provincial Government based on regional autonomy is to manage protected forest areas and production forests, namely with an area of 2.3 million hectares. Based on data from the West Sumatra Provincial Forestry Service in 2023, the area of forest areas managed through the social forestry program reached 50,410 hectares. The management area of KPHL Agam Raya is 39,285 hectares with a social forestry permit area of 16,247 hectares. To enforce environmental law and resolve conflicts by communities around the forest, with the presence of a social forestry program that provides space for communities around the forest for communities who have already or are trying in protected forest areas and production forests so as not to violate the law, the community can properly manage the area legally which is given management rights by the government through the Ministry of Environment and Forestry to utilize the potential of the forest without having to reduce the protection and conservation functions. The role of social forestry in the context of conflict resolution and environmental law enforcement in the forestry sector is as follows: Prevention of Land Conflicts and Forest Damage: Government programs in the form of social forestry programs can provide legal certainty for communities in managing forests through schemes such as Village Forests, Community Forests, People's Plantation Forests, Forestry Partnerships, and Customary Forests. With this legal certainty, land conflicts between communities and other parties, including companies, can be minimized. In addition, communities who have the legal right to manage forests tend to be more committed to maintaining the sustainability of forest areas rather than encroaching, burning or illegal logging that can damage the area. In West Sumatra, there are several examples of the success of the Social Forestry program in resolving conflicts. For example, in the Agam and South Solok areas, community-based forest management has succeeded in reducing tenure conflicts and improving local welfare. In some cases, recognition of customary forests has also helped reduce conflicts with large companies. Social Forestry in West Sumatra has made a positive contribution to resolving conflicts, but it needs ongoing support from various parties to ensure its long-term impact.

Abstract

Agricultural land conversion is one of the problems that affect the vulnerability of food security. This phenomenon, especially on productive agricultural land, continues to occur and has an impact on decreasing food production. This study uses a descriptive research method with a qualitative approach to examine the concept of interactive planning that emphasizes participation and collaboration between stakeholders in managing land conversion that has an impact on the surrounding environment. The purpose of this study is to analyze the application of interactive planning in controlling agricultural land conversion to maintain the stability of food production in Jombang Regency. The results of the study indicate that agricultural land conversion is driven by factors such as population growth and increasing marriage rates, thus increasing the demand for housing and settlement development. Public understanding of the Regional Spatial Plan (RTRW) is still limited, and many development projects are carried out without permits in accordance with statutory provisions. In addition, the Department of Agriculture, which is responsible for managing the agricultural sector, is not involved in the development process related to changes in land use, so that supervision of agricultural land is weak. Steps that can be taken are the implementation of policies in the form of incentives and disincentives for land owners and farmers to minimize agricultural land conversion, especially land designated as Sustainable Food Agricultural Land (LP2B). However, in practice, the enforcement of sanctions is still not optimal because of the sensitivity of land issues in the community. This study recommends stronger enforcement of regulatory policies, including imposing sanctions on parties who carry out development activities that are not in accordance with spatial designations, as well as increasing interactive planning between stakeholders to encourage environmentally friendly sustainable development.

Abstract

The GenRe Ambassador Program in West Kalimantan strategically empowers teenagers, particularly by increasing their knowledge of reproductive health, building mutually supportive communities, and encouraging them to act as agents of change in their communities. This research aims to analyze the program's implementation using a participatory communication theory approach, involving two-way dialogue, active participation, heteroglossia, and dialogical interaction. This study was conducted using a qualitative method with a case study approach. Data were collected through in-depth interviews with six informants, including the West Kalimantan GenRe Forum Chair, GenRe Ambassadors, and other active members. Direct observations were also made to understand the program's dynamics. The study is based on participatory communication theory developed by Bessette (2004), which emphasizes the importance of active community involvement in development through dialogical and inclusive communication. The results show that the program increased teenagers' awareness of life planning and reproductive health, strengthened two-way dialogue, and built supportive social networks. However, social stigma surrounding discussions of reproductive health and limited facilities remain as challenges that need to be overcome. The implications of this research support the achievement of the SDGs, particularly SDG 3 (Good Health and Well-Being), SDG 4 (Quality Education), and SDG 5 (Gender Equality). With further support from the government and society, this program has great potential to evolve into a more effective and inclusive youth empowerment platform.

Abstract

Adiwiyata program is one of the strategic policies of the Indonesian government in an effort to mainstream environmental education at the educational unit level. More than just an environmentally friendly school award program, Adiwiyata acts as an instrument of social transformation that encourages changes in culture, values, and behavior of school residents towards the environment collectively and sustainably. This article aims to examine the basic concept, implementation, and challenges of the Adiwiyata program through a systematic literature review approach to various scientific journals, policy documents, and research reports. The results of the study indicate that Adiwiyata is able to encourage active participation of school residents, form environmentally conscious characters, and integrate sustainability values into educational governance. However, the challenges faced include weak internalization of values, dependence on school leadership, limited budget support, and formal orientation for awards. Thus, the Adiwiyata program needs to be viewed as part of an education-based social change strategy, not merely as a technocratic program. Strengthening institutional capacity, community participation, and continuous evaluation are the keys to the success of the expected transformation.Keywords: Adiwiyata, social transformation, environmental education, green schools
