The Editorial Team hopes that the JTS journal can be a means of contributing to the development of science and providing an overview of the problems, handling and steps that must be taken to prevent and reduce radicalism and terrorism. Abstract

This paper examines China's response to the Rohingya crisis in Myanmar from a theoretical perspective, drawing on both liberal and Asian cultural values. The study adopts a qualitative approach and employs document analysis to collect data. The findings suggest that China's response to the crisis can be explained by the liberal values of interdependence, cooperation, and institutionalism, which have guided China's peaceful and cooperative approach to resolving the conflict. However, the study also reveals the importance of Asian cultural values, particularly empathy and save-face, in shaping China's diplomatic behavior towards the crisis. The paper argues that China's response to the Rohingya crisis can be divided into three aspects: infrastructure investment, mediation between Myanmar and Bangladesh, and humanitarian assistance, all aimed at promoting collaboration and peace in the region. The study contributes to the understanding of the complexities involved in China's foreign policy decisions and provides insights into the role of cultural values in shaping international relations.

Abstract

This article examined the elements that contributed to ASEAN counter-terrorism cooperation's failure to prevent the presence of Foreign Terrorist Fighters (FTF) in the Marawi conflict in 2017. The massive ISIS propaganda resulted in an increase in FTF mobilization from several countries to unite the Abu Sayyaf and Maute groups in taking control of Marawi City. This study used a qualitative method and deductive analysis technique by compiling relevant literature on ASEAN's cooperation in counter-terrorism, the FTF problem, and the Marawi conflict. This article would discuss the dynamics of ASEAN cooperation in combating terrorism and the unpreparedness in anticipating the involvement of FTFs in the Marawi conflict. This paper argued that ASEAN counter-terrorism cooperation within the framework of the Convention on Combating Terrorism (ACCT) was ineffective in addressing the presence of FTFs since it did not convert to the practical level and appears to be simply ceremonial. This weakness should encourage ASEAN member nations to reorganize the focus of counter-terrorism cooperation and implement appropriate measures, such as intelligence sharing, border surveillance, prevention of terror financing, and counter-propaganda of terrorists on social media.

Abstract

The Arab Spring has not fulfilled the desires of millions of demonstrators in Middle East. The desires to see the expanded role of the civil society has been muted by the Islamists and particularly by the Muslim Brotherhood. The Article puts the focus on the failure of Islamism in Syria during the uprising for several reasons, such as the inability of the Muslim Brotherhood to shape a new leadership, and its rejectionist agenda that had nurtured skepticism by the opposition factions. Furthermore, the Syrian Muslim Brotherhood had been unable to change its political motivation and kept insisted on shifting the Syrian political system. Moreover, the failure of the Muslim Brotherhood in Syria was its dependency on regional powers and its cooperation of the with the extremist groups has put them on the side of the terrorist groups and neutralized the argument that the West and precisely the US has been circulating for years as Muslim Brotherhood could be considered a moderate Islamist organization. This article reveals the identical ideology and strategy of the Syrian Muslim Brotherhood and the extremist groups in Syria which hasn’t been studied before in past-present context.

Abstract

The Ukraine-Russia conflict is a complex one. Some countries intend to defend national interests regarding border areas, energy sources, and international trade routes such as the United States, NATO, and China. The United States-NATO is trying to maintain the status quo over the Euro-Arctic region. Meanwhile, China took advantage of this conflict to expand into the European market. In addition, China has also benefited in the military sector to modernize its military arsenal and cheap energy sources amid the global energy crisis from Russia. Therefore, to help the process of analyzing the issue, this study uses the concept of balancing to see how the US-NATO shapes the perception of threats to China. Henceforth, both know what form of deterrence and containment strategy to employ in their involvement in the Ukraine-Russian conflict, especially to stem China's expansion in the Caucasus and Arctic regions.

Abstract

The Association of Southeast Asian Nations (ASEAN) is one of the regional organizations that aims to promote economic and security cooperation among its members in southeast Asia countries. In the dynamics of ASEAN’s journey, the most debated issue is enforcing human rights among ASEAN members. One of the bloodiest tragedies of human rights violations in Southeast Asia has known as the Maguindanao massacre in the Philippines. This research explores more profoundly the responses of the ASEAN on victims’ family requests in the case of the Maguindanao massacre. This research also applies the human rights regime theory to the role of the ASEAN Intergovernmental Commission on Human Rights (AICHR). Through bibliometric analysis by utilizing NVivo 12 plus software for data collection and data visualization, this research found the victim’s family request: further investigation, arrest of perpetrators, public awareness improvement, protection rights, and compensation. Four ASEAN member states, namely Indonesia, the Philippines, Thailand, and Malaysia, have responded to this matter. The ASEAN highlighted five responses: advocacy, lack of mechanism, non-intervention, responsibility transfer, and warn. Eventually, the AICHR has indicated the status of a promotion regime based on its involvement in these issues.

Abstract

The war between Russia and Ukraine is highly discussed in global geopolitics and geostrategy. The strategy of attacking Russia directly at the point of a vital national object, namely the power plant, which was preceded by a cyber attack at the Nuclear Power Plant in Chornobyl, followed by a conventional physical attack from the air, resulted in an energy crisis in Ukraine. The resulting war affects many sectors, such as the energy sector, food, and supply chains, especially (at the end of 2021) before the war. WTI oil price was only around 75$/barrel, but when the war broke out, the price increased to 130$ (in August: 93$). It is estimated that oil prices will not fall significantly as long as the war is not over. The direct impact of war disrupts global energy security. This research uses a qualitative study based on the theory of incremental policy from several experts who support new policies quickly and national defense and energy security. Based on the incremental policy, policies that support the strengthening of cybersecurity will be produced, ranging from cryptographic policies to the potential for highly advanced energy sector blockchains.

Abstract

The purpose of this study is to analyze the pattern of securitization in Papua using the speech act framework. Regarding the response to the change in status or terminology of the Free Papua Movement or Organisasi Papua Merdeka (OPM) to the Separatist Terrorist Group. The Securitization Theory of the Copenhagen School defines security as a social construction and process, not as an objective condition. This contrasts with the traditional security studies approach which defines security in terms of the threat, use, and control of military force by state actors. This research will focus on the pattern of securitization of the Indonesian government in Papua, referring to a case study of the change in terminology or status of the OPM from the original Armed Criminal Group to the Separatist Terrorist Group. The securitization pattern analyzed will use the speech act framework from the Copenhagen School. The research method used is qualitative explanatory with the type of case study. The result of the research is that the change in the terminology of OPM to a separatist terrorist group is part of a series of securitization processes by the Indonesian government in responding to OPM, which is seen through the speech act framework. The three patterns found are political statements, political statements, and securitization statements.
