Abstract

ABSTRACT United States involves Private Military & Security (PMSC) in large numbers of Iraq reconstruction missions since 2004. The existence of PMSC actually cause problems. Violations such as shootings, violence, murder, and rape of Iraqi civilians are often perpetrated by US PMSC personnel. In September 2007 there was a shooting incident of PMSC personnel and left 17 Iraqi civilians dead and 24 wounded. This incident is called the Nisour Square. Great attention came from all over to condemn the actions of the US PMSC personnel. This seems to be a whip for the US to immediately make improvements. The basic indicator of violations by PMSCs in Iraq is the lack of control mechanisms. This study discusses comprehensively the US control measures post-incident Nisour Square 2007. The explanation is based on the concept of coercive isomorphism with three parts of adjustment; categorical & structural adjustments, procedural adjustments, and personnel adjustments. Abstract

This paper analyzes the end of the Partiya Karkerên Kurdistan (PKK) in Turkey. The PKK is a terrorist organization based on the aim of separatism from Turkey. Since its founding in 1978 until now, various acts of terror have been carried out by the PKK and Turkish authorities view the PKK as the most dangerous terrorist organization in its territory. The type of research used is descriptive qualitative. Politicization factors are the main variable in analyzing the end of the PKK in Turkey. The result of the analysis is that the PKK will soon end through constitutional agreements through Kurdish representatives in the Turkish parliament which were won by HDP, a pro-Kurdish political party. HDP's success as the first pro-Kurdish party to enter the Turkish parliament even broke the 10% threshold, becoming an important momentum for the PKK and the Turkish government to conduct constitutional negotiations. Abstract

This article intend to elaborate the threats from cyberterrorism in Indonesia and the anticipation or response made by the state. That tactically, terrorist groups have made various changes and adjustments to launch a plan of terror action. When a target is deemed to be highly secure and difficult to penetrate, the terrorist group then carries out a series of tactical evolutions targeting more vulnerable targets. This praxis is shown in the practices of terrorism that have changed during the last hundred years until now it has adapted to a form of cyberterrorism. This research uses qualitative methods and types of phenomenology. The phenomenon of cyberterrorism is linked to the threat in Indonesia and the government's response to anticipating this problem. The research result shows that most of the terrorist groups in the world, including in Indonesia, have used cyber means to attack certain targets. In responding to cyberterrorism crimes, Indonesia has made several efforts to tackle cyberterrorism through the establishment of special agencies and strengthening regulations. However, there are still things that need to be addressed in order to strengthen the national security system from the threat of cyberterrorism.

Abstract

The purpose of this study is to analyze the pattern of securitization in Papua using the speech act framework. Regarding the response to the change in status or terminology of the Free Papua Movement or Organisasi Papua Merdeka (OPM) to the Separatist Terrorist Group. The Securitization Theory of the Copenhagen School defines security as a social construction and process, not as an objective condition. This contrasts with the traditional security studies approach which defines security in terms of the threat, use, and control of military force by state actors. This research will focus on the pattern of securitization of the Indonesian government in Papua, referring to a case study of the change in terminology or status of the OPM from the original Armed Criminal Group to the Separatist Terrorist Group. The securitization pattern analyzed will use the speech act framework from the Copenhagen School. The research method used is qualitative explanatory with the type of case study. The result of the research is that the change in the terminology of OPM to a separatist terrorist group is part of a series of securitization processes by the Indonesian government in responding to OPM, which is seen through the speech act framework. The three patterns found are political statements, political statements, and securitization statements.

Abstract

Keberadaan pengrajin perak telah memberi kontribusi sebagai salah satu mata pencaharian utama di Desa Celuk telah dikenal masyarakat luas sebagai sebuah wisata kerajinan sejak 1930-an. Berbagai hasil kerajinan perhiasan perak telah dihasilkan dari masa ke masa, yang sampai saat ini telah dikembangkan melalui usaha pengrajin dan komersialisasi perak. Keterampilan yang dipertahankan secara turun temurun oleh para pengrajin, memiliki potensi sebagai aspek pengembangan desa sekaligus melestarikannya. Sampai saat ini sudah ada sebuah fasilitas museum kerajinan perak yang dibangun di Desa Celuk. Namun, fasilitas tersebut dikelola oleh pihak swasta. Sehingga mitra kegiatan pengabdian ini, yaitu masyarakat Desa Celuk memiliki keinginan untuk mewujudkan sebuah fasilitas sejenis. Selain itu, mitra memiliki permasalahan mengenai kurangnya wawasan terhadap kebutuhan di bidang pemerintahan, penyelenggaraan organisasi, serta pengelolaan organisasi desa untuk penataan dan pendirian fasilitas museum. Luaran yang ditargetkan untuk dicapai dalam pengabdian ini berupa publikasi ilmiah pada jurnal, publikasi pada media massa, pengajuan Hak Kekayaan Intelektual, serta luaran berupa bahan ajar pada mata kuliah yang terintegrasi dengan konteks pengabdian. Untuk tahun pertama, pengabdian ini difokuskan kepada perencanaan dan perancangan penataan masterplan fasilitas museum perak Desa Celuk, yang meliputi bangunan utama museum, beserta bangunan dan/atau ruang-ruang dengan fungsi selaras yang dapat mendukung kebutuhan mitra. Perencanaan dan perancangan desain akan dilaksanakan oleh tim khususnya di bidang arsitektur, dibantu dengan kebutuhan anggota tim yang berperan di bidang ilmu pemerintahan. Kegiatan dimulai dengan observasi, pengumpulan data potensi dan permasalahan mitra, kemudian dilanjutkan dengan pengolahan dan analisis data. Selanjutnya dilakukan proses-proses desain secara arsitektural, untuk kemudian didiskusikan bersama dengan mitra melalui FGD.

Abstract

This research examines the impact of voter data leaks on the essence of democracy, focusing on participation, accountability, and transparency. Using a descriptive qualitative method and secondary data sources, this research analyzes voter data breach incidents in Indonesia’s 2024 general election as case studies. The findings reveal that voter data breaches threaten public participation by reducing voters' sense of security and trust. Additionally, government accountability is undermined due to the failure to protect citizens' personal data, diminishing legitimacy and public trust. The transparency of the electoral process is also negatively affected, hindering the necessary verification and validation for fair and trustworthy election outcomes. The study concludes that proactive measures from the government are essential to enhance cybersecurity, including the development of stringent regulations, investment in advanced security technologies, and increased public awareness. These steps are crucial to protecting voter data, maintaining the integrity of democracy, and ensuring that every vote is counted honestly and transparently. Therefore, the security of voter data is key to preserving public trust and the essence of democracy in the digital age.

Abstract

This research aims to analyze the dynamics of digital transformation in Celuk Village with a focus on opportunities, challenges and village readiness in adopting digital technology. Using the Technology Acceptance Model (TAM) framework, this research evaluates perceived usefulness (PU), ease of use (Perceived Ease of Use/PEOU), attitudes towards using technology (Attitude Toward Using Technology), behavioral intentions to use technology (Behavioral Intention to Use Technology), and actual use of technology in the context of digitalization of village government. Research findings show that the Celuk Village Government has started a digitalization initiative by developing a village website that provides information and catalogs of silver crafts. This website is considered a significant first step in increasing the transparency and accessibility of information. However, digital administrative services are still in the development stage and have not been fully implemented. The main opportunity lies in the relatively high readiness of village officials' human resources (HR) in adopting technology, as well as basic infrastructure such as public Wi-Fi that supports access to digital information. Village communities also show a fairly good level of digital literacy, especially in the context of using technology to promote local products.

Abstract

Abstract This research discusses the strategic patterns of Bali's Provincial Election Supervisory Agency (Bawaslu) in preventing and handling violations and potential vulnerabilities in the 2024 elections. The study employs a qualitative method with informant selection based on specific criteria. Data collection was conducted through in-depth interviews, observations, and documentation. The findings reveal that this strategic pattern includes four stages: formulation, decision-making, implementation, and evaluation. All stages are collectively and collegially, involving all members and leaders. The designed strategy results in decisions to identify potential violations and vulnerabilities, area mapping, preparing work plans and budgets, organizing supervisory resources, and assigning tasks within structural working teams.This strategic pattern has been implemented in preventive and enforcement aspects. In the prevention stage, Bawaslu of Bali maps out potential violations and vulnerabilities, empowers supervisors at various levels, develops networks, and optimizes community participation through socialization activities. Meanwhile, in terms of enforcement, Bawaslu investigates violations such as the neutrality of civil servants, vote buying, and intimidation during campaigns, followed by recommendations for sanctions to relevant institutions. The evaluations indicate Bawaslu’s commitment to identifying weaknesses in the supervisory system.Other findings show supportive factors, such as the availability of human resources, financing, policies and legal frameworks, facilities, infrastructure, and institutional networks. However, several obstacles include limited human resources, regulatory complexity, lack of public supervisors, limited digital technology infrastructure, and political intervention. This study concludes that, overall, Bawaslu Bali’s strategy in preventing and enforcing election and regional election regulations has been relatively effective but is not yet optimal due to several challenges affecting the effectiveness of supervision. Therefore, it is recommended that the Provincial Bawaslu of Bali continue to develop and refine this strategic pattern sustainably from various aspects. Keywords: Strategic pattern, Prevention and handling, Election violations, Bali Province Abstrak Penelitian ini yaitu mengenai pola strategi Bawaslu Provinsi Bali dalam pencegahan dan penanganan pelanggaran serta kerawanan pemilu tahun 2024. Penelitian ini menggunakan metode kualitatif, penentuan informan dilakukan berdasarkan kriteria, dimana pengumpulan data menggunakan teknik wawancara mendalam, pengamatan, dan dokumentasi. Hasil penelitian menunjukkan bahwa adanya pola strategi yang meliputi empat tahapan yang dilakukan melalui tahap perumusan, pemutusan, pelaksanaan, dan evaulasi. Seluruh tahapan dilalukan secara kolektif kolegial melibatkan seluruh unsur anggota dan pimpinan. Strategi yang dirancang, menghasilkan keputusan untuk mengidentifikasi potensi pelanggaran dan kerawanan, pemetaan wilayah, rencana kerja, anggaran, pengorganisasian sumber daya pengawasan, pembagian tugas tim kerja struktural. Praktik pelaksanaan pola strategi tersebut sudah dilakukan dari sisi pencegahan dan penindakan. Pada praktik pencegahan, Bawaslu Provinsi Bali memetakan potensi pelanggaran dan kerawanan, memberdayakan pengawas di semua jenjang, mengembangkan jaringan serta mengoptimalkan partisipasi masyarakat melalui sosialisasi. Sementara di sisi penindakan, Bawaslu melakukan investigasi terhadap berbagai pelanggaran seperti netralitas ASN, politik uang, dan intimidasi dalam kampanye. diikuti dengan pemberian rekomendasi sanksi kepada lembaga terkait. Evaluasi yang dilakukan menunjukkan adanya komitmen Bawaslu dalam mengidentifikasi kelemahan sistem pengawasan. Sebagai temuan lainnya ada faktor pendukung yaitu ketersediaan sumber daya aparatur, pembiayaan, kebijakan dan kerangka hukum, sarana dan prasarana, jaringan kelembagaan, namun disisi lain terdapat hambatan, yaitu masih adanya keterbatasan sumber daya aparatur, kompleksitas regulasi, keterbatasan pengawas publik, keterbatasan infrasturukur teknologi digital, dan masih adanya intervensi politik. Kesimpulan penelitian ini adalah bahwa peraktek secara keseluruhan, strategi Bawaslu Bali dalam pencegahan dan penindakan Pemilu 2024 telah berjalan cukup baik, namun belum optimal karena berbagai kendala yang mempengaruhi praktik pengawasan sehingga direkomendasikan agar Bawaslu Provinsi Bali terus mengembangkan dan menyempurnakan pola strategi secara berkelanjutan dari berbagai aspkenya. kata kunci: pola strategi, pencegahan dan penanganan, pelanggaran pemilu, bali

Abstract

This research investigates the intricate dynamics of tourism security in Bali, particularly in the context of overtourism, which has led to significant socio-economic and security challenges. Utilizing a qualitative approach, the study engages with various stakeholders, including local residents, tourism authorities, law enforcement, and community leaders, to explore their perceptions and experiences related to tourism security. Data is collected through semi-structured interviews, allowing for an in-depth understanding of the complexities surrounding security risks in high-density tourist areas such as Kuta, Canggu, Petitenget, Kerobokan, and Seminyak. The findings reveal a notable increase in specific types of crime, including theft and scams, exacerbated by the influx of tourists, which has strained local resources and heightened tensions within communities. The research further examines the impact of overtourism on traffic safety, highlighting the challenges posed by increased vehicle volume and inadequate infrastructure. Local authorities have implemented various measures, such as improved traffic management systems and community engagement initiatives, to address these issues. Additionally, the study identifies the role of international travel advisories and perceptions of safety in influencing tourism demand, which in turn affects local security policies. Despite the collaborative efforts among stakeholders, significant barriers remain, including communication gaps and resource limitations, which hinder the effectiveness of tourism security policies. The study underscores the necessity for a more integrated approach that incorporates community perspectives and sustainable practices into tourism security frameworks. By addressing these gaps, the research aims to contribute to the development of effective strategies that enhance the safety and well-being of both tourists and local communities in Bali. Ultimately, this study highlights the importance of understanding the socio-economic dynamics of tourism security in fostering a resilient and sustainable tourism environment in the face of overtourism. The limitation of this study is its qualitative focus, which may not fully capture broader security trends. It also centers on high-density areas, overlooking emerging destinations. Future research could use mixed methods and comparative analyses to enhance understanding and policy effectiveness
