Urban greening is an activity to fill environmental open spaces in dealing with the environmental crisis amidst the rapid development. Public green open spaces in Samarinda City which only reaches 4,62 percent of the total area of Samarinda City, in addition to the low awareness of the people of Samarinda City in protecting green plants and protective trees. This research describes the implementation of Samarinda City Regional Regulation Number 19 of 2013 concerning Urban Greening and its inhibiting factors by using a qualitative descriptive approach. Cutting and pruning of reforestation plants including the transportation of the results of logging and burning due to lack of socialization to the community. Inhibiting factors for urban greening in Samarinda include the lack of supporting facilities for the implementation of greening, the lack of community awareness of urban greening and the inconsistency of community reports to the City Government of Samarinda regarding urban greening.

In the context of overcoming delinquency in children in Sungai Pinang District, the Government of Sungai Pinang District has implemented a number of activity programs, one of which is the children’s forum program and was confirmed as a child-friendly sub-district in 2015. This research describes the implementation of the children’s forum program in the context of overcoming child delinquency in Sungai Pinang District, Samarinda City and supporting and inhibiting factors by using a qualitative descriptive approach. The results of the study show that the implementation of the children’s forum program has been carried out quite well through the existence of good communication of dispositions and bureaucratic structures even though resources are still constrained, especially in terms of human resource parent’s party and financial factor. The implementation of the children’s forum program is still hampered by the lack of knowledge of parents about children’s forum which causes the lack of participation of parents and children to become managers of the children’s forum program. But the implementation of the children’s forum program is supported by good cross-sectoral cooperation between the Sungai Pinang District Government and various related parties.

As an immigration country, Taiwan has a variety of cultures, both local and foreign cultures that are brought with by new immigrants, one of which is a new resident from Southeast Asia who settled in Taiwan because of transnational marriage between Southeast Asian women and Taiwanese men. The differences in culture, economic capacity, and educational level of Southeast Asian new residents with local Taiwanese create stigma and stereotypes in society, which then worsen due to a lack of communication and cultural introduction. To bridge the problem, Tsai Ing-wen government through the New Southbound Policy (NSP) is persistent in promoting the culture of new residents by organizing various routine cultural activities so that local Taiwanese understand and accept the new resident culture. Apart from promoting culture, the government has also established Southeast Asian languages as one of the mother tongues that can be learned in elementary school. To prepare for the procurement of Southeast Asian Languages lessons in the 2019 curriculum, starting in 2016 the government is developing textbooks for the primary and secondary school levels, as well as training 7 Southeast Asian language teachers, starting in 2017 some universities also hold proficiency tests for Southeast Asian language. Even though there are still obstacles, the development of culture and language shows positive results. The Established Southeast Asian Language Department and Southeast Asian Research Department by 4 Taiwanese universities have attested to the increasing interest in learning Southeast Asian languages and things.

Adaptive governance is a concept of governance that adapts to conditions of uncertainty and environmental change so that it is relevant and effective for long-term goals. The purpose of this study is to describe and analyze Online Single Submisson (OSS) licensing services at the Investment and One-Stop Integrated Service Office (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu or DPMPTSP – in Indonesian) in Samarinda City that adapt to respond to the development of the business climate in Samarinda City and to identify the inhibiting factors. Data collection was carried out by observation, interview and documentation methods. The results of the study show that the quality of the OSS licensing service at DPMPTSP Samarinda City is more efficient with regard to the administrative process of costs and labor and no paper is used in terms of fulfillment cannot fulfill the promise of integrated. For the availability of the system, there not yet available access in the form application on smartphone. The inhibiting factor in its implementation comes from business actors who do not fully meet the basic requirements of the four commitments.

The existence of the e-library-based library is expected to be able to answer information needs and provide activities and reading materials that are interesting for the public. The purpose of this research is to find out and describe the management information system of e-library-based library in the Balikpapan City Library and Archieves Service (Dinas Perpustakaan dan Arsip Kota Balikpapan – in Indonesian), namely in planning, organizing, application (input, process and output_ and evaluation in accordance with applicable rules and procedures. By using a qualitative descriptive method, the result of the research show that the Balikpapan City Library and Archieves Service has implemented management information system, although have not been maximally managed. The management of management information system still hampered by a lack of public understanding of the internet and cannot use electronic goods. Therefore, researchers provide a solution to increase the number of e-books in the application and improve closer and routine socialization to the public regarding the use of the iBalikpapan application.

The implementation of agrarian reform certainly faces obstacles. One of the problems faced is agrarian disputes. Arrangement of land use, ownership, and utilization is based on the development design in the form of habitable settlements for the people of Samarinda City. The purpose of this study is to find out what are the problems of agrarian disputes and how the agrarian reform carried out by the Samarinda City Government in resolving agrarian disputes that exist on the banks of the Karang Mumus River in Dadi Mulya Village, Samarinda City. Through the government policy contained in the issuance of the "KOTAKU" (City Without Slum) Program, it is hoped that it can prevent, deal with, and reduce the number of slum areas on the banks of the Karang Mumus River by means of a humane approach in resolving agrarian disputes and empowering physically and non-physically in the area.

Tourism is one of the mainstays of Berau Regency to be developed. Therefore, the Berau District Government has established a number of policies, including increasing the promotion of natural and cultural tourism objects. This study aims to describe and analyse the implementation of the Labuan Cermin tourist destination development program in the Subdistrict of Biduk-biduk by the Berau Regency Culture and Tourism Office. The result of the study shows that the implementation of the Labuan Cermin tourist destination development program in the Subdistrict of Biduk-biduk by the Berau Regency Culture and Tourism Office has done quite well. However, there are several obstacles such as limited budget and area status, limited accessibility to tourist objects, tour and travel agents that have not been well coordinated, lack of public understanding of partnership. The community is quite active in infrastructure development, but there are still some people who are still less concerned with the development that is taking place in their village.

The development of tourist destination areas requires efforts to increase the development of tourism facilities and infrastructure in the context of increasing regional income in the tourism sector. Resort as one of the supporting sectors of the tourism sector which can offer various kinds of facilities and conveniences for tourists, is certainly something that should be provided by entrepreneurs in the tourism sector, ranging from non-star types to star-rated resorts. This research was conducted at the Sunsea Resort, which is located on the Island of Maratua, Derawan Archipelago, Berau Regency, East Kalimantan. The research findings show that the Sunsea Resort has not met the standard of facilities in accordance with the Regulation of the Minister of Tourism and Creative Economy Number 53 of 2013 regarding product development, recreational facilities and other accommodation. The latest Sunsea Resort meets the standardization of three-star hotel products. Sunsea Resort is constrained by obstacles that related to accessibility, including the limited availability of logistics needs on the Island of Maratua so they have to order outside the region, the absence of cellular and internet networks, and a lack of local construction experts. So that they still have to bring in from outside the region to make efforts to develop their hotel.

The development of plantations in East Kalimantan is directed at strengthening agricultural sector lines as one of the pillars of a sustainable economic structure in East Kalimantan Province. So, there must be synchronization between the programs and activities of the Plantation Service as stated in the strategic plan with the 2019-2023 RPJMD East Kalimantan which is the implementation of the Vision and Mission of the Governor of East Kalimantan. By using a qualitative descriptive approach through literature review or Plantation Service documents, the research results show the Plantation Office has made a Strategic Plan which fully refers to the 2019-2020 RPJMD of the Province of East Kalimantan which is stated and is believed to have contributed greatly to achieving the 2nd and 4th missions in accordance with the Governor's vision and mission. A complete and correct understanding of the Strategic Plan structure of the Plantation Service is the start of the evaluation of the suitability of the contribution to the achievement of the Governor's vision and mission as a basis for evaluating the performance of the agency accompanied by analysis of the most recent and verified data. In 2019 the agricultural sector in a broad sense contributed 7.92% to East Kalimantan's GRDP, namely the plantation sub-sector by 54.80%. The Plantation Office not only contributes to the achievement of the 2nd mission, but directly and indirectly contributes actively in achieving the target of reducing greenhouse gas emissions according to the objectives set in the 4th mission in the 2019-2023 RPJMD.
