Abstract

In the context of overcoming delinquency in children in Sungai Pinang District, the Government of Sungai Pinang District has implemented a number of activity programs, one of which is the children’s forum program and was confirmed as a child-friendly sub-district in 2015. This research describes the implementation of the children’s forum program in the context of overcoming child delinquency in Sungai Pinang District, Samarinda City and supporting and inhibiting factors by using a qualitative descriptive approach. The results of the study show that the implementation of the children’s forum program has been carried out quite well through the existence of good communication of dispositions and bureaucratic structures even though resources are still constrained, especially in terms of human resource parent’s party and financial factor. The implementation of the children’s forum program is still hampered by the lack of knowledge of parents about children’s forum which causes the lack of participation of parents and children to become managers of the children’s forum program. But the implementation of the children’s forum program is supported by good cross-sectoral cooperation between the Sungai Pinang District Government and various related parties.

Abstract

East Kalimantan is one of the regions that has the potential for superior non-oil and gas commodities, one of which is swallow’s nest which is currently a leading potential. Tax levies on swallow nest extraction or exploitation activities in Samarinda City have been implemented since 2011. Using a descriptive qualitative type of research, the swallow's nest tax collection implementation by the Regional Revenue Agency of Samarinda City analyzed from the collection and registration of swallow's nest taxpayers, determination of bird's nest tax rates, collection and payment of bird's nest wallet taxes as well as obstacles faced by the Regional Revenue Agency in implementation of swallow's nest tax collection. The results of the research shows that the implementation of swallow's nest tax collection by the Regional Revenue Agency of Samarinda City which refers to the Mayor Regulation Number 27 of 2011 concerning Determination of Rates and Implementation of Swallow's Nest Tax Levies has not been maximized because it still does not meet the standard criteria for implementing tax collection, the less principle of justice in determining swallow's nest tax and there are still many obstacles in implementing swallow's nest tax collection. The obstacles are starting from regulations, understanding of employees, number of employees, employee commitment, field constraints in the data collection process, the potential for swallow's nest, environment, economy, compliance, and compulsory awareness. Taxes are still minimal, up to coordination and cooperation between agencies that handle and are involved in swallow nest business in Samarinda City.

Abstract

ABSTRAKHasil Susenas Tahun 2010 menunjukkan bahwa jumlah penduduk laki laki sebesar 50,17 persen, sedangkan perempuan sebesar 49,83 persen.  Walaupun jumlahnya hampir seimbang, namun fakta empiris menunjukkan bahwa kualitas hidup perempuan masih lebih rendah daripada kaum laki-laki.  Perempuan mengalami ketertinggalan dalam banyak hal, salah satunya ketertinggalan dalam aspek ekonomi.  Berbagai upaya dalam menyelesaikan ketertinggalan tersebut telah dilakukan oleh berbagai pihak contohnya Kementerian Pemberdayaan Perempuan melalui program Desa Perempuan Indonesia Maju Mandiri (PRIMA).  Penelitian ini bertujuan untuk mengevaluasi pelaksanaan kebijakan pemberdayaan ekonomi perempuan melalui program Desa Perempuan Indonesia Maju Mandiri (PRIMA) di Kelurahan Lok Bahu Kecamatan Sungai Kunjang Kota Samarinda dengan fokus penelitian pada aspek relevansi, efektivitas serta keberlanjutan program.  Penelitian ini menggunakan metode penelitian kombinasi (mixed methods) untuk mendapatkan deskripsi yang mendalam tentang pelaksanaan program Desa PRIMA di Kelurahan Lok Bahu Kecamatan Sungai Kunjang Kota Samarinda serta faktor pendukung dan penghambat pelaksanaan progam tersebut. Data didapatkan melalui penyebaran kuesioner, wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa program Desa PRIMA memenuhi kriteria relevansi (relevan dengan kebutuhan perempuan), efektivitas (ketepatan sasaran program dan pencapaian tujuan program khususnya untuk peningkatan keterampilan manajemen usaha serta peningkatan pendapatan) dan keberlanjutan (layak untuk dilanjutkan).  Namun program ini tidak memenuhi kriteria efektivitas peningkatan kesejahteraan keluarga.  Faktor yang mendukung pelaksanaan Desa PRIMA adalah dukungan kondisi lingkungan, hubungan antar organisasi serta sumber daya manusia.  Sedangkan yang menghambat adalah sumber daya finansial (anggaran).  Rekomendasi yang dapat diberikan adalah perlunya pemetaan kebutuhan materi pelatihan, perlunya peningkatan motivasi kewirausahaan dan pembangunan jejaring antar pelaku usaha serta komitmen anggaran untuk keberlanjutan program.Kata kunci: Pemberdayaan Perempuan, Desa PRIMA, Samarinda. ABSTRACTThe results of SUSENAS 2010 show that the total male population is 50,17 %, while the female population is 49,83 %.  Although the numbers are almost equal, empirical facts show that the quality of life for women is still lower than men.  Women are left behind in many ways, for example in economic aspect.  Various parties have made various efforts to resolve this gap, for example the Ministry of Women’s Empowerment through PRIMA Village program.  This study aims to evaluate the implementation of women's economic empowerment policies through PRIMA Village program in Lok Bahu Village, Sungai Kunjang Subdistrict, Samarinda City, with a research focus on aspects of relevance, effectiveness and sustainability of the program.  This study uses mixed methods in order to get description about the implementation of the PRIMA Village program and also the supporting and inhibiting factors for the implementation of the program.  Data obtained through questionnaires, interviews, observation and documentation. The results show that the PRIMA Village program meets the criteria of relevance (relevant to the needs of women), effectiveness (accuracy of program goals and achievement of program objectives specifically for improving business management skills and increasing income) and sustainability (worth continuing).  However, this program does not meet the effectiveness criteria for improving family welfare.  The supporting factors of the implementation of PRIMA Village are the support of environmental conditions, relations between organizations and human resources.  Whereas the obstacle is financial resources (budget).  Recommendations that can be given are the need to map training material needs, the need to increase entrepreneurial motivation and build networks among business actors as well as a budget commitment for program sustainability.Keywords : Women’s Empowerment, PRIMA Village, Samarinda.

Abstract

Kutai Kartanegara Regency has just passed Perda No.16/2016 Busines Service Charge and this research is aimed at knowing the policy formulation process and the factors that influence it. This research uses descriptive qualitative methods, with interactive data analysis tools. Based on the results of the study, it was found that the main problem in the formulation of Perda No.16/2016 is stillthe contribution of local user fees, especially those that come from business services fees. At the stage of the policy agenda, it is important to increase revenue from the regional levies sector to reduce dependence on revenue sharing from oil, gas dan local. At the stage of selecting alternative policies, there are interests and various reasons such as a lack of political will and high budgets for investment in supporting infrastructure. At the stage of determining the policy, the majority of DPRD factions support the stipulation of the Raperda on Business Services Retribution to become a Regional Regulation, although during the discussions process there is often a tug of war between the factions int the DPRD. The education, experience and data and information factors affect the formulation of Perda no. 16/2016, it is just that it is no longer an inhibiting factor because it has been overcome by the prensence of an Expert Team, a workshop or training to increase the capacity of the DPRD and the Executive Division. The Factors inhibiting the formulation of Perda No. 16/2016 are political factors and budget support.Keywords : Formulation, Regional Regulations, Business Service Retribution

Abstract

This research is motivated by the widespread spread of the Covid-19 Virus in Samarinda City which has an impact on the government administration process, especially in public services which are ideally able to adapt to environmental changes. The implementation of public services during the Covid-19 pandemic underwent changes with the aim of preventing the spread of Covid-19 in the City of Samarinda. At this time several institutions in Samarinda limit the service process to the people of Samarinda City. Public services during the current Pendmi period experienced a decline in the implementation process. Several offices, such as the Office of Population and Civil Registration, the North Samarinda District Office, and the Office of Investment and One-Stop Integrated Services and other services reduce activities in public services. This study uses a descriptive qualitative research method. The analysis technique uses steps such as data collection, data reduction, data display, verification and confirmation of conclusions. Meanwhile, the credibility check technique used in this research is source triangulation technique. The results of the study show that during the Covid 19 pandemic in Samarinda City, the implementation of public services in Samarinda City still consistently pays attention to democratic values ​​for its citizens so that people get services. The meaning of these democratic values ​​can be observed in the aspects of accountability, responsibility and equality in services by government agencies in Samarinda City.

Abstract

This research aims to determine waste management at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency and factors that inhibit waste management at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency. This research is a study that produces descriptive data in the form of written words of people and behaviors observed systematically and accurately, directed at the background and the individual holistically (intact) without making comparisons with other variables. Based on the analysis of the results of Waste Management research at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency, it can be concluded that waste collection activities carried out by TPST3R-GMJB in Muara Java District have not been optimal, waste transportation activities at TPST3R-GMJB in Muara Java District have not run well. The main cause is the supporting factors of transportation activities, namely garbage transport vehicles in poor condition (often damaged), Waste processing activities at TPST3R-GMJB in Muara Jawa District have not been maximized, because most machines / equipment in processing waste have not been supported by better equipment (modern) and the volume produced is also not optimal, the final waste disposal activities carried out by TPST3R-GMJB in Muara Jawa District have not been said to be good, and inhibiting factors for waste management at TPST3R-GMJB in Muara Jawa District, among others, namely waste collection, waste transportation. TPST3R-GMJB garbage transport fleet in the form of dump trucks in poor condition (often damaged), waste processing. The waste processing equipment (machines) at TPST3R-GMJB are still mostly simple equipment and the support of electricity supply to operate the equipment is also not optimal, Final Disposal. Financing and technology that are less supportive in handling waste in landfills (TPA).

Abstract

Bureaucracy plays a major role in the process of providing public services. However, in the implementation of public services, various bureaucratic problems are still encountered. So bureaucratic reform is needed as a start to formulating a good, effective and efficient government administration system, so that it can serve the public quickly, precisely and professionally. In addition, government agencies and their leaders and staff must be committed to realizing a Corruption-Free Area/Clean and Serving Bureaucratic Area through bureaucratic reform, especially in realizing clean and accountable government and excellent public services as stated in Permenpan RB Number 90 of the Year 2021. This research aims to determine the Implementation of Strengthening Internal Supervision in Implementing Bureaucratic Reform at the Samarinda Environmental and Forestry Training Center. The method used in this research is descriptive qualitative. With the result that BPLHK has implemented strengthened supervision and fulfilled indicators based on PERMENPAN RB RI Number 26 of 2020 concerning Gratification Control in the Ministry of Environment and Forestry, which includes Gratification, Implementation of SPIP, Public Complaints, Whistle-blowing system, Handling of conflicts of interest, Development integrity zone, and the Government Internal Monitoring Apparatus (APIP) but there are still obstacles to achieving WBK/WBBM.

Abstract

The purpose of the study is to describe and analyze the results of the evaluation of policies to accelerate stunting reduction and identify their impact in the region. This research uses qualitative descriptive method, to process data obtained from the research location. Qualitative descriptive research is generally to describe, explain, clarify, and describe the observed variables in accordance with the formulated problem so that researchers can describe the empirical reality related to the Acceleration of Stunting Reduction program in the work area of the Baqa Health Center, Samarinda Seberang District. Based on the research conducted, it can be concluded that the policy of Accelerating Stunting Reduction in Baqa Samarinda Seberang Village has not been fully effective because its utilization is still not optimal, although it is efficient in achieving the goal of improving the quality of infant/toddler health. Budgets relevant to stunting targets show good results, but need more attention for income equality and welfare. This policy has been evenly distributed and received a positive response from the government and the community, and its implementation is right on target. The positive impact of this policy can be seen from the reduction in stunting rates, ease of access to online programs, budget stability, and new adaptations needed for stunting handling in the future.

Abstract

The aim of this research is to evaluate how well the e-Musrenbang application performs in the North Bontang Regency area in terms of development planning. The importance of implementing e-Government and Electronic-Based Government Systems in development planning is the driving force for this research. e-Musrenbang, an application with a geographical focus, is a method used to help communities get involved in development. With a research focus on North and South Bontang Regencies, this research uses qualitative methodology. The research objects are represented by Guntung Village and Tanjung Laut Indah Village. Using Budiani's theory, this research focuses on the characteristics of goal setting, socialization, target accuracy, and monitoring. Utilizing secondary data, interviewing relevant informants, and observation are the methods used for data collection. The research findings show how well the e-Musrenbang application is able to increase community involvement in planning and development in North Bontang District and South Bontang District. In this case, the public can convey their ambitions more easily online thanks to this program, which also helps the government in regulating and monitoring these aspirations. In addition, the application of geospatial technology makes development planning easier and more precise and focused. However, there are several shortcomings in this research, such as research topics that are limited to two different sub-districts and data collection techniques that only use qualitative techniques. Therefore, to have a more thorough understanding of the usability of this application, it is recommended that future research integrate qualitative and quantitative methodologies.

Abstract

The purpose of this study was to describe the collection development policy implemented at the East Kalimantan Provincial Library and Archives Office. In this study the authors took a qualitative approach using descriptive methods, namely collecting data through library research and field research through interviews, observation and collection of documents related to the problem and analyzing data inductively. This research was conducted at the Library and Archives Office of East Kalimantan Province, Jl. Ir. H. Juanda No. 4 Samarinda East Kalimantan. Researchers applied interactive data analysis techniques which include data reduction, data display, and verification. The results of the study showed that the Regional Library and Archives Office of East Kalimantan Province in carrying out collection development has not been fully achieved. This is due to limited manpower and cooperation in handling the collection development process. The collection development process is in the form of adding collections, namely; purchases, gifts and deposits. The collection development process includes six activity components consisting of community analysis, selection policy, selection, procurement and weeding of collections and collection evaluation.
