Abstract

This research analyzes the implementation of Sabhara unit patrols in the prevention of minor crimes at the Sukabumi City Police. In this study, minor offenses were specifically related to alcoholic drinking offenses. The consumption of alcoholic drinks in the area of ​​the Sukabumi City Police must be 0%, where the reality on the ground is that people still consume alcoholic drinks. The purpose of this study was to describe the implementation of the Sabhara unit patrol and to identify the factors affecting the implementation of the patrol in preventing minor crimes. This research uses qualitative methods with data collection techniques in the form of interviews, observation and document/literature study. The interviews used were semi-structured interviews and participatory observation. The research was carried out in the Sukabumi City Police Station area. Patrol of the Sabhara Unit of the Sukabumi City Police is in accordance with the SOP in the decision of the Sukabumi City Police Chief. The patrol is divided into two, namely the preparation stage and the implementation stage. Several factors hindered the implementation of patrols, namely (1) lack of members of the existing Sabhara units, (2) lack of awareness of members in keeping secrets, (3) lack of budget for fuel oil, (4) limited patrol vehicles. Meanwhile, the factors that support the implementation of patrols are (1) division of tasks, (2) reports from the public, (3) positive community responses, (4) good welfare of patrol members. In connection with the research results, the suggestions are to make better planning, foster a sense of loyalty, add personnel, add motorized vehicles, and build good relationships with the community.

Abstract

The rise of brawl cases between students in the jurisdiction of the Bogor City Police has made the people of Bogor City nervous. What is done by students who do brawl is very detrimental to society. The danger carried out by the perpetrators of the brawl made the police take efforts to prevent the occurrence of brawls between high school students, the Bogor City Police Binmas Unit in an effort to prevent this from doing outreach to schools with the aim of the researcher being to describe and analyze the problem formulation. This research was conducted in Bogor City Police using a qualitative approach. With the field research method, the purpose of this study is to find out how the extension activities of the Bogor City Police Binmas Unit in preventing the occurrence of brawls between high school students in the legal area of ​​the Bogor City Police. The results of this study indicate that the efforts made by the Binmas Unit in conducting counseling to schools have gone well. Extension activities have been carried out but not all schools receive counseling. As a result, brawls between students are still occurring and recurring. Based on the findings of this study, it is concluded that in the future, there will be plans for activities carried out by the Binmas Unit at schools in order to increase the intensity of outreach activities targeting high school students.

Abstract

The background to this problem arises because of the curanmor case by the community in Cimahi City. An approach was made with the community through counseling by conveying messages of prevention of curanmor using the WhatsApp application carried out by bhabinkamtibmas. The research aims to determine whether the use of WhatsApp as a communication medium by the bhabinkamtibmas has been effective in carrying out their duties, as well as the factors affecting the use of WhatsApp which require a system or mechanism to simplify the duties of the bhabinkamtibmas. Concepts and theories for analyzing research focus. The research concept includes communication media, WhatsApp is used to prevent curanmor, bhabinkamtibmas in conveying messages, the concept of prevention, the concept of curanmor, Perkap Number 21 of 2007, Perkap Number 3 of 2015. Theory includes U&G Theory (Uses and Gratifications) and Management Theory. The systematic research method is a qualitative approach. This type of research is descriptive analytic. Primary and secondary data sources. Data collection techniques with interviews, observation, and document review. The location is in the Cimahi Police Binmas Unit. Validity by triangulation. Data analysis using interactive model analysis. The results of the study found that the use of WhatsApp analyzed by articles 8 and 9 of Perkap Number 21 of 2007 and Perkap Number 3 of 2015 was optimal. Influencing factors are internal factors that are analyzed with management elements and external factors consisting of the social conditions of the Cimahi city vulnerability, supporting factors from other functions, cooperation with other agencies and the implementation of bhabinkamtibmas duties in accordance with the SOP. Conclusion on the implementation of the effectiveness of WhatsApp as a communication medium by the Community Service Center to prevent curanmor cases can be carried out optimally. Constructive suggestions include suggestions for optimizing the implementation of the use of WhatsApp to convey messages of prevention of corruption to the public as well as optimizing internal and external factors that affect the task of community service through the WhatsApp application.

Abstract

This research is motivated by the number of traffic violations that occur in the city of Bandung because the density of the population of Bandung is accompanied by the increasing number of motorized vehicles every year but not balanced with road expansion. This kind of condition requires an extra role from the police to take action when pre-emptive and preventive methods are ignored by the public. Action can be carried out by providing administrative sanctions (ticketing) where the implementation of the ticket itself has become more modern in accordance with the development of science and technology, namely the E-Tilang program which has been inaugurated by the Police Corps. This research uses the concept of ticketing, law enforcement, and traffic offenses and uses the theory of legal effectiveness, George R. Terry's management theory, and the deterrent effect theory as the analysis tool. This study uses a qualitative approach and descriptive methods to explain the effectiveness of the E-Tilang program in prosecuting traffic violations at Polrestabes Bandung. Sources of data were obtained through interviews, observations, and document review. The results of the study explained that the kamseltibcar situation was then dominated by traffic jams that spurred offense from motorists. Then the implementation of law enforcement with E-Tilang still faces shortcomings such as members who have not been trained, people who are still unfamiliar with the E-Tilang program, and its implementation in areas that are often seen makes it even more complicated. The factors that influence the effectiveness of the E-Tilang program are internal factors, namely the ability of personnel, attitudes and ethics, sarpras, and socialization, as well as external factors, namely nature and the environment, society, and cooperation with other agencies. Suggestions from researchers so that in the future the implementation of E-Tilang will be more effective is to provide traffic training to all traffic personnel, form an integrated system between the police and the prosecutor's office so that there are no errors in data input so that the process can run faster, and conduct socialization about E- Tickets to the people of Bandung as a whole.

Abstract

Traffic violations in Sumedang Regency are dominated by violators between the ages of 16 -21 years old who are mostly students.To overcome these problems, the Dikyasa Traffic Unit of Sumedang Police runs Dikmas activities through the Police Goes To School Program which is conducted on students. The purpose of this study was to describe the concept of the Police Goes To School program in reducing traffic violations by students and the effectiveness of the program in reducing traffic violations by students at Polres Sumedang. The theory that was used in this study was Management Theory by George R. Terry, including the Effectiveness Concept, Dikmas lantas concept, Traffic Violation Concept, and student concept. This research used a qualitative approach with the field research method. The data collection techniques were interview, observation, document review, and questionnaire. The location of the research was in Sumedang Police area. The results of this study indicated the level of violations and traffic accidents by students were high. The Police Goes To school Program was implemented by the Satlantas Unit of the Sumedang Police. They became the ceremonial inspector, carried out PKS coaching, Saka Bhayangkara, and socialized the traffic rules. The Implementation of the program was not considered effective yet because the activities were not in accordance with Standard Operating Procedures (SOP) that has been set. The suggestions of the researcher include (1) need additional facilities and infrastructure to support the implementation of activities, (2) need to review the program that has been run, (3) the need for the placement of members according to Dikjur, and (4) need to be coordinated with Dinas Pendidikan to run a program that has been designed by the Head of Traffic Police Corps.

Abstract

The background of this research is the high number of traffic violations at the Karawang Police. Based on data from the Karawang Police Traffic Unit, where the number of traffic violations by high school students. So a research was carried out aimed at reducing traffic violations by high school students at the Karawang Police. The purpose of this study was to describe a general description of traffic violations and describe the efforts made by the Dikyasa Unit with the Dikmas Lantas program. The theory used as an analysis knife to discuss this research, using several theories and concepts is management theory, communication theory, effort concept, Dikyasa Unit concept, Dikmas Lantas concept, traffic violation concept, and student concept. In this study using a qualitative approach and the method used is field research (field research) and data collection techniques by interview, observation, and document review. The results of the study found that the Karawang Police had a high number of violations committed by high school students. The efforts made by the Dikyasa Unit in reducing traffic violations have decreased. Factors that influence the efforts of Dikmas Lantas are internal factors including Human Resources, commitment, budget, facilities and infrastructure. Meanwhile, external factors include legal awareness, culture, media, coordination. Based on the discussion of the results of this study, according to the author, there are several things that must be done, including (1) increasing the number of Dikyasa Unit members, (2) involving officers in training, (3) making daily activity plans, (4) improving Lantas Training.

Abstract

The background of this research is because there is still Narcotics Abuse among students in the Bogor City Police area. Therefore, the authors are interested in seeing the phenomenon that occurs and trying to link it with the implementation of Bhabinkamtibmas duties in counseling on drug abuse among students. So a research was carried out which aims to determine the description of the implementation of counseling by Bhabinkamtibmas, the factors that influence extension, as well as efforts to optimize Bhabinkamtibmas extension. The research conducted by the author was carried out in the city of Bogor, especially the Bogor City Police, using a qualitative approach, using field research research methods (field research), and using POAC management theory, communication theory, and crime prevention theory as well as management resource theory. This research is based on the Regulation of the Head of the National Police of the Republic of Indonesia Number 21 of 2007 concerning Guidance for Community Security and Order Counseling, which includes the management of the extension consisting of planning or preparation stages to controlling guidelines in analyzing extension activities by Bhabinkamtibmas to prevent narcotics abuse against students. The results showed that Bhabinkamtibmas work was in accordance with the SOP but there were still influencing factors, namely the facilities and infrastructure factors, human resource factors, and budget factors as well as students' legal awareness factors. Efforts that have been made use secondary crime prevention theory, namely a form of cooperation with internal and external Polri to get maximum results and as expected. The results of this study are expected to provide an overview of how to optimize extension activities by Bhabinkamtibmas, because the methods, techniques and utilization of all existing organizational resources are expected to be more able to reduce the level of narcotics abuse among students.

Abstract

This research was based on the North West Cirebon Police, which became the police station with the highest number of theft crimes than other Polsek in the Cirebon City Police. With this problem, the North West Cirebon Police Department has a role to prevent the crime of theft by weighting it so that it does not occur in the area of ​​the West Cirebon Police through the sambang. Therefore, a research was conducted which aims to determine the implementation of the sambang by the North West Cirebon Police. Competencies possessed by Bhabinkamtibmas Polsek North West Cirebon, as well as the factors that influence the implementation of the sambang by the North West Cirebon Police. This research was conducted using a qualitative approach, using field research methods, as well as data collection techniques through interviews, observation, and document review. The results of the research and discussion of this study indicate that the implementation of the sambang by Bhabinkamtibmas by implementing planning, organizing, implementing and controlling there are still shortcomings, namely not introducing oneself during the implementation of the sambang and there are lack of equipment that does not support the implementation of the sambang. From the aspect of technical competence which is owned by Bhabinkamtibmas, it does not meet the competence in general because only one Bhabinkamtibmas has implemented vocational education. So that the level of education is still insufficient. After analyzing the factors that influence the implementation of the sambang by Bhabinkamtibmas, there are factors in the form of supporting factors and inhibiting factors. To overcome this problem, the authors suggest that Bhabinkamtibmas continue to carry out according to regulations and procurement proposals for equipment such as modems, computers and printers. Giving rewards from the leadership for the performance of Bhabinkamtibmas who excel, for example by including vocational education, Bhabinkamtibmas should be from the villagers under their guidance, advice to the leadership for sambang targeting official houses accompanied by visible Binmas and submitting their own official homes for Bhabinkamtibmas.

Abstract

This research is motivated by the increasing number of traffic violations in Garut Regency, from 2015-2017. The efforts made by the Traffic Unit were both preemptive and repressive. The author discusses from a repressive point of view. The repressive effort against traffic violations is by enforcing the law, namely by applying blank ticketing. For now, there is an e-ticket application. However, its implementation at the Garut Police has not been effective. Therefore, a research was conducted which aims to find out the general description of e-ticketing in Garut, its effectiveness and the factors that affect the effectiveness of the e-ticket. The research literature used by the author refers to the research of PTIK students related to the enforcement of traffic violations and the ticket system. Where this research can support the author's thesis making process. As for the conceptual literature, the author uses Management Theory by George R. Terry and Law Enforcement Theory by Soerjono Soekanto in his book entitled Factors Affecting Law Enforcement and several concepts related to the title the author adopts. This research was conducted with a qualitative approach, using field research research methods, as well as data collection techniques by interviewing, observing, and reviewing documents. The results of the study found that all members of the Garut Police Traffic Unit must be able to ticket and master the e-ticket application in taking action against traffic violations. However, its implementation has not been effective due to several influencing factors, namely internal and external factors. These factors exist that support and hinder the application of e-ticketing at the Garut Police. Based on the results of the research, the authors suggest that personnel be given socialization or education and training regarding the enforcement of violations using e-ticketing correctly and thoroughly, provided with facilities in the form of an android cellphone for members who do not have, manual ticket blanks are eliminated to reduce the workload of each personnel so that immediately enter into the e-ticket application and there is a need for socialization to the community through Dikmas then or others.

Abstract

The crime of sexual abuse against children at the Tasikmalaya City Police has increased over the last three years, this should not have happened because children are the next generation of the nation that should be protected. The Tasikmalaya City Police put forward preemptive measures to prevent criminal acts of sexual abuse against children carried out through programs that have been declared by the Tasikmalaya City Police. The purpose of this study was to describe the implementation of the prevention of criminal acts against children by the Bhabinkamtibmas at the Tasikmalaya City Police, to describe the role of the Bhabinkamtibmas at the Tasikmalaya City Police in preventing the crime of sexual immorality against children at the Tasikmalaya City Police and to find the factors that lead to the crime of sexual immorality. children at the Tasikmalaya City Police. In this study, the implementation of Bhabinkamtibmas duties in preventing criminal acts of sexual abuse against children using role theory, crime prevention theory and management theory. And by paying attention to its conformity with the concept of Community Policing. This research was conducted with a qualitative approach and the type of field research. With observation data collection techniques, interviews, and document study. The data analysis technique used includes data reduction, data presentation and drawing conclusions. The results of this research and the conclusions of this study indicate that based on the data obtained and interviews with the Head of Police, Head of Binmas, Kanit Binmas, Bhabinkamtibmas, Kanit PPA, perpetrators of criminal acts of child sexual abuse, and community leaders that members of Bhabinkamtibmas are still not thoroughly implementing the elements. management and the roles that are carried out have not been implemented evenly. The factors causing the crime of child sexual abuse are internal and external factors. Internal factors consist of psychological factors, biological factors and moral factors. Meanwhile, external factors include socio-cultural factors, social media, and the level of education.
