Abstract

This research is motivated by the increasing number of motor vehicle theft crimes in Sumur Bandung District. The high level of community activity in Sumur Bandung sub-district makes the criminal acts that occur are high as well. And the pattern of prevention that is prioritized by the Police is more acceptable to the public than the pattern of repression or repression. This research uses a qualitative approach with descriptive research type. Data collection techniques by interview, observation, and review of documents. There are primary and secondary data sources and the theories used to analyze are role theory and management theory. The results of the study found that the role of Bhabinkamtibmas in preventing criminal acts of curanmor was carried out through guidance given to Tibmas, Swakarsa, Polmas, and Potmas. Meanwhile, the efforts made by Bhabinkamtibmas are through the Friday Tour and the Three Pillars program. There are factors that influence Bhabinkamtibmas in carrying out its duties, namely internal factors consisting of human resource factors, facilities and infrastructure factors, and budget factors, while external factors come from the community itself. Based on the discussion of the research, the writer provides suggestions to the leadership to conduct analysis and evaluation to Bhabinkamtibmas personnel and has standardization for the assessment of Bhabinkamtibmas members, emphasizes providing material to the public regarding motor vehicle theft, improving suggestions and infrastructure owned by the Bandung Sumur Police, and give rewards and punishments to members of Bhabinkamtibmas as motivation to work.

Abstract

The purpose of this study to determine the policy of tightening the imposistion of crimes that can minimize overcapacity in Class IIB Singaraja prisons; to analyze the participation of the community and law enforcement officials in supporting the implementation of the correctional system in Singaraja Class IIB prison from a human rights perspective to realize the objectives of punishment. This type of research is normative research with statutory approach and conceptual approach. The source of primary legal materials used in this research is based on statutory regulations by emphasizing the search for norms contained in statutory provisions. The analysis technique used in this research is legal hermeneutic analysis technique which is described in a qualitative descriptive way. The results showed that the strict implementation of the policy of tightening the improsition of penalties in singaraja Class IIB prisons can overcome the negative impact of overcapacity. The implementation of the correctional system with a human right perspective minimizes the tightening of the imposition of imprisonment policies by increasing the participation of the community and law enforcement officials in supporting the realization of the objective of pubishment in the Class IIB Singaraja prison.

Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

The Indonesian National Police (Polri) are state servants in maintaining security and public order. The high incidence of weighted theft in Bulungan Regency is the background of this research. The purpose of this study is to know and analyze the description of Curat's actions in Bulungan, to find out the role of the SatSabhara patrol unit of the Bulungan Police in carrying out patrol activities and the factors factors affecting patrol activities by SatSabhara Polres Bulungan. This research is a research using qualitative methods. Qualitative research includes primary, secondary and tertiary data in carrying out research conducted at the Bulungan Police. The technology, which in its implementation uses the four-wheeled Isuzu MUX brand, b. This market is aimed at public places so that the public is safe, (2) The inhibiting factor, namely human beings, is related to the number of SatSabhara personnel, Bulungan Police, as many as 396 people, according to Chief of Police Perkap No. 23/2010 describes the ideal of Bulungan Police personnel needing 1062 people, b. The money received is still limited, only the need for patrols without funding for firearms while on duty, c.The material in question still lacks facilities such as HT and four- wheeled vehicles so that the hope can be increased facilities to support the SatSabhara patrols, d.The methods still need to be improved, both the responsibility between personnel and the two-way patrol plan.

Abstract

The motivated by the levels of motor vehicle theft cases in Rembang District, especially during the Covid-19 Pandemic was confirmed to have spread worldwide since early 2020 . But the performance of night patrol by the Sabhara Unit in prevention of motor vehicle theft is not optimal. This can be proven by the average number of motor vehicle theft claim which is increasing in the last 3 (three) years, mostly in the year of 2020, significantly escalate during the Covid-19 pandemic. The results found that the performance of night patrol in prevetion of motor vehicle theft is highly dependent on the environmental approach, social approach, and criminal justice approach. From the research results, it can be seen that the performance night patrol has not been maximized in management functions such as human resources, budget, facilities, infrastructure, methods, and marketing so that it becomes an inhibiting factor in the conduct of the night patrol in preventing motor vehicle theft. Based on the results of the study, the author advise leaders to carry out analysis and evaluation related to the implementation of night patrol adapted to Covid-19 health protocol, provide opportunity for Sabhara Unit member to join the training of Sabhara functions, prepare the certain budget support needed in night patrol, RIIL fulfilment according to DSP, and maintenance of facilities and infrastructure of the Sabhara Unit.

Abstract

This study was caused by the increase of vehicle theft cases in the Jember police area during the period from January 2018 - December 2020. The problems of this study discussed the role of the Binmas Unit in preventing vehicle theft and the factors that influenced the visit implementation by the Binmas Unit. The purpose of this study is to explain and analyze the Binmas Unit's role in preventing the occurrence of vehicle theft by visit activities and explain the factors that influenced the visit activities to prevent vehicle theft. This study uses a qualitative method. The data used are primary data and secondary data. The methods of collecting the data were interviews, observation, and review of documents. From the results of this study, the fact of several things has not been fulfilled by the Binmas Unit members as stated in attachment B of the Police Chief Regulation Number 3 of 2015 concerning Community Policing. The Binmas Unit members have not prepared yet their id cards, visit format, security and community order (kamtibmas) brochures/leaflets, and as well as contacting residents who will be visited first. The implementation of the visit activity is also influenced by supporting and inhibiting factors. The conclusion from this study is the visit activity enough with the Binmas Unit member's available budget, however, there is still no regulation to regulates the visit activity implementation so this activity is considered less effective. The writer suggests the Binmas Unit member need to be given appreciation for those who have more achievements, abilities and minimize the members present who have concurrent duties.

Abstract

The research conducted by the author is motivated by the high number of cases of fraud in the jurisdiction of the North Lampung Police. This case has even increased over the last four years from 2017 to 2020. The preventive efforts that have been carried out have not been able to prevent or reduce these crimes. Therefore, a research was conducted to determine the efforts of counseling guidance and the methods used by Bhabinkamtibmas as a form of implementation of preventive efforts. The research was conducted using a qualitative approach, using field research research methods, as well as data collection techniques with interviews, observations, and document studies. The data analysis technique used is data reduction, data presentation, and drawing conclusions. The results of the study showed that the counseling guidance activities carried out by the Bhabinkamtibmas of the North Lampung Police were still not optimal. This can be seen from the efforts and methods used are still not optimal in terms of the Chief of Police Regulation Number 21 of 2007. The existence of missed efforts and methods causes the counseling activities to be not optimal. Referring to the results of the study, the authors suggest that the leadership can re-evaluate the preventive efforts that have been carried out, provide opportunities for Bhabinkamtibmas to participate in training on the development of the Binmas function and hold regular training, form a forum to accommodate community aspirations and complaints, and Bhabinkamtibmas establish cooperation and relationships. with community agencies or organizations.

Abstract

This research coincides with the world condition that is being hit by the COVID-19 pandemic which has an impact on various fields of life including the economy so that social inequality occurs which results in unstable national security and order conditions. The social gap that occurs is that the crime in the Pasaman area is often the occurrence of gambling. The police provide counseling guidance as a pre-emptive effort in preventing gambling crimes, which in this case includes the maintenance of security and social order conditions. The purpose of this study was to analyze the role of guidance and counseling for Satbinmas and the influencing factors in preventing gambling crimes in Pasaman. This study uses a qualitative approach, data collection techniques through interviews, observations and document studies. By using management theory and crime prevention theory and the concepts used are the concept of counseling guidance, the concept of the covid-19 pandemic and the concept of gambling. The results of this study found that the implementation of counseling guidance activities was not optimal and there were still problems felt by Satbinmas members.

Abstract

This research is motivated by the large number of drug crimes in the city of Depok which resulted in the large number of victims and perpetrators of crimes, whether it was distributing, using, inviting to use, and abusing. With that, it is necessary to have an effort that can reduce the occurrence of drug crimes, namely Precaution efforts from the Binmas Unit against drug crimes. The author conducted a study to find out how the Precaution carried out by the Binmas unit against drug crimes, what efforts were made by the Binmas unit in preventing drug crimes, what were the factors that influenced the Binmas unit in preventing drug crimes. This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques with interviews, observations, and document studies. The results of the study found that the implementation of Precaution by the Binmas unit against drug crimes at the Depok Metro Police was not optimal so that the number of victims and perpetrators continued to increase in committing drug crimes. Then, there are internal and external factors that become obstacles in preventing drug crimes from being hampered by the Binmas unit. Based on the results of the study, the researchers suggest to remind and provide socialization of a continuous approach to the residents of Depok City so that the occurrence of drug crimes does not increase, the management process must be improved again so that the implementation of work is real, and needs to be conveyed to the leadership for additional personnel, namely asking for help. additional personnel from outside agencies.

Abstract

This research is motivated by the occurrence of congestion on the Lembang route on holidays. In order to overcome the recurring congestion, it is necessary to know how the efforts made by the Turjawali unit in overcoming congestion on the Lembang route on holidays, the causes of congestion on the Lembang route and the factors that affect the efforts of the Turjawali Unit in overcoming congestion. This study uses several concepts and theories in discussing the problem, these concepts are the concept of effort, the concept of congestion, the concept of smooth traffic, and the concept of traffic engineering. While the theory used is SWOT analysis theory, traffic engineering theory and management theory (6M). This research was conducted with a qualitative approach, with descriptive analysis methods, as well as data collection techniques by interview, observation, and document review. Techniques in analyzing the data used were data reduction, data presentation and drawing conclusions. The results of the study found that the efforts made by the Turjawali Unit in overcoming congestion on the Lembang route on holidays were considered not optimal. The things that cause congestion are the number of vehicles passing on the Lembang lane, road conditions and factors from humans themselves. As well as the factors that influence the efforts of the Cimahi Police Traffic Turjawali Unit are the lack of available facilities and infrastructure and the lack of expert members who can be empowered, as well as road equipment that has started to become unfit for use is an inhibiting factor. Meanwhile, the supporting factor is the presence of members who are able to work together, competent leaders and good coordination. Based on the results of the research, the efforts made by the Turjawali Unit were to open and close routes, regulate, implement anticipatory strategies and mobilize members quickly. The suggestions put forward are adding members and implementing vocational education, preferably collaborating with the Community Service Unit or Kamsel Unit to conduct community service to the community, and proposing suggestions for collaborating with related agencies to improve APIL and markers.
