Abstract

This research is motivated by the increasing crime of thuggery in the Cirebon City area. In accordance with the main task of Sabhara, which is to carry out the police function, the task of preventing law violations or disturbances of community service with police activities, one of which is patrols. From this background, problems were found in the form of optimizing the patrol unit of the Sabhara unit in preventing thuggery in the Cirebon City Police, so that the research objective was to optimize the patrol unit of the Sabhara unit. This research method uses a qualitative research approach with a research focus on the optimization efforts of the Sabhara Unit Patrol Unit, Cirebon City Police to prevent thuggery. Furthermore, to obtain data, researchers used primary data sources obtained by interview and observation as well as secondary sources obtained through document review. The data in research must be checked for accuracy and accuracy of the data in qualitative research for the accuracy of the data, and then the data is analyzed. One of the police's duties is preventive action, namely preventing crime by eliminating opportunities. The way this is done is by patrol. With the empowerment of Raimas members to become members of the patrol of 2-wheeled vehicles in the implementation of incidental patrols and the Sabhara Kasat Policy, namely routine Quick Response patrols. patrols carried out by the Sabhara Patrol Unit are guided by Perkabaharkam No.1 / 2017 concerning Patrols and SOPs for the Patrol of the Cirebon City Police. In the implementation of the Patrol carried out by the Patrol Unit, it has not been optimal, this is due to internal and external factors. The efforts carried out by the Cirebon City Police were the making of the SOP Patrol by the Cirebon City Police which was used as a reference and guideline for patrol officers in carrying out their duties. In addition, other efforts according to POAC Management Theory are planning, organizing, implementing and controlling or controlling.

Abstract

The background of this research is to improve community trust building towards the police by optimizing public services carried out by members of the Bhabinkamtibmas Bogor Police. The public demand for good public services as regulated in Law Number 25 of 2009 concerning Public Services that every organization or agency that deals directly with the community is obliged to provide public services in accordance with its objectives. The Bogor Polres is manifested by the Binmas Unit, especially members of the Bhabinkamtibmas as the spearhead of the National Police. The objectives of the research are (1) to describe the public services of the Bogor Police, (2) to find out the obstacles and obstacles of Bhabinkamtibmas members in optimizing services to the community, (3) to describe the performance in optimizing public services at the Bogor Police. To discuss the problem, the concept of mass communication, police science, the grand strategy of the National Police, and Gibson and Sinta Tri Kumilausari's optimization theory, and Surjadi's theory of public service is used. This research was conducted with a qualitative approach, using two methods, namely survey and descriptive qualitative, as well as data collection techniques by interview, observation, and document study. The results of the study are (1) public services at the Bogor Police are good but not yet optimal, (2) the obstacles and constraints that Bhabinkamtibmas have greatly affect the services provided to the community from timeliness, accuracy in solving problems, and awareness of the community, (3) how Bhabinkamtibmas overcomes obstacles and obstacles. The recommendations of this research are the use of the E-Bhabinkamtibmas application by all Indonesian people, skills training for Bhabinkamtibmas members, and conducting a routine evaluation of Bhabinkamtibmas activities.

Abstract

The high number of traffic accidents in the jurisdiction of the Subang Police, according to accident data from the Subang Police Traffic Police, respectively from 2015-2017, namely 710 cases, 789 cases, and 792 cases. The Subang Polres Dikyasa Unit seeks to raise awareness of the importance of complying with traffic regulations, namely the provision of Dikmas Lantas through the Polsanak program. By introducing regulations and providing traffic messages from an early age, it is hoped that children can change their attitudes in order to avoid violating attitudes and impart an orderly spirit from an early age. In the long term, children can become pioneers of traffic safety, so that they can prevent and reduce the high number of accidents in the jurisdiction of the Subang Police. There are three problems examined in writing this thesis, namely the implementation of the Polsanak program, optimizing the implementation of the Polsanak program and Obstacles in the implementation of the Polsanak program to prevent traffic accidents in the jurisdiction of the Subang District Police. Researchers associate these problems with Management Theory by George R. Terry, Communication Theory by Harold Lasswell, the Concept of Optimization, and the Concept of Community Education in the Field of Traffic. The method used in this research is descriptive analysis with a qualitative approach. To obtain the necessary data, the authors used data collection techniques by interviewing, observing and reviewing documents related to the implementation of the Polsanak program. The implementation of the Polsanak program is based on Law no. 2 of 2002 concerning the Indonesian National Police and Law no. 22 of 2009 concerning Road Traffic and Transportation. The implementation of Polsanak includes the introduction of traffic signs, demonstration of traffic management and traveling around the Subang Police Station using a patrol vehicle. To improve the Polsanak program, the Subang Police held creations in the Dikmas program, such as a traffic competition. Internal constraints in program implementation are the minimum number of members, budget and infrastructure. Meanwhile, the external obstacle is the lack of awareness of motorists of the importance of orderly traffic. Some of the writer's suggestions are that there is a need to equalize the schedule for the implementation of the Polsanak program, the participation of the Dikjur for members of the Subang Police Traffic Unit, and the making of Mou for the insertion of traffic material in schools.

Abstract

This research was motivated by the high circulation of alcohol in the Bandung District Police, especially the Majalaya and Baleendah Polsek despite the issuance of Bandung Regency Regional Regulation No. 9/2010 concerning the Prohibition of the Circulation and Use of Alcoholic Drinks. Drinking alcohol is one of the triggers for other crimes. Therefore, a study was conducted that aimed to describe the circulation of alcohol in the jurisdiction of the Bandung Police, the efforts of the Sabhara Unit to prevent problems with the circulation of alcohol in the jurisdiction of the Bandung Police and the factors that influence it. This study uses several theories and concepts, namely the Concept of Effort, the Concept of the Sabhara Unit, the Concept of Prevention, the Concept of Liquor, the Theory of Crime Prevention, The Theory of Management and The Theory of the Legal System. The research was conducted with a qualitative approach, using analytical descriptive research methods, as well as data collection techniques by interviewing, observing and reviewing documents. The results of the study found that: the circulation of alcohol in the jurisdiction of the Bandung Police is still widely carried out in private by traders, especially in the areas of the Baleendah and Majalaya Polsek, the efforts that have been made by the Sabhara Unit in preventing the circulation of alcohol in the jurisdiction of the Bandung Police, both at the Baleendah Police and in the Majalaya Police, namely by carrying out limited tipiring action. However, in its implementation, it is still not optimal, there are supporting factors, namely facilities and infrastructure, factors supporting other functions, factors of public attention and support, the existence of Perda No. 9/2010 concerning the Prohibition of the Circulation and Use of Alcoholic Drinks, while the inhibiting factors are structural factors. organization, human resource factors, budgetary factors, cross-agency cooperation factors and organizational policy factors. Based on the results of the research, the authors suggest that the Bandung Police Chief propose additional personnel and improve cross-agency cooperation. Apart from that, there was an increase in the implementation of tipiring action. As well as for the Kasat and Kanit Sabhara to carry out alcohol raids in accordance with the applicable rules and procedures.

Abstract

The high number of traffic violations in West Java, especially in the Sat Traffic Police of the Karawang Police. This is due to the lack of socialization about orderly traffic and the lack of knowledge about traffic in the community as a whole. The high number of violations can affect the high accident rate at the Karawang Police, so that the Traffic Unit at the Karawang Police must prioritize education to the community by Optimizing the Dikyasa Unit Then the Karawang Police through Dikmas Then to students in the hope of overcoming traffic problems in Karawang. The research objectives in this thesis are to determine the condition of the Dikyasa Unit personnel in carrying out Dikyasa's tasks, knowing the performance of the Dikyasa Unit, knowing the intensity of Dikmas Lantas activities, and the factors that affect the optimization of Dikmas then in the last 3 (three) years whether it has been successful or not. The research location is in the area of ​​the Karawang Police. This research uses qualitative methods, while the theories and concepts used to analyze this problem are Management Theory, Motivation theory, Competency theory, Optimization concept, Then Kamseltibcar concept, and Dikmas Lantas Concept from the National Police Chief Implementation Guidelines: Juklak / 5 / V / 2003 dated 29 May 2003 concerning Guidelines for Implementing Community Education in the Traffic Sector. Data collection techniques that can be used are interviews, observation, and document study. The results obtained in this study are that the implementation of Dikmas Lantas at the Karawang Police is still not optimal due to the budget and human resources that are still lacking, Kamseltibcar Lantas in Karawang is also still far away because there are still many violations. The Karawang Traffic Police recommends coordinating and collaborating with relevant agencies in covering the shortcomings that exist in the Karawang Traffic Police, providing additional new personnel and holding training / dikjur, there is a need for the latest innovations in the implementation of Dikmas Then so that it is easily conveyed to the whole community to become pioneers of passing safety cross.

Abstract

The increase in the number of cases of sexual violence with child victims in Purwakarta District since 2014– 2017 is the background for this research. The PPA unit is part of the National Police assigned to handle cases of sexual violence against children. The purpose of this study was to determine the factors that influence sexual violence and the role of the PPA unit in preventing sexual violence against children. This study uses a qualitative approach with field research methods. Using interview, observation and document study techniques for data collection. The theory used as an analysis knife is role theory, action theory and crime prevention theory. The causes of sexual violence are influenced by the social system, cultural system, and personality system of the perpetrator and the child. So that in order to minimize these causative factors, the PPA Unit is given responsibility in accordance with the applicable legal regulations. The role of the PPA unit, namely implementing legal protection, law enforcement as well as cooperation and coordination with agencies related to the protection of women and children, is still not optimal. Due to the inconsistency of outreach and outreach activities carried out together with the P2TP2A Purwakarta institution, as well as law enforcement that has not complied with the prevailing laws and regulations so as not to have a deterrent effect on the perpetrators The conclusion of this study is that sexual violence against children can be viewed from the social, cultural and personality systems of the perpetrator and the child. The role of the PPA Unit is still not optimal, both from the role of legal protection, the role of law enforcement and coordination and cooperation. So the suggestion that can be given is that it is necessary to instill religious, moral, and legal values ​​in the community, so as to minimize the factors that influence sexual violence against children. Furthermore, it is necessary to coordinate with other related institutions in a more structured manner in carrying out activities aimed at preventing sexual violence such as socialization and counseling, as well as law enforcement related to cases of sexual violence against children, must be adjusted to the applicable legal regulations.

Abstract

The crime of theft with weighting is one of the third highest crimes in Cianjur Regency. This criminal act is based on various forms of perpetrator patterns, time patterns, patterns of crime scenes, and target patterns. Various efforts have been made by the binmas unit by taking preventive actions to the community through counseling on kamtibmas. The problem is the implementation of counseling by the binmas unit to prevent criminal acts of theft by weighting it at the Cianjur Police, factors that hinder the implementation of counseling, the efforts made to increase the role of the binmas unit. In writing this thesis the method used is a qualitative approach. Based on the writer's findings in the field, basically the tasks carried out by the Binmas unit have been carried out. Binmas unit officers carry out their role by providing information about theft with a weight to the community and to increase the role and partnership between the police and the community. In discussing this problem the writer uses Communication Theory, Role Theory, and Management Theory along with management elements, namely 6M (man, money, materials, machines, methods, markets), the concept of extension, the concept of polmas, and the concept of theft with weighting. The conclusion of this study is that the prevention of criminal acts of theft with weight can be through counseling. Suggestions that need to be considered are to increase preventive action through counseling, increase the ability or basic provisions to members of the Binmas unit and invite the community to do positive things so that people who are often negligent in maintaining security and environmental order are aware and more careful.

Abstract

The Legal Area for Cimahi Police is one of the Polres with a high level of congestion, because the area is a mountainous area and is a crossing area to the capital city of Bandung. This area is a tourist area and part of it is an industrial area. The Cimahi Police with the idea of ​​placing CCTV at certain points by the Cimahi Police traffic unit which is a prone point for congestion, accidents and traffic violations in the hope of monitoring the traffic flow in the Cimahi Police jurisdiction. The purpose of this research is to find out how the use of CCTV at a certain point by the Cimahi Police Precinct to minimize congestion, Determine the location of CCTV installation, How to act Cimahi Police Traffic in utilizing CCTV to minimize congestion, and the operator control patterns and CCTV use. The theory used in this research is POAC management theory, attitude and behavior theory, technology acceptance model, traffic engineering management theory. With the concept of CCTV technology, certain points, minimize traffic jams. This type of research is qualitative with data collection techniques by observation, documentation, and interviews. The results of this study indicate that the use of CCTV by the Traffic Police of Cimahi Police has not been able to minimize existing congestion, because not all vulnerable points have been installed with CCTV, there is no public awareness of orderly driving, narrow roads for large vehicle volumes. So it is necessary to have socialization for the public regarding CCTV monitoring and the importance of orderly traffic.

Abstract

This research is motivated because the impact of the spread of radicalism in Bandung Regency is increasing seeing the number of cases and findings that exist in Bandung Regency. So that it takes the participation of members of the National Police to participate in the prevention of radicalism by referring to the Regulation of the National Police Chief Number 3 of 2015. Prevention of radicalism is carried out through Bhabinkamtibmas activities and accompanied by inhibiting and supporting factors. The theories used to analyze these problems are communication theory and Force Field Analysis theory. Meanwhile, the concepts used in this study are the concept of Bhabinkamtibmas, the concept of radicalism, and the concept of Community Policing. To analyze the approach between Bhabinkamtibmas and society, the writer uses the application of communication theory. Meanwhile, to analyze the relationship with the factors that influence the implementation of Bhabinkamtibmas activities, the authors use Force Field Analysis theory as a tool of analysis. The research method uses a qualitative approach whose results are reinforced by the presence of findings, observations, document studies, and interviews with information sources. The techniques used for data analysis include data reduction and formulating working hypotheses by formulating a proportional question. The results of the study found that the implementation of Bhabinkamtibmas activities in order to prevent radicalism has not run optimally because of several factors that influence, such as there are still Bhabinkamtibmas who are involved in guarding the police and police. In addition, the supply of infrastructure is also inadequate. From the findings of research in the field, the authors suggest to the Bandung Police Satbinmas to further improve the quality of human resources and complete infrastructure that can support the implementation of Bhabinkamtibmas activities in preventing radicalism at the Bandung Police.

Abstract

The criminal act of sexual abuse against children in the Bandung Police area has increased every year from 2015-2017, the crime of sexual abuse against children is one of the highest crimes that have occurred in the Bandung Police area where the victims are children aged 13 to 17 who are still in junior high and high school schools. This study uses communication theory, crime prevention, management, the concept of community development units, the concept of community policing, the concept of guidance with counseling, the concept of Law Number 35 of 2014 to analyze existing problems, using a qualitative approach. The focus of the research is the optimization of counseling by Bhabinkamtibmas to prevent criminal acts of sexual abuse against children in the Bandung Police area. The technique of collecting data by means of interviews, observation and document review. This was done with the aim of wanting to know about the criminal act of child sexual abuse in the Bandung Police area. Researchers found that members of Bhabinkamtibmas have carried out counseling well but in its implementation it has not been optimal due to several factors, internal factors that support cooperation between the Binmas Unit and members of Bhabinkamtibmas, existing facilities and infrastructure, special allowances, constraining factors, limited personnel, facilities and infrastructure is still lacking, while external factors that affect the community, religious and community leaders for factors that hinder community participation are still lacking, there is still a lot of unemployment and the distance between Bhabinkamtibmas and the assisted villages. Based on the findings, the authors recommend the need for as many networks as possible in order to prevent criminal acts of sexual abuse against children and the need for special material on criminal acts of sexual abuse against children.
