Abstract

Traffic accidents have become a problem that often occurs in the city of Manado, starting from the large population growth that causes the full number of road users. From this, people's ways of thinking and acting are different regarding traffic rules, many people's ways of thinking are still wrong, causing traffic accidents. In preventing and reducing this, the traffic unit prioritizes preventive efforts, namely through the Traffic Education Office, which aims to convey education about traffic to the public so that the public knows and understands good and orderly traffic procedures. In this thesis the author uses the theory of Management Functions, George R. Terry (5M), Communication Theory, Theory of Force Field Analysis and the concept of Social Education then as an analytical tool to discuss research findings and problems. This research uses a qualitative approach and the type of research is field research. The research focus is on the Traffic Unit Dikyasa Unit at the Manado Police with the community in Manado City as a source of document data, then the validity of the data is proven by data triangulation. Data analysis techniques in the form of data reduction, data presentation and drawing conclusions. The results of the study found that the number of traffic accidents in Manado City was still relatively high. The efforts of the Dikyasa Unit in preventing traffic accidents in the community were analyzed using management theory, communication theory, ffa theory and the concept of Dikmas Traffic. There are several supporting and inhibiting factors that affect the implementation of the Social Education Education. Based on the research results, various efforts have been carried out to prevent traffic violations. The author suggests reinforcing communication to the community, adding personnel, and adding infrastructure to support the activities of the Traffic Education Office in order to encourage community compliance to comply with the applicable rules.

Abstract

The challenges of traffic problems that must be faced are traffic violations, traffic jams, and traffic crimes. Efforts to minimize these violations are prevention. One of the police units that handles traffic problems is the traffic technical function. This study aims to identify and optimize the role of the Barelang Traffic Police in preventing traffic violations and to maximize the implementation of the Traffic Traffic Unit patrols in preventing traffic violations in the Barelang Police jurisdiction. This study is a qualitative research focused on patrols to prevent and minimize traffic violations. The study uses two types of literature, namely research literature which is the result of previous research and conceptual literature that discusses the focus of research from various theories and concepts from experts. The research location which is the source of data for the author is carried out in the jurisdiction of the Barelang Police, especially in the Patrol Unit of the Barelang Police Traffic Unit and in the Batam City area. Based on the results of the research conducted, the implementation of patrols based on management theory has used the appropriate stages, starting from planning, organizing, implementing, and controlling. Meanwhile, based on the traffic police Vademikum book issued by the Directorate of Traffic Police in 2018, there are some things that are rare and have not been implemented. The implementation of traffic patrols carried out by the Barelang Police Traffic Unit Patrol Unit in preventing motor vehicle traffic violations is influenced by several factors consisting of human factors, finance, methods, raw materials, machines and markets. Suggestions from the results of this study are that patrols in the Barelang Police Station prioritize two-wheeled vehicle patrols considering the traffic flow in the Barelang Police Station is quite dense, while improving the quality of human resources can be carried out by empowering members who have carried out the Dikjur to train other members who are have not carried out the training. In addition, activities in carrying out patrols are recommended to be included in the SOP which must be owned by the Barelang Police Traffic Unit.

Abstract

The Depok Traffic Unit has a mobile SIM booth for Satpas 1221 as the operator of SIM administration services, which functions as a means of public service for the National Police in the areas of registration and identification of motorized vehicles, drivers and traffic education. Nowadays people often demand quality public services, but public services so far are still expensive, slow, convoluted and seem not the people who receive the services but the people themselves who provide the services. Therefore, the SIM extension service carried out by the Satpas 1221 Mobile SIM outlet seeks to improve the quality of excellent service and change the perspective of the community. In discussing this research, the author uses the theory of Public Service Management, FFA theory, the concept of public service, and the concept of Mobile SIM Services to discuss the findings and research problems. This study uses a qualitative approach. The focus of the research is on administrative services for the SIM Satpas 1221 Polres Metro Depok with members and officers of the Mobile SIM Depok city as a source of document data, then the validity of the data is proven by data triangulation. Data analysis techniques in the form of data reduction, data presentation and drawing conclusions. The results of the research conducted by the authors found that Satpas 1221 had made various efforts to improve public services, but in practice there were still several factors that influenced the implementation of mobile SIM service activities by Satpas 1221 Polres Metro Depok. Based on the results of the study, the authors suggest improving service quality, fulfilling facilities and infrastructure that support mobile SIM operations during the pandemic, expanding the platform so that those who get facilities can be evenly distributed and working with the media for the implementation of mobile SIM socialization carried out by Satpas 1221 Depok. .

Abstract

This research was motivated by the increase in traffic violations committed by the community at the Barelang Police. The National Police in this case has the responsibility to reduce and prevent these problems. Preemptive measures are preventive measures that can be undertaken by the empowered unit to prevent and reduce traffic violations. Efforts to prevent this were carried out by the Unit at the Traffic Police of the Barelang Police through direct community service activities. So a research was carried out on the implementation of the Dikmas then by the dikyasa unit and the factors that influenced the unit personnel. This research was conducted with a qualitative approach, using descriptive research methods, as well as data collection techniques by interview and document study. The results of research on the implementation of community education are then analyzed through management theory which can see the stages of planning, organizing, implementing and controlling. Meanwhile, the influencing factors are analyzed using role theory which supports and hinders the implementation of direct education services. Then to optimize the communication theory because there are ways to change people's behavior, this is in line with the task of the unit dikyasa to change the community to be more obedient to traffic regulations. Based on the research results, it is suggested that the capacity of the unit personnel be improved through vocational education or improvement of personnel competence so that the personnel have good social communication to the community as well as the provision of rewards andactions and more attention to members. in order to increase the work motivation of the personnel. Conducting alternative education services to schools online due to this pandemic period so that community service to students can still be done and prepare interesting and systematic material to make it more interesting and easier to understand so as to prevent traffic violations by students.

Abstract

The Covid-19 pandemic is one of the problems that has hit the world, including Indonesia since 2019. One of the impacts of this is the widespread circulation of drugs. To overcome these problems, the Drug Investigation Unit has duties in the repressive and preventive fields. In the preventive field, the Drug Investigation Unit provides guidance and counseling (Binluh) to the community and drug prisoners. This thesis aims to describe the description of drug crimes in West Jakarta during the Covid-19 pandemic, efforts to develop and educate the West Jakarta Metro Police Narcotics Investigation Unit in reducing the number of drug abuse during the Covid-19 pandemic, as well as the factors that influence the prevention of drug abuse cases. in West Jakarta during the Covid-19 pandemic. This research was made using a qualitative approach and the type of phenomenological research. The qualitative approach establishes research based on the overall social situation under study which includes aspects of places, actors, and activities that interact synergistically. The data will be analyzed through the stages of data collection, data reduction, data presentation, and the last is drawing conclusions. The theories used in this thesis are management theory, legal effectiveness, and crime prevention. The results of this study indicate that the implementation of guidance and counseling of the Narcotics Satres at the West Jakarta Police has not been carried out optimally. This happened because of the irregularity of the implementation of Binluh in accordance with the activity plan, the absence of a budget for conducting Binluh, and the absence of new breakthroughs in the implementation of Binluh. Efforts to optimize the implementation of Binluh are carrying out Binluh activities on a scheduled basis in accordance with the activity plans that have been made, submitting a budget for conducting Binluh in the following year to support the Binluh implementation process itself, and making a new breakthrough in the implementation of Binluh in order to find something new, innovative, and not monotonous.

Abstract

Optimizing Demonstration Security to Prevent Anarchic Actions by Demonstrators The background of this writing lies in securing the Omnibus Law in Balikpapan. Based on the analysis and security assessment of the integrated omnibus law demo by the Balikpapan Police Dalmas unit, it appears that the Dalmas unit cannot guarantee the stability of the situation and tends to rely too much on the BKO Satbrimobda. . The conclusion that can be drawn is that it is still necessary to analyze and evaluate the performance of security demonstrations at the Balikpapan Police Station. The purpose of this research is to explain the security of demonstrations, efforts to prevent anarchic actions and efforts to create a conducive public order at the Balikpapan Police. The theory used is the theory of Mass Psychology, the concept of demonstrations, the concept of empowerment, the concept of social control, and several related Perkap, the author is guided by the Perkap 1 of 2009 and Perkap 16 of 2016, and its relation to efforts to prevent anarchic action, the study of the concept of empowerment is used. and social control, while for efforts to create a conducive social order, the author uses the study of mass psychology theory to discuss it. The approach taken by the researcher is a qualitative approach and field research methods. Researchers of course can find out the real picture by means of field studies, interviews and document review. The conclusion from the author in analyzing the existing data is that the Balikpapan Police Station is still not optimal in securing demonstrations because there are still some shortcomings. The problem lies in human resources so that improvements can be made based on the concept of empowerment. In order to create a conducive situation and conditions within the kamtibmas itself, there must be a collaborative effort between the community and the police. The author recommends the Balikpapan Police at the time of implementation in the field to continue to coordinate with the korlap who staged the demonstration in order to keep it under control and create good integration between the apparatus and the community, then to prevent this anarchic action the Polresta must be able to fulfill the 3 aspects above. Abstract

The existence of alcohol in Indonesia is limited by government regulations, including in the City of Tasikmalaya. The local government issued the City of Tasikmalaya Regional Regulation Number 7 of 2015 concerning Control and Supervision of Alcoholic Beverages in the City of Tasikmalaya which states that the people of Tasikmalaya City are prohibited from distributing and consuming alcoholic beverages. Based on the initial observations the authors found that the circulation of alcohol in the City of Tasikmalaya is still very high. In overcoming the problem of liquor circulation, it is necessary to take decisive steps and actions from law enforcement, one of which is the police. This research is a research with a qualitative approach. The data sources for this research are primary data sources and secondary data sources. Then, the data collection techniques used in writing this thesis are observation, interviews, and document studies. Furthermore, to test the accuracy and validity of the data in this study, the triangulation technique was used. Data analysis techniques in qualitative research are data reduction, data presentation, and conclusion drawing. This study also uses Role Theory, Crime Prevention Theory, Management Theory, Patrol Concepts and Liquor Concepts. The results of the study show that the circulation of liquor in the jurisdiction of the Tasikmalaya City Police is still rampant and very difficult to eradicate. The role of the Sabhara Unit in preventing the circulation of liquor in the jurisdiction of the Tasikmalaya City Police is to carry out patrols and handle tipiring. The factors that influence the Patrol Role of the Sabhara Unit in preventing the circulation of liquor in the jurisdiction of the Tasikmalaya City Police are supporting factors, namely facilities and infrastructure factors, support from other functions, Tasikmalaya City Regional Regulation Number 7 of 2015, as well as public attention and support as well as the inhibiting factors, namely the number of police personnel at the Tasikmalaya City Police, the amount of DIPA budget that is getting here is decreasing, the patrol strategy is permanent, and the participation of the community.

Abstract

Drugs among the community today is a very prominent problem, the development of today's times, especially in the line of information and technology brings an influence that greatly impacts the occurrence of criminal abuse of narcotics, illegal drugs, and other addictive substances or drugs among the community. Problems occur when drugs are misused to cause a variety of problems, especially for minors. In the handling of drug abuse crimes, normative handling remains through the applicable legal channels, but in the case of its handling in minors must be diversion efforts as regulated in Law no.11 of 2012 on the Criminal Justice System of Children. The preparation of this thesis uses a qualitative approach with the type of field research. Then to discuss the problem of the ineffectiveness of the prosecution of this psychotropic crime, the researcher uses the theory of effectiveness and concepts related to the focus of the problem in this research. The results of this study can be concluded that the implementation of diversion implementation is still fairly less effective although the results obtained can be seen from the report 3 (three) years earlier, the repetition of drug abuse crimes is not done but, cases of drug abuse crimes with new people are still occurring, meaning that the implementation of this diversion is still not maximal and effective, the need for skilled police members in handling cases of drug abuse by children and the need for socialization related to diversion to the community so as not to cause negative stigma related to diversion in similar cases. Diversion has a lot of positive impact compared to the negative impact, but back again to its effectiveness that is not maximal if not evaluated and maximum supporting factors.

Abstract

Bogor City faces many problems related to traffic. Traffic accidents are one of the problems that often occur in the city of Bogor. In carrying out its duties and responsibilities, the Bogor City Traffic Police is trying to find solutions to solve problems related to traffic accidents. one of the solutions that can be done is by utilizing technology in the hope of improving the quality of traffic management. This research will be conducted qualitatively by focusing on optimizing the use of the IRSMS application as a basis for taking actions related to traffic accidents. The purpose of the researcher in conducting this research is to examine the mechanism of using the IRSMS application and its benefits related to traffic accident handling. Researchers conducted research in the jurisdiction of Bogor City Police by focusing on traffic units. This study uses the concept of optimization, the concept of information technology, the concept of traffic accidents, the concept of handling traffic accidents, and the concept of the IRSMS. Researchers collected data by conducting interviews with sources, observing activities carried out in the field, and studying documents that could support thesis writing. The theory used by the writer is management theory and SWOT analysis theory. In this paper, researchers also provide suggestions and input, namely that the police, especially the traffic corridors, continue to develop existing technology to be used to support the implementation of the main duties of the police, especially in the traffic sector. In addition, researchers also suggest that the National Police continue to supervise and control the implementation of main tasks so that analysis and evaluation of each task can be carried out to be used as material for improvement in order to improve the quality and professionalism of members of the National Police.

Abstract

Motor theft crime crimes are rife in the jurisdiction of the Jambi Police, especially during the Covid-19 pandemic like this. In the past three years, the number of two-wheeled motor theft crime crimes has decreased in 2018 - 2020. In this case the role of four-wheeled patrols is very important because the activities carried out by the Sabhara Patrol Unit prevent the emergence of intentions and opportunities for motor theft crime perpetrators by conducting patrols. four wheels in the community as a preventive effort and this is the spearhead of the police's efforts in dealing with disturbances of security and public order. This study uses management theory from George R. Terry, the concept of the Motor theft crime Law, the concept of Patrol, the concept of roles, the concept of Prevention, Article 2 of Kabaharkam Regulation No. 1 of 2017 and Article 26 to analyze existing problems. This research uses a qualitative approach and field study methods (field research). The focus of research in this case is the activity of four-wheeled patrols in preventing criminal acts of Motor theft crime. Data collection techniques are interviews, observation and document study. Data analysis was performed by reduction, data presentation, and verification. The results of the study found that the implementation of the four-wheel patrol activities of the Sabhara Polresta Jambi unit was quite good in preventing the existing motor theft crime crime. However, there are still some problems. The Patrol concept in the regulations has not been properly implemented by the officers. Management in four-wheeled patrol activities is also lacking. From the results of the research conducted, the researchers provided suggestions, among others: To improve the quality of the Sabhara patrol members by providing education and training, optimizing the use of two-wheeled patrols, intensive supervision from the leadership, adding patrol members, and increasing cooperation with the community and other agencies
