Abstract

The background of this research is the increasing number of traffic accidents in Ponorogo, so an innovation emerged that was implemented by the Ponorogo Police Traffic Unit together with hospitals and Jasa Raharja in April 2020 in the form of using the TACS Online Application to make it easier for people who were victims of traffic accidents to get services. from the police, hospitals, and Jasa Raharja quickly, as well as avoiding the complicated bureaucracy as has been arranged in a cooperation agreement / MoU. However, until January 2021, there are still many people who do not understand this service system, so it is considered not optimal. Therefore, a study was conducted that aims to determine the use of the TACS Online Application, the influencing factors, and the optimization of the use of the TACS Online Application. This research was conducted with a qualitative approach, using case study research methods, as well as data collection techniques by interviewing, observing, and reviewing documents. The results of the study found that the use of the TACS Online Application to date is for basic legal components, systems, mechanisms, and procedures, facilities, infrastructure/facilities, internal control, handling complaints, suggestions, and input, number of implementers, service guarantees, and performance evaluation of implementers. not meet the standards. The influencing factors, namely innovation, communication channels, and social systems are inhibiting factors. The optimizations that have been carried out include socializing the latest service system to the general public along with making a schedule of activity plans, making service knowledge videos, and making service promises and announcements. Based on the results of the study, the researchers suggest to carry out fixed budgeting, related to application maintenance, submitting Kominfo permits, submitting SOPs (Standard Operating Procedures) to the East Java Regional Police, making routine implementation reports accompanied by analysis and evaluation of leaders, maximizing socialization about services with the Dikyasa Unit, adding chat features, and expanding collaboration networks with other health units such as puskesmas.

Abstract

Penilangan is one of the main tasks of the traffic police in law enforcement efforts against the community. Along with the development of information technology, an electronic ticketing innovation emerged called Electronic Traffic Law Enforcement (E-TLE). This study describes the process of implementing E-TLE, identifying the supporting factors for implementing E-TLE, and knowing the efforts to increase the role and avoid obstacles in the implementation of E-TLE by Ditlantas Polda DIY. This research uses a qualitative case study approach. The selection of the research location at Ditlantas Polda DIY was based on purposive sampling with the consideration of the Polda who had implemented E-TLE so that it could be evaluated. Sources of data include primary data obtained from interviews and observations and secondary data obtained from document analysis. From this research, it is hoped that there will be an increase in facilities and infrastructure, an increase in the quality and quantity of personnel, and an increase in service to the community.

Abstract

This research was motivated by the construction of a prototype Satpas by the Banyuwangi Police in June 2019 which included a First In First Out (FIFO) queue system to overcome various queuing problems in SIM services. However, some of these problems still occur. Therefore, a study was conducted that aims to determine the FIFO queuing system, the implementation of the FIFO queuing system, and determine the factors that influence the implementation of the FIFO queuing system in improving the quality of SIM services by the Banyuwangi Traffic Police. This study uses a qualitative approach with field research, as well as data collection techniques by interviewing, observing, and reviewing documents. The results of the study found that the implementation of the FIFO queuing system had met 14 components of service standards regarding public services. However, the FIFO queuing system is not fully utilized in the SIM service process. The system which should consist of two applications is only used one for the print queue application while the queue management application is turned off. The influencing factors consist of factors that support and factors that hinder the implementation of the FIFO queuing system. These two factors each have Personal Factors, Leadership Factors, Team Factors, System Factors, and Contextual / Situational Factors that support or hinder the implementation of the FIFO queuing system.

Abstract

The existence of informants is very important in supporting the investigation of narcotics abuse cases. The problems in this thesis are the efforts of the Narcotics Unit to get informants, how they are used in investigations and the influencing factors. Researchers used the SWOT theory from Kearns, the motivation theory by Kreitner and Kinicki as well as the concepts of Narcotics, Psychotropics, and Other Addictive Materials, the Concept of Drug Abuse, the Concept of the Police Drug Unit, the Concept of Efforts, and the Concept of Investigation in accordance with the National Police Chief Regulation No. 6 of 2019 concerning Criminal Investigation. The research approach uses a qualitative approach using case studies. The research was carried out at the Bandar Lampung Police, the results of the research on the first problem illustrate that the investigator's efforts to obtain informants were carried out by utilizing informants who came from ex-convicts involved in drug cases and arrested perpetrators. Then the second problem illustrates that the use of informants is carried out when investigating narcotics abuse cases. Efforts to use informants can be seen when the investigation is carried out by means of interviews, interrogation, observation, and undercover buys. Furthermore, in the third problem, there are internal factors that support, namely the ability of investigators to use informants to provide information. Then the external factor is the reward in the form of money and feelings of revenge against other actors. Meanwhile, there are internal factors that hinder it, namely the limited budget to be given to informants and externally, the fear of the community being used as informants by the police. The conclusion is that investigators already have the ability to get informants, efforts to use informants in investigations are very helpful in conducting investigations. Suggestions from this thesis are the need to carry out an informant guidance system and the need to detect the selection of informants, and this thesis is used as a reference for other research.

Abstract

The background of this research is because the motor vehicle theft case is still found in the jurisdiction of the Tanjung Morawa Police, so it is necessary to evaluate the role of Bhabinkamtibmas in preventing the motor vehicle theft case in the area. The problem in this research is how to describe the criminal act of theft of two-wheeled motorized vehicles at the Tanjung Morawa Police? What is the role of Bhabinkamtibmas in preventing the crime of theft of two-wheeled motorized vehicles at the Tanjung Morawa Police, the jurisdiction of Deli Serdang Police? what are the factors that influence the role of Bhabinkamtibmas in order to prevent the crime of theft of two-wheeled motorized vehicles at the Tanjung Morawa Police, the jurisdiction of the Deli Serdang Police. The analysis in this study is a role theory to analyze the role of Bhabinkamtibmas in preventing motor vehicle theft, crime prevention theory to analyze preventive actions taken by Bhabinkamtibmas in preventing motor vehicle theft and management theory to analyze the implementation of Bhabinkamtibmas role in regulating activities in terms of motor vehicle theft prevention. This research approach is a qualitative approach, with field research methods. The focus of this research explains the role of Bhabinkamtibmas in preventing two-wheeled motor vehicle theft crime at the Tanjung Morawa Police. Data collection techniques were carried out through interviews, observation and document study. Data analysis techniques include data reduction, data presentation and data verification. The results of this study show that the description of motor vehicle theft at the Tanjung Morawa Police has decreased from 2019 to 2020. motor vehicle theft perpetrators are, on average, 18-30 years old, conducted at 03.00-05.00 WIB. The motor vehicle theft mode uses the key of T, metal cutting scissors, and the use of fake tickets. The role of Bhabinkamtibmas in order to prevent motor vehicle theft is to apply proper management by implementing various crime prevention strategies such as social crime prevention, situational crime prevention and community-based crime prevention. The inhibiting factor in preventing motor vehicle theft comes from the placement of the fostered area far from the residence of the Bhabinkamtibmas members, limited facilities and infrastructure and the lack of positivity for the community in accepting Bhabinkamtibmas efforts in preventing criminal acts of motor vehicle theft.

Abstract

This research is motivated by non-criminal cases of theft with weights being the highest criminal cases, and experiencing a significant increase every year in the jurisdiction of the Klaten Police. The Klaten Police took action to prevent the crime of theft by weighting by implementing counseling guidance carried out by Bhabinkamtibmas. The purpose of this study is to determine the role of Bhabinkamtibmas, the factors, and the efforts made in the implementation of counseling guidance in preventing the crime of theft by weighting. Theories and concepts used in this research are management theory, Bhabinkamtibmas concept, counseling guidance, theft concept by weighting. This study uses a qualitative approach, with the type of field research, as well as data collection techniques by interviewing, observing and reviewing documents. Based on the results of the study, the authors found the fact that there were several things that had not been fulfilled in accordance with the provisions of the Chief of Police Regulation No. 21 of 2007 concerning Guidance on Counseling Public Order and Security. This is because the components in the planning, implementation, and analysis and evaluation stages have not yet been implemented. The implementation of counseling guidance by Bhabinkamtbmas is influenced by supporting factors and inhibiting factors described by management elements, namely Man, Money, Materials, Methods, Markets and Machines. The Klaten Police has also made efforts to increase the role of Bhabinkamtibmas. In connection with the results of the study, the authors provide input to Bhabinkamtibmas in conducting counseling guidance so that the delivery of material is more specific to the crime of theft with aggravated circumstances.

Abstract

The increase in new vehicle users in the city of Bandung resulted in an increase in the number of SIM applicants at the Bandung Police Traffic Unit. Meanwhile, during the Covid-19 pandemic, SIM services at the Bandung Polrestabes Satlantas experienced limitations, due to the implementation of the Covid-19 Pandemic Health Protocol. The capacity of the SIM Theory Test Room at Satlantas Polrestabes Bandung can only accommodate 15 SIM Theory Test participants for 1 (one) period out of 30 tables/PCs available. This makes it a challenge for the Bandung Police Satlantas. The author is interested in knowing how to use the AVIS System in SIM Theory Test services during the Covid-19 Pandemic, what are the factors that influence the issuance of the AVIS System SIM during the Covid-19 Pandemic, and how to optimize the use of the AVIS System in SIM Theory Test services during the Covid Pandemic. -19 by Satlantas Polrestabes Bandung. The research method uses descriptive analysis with a qualitative approach, as well as data collection techniques by interviewing, observing, and reviewing documents. Study the problem using the Public Service Standards (Kemenpan), the Concept of Excellent Service and the Dimensions of Service Quality. The study found that the use of the AVIS System in the SIM Theory Test service at the Bandung Police Traffic Unit during the Covid-19 Pandemic was less than optimal, causing longer queues than before the pandemic, There are internal and external factors that affect the optimization of the use of the AVIS System in SIM Theory Test services, The optimizations that have been carried out such as adding an outdoor waiting room, providing an enlightenment room and enlightenment books and making the entry/exit flow of the SIM Theory Test room have not been able to make it Optimal. Suggestions for optimization are the use of the Android-based AVIS system, the dual function of the Enlightenment Room and the SIM Theory Test Room, the need for further research on the use of the android-based AVIS system, the need for coordination of the Korlantas regarding SOPs for the use of android, budgeting, wasdal leadership, and cooperation with the Dikyasa Unit for socialization.

Abstract

The background of this research was based on the phenomenon of the significant decrease in the number of driver’s license (SIM) production at Bogor Police Station in 2017 until 2020 during the Covid-19 pandemic. Based on data from BPS Bogor Regency and Bogor Traffic Police, the in-crease in population and the number of motorized vehicles is not propor-tional to the number of SIM issuance. The police effort is to provide regis-tration and identification services for motorized vehicles in accordance with PERKAP Number 9 of 2012 regarding SIM, that is the implementation of the Satpas electronic program which will assist SIM issuance services, especially in the Covid-19 pandemic period. This research was aims to describe the impact of driver license (SIM) service implementation through E-Satpas, determine the factors that cause the decrease of public interest in managing driver licenses, and recommend efforts to optimize E-Satpas in increasing SIM production during the Covid-19 pandemic. This research used a mixed-method approach with quantitative research population are the public of driver license applicants in Bogor Police, technically filling out purposive sampling questionnaires is used by taking 94 respondents of new driver license applicants while qualitative research subjects are selected purposively key figure from driver license service officers in Bogor Police by conducting data retrieval conducted triangulate (observation, in-depth interviews, and documentation) equipped with directed group discussions. The result of this research showed that the implementation of driver license services positively impacted the satisfaction level of driver license applicants, which show in the equation of regression y = 14.585 + 0,570x with the effect was 45,7%. The impact is significant, but the contribution is not too big. Based on the results of this research, the writer recommends conclusions and suggestions to increase socialization through social media to reach the public more massively, increase the motivation of officers, add facilities for the Satpas’s prototype building, and increase the inherent supervision by Division of Profession And Security during the SIM exam.

Abstract

This research is motivated by the establishment of a program conducted by the Ditlantas Polda Metro Jaya in November 2018 in the form of Electronic Traffic Law Enforcement (ETLE) to help traffic law enforcement activities in Metro Jaya Police Department to deal with the increasing number of traffic violations that have occurred in the DKI Jakarta jurisdiction. The results of the study found that the ETLE Program still has flaws in its implementation strategy, a definite basic legal component, facilities, infrastructure / facilities, internal supervision, and evaluation of the performance of implementers have not met the standards. Factors that influence innovation, communication channels, and social systems become inhibitory factors. Effective efforts that have been done include the implementation of a deeper socialization to understand the ETLE program, as well as extra energy in the identification of violations caught by the camera and not read the identity of the vehicle. Based on the results of the study, the researchers suggested to improve the installation of CCTV on several roads in the jurisdiction of Polda Metro Jaya. Expanding information about the use, the police and the government of Polda Metro Jaya District can work together and involve the community directly in addressing and reducing the rate of violations and traffic accidents. Determination of legal basis that is specific to the ETLE Program to launch active legal and administrative crackdowns that facilitate the community.

Abstract

This research is motivated by technological advances that support the public service system, one of the service innovations is the E-SKCK service. However, there are still many people who do not understand what E-SKCK is and how to use it. These problems are poured into the formulation of problems that become the research material for researchers so that they can provide theoretical and practical benefits to researchers and readers. The literature review in this study consists of research literature taken from the results of previous research as well as conceptual literature that presents the theory of Organizational Resources and the theory of public services and the concept of Procedures for issuing SKCK and the concept of the community satisfaction index as an analytical tool. The literature review is part of a framework that describes the Optimization of E-SKCK Services for the Bukittinggi Police Intelligence Unit. The focus of this research is on Optimizing the E-SKCK Service of the Intelkam Unit in Increasing Community Satisfaction in the issuance of SKCK in the Bukittinggi Police Legal Area. The approach used by the researcher is the qualitative method. Furthermore, to obtain data, researchers used primary data sources obtained by means of interviews and observations and secondary sources obtained through document review. To determine the validity of the data, a triangulation technique was used which was then analyzed with 3 main elements, namely data reduction, data presentation and drawing conclusions. The results of the research and the discussion obtained in this study, the E-SKCK Service of the Bukittinggi Police Intelligence Unit aims to make it easier for the community to make SKCK. However, the E-SKCK service is still not optimal in its implementation. inhibiting factors for optimizing E-SKCK services include internal factors, networks, information systems and technology. With this, the Bukittinggi Police Intelligence Unit has not been able to realize excellent service in optimizing E-SKCK services. The researcher's suggestions in this study are to optimize the E-SKCK service of the Bukittinggi Police Intelligence Unit, eliminate the inhibiting factors for optimizing the E-SKCK service and socializing E-SKCK by utilizing print media or by direct socialization to the public.
