Abstract

One of the tasks for members Polri is to provide services to the community by taking measures to preventive measures against things that can trigger disruption of security and order in society. One of the precautionary measures taken was the guidance and counseling to the community in the field Then Traffic. Therefore, this study aims to find out the details of the implementation of community service activities and units of the Bekasi City Metro Police and analyze the effectiveness of the Dikmas Thenas activity mechanism of the Dikyasa unit of the Bekasi Metro Police. This research is a descriptive study using a qualitative approach. In focus research, writers determine disciplinary discrimination discipline in emphasize decrease outrage invactiveness in law zone Polres Metro City Bekasi. Data obtained through interviews, observation, and documentation. The data that has been obtained were analyzed through several stages, namely data reduction, data presentation, and drawing conclusions. The results showed that the implementation of Dikmaslantas activities at the Bekasi City Police was running smoothly. members who have enough, good supervision enough budget. But in pandemic virus in now , still effective because must maintain distance one nother and reduce he peace to break tali chains corona virus distribution.Implementation Previously effective, but now is less effective due to barriers by inhibiting factors such as factors, conditions, and conditions in a city, a pandemicmic zones.

Abstract

Motor vehicle theft is a crime that is quite common in Indonesia. This study describes the situation and conditions in the jurisdiction of the West Lombok Police, West Nusa Tenggara Province related to motor vehicle theft. The purpose of this research is to describe how the Sabhara Unit patrol efforts in preventing motor vehicle theft in the jurisdiction of the West Lombok Police. Motor vehicle theft crime prevention efforts have been implemented with the hope that the crime rate of motor vehicle theft can decrease from the previous year. The Sabhara Patrol is described as a preventive operational activity which is still effectively implemented, especially in the context of preventing motor vehicle theft crimes in the jurisdiction of the West Lombok Police. Prevention efforts are carried out in accordance with the rules stated in Perkabaharkam No.1 / 2017. As an analysis to discuss this research, Steven Lab’s crime prevention theory, George R Terry's management theory, Harold Lasswell’s comunication theory and the patrol concept are used. The approach used in this study is a qualitative approach. Data collection was carried out through interview techniques, document study, and observation. Meanwhile, the report preparation uses data reduction analysis techniques, data presentation, and verification. Based on the discussion of the results of the study, it was concluded that the obstacles faced by the West Lombok Police in preventing motor vehicle theft were internal and external factors. From internal factors, among others, the lack of quantity and quality of personnel, and the lack of budget from the department. Meanwhile, external factors include the condition of the community and geographical conditions in West Lombok Regency.

Abstract

The role of bhabinkamtibmas in solving problems of the community in the jurisdiction of the Gorontalo Police. The purpose of this research is to describe and analyze the efforts of the bhabinkamtibmas role, and the factors that influence the role of bhabinkamtibmas in the implementation of problem solving in society. Sources of data in this study were members of the Polres, members of Polsek and members of the Gorontalo community, with a total of seven interview sources consisting of three Polres members, three Polsek members and one community member. In this study, namely the role of bhabinkamtibmas, and the factors that influence it. This research was conducted using a qualitative approach, with data collection techniques for observation, interviews, and document checking. The data analysis technique used includes data reduction, data presentation and drawing conclusions. The results of this study indicate that based on interviews with the Head of Binmas and Bhabinkamtibmas, the role of bhabinkamtibmas is carried out by the police unit starting from planning activities to reporting, which in practice assesses the role of bhabinkamtibmas used in accordance with the stages of management functions, namely planning, organizing, personnel placement, directing, and supervision. From the aspect of personnel capabilities, it is known that there is an assessment center stage and there has been no training effort for bhabinkamtibmas officers, so the officers do not have the required technical competence. Factors that support the role of bhabinkamtibmas include aspects of duty, productivity, motivation, evaluation, supervision and work environment. While the inhibiting factors are time, work environment and completeness of facilities. Therefore, optimization efforts are needed using the Bhabinkamtibmas Controlling application.

Abstract

Penelitian ini dilatarbelakangi inovasi di Polresta Manado yang diresmikan pemanfaatannya pada tanggal 1 Juli tahun 2018, yaitu pemanfaatan aplikasi Polisi Manado agar mempermudah dan mempersingkat birokrasi pelaporan masyarakat terhadap suatu kejadian yang membutuhkan kehadiran Polisi secara cepat atau quick response. Bertujuan untuk mengetahui pemanfaatan aplikasi Polisi Manado, dan faktor-faktor yang mempengaruhinya. Teori yang digunakan: Teori Manajemen, Teori Difusi Inovasi, Teori FFA (Force Field Analysis). Konsep yang digunakan: Konsep Pemanfaatan, Konsep Aplikasi, Konsep Pemanfaatan Teknologi Informasi, Aplikasi Polisi Manado, dan Konsep Quick Response. Penelitian ini dilakukan dengan pendekatan kualitatif, menggunakan jenis penlitian studi kasus, dan teknik pengumpulan data melalui wawancara, pengamatan, dan telaah dokumen. Penelitian ini dilakukan di wilayah hukum Polresta Manado dan menemukan dalam pemanfaatan aplikasi Polisi Manado hingga sekarang, sosialisasi, pengawasan internal, dan sarana prasarana belum terpenuhi dengan baik. Faktor-faktor yang mempengaruhi terbagi menjadi faktor pendukung dan faktor penghambat. Faktor pendukung yaitu, dukungan dana, dan motivasi dari pimpinan. Faktor penghambat yaitu, kerusakan sarana prasarana, kurangnya kompetensi personel operator aplikasi Polisi Manado, dan kurangnya jumlah personel operator aplikasi Polisi Manado. Berdasarkan hasil penelitian, maka peneliti menyarankan perlunya pengawasan internal, kerjasama dengan Pemerintah Kota Manado terkait pengembangan fitur-fitur dan pelayanan dalam aplikasi yang bukan berkaitan dengan pelayanan terhadap permasalahan kejahatan atau kriminalitas, melaksanakan pelatihan dan penambahan operator aplikasi Polisi Manado, sosialisasi yang lebih rinci, dan pengembangan platform ke iOS.

Abstract

Meningkatnya pemakaian Narkoba di kalangan remaja di wilayah hukum Polsek Medan Baru sudah sangat meresahkan masyarakat sehingga dibutuhkan suatu pencegahan yang lebih efektif. Kepolisian sebagai aparat penegak hukum mempunyai tugas sebagai pemelihara ketertiban dan ketentraman masyarakat serta sebagai aparat penegak hukum. Untuk mencapai tujuan penegakan hukum dalam memberantas peredaran Narkoba dan penyalahgunaannya, maka aparat penegak hukum khususnya Bhabinkamtibmas yang memiliki fungsi preemtif dan preventif dapat langsung turun ke lapangan dan berhubungan langsung dengan kalangan remaja agar dapat mencegah penyalahgunaan Narkoba semakin meluas. Penelitian ini menggunakan pendekatan kualitatif. Pertimbangan yang diambil dalam memastikan pendekatan kualitatif sebab dalam aktivitas riset tentang “Upaya Bhabinkamtibmas melalui Kegiatan Sambang dalam Mencegah Penyalahgunaan Narkoba pada Remaja di Wilayah Hukum Polres Medan Baru, membutuhkan terjun secara langsung dengan obyek yang alamiah ataupun orang yang diteliti, sehingga seluruh informasi atau pun data yang didapat ialah data yang sebenar-benarnya. Aktivitas sambang, disesuaikan dengan rencana kegiatan (Rengiat) serta terorganisir dengan baik. Dalam penerapan aktivitas sambang oleh Bhabinkamtibmas kepada kalangan remaja dilaksanakan kegiatan meliputi pendataan jumlah anak usia remaja, jumlah tempat ibadah serta tempat yang dijadikan sebagai lokasi perkumpulan anak muda di Polsek Medan Baru yang hendak didatangi. Pada saat bhabinkamtibmas melaksanakan kunjungan sambang petugas menyampaikan pesan-pesan Kamtibas dan mengajak warga untuk turut serta dalam Kamtibmas di daerah binaannya. Kemudian, dengan diadakannya sambang diharapkan dapat mengurangi kemungkinan penyalahgunaan Narkoba di kalangan remaja serta adanya pengawasan terhadap kenakalan remaja supaya bebas dari pemakaian Narkoba. Upaya yang telah dicoba oleh petugas Bhabinkamtibmas dalam meningkatkan kedudukan dari petugas dalam menghindari serta mengatasi penyalahgunaan Narkoba yang terjadi di daerah hukum Polsek Medan Baru, ialah melaksanakan sesering mungkin sambang ke warga serta memberian arahan supaya bebas dari pengaruh narkoba khususnya buat kalangan remaja.

Abstract

Penelitian ini dilatarbelakangi oleh tingginya angka tindak pidana pencurian dengan kekerasan (curas) di Kota Makassar. Sebagai backbone (tulang punggung) kepolisian dan sebagai tindakan pencegahan kejahatan, patroli satuan Sabhara berperan besar dalam permasalahan ini. Penelitian ini bertujuan untuk menganalisa peran patroli satuan sabhara dalam mencegah tindak pidana pencurian dengan kekerasan, faktor yang mempengaruhi pelaksanaan patroli satuan sabhara dan cara meningkatkan efektivitas patroli satuan sabhara di Polrestabes Makassar. Penelitian ini dilakukan dengan metode pendekatan kualitatif serta teknik pengumpulan data dengan wawancara, observasi, dan studi dokumen. Dari penelitian ini dapat diketahui gambaran secara nyata upaya pencegahan yang dilakukan satuan Sabhara Polrestabes Makassar terhadap tindak pidana curas. Untuk mengolah data yang didapat peneliti menggunakan teori kinerja pegawai, Perkabaharkam Nomor 1 tahun 2017 Tentang Patroli dan konsep Promoter yang dicanangkan oleh Kapolri. Hasil penelitian menemukan bahwa peran patroli satuan Sabhara belum terpenuhi secara optimal karena kinerja pegawai yang bermasalah pada aspek masukan, proses, keluaran dan hasil. Hal tersebut dipengaruhi oleh beberapa faktor penghambat yaitu faktor individual berupa kemampuan petugas patroli yang belum terlatih, faktor sistem berupa kultur kerja satuan Sabhara yang bersifat negatif serta faktor kontekstual yang berupa masyarakat dan lingkungan kerja yang tidak mendukung. Berdasarkan hasil penelitian, maka penulis menyarankan untuk menghilangkan kultur kerja yang negatif pada satuan Sabhara, implementasi strategi patroli yang sesuai dengan Perkabaharkam Nomor 1 Tahun 2017 Tentang Patroli, serta pemerataan penempatan personel dan pelatihan khusus kemampuan patroli. Dengan demikian peran patroli satuan Sabhara Polres Karanganyar dalam mencegah tindak pidana curat dapat terpenuhi secara optimal.

Abstract

The crime of theft is a crime that is in the spotlight in Bitung City. There is a very significant difference between the number of crimes of theft and other crimes. The Bitung Police Sabhara Unit, which holds the prevention function, is at the forefront of reducing the theft rate. The emergence of the Covid-19 pandemic resulted in Bitung City implementing restrictions on community activities. However, this does not reduce the number of criminal acts of theft. Therefore, the purpose of this study is to determine the role of the two-wheeled vehicle patrol of the Sabhara Unit in preventing criminal acts of theft during the Covid-19 Pandemic in the jurisdiction of the Bitung Police. This research is a field research using a qualitative approach. Theories used in this research include Role Theory, Management Theory and Routine Activity Theory. The focus of this research is on the two-wheeled vehicle patrol process carried out by the Bitung Police Satsabhara in preventing theft during the Covid-19 Pandemic. Primary data sources are taken from interviews with research subjects. Meanwhile, secondary data were taken from articles and research related to this research. The results of this study indicate that the two-wheeled patrol by Satsabhara experienced problems in the quantity and quality of personnel. It can be seen that some members of the Sabhara Unit do not yet have skills in Sabhara. A squad commander did not give directions before the start of the patrol. In terms of quantity, several personnel were assigned to the Covid-19 handling task force so that patrols were hampered. The patrols carried out have not been supported by the urban community. The method used is not effective because it only touches the main road area so that residential areas tend to be untouched. From this research, it is deemed necessary to improve the management process in the implementation of patrols, especially in the planning, organizing, mobilizing and monitoring sections. It is also necessary to pay attention to the man, money, method, materials, machine, and market factors.

Abstract

This research is motivated by the high number of criminal acts of theft with violence (curas) in Makassar City. As the backbone of the police force and as a crime prevention measure, the Sabhara unit patrol plays a major role in this problem. This study aims to analyze the role of the Sabhara unit patrol in preventing the crime of violent theft, the factors that influence the implementation of the Sabhara unit patrol and how to increase the effectiveness of the Sabhara unit patrol at the Makassar Police Station. This research was conducted using a qualitative approach and data collection techniques by interview, observation, and document study. From this research, it can be seen that there is a real picture of the prevention efforts carried out by the Makassar Police Sabhara unit against the crime of stealing. To process the data obtained by researchers using the theory of employee performance, Perkabaharkam Number 1 of 2017 concerning Patrols and the Promoter concept launched by the National Police Chief. The results of the study found that the role of the Sabhara patrol unit had not been fulfilled optimally because the performance of employees had problems in the aspects of input, process, output and results. This is influenced by several inhibiting factors, namely individual factors such as the ability of untrained patrol officers, system factors in the form of negative work culture of the Sabhara unit and contextual factors in the form of society and an unsupportive work environment. Based on the results of the study, the authors suggest eliminating a negative work culture in the Sabhara unit, implementing a patrol strategy that is in accordance with Perkabaharkam Number 1 of 2017 concerning Patrols, as well as equal distribution of personnel placement and special training for patrol skills. Thus the role of the Sabhara Polres Karanganyar patrol unit in preventing the crime of stealing can be fulfilled optimally.

Abstract

This research is motivated by the covid-19 pandemic which has lowered the economy in Indonesia. Therefore, problem solving efforts are needed to improve the economy in the region. The purpose of this research is to explain the kampung tangguh pinang jaya program in an effort to improve the economy in the legal area of the Tanjung Karang Barat Police, the role of Bhabinkamtibmas in improving the economy through the village tough pinang jaya program and the factors that influence it. The analysis knife in this research is management theory and SWOT analysis, role theory, tough village concept, Bhabinkamtibmas concept, and Kamtibmas concept. This research was conducted with a qualitative approach with field research research methods, which were then carried out through interviews, observation and document study and analyzed by reducing data, presenting data and verifying data. As well as with reduction techniques, presentation, verification, and drawing conclusions. The results of this study indicate that the potential impediments to the kampung tangguh pinang jaya program come from human resources and the city government. The role of Bhabinkamtibmas in improving the economy through the kampung tangguh pinang jaya program, among others, is through the implementation of the sambang (Door to door) for all Pinang Jaya villagers and solving problems of problems in Pinang Jaya Village. The factors that influence the role of Bhabinkamtibmas in improving the economy through the kampung tangguh pinang jaya program come from the lack of community support, low awareness of the community, and inadequate facilities and infrastructure. The suggestion in this research is that Bhabinkamtibmas should be able to coordinate and communicate with the community, increase the allocation of resources needed. Then create a work appraisal system aimed at identifying and measuring performance, Giving Rewards and Punishments to Bhabinkamtibmas members that are more objective and sustainable. And in the future, Bhabinkamtibmas members reside in their jurisdiction so that they can act quickly and be more able to receive valid information.

Abstract

This research is motivated by the number of traffic accidents that occur in Muara Enim Regency. Based on Article 62 letter (d) of the National Police Regulation No. 23/2010, the Dikyasa Unit is tasked with fostering community participation and Traffic Community Education so that the Dikyasa Unit has the responsibility to carry out Traffic Community Education to the people of Muara Enim District. Therefore, a study was conducted that aimed to obtain an overview of traffic accidents in Muara Enim District, analyze the role of Traffic Community Education conducted by the Dikyasa Unit, and describe the factors that affect the implementation of Traffic Community Education activities. The concepts used are the Dikyasa concept, the concept of Traffic Community Education, and the concept of Traffic Accidents. The theories used are the Role theory by Biddle & Thomas, the Management Theory by George R. Terry, and the Communication Theory by Lasswell. This study used a qualitative approach. Data collection techniques used were interviews, observation, and document review. Research location in the jurisdiction of the Muara Enim Departmental Police. The conclusions of this study are known that Description of traffic accidents in Muara Enim District there are 2 (two) main factors causing traffic accidents, particularly human and road factors. The role of Traffic Community Education conducted by the Dikyasa Unit is still lacking in target selection. Factors that affect the Traffic Community Education activities conducted by the Dikyasa Unit is a human factor, in this case, is the number of personnel and qualifications of the Dikyasa unit personnel and the facilities and infrastructure factors. From this study, it is necessary to take repressive actions or strict law enforcement against the public who violate traffic regulations. Advancing cooperation with government agencies related to road improvement and adding street lights and traffic signs in black spot areas. Dikyasa Unit to be more active in social media widely used by people such as Instagram, Facebook, etc. Enhancing the quality of personnel by attending traffic vocational education.
