Abstract

The crime of theft often occurs in the city of Palembang. It was recorded that in the last 3 years the ranking of motor vehicle theft cases was ranked the 2nd most in criminal cases. This raises anxieties for the people of Palembang city who are victims and feel very disadvantaged by the event. The theories and concepts that the author uses in this study are based on management theory by George R. Terry, role theory by Paul B. Horton, routine activity theory. by Marcus Felson and Robert K. Cohen, the concept of theft, the concept of crime prevention, the concept of patrol and Perkabaharkam No. 1 of 2017 concerning patrols. This study uses a qualitative approach and field study methods. The sources used are primary and secondary sources. Data collection techniques used are interviews, observation, and document research. The results obtained by the author during the study are that all actions of members of the Palembang Polrestabes Sabhara unit have prioritized preventive measures, namely carrying out routine patrols using KRYD (improved routine activities), namely the Hunter Team. However, there are still many obstacles due to the lack of personnel, quality of human resources, inadequate infrastructure, and lack of public awareness to protect personal property. The suggestions submitted by the author are to give strict sanctions, add personnel, improve infrastructure and improve their abilities by following the Dikjur.

Abstract

This research was motivated by the case of motor vehicle theft which became a high crime act that occurred in Magelang Regency. The Magelang Police took preventive action to prevent the crime of motor vehicle theft by optimizing the four-wheel patrol carried out by the Magelang Police Sabhara Unit. The purpose of this study is to find out the process carried out by the Sabhara Unit in preventing the crime of motor vehicle theft and the efforts taken to overcome the factors that influence the lack of optimal patrolling. The theories and concepts used in this research are SWOT Analysis Theory, Management Theory, Theft Concept, Optimization Concept, Four Wheel Patrol Concept, and Crime Prevention Theory. This study uses a qualitative approach, with a descriptive analytical research type that seeks to systematically explain the facts about objects and their problems which are supported by the data obtained, as well as data collection techniques by interviewing, observing and reviewing documents. Based on the results of the study, the authors found the fact that there were several things that had not been fulfilled according to the Perkabaharkam No. 4 of 2011 concerning Patrol. There are several factors that influence the unfulfilled optimization of the four-wheeled Sabhara Unit of the Magelang Police, namely internal factors including strengths and weaknesses. Strengths possessed are the availability of Leadership Motivation, the existence of good HTCK between the functions of the Sabhara Unit and other technical functions, and budget support for patrol implementation, experience. Weaknesses are lack of personnel, lack of ability and awareness of members and negative stigma. External factors include opportunities and threats. Opportunities that are owned are community support and good coordination relationships with side agencies and related agencies. The threats they have are public fear and lack of public awareness of Kamtibmas. Based on the results of the study, the authors provide input to the Sabhara Unit of the Magelang Police to increase the number of personnel and carry out patrol management to the maximum.

Abstract

This research was motivated by the high rate of spread of COVID-19 in the jurisdiction of the Police Resort Barelang. The role of the Binmas Unit in reducing the spread of COVID-19 in Batam City will be discussed in this study. In Article 13 of Law Number 2 of 2002, it is explained that the State Police of the Republic of Indonesia has main duties such as maintaining public security and order, upholding the law and providing protection, protection and services to the community. The research method uses a qualitative approach whose results are reinforced by the presence of findings, observations, document studies, and interviews with information sources. The techniques used for data analysis include data reduction, data presentation, and drawing conclusions. The results of the study found that the role of the Binmas Unit in reducing the spread of COVID-19 in Batam City was still not optimal, influenced by several internal factors and external factors including internal factors, namely human resources, budget, facilities and infrastructure, work methods and markets. As well as external factors including the economy and the lack of public awareness. Based on the results of the research, the authors suggest that the addition and placement of personnel according to competence and rank levels, optimize analysis and evaluation by Kasatbinmas, provide training education on counseling, equip officers with the ability to master audience and communication science And presumably the Police Resort Barelang Public Guidance Unit can provide sufficient inventory items to support the implementation of activities.

Abstract

This research is motivated by the high number of fraud cases that can be troubling to the public, causing disturbances in public order and security in the West Lombok Regency area. The police as protectors, protectors, and public servants try to maintain public order through preemptive efforts, namely through counseling guidance. The role of bimluh, hereinafter referred to as counseling guidance, is very important in preventing criminal acts of fraud. This study aims to describe the description of the criminal act of fraud, explain the role of the Bintibsos unit through Bimluh in preventing criminal acts of fraud and describe the factors that influence the role of the Bintibsos unit through Bimluh in preventing fraud in the area of ​​the West Lombok Police. these are Role Theory, Management Theory, Crime Prevention Theory. Furthermore, the concepts used are Role Concepts, Counseling Guidance, Fraud Crimes. This research was conducted using a qualitative approach with field research methods. Data were collected through interviews, observations, and document studies, as well as data validity using data triangulation. The results of the study found that the fraud case was the most prominent case in the West Lombok Police Law area. The role of the Bintibsos Unit through Bimluh in preventing fraudulent acts is not optimal where there are points that cannot be implemented, namely at the point of compiling a team of activity organizers and in practice not carrying out the function of leadership and motivation. Then based on the type of crime prevention carried out only secondary prevention is carried out in its implementation. Then in this study found factors that influence the role of the social and social welfare unit through counseling guidance in preventing criminal acts of fraud internally and externally.

This research was motivated by the high number of traffic accidents that occurred in the jurisdiction of the Semarang Polrestabes in the last three years. Based on Law no. 2 of 2002 concerning the duties of the police, Law no. 22 of 2009 concerning road traffic and transportation, and Juklak/5/V/2003 concerning public education in the field of traffic, so that through preemptive steps In responding to this problem, the Semarang Polrestabes Satlantas has made efforts through the traffic education unit with the aim of reducing traffic accidents that cause traffic accidents. exist and increase public awareness of the importance of past kamseltibcar. However, there are several obstacles and obstacles in the implementation of direct education in the field. Some of the factors that influence the implementation of the social education program in reducing traffic accidents and creating security and safety regulations are discussed using the concept of effort, the concept of direct social education, and the theory of 6M management elements put forward by George R. Terry which consists of six elements, namely man, money, methods, materials, machines, and markets. Based on the results of the research conducted, the authors suggest that there is a need for a change in the focus of providing education and social services directly, changing the method of providing social media services using social media, reviewing the fulfillment of the number of personnel, providing vocational education for personnel, better budget management, as well as maintenance and procurement of infrastructure that has not yet been completed. available. Abstract

This research was motivated by the increasing number of motor vehicle theft crimes in the Banda Aceh Police jurisdiction. The high level of community activity in Bnada Aceh City has made the criminal acts that occurred become high as well. And the pattern of prevention that is prioritized by the Police is more acceptable to the public than the pattern of repression or repression.Writing this thesis uses a qualitative approach with descriptive research type. Data collection techniques by interview, observation, and review of documents. There are primary and secondary data sources and the theories used to analyze are role theory, routine activity theory, technical competency theory and work efficiency theory.The results of the study found that the role of Bhabinkamtibmas in preventing criminal acts of theft of motorized vehicles, especially two-wheelers, was conducting sambaing, counseling the community, and implementing the door to door system. There are factors that influence Bhabinkamtibmas in carrying out its duties, namely supporting factors consisting of directing the implementation of tasks, productivity. , motivation, evaluation and work environment then the inhibiting factors consist of time, supervision, completeness aspects and level of education. Based on the discussion of the research, the writer gives suggestions to the leadership to conduct analysis and evaluation to Bhabinkamtibmas personnel and has standardization for the assessment of Bhabinkamtibmas members, emphasizes providing material to the public regarding the theft of two-wheeled motorized vehicles, improving suggestions and infrastructure owned, and providing rewards. and punishment for members of Bhabinkamtibmas as motivation to work.

Abstract

This research is motivated by the increasing number of narcotics crimes both nationally and in Lampung Province, but at the Bandar Lampung Police, it is known that there is no increase in the disclosure of narcotics crimes. The purpose of this research is to reveal whether investigations with the role of informants have been effective and how investigations carried out with the role of informants are effective in realizing Harkamtibmas. This research was conducted with a qualitative approach, using phenomenological methods. The focus of the research is on the performance of the investigation which is compared with the implementation of Patrol activities and Bhabinkamtimbas activities as a measure of the maintenance of Kamtibmas. Data collection techniques were carried out by interviews, observations, documents, questionnaires and, Focused Group Discussions. The validity of the data was checked using triangulation of methods and sources, with the Miles-Huberman model data analysis technique. The results of the study stated that the investigation with the role of the informant was not yet fully effective, this happened due to the lack of infrastructure needed for investigation (office tools, stationery), the absence of supporting technology (tapping tools, trackers, direct finder, data recover, surveillance camera) , the implementation of the provisions following the Technical Guidelines, the quality of personnel is not ideal yet. However, the role of informants can realize Harkamtibmas by facilitating investigations, accelerating investigations, minimizing costs and risks to assisting in carrying out investigations. Based on the results of the study, the authors suggest to unite the sub-unit of investigators, add additional tools/technology to support investigations, increase personnel capabilities, improve the Narcotics networking and implement Narcotics socialization. If possible, the organization can be developed into three units, to increase investigative capabilities that will increase organizational effectiveness.

Abstract

This research is motivated by the high number of cyber crime cases in Indonesia, especially hate speech. The impact of hate speech is very broad because hate speech usually attacks certain groups or ethnicities so that it has a broad impact on security and order in society. The Indonesian National Police through the Public Relations Division actually has a Bureau in charge of managing social media. However, its implementation is still considered less than optimal because of the high number of hate speech cases that occur in the community. This study aims to determine the implementation of hate speech prevention on social media, the supporting and inhibiting factors of the implementation and trying to optimize the implementation of hate speech prevention on social media. The analytical knife used includes Scientific Perspective Management theory, Decision Support System theory and crime prevention theory. The concepts used are the concept of hate speech, the concept of social media, and the concept of optimization. The approach used is a qualitative approach with analytical descriptive. Data collection methods include interviews, observation and document study. The results of the study found that the prevention of hate speech carried out by the Semarang Police Public Relations Cyber ​​Troops Team was lacking because the Cyber ​​Troops Team members did not understand the definition of hate speech, did not explore the elaboration of articles on hate speech and the circular letter of the Indonesian National Police that regulates it, therefore prevention is not optimal. . Coupled with the profiling ability carried out by members of the Cyber ​​Troops Team, they are still less proficient. In this study, the author tries to offer alternative solutions through the creation of a cyber patrol guide book which the author formulated with experts in the field. The book contains the differences between the Cyber ​​Public Relations Team and Cyber ​​Crime, the classification of harsh words, the differences between real, fake and take over accounts and how to do their profiling. It is hoped that this guidebook can be used properly by members of the Cyber ​​Troops Public Relations Team of the Semarang Police.

ABSTRACT OPTIMIZATION OF KRING RESERSE SATRESKRIM TO UNCOVER THE CRIME OF VEHICLE THEFT IN THE KENDAL POLICE JURISDICTION NAILLA ZAHRA MAHARANI, 18.254. naillazm22099@gmail.com This research discusses how to uncover the crime of theft of vehicles by optimizing one of the technical functions of criminal reserse, namely Kring Reserse, in the jurisdiction of Kendal police. Supported by data on the number of crimes (total crime) in the Kendal regency over the past three years, the crime of theft of vehicles has increased. The rise of vehicle theft cases is a concern for the author to observe and analyze more deeply how to optimize Kring Reserse, which is done by monitoring the area at some point of the crime vulnerability area. In this study, the author used problem-solving through management theory, along with the concept of optimization and the concept of Kring Reserse derived from the Hanjar Reserse Lemdiklat Polri Book in 2021. This research uses a qualitative approach so that the research carried out gets a broad picture of the problems obtained in the field. Data collection is collected by interviewing, observation, and document studies and validated through data triangulation to get valid information and data with problems that focus on the Kring Reserse Kendal police criminal reserse unit. Based on the research results that had been done by the author, several findings are found, including 1) The unavailability of SOP Kring Reserse or renewal division of duties to Kendal police criminal reserse unit personnel. 2) Lack of personnel carrying out the tasks in the field. 3) Lack of control and supervision from superiors. 4) The method used is not optimal. The author provides problem-solving steps based on the results of research that has been done, namely: 1) Coordination between Kanit and Kasat Reskrim to conduct training to all criminal reserse personnel regarding Kring Reserse activities. 2) Empower cross-functional technical functions such as Bhabinkamtibmas to carry out Kring Reserse activities. 3) The use of technology such as the Use of Zenly Applications in making it easier for Kanit to supervise and control criminal reserse personnel in Kendal Police.

Abstract

Fokus penulisan tugas akhir ini adalah mengoptimalkan Bimluh oleh Bhabinkamtibmas untuk mencegah pencabulan di Polres Batang Kota. Fokus kajian ini dianggap penting karena pelaksanaan Bimluh oleh Bhabinkamtibmas selama ini dinilai belum optimal. Artinya, dalam konteks pelaksanaan Bimluh oleh Bhabinkamtibmas saat ini belum sepenuhnya sesuai dengan kondisi ideal. Ada dua permasalahan yang diangkat dalam penulisan tugas akhir ini, yaitu; (1) Bagaimana pelaksanaan Bimluh oleh Bhabinkamtibmas Polres Batang dalam mencegah tindak pidana pencabulan, (2) Bagaimana upaya optimalisasi Bimluh yang dilakukan oleh Bhabinkamtibmas Polres Batang dalam mencegah tindak pidana pencabulan.Untuk menganalisis kedua masalah tersebut digunakan metode penulisan kualitatif dengan jenis penulisan lapangan. Beberapa teori yang digunakan dalam penulisan ini, yaitu; Teori Manajemen, teori Manajemen Kompetensi. Temuan penulisan ini adalah (1) Pengorganisasian dan pengawasan belum optimal dikarenakan tidak sesuai dengan kondisi ideal (2) Personil Bhabinkamtibmas belum memenuhi kondisi ideal. Dari hasil penulisan ini disarankan kepada Kapolres Batang untuk memberikan penghargaan kepada Bhabinkamtibmas yang berprestasi, memberikan pelatihan dan pemahaman mengenai Bhabinkamtibmas khususnya Bimluhkepada anggota Bhabinkamtibmas, menerbitkan sprint yang memuat tentang Bhabinkamtibmas yang tidak boleh merangkap di fungsi lain serta melakukan pengawasan dan pendampingan secara berkala terhadap pelaksanaan Bimluh oleh Bhabinkamtibmas.
